  • The purpose of the study was to point out the limitation of the conceptual discussions in which researches on gender responsive budgeting have remained so far and to empirically analyze the effect of institutionalization of gender responsive budgeting on the gender equality by using macro data. The units of the analysis were 73 countries which implements gender responsive budgeting among the 229 countries registered in the World Bank. Panel data were established on the materials of 7-year period from 2006 to 2012, which were analyzed by Fixed Effect Model. Gender Equality (Gender Gap Index) which is the ultimate goal of gender budgeting was established as the dependent variable while Institutionalization of Gender Responsive Budgeting (formal and qualitative classification) was established as the independent variable. In addition, social and economic factors, political factors and geographical factors which were judged to affect dependent variables were established as control variables. As a result of analysis, the institutionalization of gender responsive budgeting has positive effect on gender equality. Thus, the study confirmed that gender responsive budgeting has positive effect on gender equality in countries with legal, procedural and formal foundations rather than in countries with simple rhetoric in catchwords and documents. Moreover, the higher the level of institutionalization of gender responsive budgeting is, the more positive effect it has on the gender equality. Therefore, the study found out that efforts need to be accompanied to enhance the level of institutionalization in order to increase the effectiveness of institutionalization of gender responsive budgeting.

  • This study investigates the export behavior of Busan, Gwangyang and Incheon Port. The monthly data cover the period from January 2000 to December 2015. We employ six export functions composed of various exchange rates and industrial production index. This paper finds that the nominal effective exchange rate is more appropriate for explaining the export behaviors of the three ports, regardless of the narrow and wide indices which comprise 26 and 61 economies for the nominal and real indices respectively. This paper tests whether exchange rate and industrial production are stationary or not, rejecting the null hypothesis of a unit root in each of the level variables and of a unit root for the residuals from the cointegration at the 5 percent significance level. The error-correction model is estimated to find that both Gwangyang and Incheon ports are much slower than Busan port in adjusting the short-run disequilibrium and Gwangyang port is a little slower than Incheon port. The rolling regressions show that the influence of exchange rate as well as industrial production tends to decrease in all of three ports. The variance decomposition, however, shows that the export variables are very exogenous and the export of Busan Port is the least exogenous and that of Gwangyang Port the most. This result indicates that the economic variables such as exchange rate and economic activity affect the export of Busan Port more strongly than that of Gwangyang and Incheon Port.

  • Retaining walls have been used to prevent slope failure through resistance of earth pressure in railway, road, nuclear power plant, dam, and river infrastructure. To calculate dynamic earth pressure and determine the characteristics for seismic behavior, many researchers have analyzed the nonlinear response of ground and structure based on various numerical analyses (FLAC, PLAXIS, ABAQUS etc). In addition, seismic fragility evaluation is performed to ensure safety against earthquakes for structures. In this study, we used the FLAC2D program to understand the seismic response of the inverted T-type wall with a backfill slope, and evaluated seismic fragility based on relative horizontal displacements of the wall. Nonlinear site response analysis was performed for each site (S2 and S4) using the seven ground motions to calculate various seismic loadings reflecting site characteristics. The numerical model was validated based on other numerical models, experiment results, and generalized formula for dynamic active earth pressure. We also determined the damage state and damage index based on the height of retaining wall, and developed the seismic fragility curves. The damage probabilities of the retaining wall for the S4 site were computed to be larger than those for the S2 site.

  • Background: With volatile organic compounds (VOCs) containing aromatic and halogenated hydrocarbons such as benzene, toluene, and xylene that can adversely affect the respiratory and cardiovascular systems when a certain concentration is reached, it is important to accurately evaluate the source and the corresponding health risk effects. Objectives: The purpose of this study is to provide scientific evidence for the city of Seoul's VOC reduction measures by confirming the risk of each VOC emission source. Methods: In 2020, 56 VOCs were measured and analyzed at one-hour intervals using an online flame ionization detector system (GC-FID) at two measuring stations in Seoul (Gangseo: GS, Bukhansan: BHS). The dominant emission source was identified using the Positive Matrix Factorization (PMF) model, and health risk assessment was performed on the main components of VOCs related to the emission source. Results: Gasoline vapor and vehicle combustion gas are the main sources of emissions in GS, a residential area in the city center, and the main sources are solvent usage and aged VOCs in BHS, a greenbelt area. The risk index ranged from 0.01 to 0.02, which is lower than the standard of 1 for both GS and BHS, and was an acceptable level of 5.71×10-7 to 2.58×10-6 for carcinogenic risk. Conclusions: In order to reduce the level of carcinogenic risk to an acceptable safe level, it is necessary to improve and reduce the emission sources of vehicle combustion and solvent usage, and eco-car policies are judged to contribute to the reduction of combustion gas as well as providing a response to climate change.

  • We used data from the 7th Korea National Health and Nutrition Examination Survey (KNHANES) (2016~2018) to investigate an association between high sensitivity C-reactive protein (hsCRP) and uric acid in the obese. Obesity was defined as a body mass index (BMI) of 25 kg/m2 or more, severe obesity as a BMI of 30 kg/m2 or more, and morbid obesity as a BMI of 35 kg/m2 or more. In the complex samples multiple logistic regression, despite adjustment by adding major risk factors, the odds ratio (OR) for obesity was higher in the group with high levels of both, hsCRP and uric acid than the reference group at all stages (obesity, OR 1.89, P<0.001 vs. severe obesity, OR 5.04, P<0.001 vs. morbid obesity, OR 8.20, P<0.001). The association between hsCRP and uric acid in obese patients increased from 1.89 to 8.20 as the obesity level increased, suggesting that participants with increased BMI were significantly affected by hsCRP and uric acid. Moreover, the interaction between hsCRP and uric acid was statistically significant even in the model corrected for major confounding factors (P for interaction=0.009).

