Currently, in Korea, lower and upper tier qualifying quantities of the 97 substances requiring preparation for accidents have been designated. The information on the submission of chemical accident prevention management plan varies depending on whether the handling volume is above or below the lower or upper qualifying quantity. Because the criteria of the lower and upper qualifying quantities of substance requiring preparation for accidents are not stipulated in the Chemical Substances Control Act, this study attempted to establish a criterion through significance verification. In addition, the study investigated whether these qualifying quantities are related to the Globally Harmonized System of Classification and Labelling of Chemicals (GHS), toxic concentration endpoint, and National Fire Protection Association (NFPA). Finally, by comparing the risk categorization of the GHS, endpoint, and NFPA, it was evaluated whether the circulation-volume-based risk categorization of the substance requiring preparation for accidents that are in the top 13 is appropriate. The qualifying quantities of benzene, toluene, and sulfuric acid needed to be adjusted upward, while those of methyl alcohol and ammonia were adjusted downward from the current qualifying quantities. It is required to establish a quantified criterion that fully reflects the domestic situations in Korea and various indicators such as toxicity, physicochemical properties, and circulation volume for the qualified criterion of hazardous chemical substances. The study is expected to be helpful in establishing an efficient system by systematizing the criterion for qualifying quantity.
Crack detection plays an important role in the maintenance and protection of steel box girder of bridges. However, since the cracks only occupy an extremely small region of the high-resolution images captured from actual conditions, the existing methods cannot deal with this kind of image effectively. To solve this problem, this paper proposed a novel three-stage method based on deep learning technology and morphology operations. The training set and test set used in this paper are composed of 360 images (4928 × 3264 pixels) in steel girder box. The first stage of the proposed model converted high-resolution images into sub-images by using patch-based method and located the region of cracks by CBAM ResNet-50 model. The Recall reaches 0.95 on the test set. The second stage of our method uses the Attention U-Net model to get the accurate geometric edges of cracks based on results in the first stage. The IoU of the segmentation model implemented in this stage attains 0.48. In the third stage of the model, we remove the wrong-predicted isolated points in the predicted results through dilate operation and outlier elimination algorithm. The IoU of test set ascends to 0.70 after this stage. Ablation experiments are conducted to optimize the parameters and further promote the accuracy of the proposed method. The result shows that: (1) the best patch size of sub-images is 1024 × 1024. (2) the CBAM ResNet-50 and the Attention U-Net achieved the best results in the first and the second stage, respectively. (3) Pre-training the model of the first two stages can improve the IoU by 2.9%. In general, our method is of great significance for crack detection.
Digital content is difficult to distinguish between the original and the replica due to its nature. For this reason, NFT technology using blockchain technology is attracting attention because it can guarantee the proof and scarcity of the original digital content. However, the NFT buyer does not own the copyright to the digital content, but the ownership. In particular, since the minting process of issuing NFTs is possible for anyone, there is a copyright threat to the copyright holder. In this study, we propose a verification protocol based on DID for the process of issuing and transacting NFTs for copyright protection of copyright holders' digital contents. As a research method, the problems of research cases related to digital contents were analyzed and the safety was comparatively analyzed. NFT issuance can only be issued by copyright holders whose identity has been verified through DID, and only users who have completed authentication can participate in the transaction to prevent indiscriminate theft and use of digital content and form a safe and transparent transaction market.

The aim of the article is to investigate socio-political processes in Ukraine on the basis of institutional and behavioral approaches, in particular their regulatory and informational support. Methodology. To determine the nature and content of sociopolitical processes, the following approaches have been used: 1. Institutional approach in order to analyze the development of Ukraine's political institutions. 2. The behavioral approach has been used for the analysis of socio-political processes in Ukraine in the context of political behavior of citizens, their political activity which forms the political culture of the country. Results. The general features of the socio-political situation in Ukraine are as follows: the formed model of government, which can be conditionally described as "presidential"; public demand for new leaders remains at a high level; the society has no common vision of further development; significant tendency of reduction of real incomes of a significant part of the society and strengthening of fiscal pressure on businessmen will get a public response after some time. Increasing levels of voice, accountability, efficiency of governance and the quality of the regulatory environment indicate a slow change in the political system, which will have a positive impact on public sentiment in the future. At the same time, there has been little change in the quality of Ukraine's institutions to ensure political stability, the rule of law and control of corruption. There are no cardinal changes in the development of the institution of property rights, protection of intellectual rights, changes in the sphere of ethics and control of corruption. Thus, Ukraine's political institutions have not been able to bring about any change in the social-political processes. Accordingly, an average level of trust and confidence of citizens in political institutions and negative public sentiment regarding their perception and future change can be traced in Ukraine.

