  • Critical incident can be happened at any time, any places without any pre-notification. For minimizing the loss of the life safety, financial and so on caused by the risk, most of company needs a system what can activate the critical incident management plan to prevent, plan for and respond to events that become critical incident. But a lot of company still don't have such a detailed system in our country and almost company has no effective training way for to boot. This paper shows the way to activate the risk management system to work efficiently the plan. The training way, proposed by this paper, is a incident command simulator based on virtual reality and scenario generation software.

  • In this paper, we propose a method to investigate the safety consciousness of a analyst incident response. This study conducted a statistical survey on 154 analysts who hired as expert in environment monitoring organizations in South Korea. The results of the analyses showed that respondents had good awareness on the equipment incident response and complied with laboratory safety regulations very well. Secondly, respondents were aware of the importance in the order of equipment incident response, an analytical laboratory incident response, and the cause of a chemical substance associated incident in an analytical laboratory in regarding the regulation compliance for creating a safe laboratory environment and the securement of laboratory safety. Therefore, (it was identified that) it would be necessary to create a safe environment and integrate a safety management system.

  • Purpose: Natural Disaster has well formed framework more than social disaster, because natural disaster is controlled by one department, such as MOIS, but social disaster is distributed. This study is on the design of the integrated service platform for the social diaster data. and then, apply to the local governments. Method: Firstly, we design DB templates for the incident cases considering the incident investigation reports. For the risk management, life-damage oriented social disaster risk assessment is defined. In case of the real-time incident data from NDMS, AI system provides the prediction information in the life damage and the cause of the incident. Result: We design the structured and unstructured incident data management system, and design the integrated social disaster and safety incident management system. Conclusion: The integrated social disaster and safety incident management system may be used in the local governments

Effects of Urban Freeway Incidents on Traffic Congestion (도시고속도로 유고가 교통혼잡에 미치는 영향)

  • Nonrecurring congestions are generally caused by random or less predictable events, such as accidents, spilled loads stalled or broken-down vehicles that, temporarily reduce the capacity of the freeway. The purpose of this paper is to present the effect of incidents on the traffic congestion on the urban freeway by simulation method. The simulation scenario is composed of two level traffic conditions, two level incident severities, and eight level incident durations. After incident, the recovering duration to the normal traffic flow, increased by linear of incident duration. Total vehicles travel time increased and average travel speed decreased by squares curve of incident duration. Considering incident impacts, incident management system is evaluated the major function of the urban freeway traffic management system. Also, necessary the related research to detect, verify, and develop effective response strategies for traffic incidents.

  • The central core of the Traffic Management System is an Incident Management System. Whole approach has been component-orientated, with a secondary emphasis being placed on the traffic characteristics at the sites. The first action taken during the development process was the selection of the required data for each components within the existing infrastructure of Algeria freeway system. After review and analysis of existing incident detection methodologies, Paramics was utilized to test the performance of APID, DELOS algorithms. The existing system of Algeria freeway was tested in a different configuration at different sections of freeway, thereby increasing the validity and scope of the overall findings. The incident detection module has been performed according to predefined system validation specifications. The Paramics simulation was done with the use of synchronous analysis, thereby providing a means for testing the incident detection module.

  • Cross-domain event information sharing is a topic of great interest in the area of event based network management. In this work we use data sets which represent actual attacks in the operational Internet. We analyze the data sets to understand the dynamics of the attacks and then go onto show the effectiveness of sharing incident related information to contain these attacks. We describe universal data acquisition system for event based management (UniDAS), a novel system for secure and automated cross-domain event information sharing. The system uses a generic, structured data format based on a standardized incident object description and exchange format (IODEF). IODEF is an XML-based extensible data format for security incident information exchange. We propose a simple and effective security model for IODEF and apply it to the secure and automated generic event information sharing system UniDAS. We present the system we have developed and evaluate its effectiveness.

  • This paper is designed to report the results of response manual development in relation to the freeway Incident Management System(FIMS) development as part of Intelligent Transportation Systems Research and Development program. The central core of the FIMS is an integration of the component parts and the modular, but integrated system for freeway management. The whole approach has been component-orientated, with a secondary emphasis being placed on the traffic characteristics at the sites. The first task taken during the process was the selection of the required actions for each step within the Incident Management System. After through review and analysis of existing incident response procedures and manuals, the incident response manual led to the utilization of different technologies and actions in relation to the specific needs and character of the incidents. FIMS also provides Integrated Incident Management according to the verified incident information provided by the each components The deployment of containment and mitigation strategies for incidents will be automatic or manual depending on the configuration of the system. It is anticipated that, over a period of time, operators will be able to response the incident using integrated and organized Procedures and action items.

This study is focus on study and design on security ticket based CERT system through analysis Security management's threat element, attack element, response element and it also help general corporate establish incident response process that is adjusted on IT operation. Confirmed CERT model's effectiveness and effect of quantitative Security incident management way that propose executing Security incident response experiment on the basis of this way. This study which provides general corporate oriented CERT model can be used to improve corporate's capability of responding incident by quantified management technique and select incident response SLA indicator. Already, formation which operate CERT can heighten corporation's information protection level by measure Security incident response result as metrical and analyze and improve problem continuously.
