Objective: The purpose of this study was to understand the role of specialists in child studies by analyzing child-related laws and policies and their service systems. Methods: We analyzed the aims, background, history, and related 5-year-plans in child-related laws and policies and their service delivery systems. Results: There were many difficulties in enforcing consistent policies. First, there was no unified age for implementing child and youth policy. Second, there was no comprehensive long-term policy. Third, many departments were involved. Conclusion: The study findings suggest the future role of specialists in child studies. First, they must take steps to introduce a monitoring system for the proper implementation of the first master plan for child policy. Second, they need to put effort into improving treatment of child-related workers. Third, they have to expand the academic area of child studies by reforming university curricula in a more pragmatic way. Fourth, the procedure to acquire different certifications in child studies and youth studies needs to be affiliated.

A design objective for variable stability flight control system is to develop a controller of in-flight simulation capability that forces the aircraft being flown to follow the dynamics of other aircraft. This paper presents a model-following variable stability control system (VSS) for in-flight simulation which consists of feedforward and feedback control laws, the aircraft dynamic model to be simulated, and switching and fader logics to reduce the transient effect between two aircraft dynamics. The separate design techniques for feedforward and feedback control law proposals are based on model matching and augmented linear quadratic (LQ) techniques. The system allows pilots to select and engage VSS mode, and when deselected, the aircraft reverts to the baseline flight control system. Both the baseline flight control laws and VSS control laws are computed continuously during flight. Initialization of the state values are necessary to prevent instability, since VSS control laws have integrators and filters in longitudinal, and lateral/directional axes. This paper demonstrates and validates the effectiveness and quality of VSS with F-16 models embedded in T-50 in-flight simulation aircraft.

Korea's national park system resembles that of Japan in many ways. In this study, National park Systems of the two countries are compared from a standpoint of their historical backgrounds to be formed and in aspect of its conservation by the main revision of national park laws in perspective. In conclusion it was found out that Korea's toleration-based regulations on building park amenities have gradually neglected the park conservation effort, whereas Japan's authorization-oriented regulations have streng thened their emphasis on park conservation. From the comparison as above, the polices to be modified for Korean national park are proposed as follows: 1. National park system, which values diversity of species, is to be proposed. For this, the Article 8 which allows a development of National parks, Enforcement Ordinance Article 4, The Article 18 of Law, Enforcement Regulation Article 6 & 7 of National Park Law should be reviewed for deletion and revision. 2. On the basis of the laws, zoning system should be readjusted by discriminated conservation policy. Also, the readjustment of zoning system should be enforced after thorough analysis and research on the value of natural resources in the national park. 3. Korea should closely review the recently revised Japanese laws on the national parks and nature revitalization promotion for applying them to conservation policy of Korean national parks.

In this paper, we show the convergence of approximate solutions to the convective porous media equation using methodology developed in [8]. First, we obtain the approximate transport equation for the given convective porous media equation. Then using the averaging lemma, we obtain the convergence.

빅 데이터 시대에 접어듦에 따라 개인정보의 가치는 더욱 증가하고 있다. 그러나 우리나라의 개인정보보호 관련 법률들은 여러 가지 해결해야 할 문제점들을 가지고 있는 상황이다. 더욱이 기존 연구들은 제시되고 있는 문제들에 대해 개별적으로 접근하고 있어 개인정보보호법 개선방향에 대한 종합적 이해를 돕는데 한계가 있었다. 따라서 본 연구에서는 국내 개인정보보호법의 문제점들을 논의한 기존 연구들을 바탕으로 현행 개인정보보호법제의 개선과제들을 분석한다. 메타분석 기법을 적용하여 개인정보보호법제의 문제점들을 논의한 총 39개의 연구 논문을 선별하고 분석하였다. 분석 결과 개인정보의 의의 및 범위에 대한 논의, 이해관계자의 역할 및 의무에 대한 논의, 개인정보의 제3자 제공에 관한 논의, 각 분야별 특별법과의 중복규제 및 규제 불균형에 관한 논의 등 파편화 되어있는 현행 개인정보보호법이 가지고 있는 다양한 문제점들이 존재하고 있음을 확인하였다. 실무적 측면에서 본 연구는 개인정보보호법과 각 분야별 특별법들 사이의 부정합성을 개선하기 위한 기초 자료로 의미가 있으며. 학문적으로는 연구자들이 거시적 관점에서 개인정보보호법제의 문제점들을 파악하여 향후 개인정보보호법제의 통합적 정비 방안을 제시하는데 기여할 것이다.

