Traffic congestion is a severe problem in many modern cities around the world. Real-time and accurate traffic congestion identification can provide the advanced traffic management systems with a reliable basis to take measurements. The most used data sources for traffic congestion are loop detector, GPS data, and video surveillance. Video based traffic monitoring systems have gained much attention due to their enormous advantages, such as low cost, flexibility to redesign the system and providing a rich information source for human understanding. In general, most existing video based systems for monitoring road traffic rely on stationary cameras and multiple vehicle tracking method. However, most commonly used multiple vehicle tracking methods are lack of effective track initiation schemes. Based on the motion of the vehicle usually obeys constant velocity model, a novel vehicle recognition method is proposed. The state of recognized vehicle is sent to the GM-PHD filter as birth target. In this way, we relieve the insensitive of GM-PHD filter for new entering vehicle. Combining with the advanced vehicle detection and data association techniques, this multiple vehicle tracking method is used to identify traffic congestion. It can be implemented in real-time with high accuracy and robustness. The advantages of our proposed method are validated on four real traffic data.

Vehicular safety service reduces traffic accidents and traffic congestion by informing drivers in advance of threats that may occur while driving using vehicle-to-vehicle (V2V) communications in a wireless environment. For vehicle safety services, every vehicle must broadcasts a Basic Safety Message(BSM) periodically. In congested traffic areas, however, network congestion can easily happen, reduce the message delivery ratio, increase end-to-end delay and destabilize vehicular safety service system. In this paper, to solve the network congestion problem in vehicle safety communications, we approximate the relationship between channel busy ratio and the number of vehicles and use it to estimate the total network congestion. We propose a new context-aware transmit power control algorithm which controls the transmission power based on total network congestion. The performance of the proposed algorithm is evaluated using Qualnet, a network simulator. As a result, the estimation of total network congestion is accurately approximated except in specific scenarios, and the packet error rate in vehicle safety communication is reduced through transmit power control.
In studies involving public transport, social welfare improvement is simply explained by the increase in public transport demand. However, the increase in the demand for public transport is mostly observed by the change in the frequency of public transport service, and in-vehicle crowding in public transport has not been an object of concern. This study examines and tries to reveal the cause of the changes of the social welfare and in-vehicle crowding of the changing public transport from imposing congestion pricing. We observe that congestion pricing increases in-vehicle crowding in public transport. This predictable phenomenon is more exacerbated in case of not operating bus-only lane. It should be noted that in-vehicle crowding is more increased in suburban, but in First-best toll system it tends to get worse less than it in other congestion pricing systems. We identify that the change of in-vehicle crowding is affected by the change of proximity of the housing to workplace, the number of commuting trips, and unpredictable distortion effect of the congestion charge.

PURPOSES : This study was initiated to estimate expressway traffic congestion costs by using Vehicle Detection System (VDS) data. METHODS : The overall methodology for estimating expressway traffic congestion costs is based on the methodology used in a study conducted by a study team from the Korea Transport Institute (KOTI). However, this study uses VDS data, including conzone speeds and volumes, instead of the volume delay function for estimating travel times. RESULTS : The expressway traffic congestion costs estimated in this study are generally lower than those observed in KOTI's method. The expressway lines that ranked highest for traffic congestion costs are the Seoul Ring Expressway, Gyeongbu Expressway, and the Youngdong Expressway. Those lines account for 64.54% of the entire expressway traffic congestion costs. In addition, this study estimates the daily traffic congestion costs. The traffic congestion cost on Saturdays is the highest. CONCLUSIONS : This study can be thought of as a new trial to estimate expressway traffic congestion costs by using actual traffic data collected from an entire expressway system in order to overcome the limitations of associated studies. In the future, the methodology for estimating traffic congestion cost is expected to be improved by utilizing associated big-data gathered from other ITS facilities and car navigation systems.

