Prioritization Analysis for Cyber Security Enhancement at Busan Port Container Terminal (부산항 컨테이너 터미널 사이버 보안 강화를 위한 우선순위 분석)

  • The port industry has been actively adopting Fourth Industrial Revolution technologies, leading to transformations in port infrastructure, such as automated and smart ports. While these changes have improved port efficiency, they have also increased the potential for Cyber Security incidents, including data leaks and disruptions in terminal operations due to ransomware attacks. Recognizing the need to prioritize Cyber Security measures, a study was conducted, focusing on Busan Port's rapidly automating container terminal in South Korea. The results of the Eisenhower Matrix analysis identified legal and regulatory factors as a top priority in the first quadrant, with educational systems, workforce development, network infrastructure, and policy support in the third quadrant. Subsequently, a Borich Needs Analysis revealed that the highest priority was given to legal improvements in security management systems, while the development of Cyber Security professionals ranked lowest. This study provides foundational research for enhancing Cyber Security in domestic container terminals and offers valuable insights into their future direction.

Analysis of Competency Research Trends of Professional Instructors by Industrial Sector in Korea (국내 산업 분야별 전문강사 역량 연구 동향 분석)

  • Purpose: The purpose of this study is to analyze the trends of research on professional instructor competency by industry field conducted in Korea and to explore the direction necessary for future research to develop. Method: We searched the domestic Research Information Service (RISS) and DBpia for the topics of 'instructor' and 'competence', and selected 75 papers for analysis. We analyzed the 75 papers by year, research subject, research method type, and research topic. Result: First, the research began in 2003 and has been conducted consistently since 2011, with 11 papers published in 2022, the largest number of studies. Second, the majority of studies targeted lifelong education instructors, followed by cultural arts education instructors. Third, the research methods were similarly utilized in the order of quantitative research, mixed research, and qualitative research. Fourth, Research topics on competency derivation, educational needs analysis, competency enhancement, and policy were conducted most frequently. Conclusion: This study confirmed that competency research was conducted on instructors in various fields. In future studies, many studies should be conducted on the competency of safety education instructors in all fields, including disaster safety, which has become increasingly important due to social and environmental changes.

  • In the Fourth Industrial Revolution era, global powers are enhancing R&D support to leverage innovations like AI, IoT, and big data for productivity gains and structural economic and social reforms. Yet, the declining R&D budget growth rate and the forecasted sharp cut in South Korea's R&D budget in 2024 highlight the critical need for national R&D performance management system discussions. Diverging from previous studies focused on quantitative analysis of performance determinants, this research utilizes fuzzy set qualitative comparative analysis(fsQCA) to explore the interplay of factors affecting research institutions' outcomes comprehensively. Analyzing data from 2018 to 2022, it examines three outcome types of research institutions, identifying factor combinations crucial for success. By pinpointing these factors' configurations, the study offers institution-specific performance enhancement guidelines and insights for national R&D policy management and performance evaluation efficiency.

  • The purpose of this study is to analyze whether startup CEOs' self-efficacy and hope have a mediating effect on the relationship between satisfaction with an acceleration program and business performance. While the impact of acceleration programs on business performance has been validated through various studies, this research aims to examine whether differences in business performance, despite participating in the same program, are attributable to the characteristics of the participants. To this end, satisfaction with the acceleration program was set as the independent variable, business performance (financial performance and non-financial performance) as the dependent variable, and self-efficacy and hope among positive psychological capital as the mediating variables. A survey was conducted on startup CEOs who participated in acceleration programs offered by financial public institutions, specifically the Korea Credit Guarantee Fund and the Industrial Bank of Korea, in order to minimize the influence of differences in accelerator competence and program quality. The empirical analysis results indicate that satisfaction with the acceleration program has a positive effect on both the financial and non-financial performance of startups, and hope serves as a mediating factor in this relationship. This study suggests that to improve business performance of startups, policy efforts are needed to activate and enhance the roles of domestic accelerators. Additionally, it proposes that in order to maximize the effectiveness of acceleration programs, detailed components of these programs should be designed to elevate the participants' level of hope.

