  • The presence of transmission congestion may reduce the market size and split the bulk power system into smaller systems. Consequently, this can be a key factor to the increase in market price. This paper analyzes the effect of exercising local market power on the market price, and derives a range of indices which quantify the degree and incentive of local market power through statistical analysis in an electricity market with uniform pricing scheme. The applicability and effectiveness of the derived indices on competitive electricity markets are demonstrated on the Korea electricity market.

  • We investigate the two recent simulations of the proto-type domestic carbon emission trading system in Korea and draw some policy implications. The first simulation includes the 5 electric power companies based on baseline and credit. But the second one is with the 7 energy-intensive companies based on cap and trade. The voluntary approaches in this paper revealed the instability of market equilibrium, i.e., price volatility or distortion, excess supply or demand. These phenomena stems from excess incentives to the players, asymmetric information, players' irresponsible strategic behaviors, and non acquaintance of trading system. This paper suggests the basic design for domestic carbon trading system in future and a stepwise introduction strategy for it including the incentive auction scheme, the total quantity of incentive needed, and how to finance it. Meantime, the further simulations on the various sectors based on voluntary participation must be essential for learning experiences and better policy design.

  • Caching popular videos in the storage of base stations is an efficient method to reduce the transmission latency. This paper proposes an incentive proactive cache mechanism in the wireless network to motivate the content providers (CPs) to participate in the caching procedure. The system consists of one/many Infrastructure Provider (InP) and many CPs. The InP aims to define the price it charges the CPs to maximize its revenue while the CPs compete to determine the number of files they cache at the InP's base stations (BSs). We conceive this system within the framework of Stackelberg game where InP is considered as the leader and CPs are the followers. By using backward induction, we show closed form of the amount of cache space that each CP renting on each base station and then solve the optimization problem to calculate the price that InP leases each CP. This is different from the existing works in that we consider the non-uniform pricing scheme. The numerical results show that InP's profit in the proposed scheme is higher than in the uniform pricing.

  • According to the development of streaming services with P2P and mobile network technologies, researches to enhance the service quality in mobile environment have been proposed. However, streaming services considering high-speed mobile environment and characteristics of heterogenous terminals have been hindered from being provided with the required quality from user because of bandwidth congestion between selfish peers of existing P2P system. It is also prone to long delay and loss in accordance with the repeated traffic amounts because there are no optimized solution for traffic localization. The structure to enhance peer contribution for service differentiation and peer selection with clustering scheme with location information of terminal can satisfy both users and service providers with service quality and efficiency. In this paper, we propose an incentive mechanism and resource distribution scheme with user contribution and traffic cost information based on user location, which make mobile users increase the satisfaction of service quality in LTE environments.

  • As the marine environment is becoming more important with growing demand for the marine transport due to the globalization, some advanced ports have made efforts to establish Green Port to protect the marine environment. The Korean ports as the world's fifth ranked country have also made efforts to establish Green Port but most efforts are focused on hardware aspects such as renewable energy generation, installation of AMP and fuel conversion of port facilities. The purpose of this study is to develop Eco-Ship assessment scheme for Green Port in a software aspect and present measures to improve global green-competitiveness of Korean ports through diversification of their efforts for Green Port.

  • The purpose of this study is to analyze problems and suggest improvement scheme based on questionnaire survey to design VE status for apartment buildings. For this study, the adapted research methods are case studies of design VE to construction companies and questionnaire survay to design staffs. The results of this study are as follows: 1) In the system aspect, the problems of design VE for apartment buildings are insufficiency of regulation and difficulty of performing design VE actively. In the performance aspect, the problems is absence of design VE procedure suited to apartment buildings. 2) In the system side, the improvements of design VE for apartment buildings include regulatory enlargement of design VE application for apartment buildings and rearrangement of VE incentive system for design staffs. In the performance side, a VE procedure suited to apartment buildings is developed and suggested.