범죄가 발생하면 항상 피해자와 가해자가 존재한다. 가해자인 범죄자는 사건의 초기 수사단계에서는 피의자로서, 기소가 된 후에는 피고인으로서의 지위를 가지고 헌법 및 형사소송법상 보장된 많은 권리를 행사할 수 있다. 그러나 피해자나 그 가족은 범죄의 실질적 피해 당사자임에도 불구하고 이들에게 부여된 권리는 피의자나 피고인에 비하여 너무 초라한 형편이다. 이러한 상황을 극복하고자 하는 노력으로 최근 한국의 형사사법에서도 ‘범죄 피해자의 보호와 지원’이 중요한 명제로 취급되고 있으며, 경찰${\cdot}$검찰${\cdot}$법원 등 유관기관에서도 피해자보호를 위한 개선방안들을 마련하여 발표하고 있다. 한국의 피해자보호와 관련한 법률은 만족스럽지는 못하지만, 피해자보호와 관련한 기본법으로 평가할 수 있는 ${\lceil}$범죄피해자보호법${\rceil}$ 이 제정${\cdot}$시행되면서 피해자보호에 관한 기본적 틀이 마련되었다. 그러나 이러한 피해자보호와 관련한 법률들을 실질적으로 집행${\cdot}$실행하기 위한 인적${\cdot}$물적 요건들이 충분히 구비되지 못해 사문화될 위험성이 존재하고 있다. 이를 방지하기 위해서 피해자보호와 관련한 법률들이 더욱 더 실효성을 담보할 수 있는 방향으로 개정되어야 한다.

This study includes definitions and major issues relating to product safety, and reviews about product safety laws of Korea and of other countries. In addition, this study suggests several ideas for a future governmental policy concerning product safety and the government policies to guide in securing consumers' safety of products. First, we need to set up consumer safety policies and laws dealing with complex consumer safety issues and to integrate existing laws for the safety of products. Second, opening a consumer safety agency and training workers who have relation to the safety policy, as a profession, are necessary. Third, it is required to redefine the product safety guidelines, strengthen the safety policy and to minimize safety regulations by the government directly. Fourth, each product of the safety management policies must be regularly evaluated and given feedback for improving its effectiveness. Fifth, information gathering, disclosing, and having a feedback system related to product safety should be rebuilt for the effective management of unsafe products. In addition, laws and the aims of product safety management being changed to focus on the consumers, control on imported products, collaboration with network and mutual-assistance systems of product safety-related agencies including international organizations and major countries and taking leading roles in the world are essential.

Today, the control and criteria of design for apartment site are heavily dependent on laws and ordinance in Korea. But they are indefinite and some part which are deficient in laws and ordinance, are dependent on professional judgement. So trey are not consistent and there are many problems in their applications. The purpose of this study is to suggest fundamental date for the future establishment of better control and criteria, by way of evaluation method about existing control and criteria of design in apartment site in the country. The method of this study is reviewing the present laws and ordinance, carrying out the questionaire survey and making a comparative analysis by doing various statistical analyses. The results of this are as follows; 1) More definite criteria of site density are necessary. 2) Stricter criteria and control about the orientation are indispensible for more efficient use of site. 3) More diverse facilities must be provided. 4) The laws and ordinance must be strengthened for the purpose of increasing the landscape area. 5) It is desirable to provide the criteria of bicycle road to save energy. 6) The facilities criteria for the physically handicapped must be strengthened. 7) The mechanism for the reflection of habitant's attitudes and beliefs should be established. 8) It's necessary to simplify the permission procedure to save tilde and money.

본 연구는 도서관이라는 공간 내에서 저작권법이 적용되는 범위와 지적재산권의 제한사항이 어떻게 인식되고 실행되어지는가를 연구하고자 하였다. 특히 최근 이용이 활발해지고 있는 디지털 원문 자료를 중심으로 이용자들의 원문 자료의 이용실태를 통해서 저촉성에 관한 관심이 어떻게 나타나는가를 저자집단과 사서 및 이용자등의 3개 집단으로 나누어 분석조사 하였다. 그리고 각각의 집단별로 저작권법의 인식도가 어떻게 나타나는가를 상관 분석하였다. 아울러 조사과정상에서 나타나는 문제점과 그에 따른 해결방안을 제시하여, 미래 우리사회의 저작권법에 대한 인식의 저변확대를 위한 참고자료로서 제공하고자 하였다.