The nodes constituting the vehicle ad hoc network (VANET) are vehicles moving along the road and road side units (RSUs) installed around the road. The vehicle ad hoc network is used to collect the status, speed, and location information of vehicles driving on the road, and to communicate with vehicles, vehicles, and RSUs. Today, as the number of vehicles continues to increase, urban roads are suffering from traffic jams, which cause various problems such as time, fuel, and the environment. In this paper, we propose a method to solve traffic congestion problems on urban roads and demonstrate that the method can be applied to solve traffic congestion problems through performance evaluation using two typical protocols of vehicle ad hoc networks, AODV and GPSR. The performance evaluation used ns-2 simulator, and the average number of traffic jams and the waiting time due to the average traffic congestion were measured. Through this, we demonstrate that the vehicle ad hoc-based traffic congestion management technique proposed in this paper can be applied to urban roads in smart cities.
Dwelling time is one of the factors that influence in rail. Current research in dwelling time has been focusing on railways, the state of the research in high-speed rail's dwelling time is not complete. Dwelling time is consisted of time to open door, time to get into and out of vehicle and time of the departure it takes after the passenger's door was closed, it was affected by various factors such as congestion's degree in vehicle, the number of persons that get into and out of vehicle, congestion's degree in station. In order to analyze theses, we need data analysis such as the number of persons that get into and out of vehicle, congestion's degree in station, congestion's degree in vehicle, but the congestion's degree and passenger's distribution chart in vehicle is excluded in this research due to difficulty of gathering data, and thus we will develop forecasting models through high-speed rail's demand most affected by the dwelling time.
In vehicular safety service, every vehicle broadcasts Basic Safety Message (BSM) periodically to inform neighbor vehicles of host vehicle information. However, this can cause network congestion in a region that is crowded with vehicles resulting in a reduction in the message delivery ratio and an increase in the end-to-end delay. Therefore, it could destabilize the vehicular safety service system. In this paper, in order to improve the congestion control and to consider the hidden node problem, we propose a congestion control scheme using entire network congestion level estimation combined with transmission power control, data rate control and time slot based transmission control algorithm. The performance of this scheme is evaluated using a Qualnet network simulator. The simulation result shows that our scheme mitigates network congestion in heavy traffic cases and enhances network capacity in light traffic cases, so that packet error rate is perfectly within 10% and entire network load level is maintained within 60~70%. Thus, it can be concluded that the proposed congestion control scheme has quite good performance.
The purpose of this study is to develope a method for measuring social benefit by mitigating in-vehicle congestion level in intercity buses. Contingent valuation method and Tobit model are adopted for social benefit evaluation method. One thousand passengers were interviewed with 992 obtained valid samples. Tobit models with age, income level, and bus boarding times as explanatory variables are selected to estimate the willingness to pay for the mitigation of intercity bus in-vehicle congestion. Statistically and logically, two models with age or income level as explanatory variables are turned out to be valid. The intercity bus service supply status and usage are examined and the bus users who have willingness-to-pay for the intercity bus in-vehicle congestion mitigation have been identified. In case of the 'no standing' rules implemented to the intercity bus, the annual economic benefit from the service is estimated to be 14.7 billion won.

Recently, road traffic congestion is becoming a serious urban phenomenon, leading to massive adverse impacts on the ecology and economy. Therefore, solving this problem has drawn public attention throughout the world. One new promising solution is to take full advantage of vehicular ad hoc networks (VANETs). In this study, we propose a new traffic congestion detection and quantification method based on vehicle clustering and fuzzy assessment in VANET environment. To enhance real-time performance, this method collects traffic information by vehicle clustering. The average speed, road density, and average stop delay are selected as the characteristic parameters for traffic state identification. We use a comprehensive fuzzy assessment based on the three indicators to determine the road congestion condition. Simulation results show that the proposed method can precisely reflect the road condition and is more accurate and stable compared to existing algorithms.
The objective of this paper is to derive a optimum distance and time taxi fare structure based on social costs. Social costs expressed in terms of congestion and vehicle operating costs were successfully internalized. Speed and volume data for three major arterials in Seoul CBD were used. Optimum congestion charge turned out to be 97.01 Won/Km which can be regarded as congestion tax in the context of Seoul CBD. This congestion tax can possibly be incorporated into time-based taxi fare structure. Congestion is likely to be reduced as a result of imposition of time-based taxi fare which reflects social costs.