The use of the Internet has become commonplace for billions of people on the planet. The rapid development of technology, in particular, mobile gadgets, has provided access to communication anywhere, anytime. At the same time, there are growing concerns about the behavior of people on the Internet, in particular, towards each other and social groups in general. This raises the issue of human rights in today's information society. In this study, we focused on human rights such as the right to privacy, confidentiality, freedom of expression, the right to be forgotten, etc. We point to some differences in this regard, in particular between the EU, etc. In addition, we describe the latest legal regulation in this aspect in European countries. Such methods as systemic, factual, formal and legal, to show the factors of formation and development of human rights in the context of digitalization were used. The authors indicate which of them deserve the most attention due to their prevalence and relevance. Thus, we concluded that the technological development of social communications has laid the groundwork for a legal settlement of privacy and opinion issues on the Internet. Simultaneously, jurisdictions address issues on every aspect of human rights on the Internet, based on previous norms, case law, and principles of law. It is concluded that human rights legislation on the Internet will continue to be actively developed to ensure a balance of private and public interests, safe online access and unimpeded access to it.
In the era of the 4th industrial revolution, various universities' corporate field application education models are being presented. In particular, along with new teaching methods, various educational models for customized education of many companies are being studied, increasing their usability. Research on project-oriented teaching methods for competencies required in the field of business is the most developed field in recent years. In this study, we intend to propose a case-oriented curriculum model that applies the project-oriented teaching method to the requirements of these companies. In particular, we design an industry-oriented curriculum model through a companycustomized education model for blockchain and web developers, and suggest the direction of development focusing on examples of the operation process. The model through this case was designed and operated as a curriculum model suitable for the field through in-depth interviews with industries, etc.
In the past, rice bakanae was considered an endemic disease that did not cause significant losses in Korea; however, the disease has recently become a serious threat due to climate change, changes in farming practices, and the emergence of fungicide-resistant strains. Since the bakanae outbreak in 2006, its incidence has gradually decreased due to the application of effective control measures such as hot water immersion methods and seed disinfectants. However, in 2013, a marked increase in bakanae incidence was observed, causing problems for rice farmers. Therefore, in this review, we present the potential risks from climate change based on an epidemiological understanding of the pathogen, host plant, and environment, which are the key elements influencing the incidence of bakanae. In addition, disease management options to reduce the disease pressure of bakanae below the economic threshold level are investigated, with a specific focus on resistant varieties, as well as chemical, biological, cultural, and physical control methods. Lastly, as more effective countermeasures to bakanae, we propose an integrated disease management option that combines different control methods, including advanced imaging technologies such as remote sensing. In this review, we revisit and examine bakanae, a traditional seed-borne fungal disease that has not gained considerable attention in the agricultural history of Korea. Based on the understanding of the present significance and anticipated risks of the disease, the findings of this study are expected to provide useful information for the establishment of an effective response strategy to bakanae in the era of climate change.

It is necessary to establish a marine environment management system in Korea for hazardous noxious substances (HNS) effluent from marine industrial facilities because the Marine Environment Management Act primarily focuses on pollution control from vessels and offshore man-made structures. In this study, we investigated the effluent guidelines of foreign cases focusing on the US Environmental Protection Agency (US EPA), which provides detailed information on the action levels and establishing principles for the industrial wastewater discharge of HNS. Based on the review, we also considered appropriate options for establishing new guidelines for Korea.

In various fields such as art, design, music, film, sports, games, and fashion, NFTs (Non-Fungible Tokens) are creating new economic value through trading platforms dedicated to NFT art and content. In this article, I analyze the current state of blockchain technology and NFT art content in the context of an expanding market for blockchain-based NFT art content in the metaverse. I also propose several tasks based on the economic and industrial logic of technological innovation. The first task proposed is to integrate cultural arts on blockchain, metaverse, and NFT platforms through digital innovation, instead of separating or distinguishing between creative production and consumption. Before the COVID-19 pandemic, there was a clear separation between creators and consumers. However, with the rise of Web 3.0 platforms, any user can now create and own their own content. Therefore, it is important to promote a collaborative and integrated approach to cultural arts production and consumption in the blockchain and metaverse ecosystem. The second task proposed is to align the legal framework with blockchain-based technological innovation. The enactment and revision of relevant laws should focus on promoting the development of the NFT trading platform ecosystem, rather than merely regulating it for user protection. As blockchain-based technology continues to evolve, it is important that legal systems adapt to support and promote innovation in the space. This shift in focus can help create a more conducive environment for the growth of blockchain-based NFT platforms. The third task proposed is to integrate education on digital arts, including metaverse and NFT art contents, into the current curriculum. This education should focus on convergence and consilience, rather than merely mixing together humanities, technology, and arts. By integrating digital arts education into the curriculum, students can gain a more comprehensive understanding of the potential of blockchain-based technologies and NFT art. This article examines the digital technological innovation such as blockchain, metaverse, and NFT from an economic and industrial point of view. As a limitation of this research, the critical mind such as philosophical thinking or social criticism on technological innovation is left as a future task.

Purpose: This study sought to investigate the perceptions and service needs of tele-physical therapy among people in their 50s and older in Korea. Methods: Subjects were inducted during a 14-day survey of 104 people over the age of 50 in Korea and were administered a questionnaire consisting of 14 questions about their general characteristics and another 14 questions about tele-physical therapy. Results: The general characteristics of the participants (participants' gender, whether they were single or married, number of cohabiting families, final education, major, job, physical therapy experience, tele-physical therapy experience, presence of a physical therapy worker among relatives, subjective health awareness, chronic disease conditions if any, frequency of drinking, and smoking) were investigated. Among the perceptions of the subjects about tele-physical therapy, the score of 'awareness' was the lowest, and that of 'resolving restrictions on hospital visits' was the highest. In an analysis of the correlation between perceptions and needs, there was a significant correlation with factors other than 'awareness' and 'information protection' factors. The regression analysis of necessity and factors revealed that the awareness of necessity increased as the intention to use, health improvement, and time efficiency improved. Conclusion: These findings presented the perception and necessity of tele-physical therapy for adults in their 50s or older in Korea. These results will help confirm the demand for tele-physical therapy in this age group in Korea and the need to improve the available physical therapy services.