Determinants of Technological Innovation of Photonics Industry in Korea: Focus on regional differences

  • Technological innovation is a key driver of firm survival and prosperity in a competitive market. Though most economists consider the determinants of technological innovation as firm-level activities, concentrations of innovative performance within particular regions have been observed almost everywhere. We examine if performance of technological innovation for photonics industry in Korea will be affected by different regions as well as firm specific factors. By applying Heckman's selection model, we found that specific regions such as Gwangju and Honam region have significant effects on the probability of obtaining patents, but there is no significant evidence that the location on specific regions increases the number of patents. On the contrary, firms with main plants in the SMA have not only significantly lower chances of obtaining patents but also produce significantly fewer patents than do firms in other regions. The analysis also found that the R&D spending-capital ratio, total employment-capital ratio of firms, and firm location in metropolitan cities are all positively related to the number of patents. As a policy implication, more active cooperation between the R&D cluster and the surrounding firms will be required to enhance the technology diffusion effects from the R&D cluster to innovative activity of the firms. This paper contributes relevant literature by showing empirically that regional location is an important determinant of technological innovation for photonics firms.

Determinants of Employment by Company Size (중소기업과 대기업의 고용 결정요인)

  • This study analyzed the determinants of employment of regular workers by firm size by merging statistical office survey(2006~2015), The results are as follows. First, as a result of the panel regression analysis, the labor income distribution, operating profit, sales, and R & D variables significantly increase employment, while the outsourcing cost, wage, capital intensity, and temporary employment decrease. However, wage variables of firms with minimum wage did not have a significant effect. Second, as a result of estimating the determinants of employment for regular workers by firm size, the variables of labor income distribution as a key variable had a significant positive impact only on SMEs, and the outsourcing cost ratio had a significant negative impact on both SMEs and large corporations. Third, as a result of estimating employment decision factors of SMEs and large enterprises by industry classification, both labor share(+) and outsourcing expense(-) are significant only in manufacturing industry, The higher the distribution ratio, the higher the employment rate, and the higher the cost of outsourcing, the lower the employment of regular workers. Employment impacts were greater for both SMEs. Therefore, it is necessary to strengthen policies on labor income distribution, operating profit, sales, R & D investment, etc., which are analyzed as having a positive influence in order to constantly employ regular job positions at the enterprise level. As the impact on employment varies depending on the size of industry and type of industry, it is necessary to adopt a job policy for each characteristic.

A Study on the Digital Transformation Analysis of Infrastructure (인프라 측면 디지털 전환 분석 연구)

  • This study aims to collect and systematize indicators for each stage of digital transformation at the infrastructure level to accurately diagnose the current status of digital transformation in Korea and to serve as a reference for establishing a balanced digital strategy. In order to establish a framework for digital transformation of infrastructure, 19 indicators in three categories(tangible/intangible, data) were identified across three stages of digital transformation: computerization, digitization, and digital transformation, and 19 indicators in three categories were identified to study the changes in digital infrastructure. The main findings are: First, the digital transformation of infrastructure is at a high level, moving from digitization to digital transformation. Second, the scope of digital transformation policies is expanding as digital transformation is triggered, and additional policies on inclusion and social disparities should be prepared. It is also important to improve the regulatory environment, which is relatively undervalued. Third, as data becomes more important, it is important to develop indicators and measurements to strengthen digital competitiveness in terms of data infrastructure. This study is an exploratory study of the existing indicators, which can be used to conduct specialized research on the differences in the level of digital transformation by industry, sector, company size, age, gender, region, and group, and to study indicators for the expansion of digital transformation to social and industrial sectors. The expected effect is to deepen the process of understanding the interaction between each indicator, so that future digital transformation policies can be organized and promoted, and policy outcomes can be predicted and responded to in advance.