Searching for Best Practices in Developing Ports as Logistics Centers

  • Global firms are seeking to implement their global logistics strategies in two ways: the use of centralized inventories and/or postponement of final assembly. These strategies stress the importance of regional logistics centers. In most cases, regional logistics centers are located in or near ports so that changing demands can be met with economy, reliability and flexibility, The port can profit not only from the activities of logistics center itself, but also the increasing flow of cargo through the logistics center. A number of ports respond to this trend by shifting their emphasis from traditional cargo-handling services to value-added services. This paper presents guidelines drawn from the best practices of ports to be successful logistics centers to provide many aspects of value-added logistics services. These include: Effective Planning and Development of Logistics Centers; Institutional Incentive Scheme; Development of Free Trade Zones; Financing Infrastructure related to Logistics Centers; Developing Logistics Service Providers and Logistics Professionals; Development of Information Technology; and Regulatory and Administrative Issues. These guidelines will help managers of ports and policy makers of governments in the East Asian region learn to recognize, analyze and adopt the best practices for use.

Dynamic Equivalent Battery as a Metric to Evaluate the Demand Response Performance of an EV Fleet

  • Electric vehicles (EVs) are significant resources for demand response (DR). Thus, it is essential for EV aggregators to quantitatively evaluate their capability for DR. In this paper, a concept of dynamic equivalent battery (DEB) is proposed as a metric for evaluating the DR performance using EVs. The DEB is the available virtual battery for DR. The capacity of DEB is determined from stochastic calculation while satisfying the charging requirements of each EV, and it varies also with time. Further, a new indicator based on the DEB and time-varying electricity prices, named as value of DEB (VoDEB), is introduced to quantify the value of DEB coupled with the electricity prices. The effectiveness of the DEB and the VoDEB as metrics for the DR performance of EVs is verified with the simulations, where the difference of charging cost reduction between direct charging and optimized bidding methods is used to express the DR performance. The simulation results show that the proposed metrics accord well with the DR performance of an EV fleet. Thus, an EV aggregator may utilize the proposed concepts of DEB and VoDEB for designing an incentive scheme to EV users, who participate in a DR program.

Under-Developed and Under-Utilized Eclipsing Binary Model Capabilities

  • Existing but largely unused binary star model capabilities are examined. An easily implemented scheme is parameterization of starspot growth and decay that can stimulate work on outer convection zones and their dynamos. Improved precision in spot computation now enhances analysis of very precise data. An existing computational model for blended spectral line profiles is accurate for binary system effects but needs to include damping, thermal Doppler, and other intrinsic broadening effects. Binary star ephemerides had been found exclusively from eclipse timings until recently, but now come also from whole light and radial velocity curves. A logical further development will be to expand these whole curve solutions to include eclipse timings. An attenuation model for circumstellar clouds, with several absorption and scattering mechanisms, has been applied only once, perhaps because the model clouds have fixed locations. However the clouds could be made to move dynamically and be combined into moving streams and disks. An area of potential interest is polarization curve analysis, where incentive for modeling could follow from publication of observed polarization curves. Other recent advances include direct single step solutions for temperatures of both stars of an eclipsing binary and third body kinematics from combined light and velocity curves.

When VMI with Consignment Brings Benefit to Supply Chain Members?

  • Purpose: This study intends to examine how VMI with consignment performs over time and find out its on-going impacts on the individual supply chain member's achievement. Research design, data, and methodology: This study formulates the mathematical model that represents two-stage supply chain system. By analyzing the numerical examples, this study compares VMI with consignment with the traditional system. Results: VMI with consignment eventually makes higher supply chain profit than the traditional system, even though it's early performance is poor. The influence of VMI with consignment on the performance of the supply chain member is distinct depending on the individual member and time. The consignment may not be helpful to increase the system profit, but it reduces the manufacturer's burden of costs. Conclusions: VMI with consignment improves the supply chain performance after all, and it still takes times until its benefit becomes fully realized. To be a successful collaboration program, VMI with consignment requires a carefully designed incentive scheme that provides the timely compensation to the individual supply chain members. This study also finds out that the consignment contract of this collaboration program plays a role of financially supporting the manufacturer at the early stage of its implementation.
