This work presents an assessment of the computational performance of a vector-parallel implementation of probabilistic model for concrete cracking in 3D. This paper shows the continuing efforts towards code optimization as reported in earlier works Paz, et al. (2002a,b and 2003). The probabilistic crack approach is based on the direct Monte Carlo method. Cracking is accounted by means of 3D interface elements. This approach considers that all nonlinearities are restricted to interface elements modeling cracks. The heterogeneity governs the overall cracking behavior and related size effects on concrete fracture. Computational kernels in the implementation are the inexact Newton iterative driver to solve the non-linear problem and a preconditioned conjugate gradient (PCG) driver to solve linearized equations, using an element by element (EBE) strategy to compute matrix-vector products. In particular the paper analyzes code behavior using OpenMP directives in parallel vector processors (PVP), such as the CRAY SV1 and CRAY T94. The impact of the memory architecture on code performance, and also some strategies devised to circumvent this issue are addressed by numerical experiment.

In post-COVID-19 pandemic era, students' learning effects and experience may sharply decrease when teaching is transferred from offline to online. Several tools suitable for online teaching have been developed to guarantee and promote students' learning effects. However, they cannot fully consider teacher-student interaction in online teaching. To figure out this issue, this paper proposes integrated media platform-based virtual office hours implementation for online teaching. Specifically, an integrated media platform (IMP) is first constructed. Then, virtual office hours (VOH) is implemented based on the IMP, aiming at increasing student-teacher interactions. For evaluating the effectiveness of this scheme, 140 undergraduate students using IMP are divided into one control group and three experimental groups that respectively contain text, voice and video modes. The experiment results indicate that applying VOH in the IMP can improve students' online presence and test scores. Furthermore, students' participating modes during VOH implementation can largely affect their degree of presence, which can be well classified by using principal component analysis. The implication of this work is that IMP-based VOH is an effective and sustainable tool to be continuously implemented even when the COVID-19 pandemic period ends.

With the increased interest in green buildings, the building industry has been experiencing a fast-growing demand for LEED (Leadership in Energy and Environmental Design) certification for the last decade. Still, it is not unusual to see various barriers and issues during its implementation, and experience tells that they can result in harming the overall project performance with reworks, lower productivity, schedule delays, and cost overruns. In order to better understand the industry's observation on issues and their consequences during LEED implementation, we distributed an online survey, and a total of 53 responses were received. The survey results indicate that (1) both designers and non-designers (e.g., contractors) select 'added costs to design and construction' as the biggest barrier; (2) both designers and non-designers select 'decision made too late in the design process' as the most frequently observed issue; and (3) non-designers indicate higher perceived severity in every consequence criteria than designers. The statistical analyses reveal that cost overruns are the most severe impact observed and have a statistically significant relationship with responses in regard to the barrier to LEED implementation.