  • For as to world, the concern about the environment problem is enhanced than any other time in the past because of being 21 century. And the environment problem is highlighted as the world-wide issue. The time of the environment problem intimidates the alive of the mankind and presence of an earth over the time. It becomes the essentiality not being selection in the personal living or the economical viewpoint now to prepare for the climatic modification. As to the company management, the green growth period which it excludes the environment management considering an environment, cannot carry on the company the continued management comes. That is, in the change center of the management paradigm, there is the environment management. Nearly, the greenhouse gas which the publication industry is the environmental toxic material like all industries is generated. The greenhouse gas is ejected in the process of running the manufacturing process and print shop of the various kinds material used as the raw material of the book. Particularly, the tree felling for getting the material of the paper is known to reach the direct influence on the global warming. This study does according to an object it considers and organizes the environment parameter based on this kind of fact as to the publication industry. And it is determined as the reference which is used as the basic materials preparing the case that carbon exhaust right transaction(CAP and TRADE) drawing are enforced in all industries and is sustainable the management of the publication industry and reduces the environmental risk among the company many risk management elements and plans and enforces the publication related policy that there is a value. In the printing publication industry, this study tried to inquire into elements discharging the environmental pollutant or the greenhouse gas. Additionally, in the printed publication production process, it tried to inquire into the effort for an environment-friendly and necessity at the printing paper and the printers ink, regarded as the element discharging the greenhouse gas all kinds of the printing materials, operation of the print shop and all kinds of the machines and recycle process, and etc. These considerations make these industrial field employees aware of the significance about a conservation and environmental protection. They try to give a help in the subsequent study producing quantitatively each environmental parameter emission of green house gas. This makes the calculation of the relative $CO_2$ output reproached ultimately possible. Meanwhile, in a sense, many research protects and improving an environment in connection with the contents of research at the printing publication industrial field is in progress. There will be the voluntary human face that it has to protect an environment but this can not do by the outside factor according to all kinds of environment related law and regulation. Anyway, because of acting on company management as the factor of oppression, the increase of this environment-related correspondence cost could know that the research that the environment loading relates with a procurement and development, environment management system introduction, quality control standard, including, normalizing including a material, and etc. through the part of the effort to reduce the cost low was actively in progress. As to the green growth era, as follows, this paper prescribed the subject and alternative of the print publication industry. It is surrounded by the firstly new digital environment and the generation of the subject. And secondly the printing industry is caused by the point of time when the green growth leaves by the topic which is largest in the global industry and it increases. The printing publication industry has to prepare the bridgehead for the environment-friendly green growth as the alternative for this resolution with first. The support blown in each industry becomes the obligation not being selection. Prestek in which the print publishing was exposed to spend many energies and which is known as the practice of the sustainable print publishing insisted that it mentioned importance of the green printing through the white pages in 2008 and a company had to be the green growth comprised through the environment-friendly activity. The core management for the sustainable printing publication industry presented from Presstack white pages is compacted to 4 words that it is a remove, reduce, recover, and recycle. Second, positively the digital printing(POD) system should be utilized. The Macroeconomic Impacts of Korean Elections and Their Future Consequences (선거(選擧)의 거시경제적(巨視經濟的) 충격(衝擊)과 파급효과(波及效果))

