An Empirical Analysis on the Diffusion Impact of IT Technological Knowledge (정보통신 기술지식의 파급효과에 대한 실증분석)

  • The main objective of this research is to examine the spillover effects of technological knowledge from IT industry to other industrial sectors and, based on empirical findings, to draw policy implications and suggest policy directions. To this end, we divide IT industry into IT equipment and IT service, assuming that these two sub-sectors are considerably different each other in terms of technology knowledge flow. Other industries are classified into 17 different sectors based on the KSIC of 1990. As the proxy measure of technological knowledge, the notion of R&D stock is employed. The Input/output(I/O) Table is used to define the inter-industrial flow pattern and to draw the knowledge flow matrix. As the research methodology, cost function model is employed to gauge the spillover effects of technological knowledge of IT industry. Based on the results of analysis, it is found that the economic impact of technology diffusion also exhibits a different pattern between IT equipment and IT service. The diffusion of IT equipment tends to show labor-substitution effect whereas IT service displays labor-creation effect. This fact should be considered in devising industry, education, and labor policy. The expectations from this research are as follows. First, the sectoral pattern, difference between IT equipment and service in particular, identified from this research may shed light on the sector-specific policy direction. It is emphasized that a sector-specific approach, rather than an aggregate approach, is relevant for formulating IT policy. Second, it is expected that the importance of technology diffusion programs and policy measures are recognized among policy makers in IT industry.

The Rise of Korean Innovation Policy for Social Problem-Solving: A Policy Niche for Transition?

  • Technology supply has been the main thrust of the Korean government's science & technology policy, focusing on the development and acquisition of new technology in line with the catching-up strategy of economic growth and industrial development. However, new social or societal problems have become major government policy issues, heralding new innovation policy aimed to address them. Such new policy initiatives for social problem-solving present a niche where the existing system of government innovation policy process is challenged, including such processes as goal-setting, planning, implementation, project management, and evaluation. The rigidity of the existing institution of government innovation policy, however, still shapes the content and progression of innovation policy for social problem-solving. This study reviews Korean innovation policy for social problem-solving as a policy niche, and aims to clarify its challenges and opportunities. It uses a system transition framework to explain the emergence and evolution of the innovation policy niche in Korea. The main research question is to what extent and in what aspect the existing innovation policy regime shaped innovation policy for social problem-solving. The study examines the inertia of the current paradigm of innovation policies and R&D programs, and sheds light on the search for a distinctive identity for innovation policies that tackles social problems.

  • Recently, the attention to the $4^{th}$ Industrial Revolution has been increasing. In the $4^{th}$ Industrial Revolution era, the boundaries between physical space, digital space, and biological space are becoming blurred because of the active convergence between various fields. There are many issues about the $4^{th}$ Industrial Revolution such as artificial intelligence, Internet of things, big data, and cyber physical system. To cope with the $4^{th}$ Industrial Revolution, an accurate analysis and technology planning need to be undertaken from a broad point of view. However, there is little research on the analysis of the major issues about the 4th Industrial Revolution. Accordingly, this study aims to analyse these major issues. Data mining such as topic modelling method is used for this analysis. This study is expected to be helpful for the researcher and policy maker of the 4th Industrial Revolution.

A Novel Access Point Selection Policy for Load Balancing in IEEE 802.11 WLANs (IEEE 802.11 WLANs 환경에서 핫스팟의 혼잡을 분산하는 AP 선택정책)

  • A typical AP (Access Point) selection policy is to select an AP based on the received signal strength indicator (RSSI), ignoring its load. If multiple stations are deployed densely at a particular area, a typical AP selection policy will bring about the overall network throughput degradation. This paper proposes a novel AP selection policy taking into consideration not only signal strength of the APs but also AP loads to avoid Hotspot congestion. An experiment on Alinker implementing proposed AP selection policy, demonstrates that the proposed policy achieves close to optimal load balancing and grants the maximum transmission rate to stations in comparison with SSF (Strongest-Signal-First) and LLF (Least-Loaded-First).