Background : To propose effective strategies for successful implementation of QI in health care institutions, by identifying facilitating factors and barriers to conducting QI programs. Methods : In order to examine empirical evidence on the success factors or barriers to QI implementation in hospitals, a literature study was performed on the basis of MEDLINE search. Among the identified literature. 13 provided reliable findings and basis comprehensive discussion on this issue and thus were selected for in-depth analysis. A mailed questionnaire survey was conducted for hospital CEOs and QI directors of hospitals with 400 beds or greater to investigate what attributes of their organizations they perceived as success factors or obstacles to QI implementation. Result : The analysis of selected literature and survey results presented that the primary factors considered to be most important as successful implementation of QI were: strong support from hospital CEOs, setting higher priority for QI activities, continuous and persistent efforts in QI activities, and active participation of clinical staffs. The barriers identified in this study were : the lack of orientation and understanding of QI concepts, low level of interest and participation of physician in QI programs, the lack of evaluation and rewarding system for QI activities. Conclusion : By identifying factors that affect facilitation of QI, the study results will be of great use for either institutions being in the early stage of evolving QI or those looking for better strategies to achieve more active and persistent QI implementation in their institutions.
The implementation of Internet based on EDI has become a major issue because of the huge development of the internet. Internet EDI is a technology which combines the strength of EDI and Internet technologies and it can be classified in FTP-EDI, SMTP/MINE EDI, and Web EDI. Recently, the number of companies which are adopted Web EDI increase to overcome shortcomings of high communication costs and high foundation and maintenance expenses of VAN EDI. This research is intended to examine the effect that characteristics of innovation and partnership as relationship with trading partner will affect the Web-EDI implementation. To achieve these purposes, we surveyed people who are in charge of Web EDI in their companies. A survey questionnaire was sent 376 people in charge of Web EDI in their companies, and 66 usable responses were obtained. The results of this research can be summarized as follows. First, it's affirmed, among partnership factors, that participation and interdependence significantly affect Web EDI implementation. It's also suggested, among innovation factors, compatibility, relative advantage, and cost reduction significantly affect Web EDI implementation.
The purpose of this study is to analyze various issues that may arise from the recent deregulation of telemedicine implemented by the government, propose initiative preparations for the implementation of telemedicine policies, and suggest implications for the basic conditions and direction of the deregulation of telemedicine. Recently, deregulation policy cases in telemedicine include that designation of a special zone for regulatory freedom in Gangwon Province, allowing physician-patient telemedicine and telephone counseling and prescription cases in the COVID-19 crisis. There are four main issues that could arise with the deregulation of telemedicine: safety, effectiveness, differences in access to health care and the economic industry, and legal responsibility. As a initiative preparation, this study proposed a pilot project for telemedicine and enhanced support for face-to-face care complementary tools, vitalizing remote co-operation, policy model that do not disrupt the medical delivery system, and legal maintenance. In conclusion, as a suggestion of basic premise and direction in the implementation of telemedicine deregulation, the implementation of initiative measures to address issues concerning telemedicine, the review and regulation of conditions to be considered in the implementation of telemedicine, and the establishment of a close communication and cooperative sturcture with medical providers.

Time division wireless communication in tactical MANET is attractive to deliver both high data rates and long-range coverage, and to provide scheduled QoS to mission participants. This paper is about the time synchronization issue of multi-mission USV in tactical MANET. As USV communication coverage becomes longer, the synchronization error also becomes higher; therefore, which results in link disconnection, and consequent failures of reconnection because base station cannot configure necessary parameters over long-distant terminal. We propose a range adaptive time synchronization method to compensate for synchronization errors. The issue of long-range time synchronization problem was identified during maritime communication tests, and we verified the proposed method through analyses of both indoor and outdoor test results.

The 'focus group' is a well established methodology to evaluate the characters and features of the mother group qualitatively. In outcomes based engineering education, it is a key issue to select a proper tool for evaluating the achievement of outcomes. Based on understanding of the method. A 'focus group' was introduced to evaluate the outcomes qualitatively in the engineering education. The issues in the procedure, implementation and analysis were studied. The guide manual for specific outcomes (life-long learning, contemporary issue, cooperation world-widely) was also suggested.
Although the PKl-based user authentication solution has been widely used, the security of it can be deteriorated by a simple password. This is because a long and random private key may be protected by a short and easy-to-remember password. To handle this problem, many biometric-based user authentication solutions have been proposed. However, protecting biometric data is another research issue because the compromise of the biometric data will be permanent. In this paper, we present an implementation to improve the security of the typical PKI-based authentication by protecting the private key with a fingerprint. Compared to the unilateral authentication provided by the typical biometric-based authentication, the proposed solution can provide the mutual authentication. In addition to the increased security, this solution can alleviate the privacy issue of the fingerprint data by conglomerating the fingerprint data with the private key and storing the conglomerated data in a user-carry device such as a smart card. With a 32-bit ARM7-based smart card and a Pentium 4 PC, the proposed fingerprint-based PKI authentication can be executed within 1.3second.
One of the major issues in big data processing is extracting keywords from internet and using them to process the necessary information. Most of the proposed keyword extraction algorithms extract keywords using search function of a large portal site. In addition, these methods extract keywords based on already posted or created documents or fixed contents. In this paper, we propose a KAES(Keyword Advertisement Extraction System) system that helps the potential shopping keyword marketing to extract issue keywords and related keywords based on dynamic instant messages such as various issues, interests, comments posted on SNS. The KAES system makes a list of specific accounts to extract keywords and related keywords that have most frequency in the SNS.