  • This paper analyzes the macroeconomic effects of elections on the Korean economy and their future ramifications. It measures the shocks to the Korean economy caused by elections by taking the average of sample forecast errors from four major elections held in the 1980s. The seven variables' Bayesian Vector Autoregression Model which includes the Monetary Base, Industrial Production, Consumption, Consumer Price, Exports, and Investment is based on the quarterly time series data starting from 1970 and is updated every quarter before forecasts are made for the next quarter. Because of this updating of coefficients, which reflects in part the rapid structural changes of the Korean economy, this study can capture the shock effect of elections, which is not possible when using election dummies with a fixed coefficient model. In past elections, especially the elections held in the 1980s, $M_2$ did not show any particular movement, but the currency and base money increased during the quarter of the election was held and the increment was partly recalled in the next quarter. The liquidity of interest rates as measured by corporate bond yields fell during the quarter the election and then rose in the following quarter, which is somewhat contrary to the general concern that interest rates will increase during election periods. Manufacturing employment fell in the quarter of the election because workers turned into campaigners. This decline in employment combined with voting holiday produce a sizeable decline in industrial production during the quarter in which elections are held, but production catches up in the next quarter and sometimes more than offsets the disruption caused during the election quarter. The major shocks to price occur in the previous quarter, reflecting the expectational effect and the relaxation of government price control before the election when we simulate the impulse responses of the VAR model, imposing the same shocks that was measured in the past elections for each election to be held in 1992 and assuming that the elections in 1992 will affect the economy in the same manner as in the 1980s elections, 1992 is expected to see a sizeable increase in monetary base due to election and prices increase pressure will be amplified substantially. On the other hand, the consumption increase due to election is expected to be relatively small and the production will not decrease. Despite increased liquidity, a large portion of liquidity in circulation being used as election funds will distort the flow of funds and aggravate the fund shortage causing investments in plant and equipment and construction activities to stagnate. These effects will be greatly amplified if elections for the head of local government are going to be held this year. If mayoral and gubernatorial elections are held after National Assembly elections, their effect on prices and investment will be approximately double what they normally will have been have only congressional and presidential elections been held. Even when mayoral and gubernatorial elections are held at the same time as congressional elections, the elections of local government heads are shown to add substantial effects to the economy for the year. The above results are based on the assumption that this year's elections will shock the economy in the same manner as in past elections. However, elections in consecutive quarters do not give the economy a chance to pause and recuperate from past elections. This year's elections may have greater effects on prices and production than shown in the model's simulations because campaigners' return to industry may be delayed. Therefore, we may not see a rapid recall of money after elections. In view of the surge in the monetary base and price escalation in the periods before and after elections, economic management in 1992 should place its first priority on controlling the monetary aggregate, in particular, stabilizing the growth of the monetary base.

The Analysis of Disease Distribution of patients discharged from a general hospital in a farming and fishing village region (일개 종합병원을 이용한 농.어촌지역 퇴원환자의 질병분포에 관한 연구)

  • This study examined the disease conditions of patients from a farming and fishing village area. In order to analyze the medical service utilization, the necessary data were obtained from established health and medical care service plans from medical treatment related organizations. The following results were based on the analysis of data from the medical records of 2,365 discharged patients during a six months period from July to December 2009 at a general hospital in an aging farming and fishing village area. Results: The sex of the patients investigated was male 55.3%, female 44.7%, and the most frequent age category at 42.0% was 70 years of age or older. Based on type of hospital admission, 65.5% of patients who were admitted were originally outpatients. Patients were admitted according to the following departments: 49.7% for the department of internal medicine, 16.7% for the department of orthopedics, and 13.8% for the department of neurosurgery. The average number of days hospitalized was 14.8 days. The following ranks the principal diagnosis among patients in this study: S00-T98 18.4%, J00-J99 15.5%, and I00-I99 11.5%. The average number of diagnosis listed per patient was 5.6. There was a statistically significant difference for the following general characteristics according to principal diagnosis list: gender, type of insurance, admission process, and age category distribution had statistically significant differences. Monthly distribution of principal diagnoses were statistically significant difference. There was a statistically significant difference for principal diagnosis lists according to the average number of days admitted and the number of diagnosis. The results of this study showed the types of disease from typical farming and fishing village regions as disease from external injury due to the work environment of farming and fishing village regions and excessive labor throughout the year, respiratory disease, and various chronic disease from aging.