  • The need for designing and implementing integrated policy was further emphasized in tandem with the increase in interest concerning policy coordination and interactions. An active discussion is taking place in the field of innovation policy concerning "integrated innovation policy," which considers innovation along with financial, regional development, social, and environmental policies together in a holistic manner. In Korea since the beginning of the 2000s, there were many attempts at implementing integrated innovation policy through the restructuring of the overall S&T administration system. For the purposes of taking an integrated approach to S&T policies as well as to S&T-related human resources, industrial, and regional development policies, the Roh Administration (February 2003~February 2008) elevated the S&T Minister to the level of Deputy Prime Minister as well as launching the Office of Science, Technology, and Innovation (OSTI) (October 2004 ~ February 2008) under the Ministry of Science and Technology. This study investigates the policy coordination activities of the OSTI from the perspective of policy integration. It deals with the background of the OSTI, its roles and responsibilities, the coordination process, and its achievements and limitations while discussing the important implications for developing effective policy measures with the hope of contributing to the development of theories of integrated innovation policy.

  • This paper suggests a new paradigm of science and technology (S&T) policy for the purpose of the new national development that pursues not the scale expansion of a industrial production but the qualitative enhancement of industrial and S&T comparativeness. The new S&T policy paradigm includes new policy directions such as the density increasement of high quality- brain power and the energy supply for crossing the threshold from imitative R&D to creative R&D. Also, this paper argues that it is necessary not only to acquire the support of the local S&T community and policy-makers on the new S&T policy paradigm, but also to develop and implement policy measures in details on the basis of the new paradigm suggested by the paper.

  • A nation's technology policy is based on the broad principles that govern the allocation of its technological resources. But the cost of inadequate investments in technology development is particularly high in today's global1y-competitive environment where continued technological advancements are critical to sustain. This paper presents a methodology for searching the new and /or advanced technologies to promote Korea's technological and economic competitiveness by industrial technology policy. The conceptual framework of industrial technology development, which is the main focus of this Paper, was designed using both Top-down and Bottom-up approach And the technology classification system was modified reviewing the previous it's system. Supporting the technology input are three key technology elements; proprietary technology, generic technology, infratechnology Competitive survival in any advanced economy will depend upon technology-based strategies that emphasize the integration of these elements of industrial technology.

An Optimal Design of Double Carousel System Under Two Class Based Assignment Policy (등급별 저장방식하에서의 이중 캐로절시스템의 최적구성)

  • The performance of a double carousel system depends on its design and operation strategy. The two-class based assignment policy is expected to be an appropriate storage policy for its efficient operation, since it has two independently-moved carousels, lower and upper sub-carousels. This paper conducts a comparative analysis of the effects of the two-class based assignment policy and those of randomized assignment policy on the throughput of a double carousel system. We also show that, by allowing the sub-carousels not to be equal in size, a further improvement in the throughput can be obtained.

  • In recent decades, RFID (Radio Frequency IDentification) technology has been recognized as one of the most core competencies in implementing ubiquitous society. However, Korea has not seen good success in diffusion of RFID even though Korean government continues funding many projects to diffuse the technology in industries. Most previous researches overestimate the growth of Korean RFID market in contrary to real market situation. This study aims to analyze the Korean RFID market and find a reasonable forecasting model for it. Our experimental results show that Bass forecasting model provides the more realistic estimates than any other models and the analyses of forecasting error provide useful information for the better forecasting. We also observed that government policy plays a crucial role in the diffusion of RFID technology in Korea.

  • At the 8th National High-Performance Computing (HPC) Committee convened in 2021, the "National High-Performance Computing Innovation Strategy (draft) for the 4th Industrial Revolution Era" was deliberated and the original draft was approved. In this proposal, the Ministry of Science and ICT in KOREA announced three major plans and nine detailed projects with the vision of "Realizing the 4th industrial revolution quantum jumping by leaping into a high-performance computing powerhouse." Thereby the most important policy about national mid-term and long-term HPC development was established and called the HPC innovation strategy (hereinafter "the innovation strategy"). The three plans of the innovation strategy proposed by the government are: Strategic HPC infrastructure expansion; Secure source technologies; and Activate innovative HPC utilization. Each of the detailed projects has to be executed nationally and strategically. In this paper, we propose a strategy for the implementation of two items ("Strategic HPC infrastructure expansion" and "activate innovative HPC utilization") among these detailed plans.