  • The purpose of the current study was to investigate the effects of 4-week health promotion intervention program consisting of high-intensity aerobic exercise to improve energy consumption and cardiorespiratory capacity, circuit training to strengthen muscular strength and endurance and education for lifestyle changes on the obesity level, physical fitness, insulin resistance and metabolic syndrome among overweight or obese elementary school students. Twenty three overweight or obese children as obese group and 15 normal body weight children as normal group were recruited. The health promotion program consisted of two exercise sessions and one education session, 3days/week in 4-week. Obesity level(body mass index, waist circumference, %body fat), physical fitness(muscular strength, muscular endurance, flexibility, cardiopulmonary fitness), insulin resistance(homeostasis model assessment of insulin resistance) and metabolic syndrome risk factors(blood pressure, fasting glucose, triglycerides, high density lipoprotein cholesterol) were measured. There was not significant decrease in obesity level; however, there were significant improvement in physical fitness, insulin resistance and metabolic syndrome risk factors after program participation among obese children. As a result, through participation in the summer camp consisting mainly of exercise, the improvement of the physical fitness level and the decrease of insulin resistance had an effect on the reduction of the metabolic syndrome frequency.

  • The soil creep, primarily caused by earthquakes and torrential rainfall events, has widely occurred across the country. The Korea Forest Service attempted to quantify the soil creep susceptible areas using a discriminant value table to prevent or mitigate casualties and/or property damages in advance. With the advent of advanced computer technologies, machine learning-based classification models have been employed for managing mountainous disasters, such as landslides and debris flows. This study aims to quantify the soil creep susceptibility using several classifiers, namely the k-Nearest Neighbor (k-NN), Naive Bayes (NB), Random Forest (RF), and Support Vector Machine (SVM) models. To develop the classification models, we downscaled 292 data from 4,618 field survey data. About 70% of the selected data were used for training, with the remaining 30% used for model testing. The developed models have the classification accuracy of 0.727 for k-NN, 0.750 for NB, 0.807 for RF, and 0.750 for SVM against test datasets representing 30% of the total data. Furthermore, we estimated Cohen's Kappa index as 0.534, 0.580, 0.673, and 0.585, with AUC values of 0.872, 0.912, 0.943, and 0.834, respectively. The machine learning-based classifications for soil creep susceptibility were RF, NB, SVM, and k-NN in that order. Our findings indicate that the machine learning classifiers can provide valuable information in establishing and implementing natural disaster management plans in mountainous areas.

  • Real estate market participants need to have a sense of predicting real estate prices in decision-making. Commonly used methodologies, such as regression analysis, ARIMA, and VAR, have limitations in predicting the value of an asset, which fluctuates due to unknown variables. Therefore, to mitigate the limitations, an artificial neural was is used to predict the price trend of apartments in Seoul, the hottest real estate market in South Korea. For artificial neural network learning, the learning model is designed with 12 variables, which are divided into macro and micro factors. The study was conducted in three ways: (Ed note: What is the difference between case 1 and 2? Is case 1 micro factors?)CASE1 with macro factors, CASE2 with macro factors, and CASE3 with the combination of both factors. As a result, CASE1 and CASE2 show 87.5% predictive accuracy during the two-year experiment, and CASE3 shows 95.8%. This study defines various factors affecting apartment prices in macro and microscopic terms. The study also proposes an artificial network technique in predicting the price trend of apartments and analyzes its effectiveness. Therefore, it is expected that the recently developed learning technique can be applied to the real estate industry, enabling more efficient decision-making by market participants.

  • Purpose: This study was conducted to identify the association between insulin resistance and the major dietary patterns of Korean adults. Methods: This study used data from the 2015 Korea National Health and Nutrition Examination Survey. The subjects were 2,276 adults aged 19 to 64 years old. Based on the food frequency questionnaire data, 112 food items were reclassified into 30 food groups. The principal component analysis method was applied to identify major dietary patterns. We used homeostatic model assessment of insulin resistance (HOMA-IR) and quantitative insulin sensitivity check index (QUICKI) value as indicators of insulin resistance. The association between major dietary patterns and insulin resistance was investigated using logistic regression analysis. Results: Three major dietary patterns were identified and assigned descriptive names based on the food items with high loadings: 'healthy Korean meal pattern', 'western meal pattern', and 'white rice, alcohol, meat pattern'. As the 'white rice, alcohol, meat pattern' score increased, significant increasing trends for fasting glucose concentration and HOMA-IR and a significant decreasing trend for QUICKI were observed after adjusting for age and sex. The odds ratio of insulin resistance according to the 'healthy Korean meal pattern' and the 'western meal pattern' were not statistically significant. the 'white rice, alcohol, meat pattern' showed a significant positive association with the risk of insulin resistance after adjusting for covariates. Conclusion: These results suggest that the 'white rice, alcohol, meat pattern' is positively associated with the risk of insulin resistance. The white rice, alcohol, meat pattern was related to the high consumption of alcohol together with rice or meat. This pattern was also associated with the high intake of sodium and low intakes of vitamin C, calcium, potassium, and dietary fiber. To confirm the association, further longitudinal studies are required.
