Background: Most studies on the national health insurance benefit expansion policy have focused on policy tools or decision-making process. Hence there was not enough understanding on how policies are actually implemented within the specific policy context in Korea which has a national mandatory health insurance system with a dominant proportion of private providers. The main objectives of this study is to understand the implementation process of the benefit coverage expansion policy. Unlike other implementation studies, we tried to examine both the process of implementation and decision making and how they interact with each other. Methods: Interviews were conducted with the ex-members of the Health Insurance Policy Review Committee. Medical doctors who implement the policy at the 'street-level' were also interviewed. To figure out major variables and the degree of their influences, the data were analyzed with Winter's Policy Implementation Model which integrates the decision making and implementation phases. Results: As predicted by the Winter model, problems in the decision making phase, such as conflicts among the members of committee, lack of applicable causal theories application of highly symbolic activities, and limited attention of citizen to the issue are key variables that cause the 'implementation failure.' In the implementation phase, hospitals' own financial interests and practitioners' dependence on the hospitals' guidance were barriers to meeting the policy goals of providing a better coverage for patients. Patients, the target group, tend to prefer physicians who prescribe more treatment and medicine. To note, 'fixers' who can link and fill the gap between the decision-makers and implementers were not present. Conclusion: For achieving the policy goal of providing a better and more coverage to patients, the critical roles of medical providers as street-level implementers should be noted. Also decision making process of benefit package expansion policy should incorporate its influence on the implementation phase.

Recently, object-oriented techniques have been used more and more for developments of an information system. But, established object-oriented methodologies are hard to express a business process of various abstract degrees in the analysis level and independent components of the system. They have difficulties in developing a large-scale information system of manufacturing industry such as PDM and CIM. This paper proposes an information system development methodology that imports the object-oriented IDEF0 (OOIDEF0) function model in analysis level. This methodology is made up of requirements gathering, system analysis, system design, and implementation. In requirements gathering level, organization diagram and interview technique are used for input data of OOIDEF0 function model. The OOIDEF0 function model, the interface model and function descriptions are made out in analysis level. Information objects and implementation objects are designed on the basis of the OOIDEF0 function model in design level. The database is built and programming is accomplished in implementation level. In order to prove the consistency and efficiency of the proposed methodology, the PDM system for ship production is modeled and prototyped.

Tight integration between design and analysis processes and the data representation in the ship design application domain have been studied in this paper. Multi-Representation Architecture for design and analysis integration, proposed at Georgia Institute of Technology, has been carefully investigated for the application in the initial ship design stage. The MRA approach facilitates efficient generation of analysis models from the initial ship design data, thus reducing design lead time. Easy generation of analysis model is important because it allows quick analysis iteration under frequent design changes. The SMM, ABB and PBAM are defined for the analysis model of the typical ship structure. Only a part of the typical initial ship design data has been considered in the experimental implementation of the proposed approach. However, the prototype implementation shows that the application of MRA approach in the structural ship design domain is quite feasible. It is also contemplated that the same approach can be extended for other design and analysis views in the ship design domain.

This paper deals with Activity Analysis Method that is important procedure in Activity Based Costing System Implementation. There are many existing Activity Analysis Method, for example Interview, Questionnaire, Specialist Discussion and Work Measurement. Activity Analysis Data gained through this method has high reliability but this method bring about high cost. In case that certain company needs a strategic costing system, Activity Analysis Method which has high reliability will be need. But, if companies want the costing system as a internal decision making tool only, they need to design the ABC system fast and cheaply. This paper explains that Activity Analysis using existing finn material is good alternatives. So, this paper show the feasibility of Activity Analysis using existing firm material with comparing between job description, job specification information and Activity Analysis information.

The Dynamic Safety System (DSS) is a compute. based reactor protection system that has fail-safe nature and perform dynamic self-testing. In this paper, the implementation of DSS in PLC is presented for PWR. In order to choose adequate PLC implementation model of DSS, the reliability analysis is performed. The KO-RI unit 2 Nuclear power plant is selected as the reference plant, and the verification is carried out using the KO-RI unit 2 simulator FISA-2.

The Current CORBA has many drawbacks to be deployed successfully in real-time system applications. Recently, OMG adopted Real-Time CORBA specification. In this paper, we report our efforts on an implementation of Priority Model of Real-Time CORBA spec., which is one of the most important components in Real-Time CORBA spec. The improvement of real-time performances of our implementation is verified experiments.

The so-called Korean BNC (bound noun construction) displays complex syntactic, semantic, and constructional properties. This paper, couched upon a constraint-based approach, two different syntactic structures for the construction with articulated lexical properties for the BNs and relevant predicates. The paper reports an implementation of this analysis in the LKB (Linguistic Knowledge Building) system and shows us that this direction is robust enough to pare relevant sentences.

Increasing number of corporations applies IT service management systems to optimize IT service delivery and support processes. For this reason, implementation experiences and effect of IT service management system are growing concerns for IT managers and researchers. This case study analyzes implementation experiences on an ITIL based service management systems in an medium sized corporation. The exploratory case analysis revealed that systems and service quality were improved from the implementation. This study will contribute to the successful implementation of IT service management system and developing a research model of IT service management process.

As many organizations have adopted and implemented ERP systems, concerns about ERP performance also have increased. Former researches studied the ERP implementation of general large or medium size enterprises but there are not enough studies on ERP systems of a specific industry domain. In this paper, we introduce a case study on ERP adoption methodology of global leading company 'D' in shipbuilding and marine engineering industry. We examined ERP implementation background, method and scope and evaluated ERP performance in perspective of both quantitative and qualitative approaches. Quantitative research usually examines ERP performance based on financial statements and qualitative study typically examines organization change or improvement. As a result, ERP implementation in shipbuilding and marine industry can improve quantitative aspects such as cost, human resource and organization performance. As qualitative analysis, business process and tools can be unified and management transparency can be improved by ERP implementation. The result of this paper will be useful guideline for organizations which are considering ERP systems.

Recently the interests in NII, CALS/EC, and security are rapidly increasing. However, only one of the security issues for CALS implementation, i.e., the security for EDI implementation, has been presented in the literature. No comprehensive discussion about CALS security including other CALS applications exists. This paper intends to present such a comprehensive analysis for the security requirements and standards for the well-recognized two-phase CALS implementation. We present a framework for CALS security encompassing security protocols and systems that are arranged into the framework in terms of the CALS implementation phases, application systems, and communication modes. This framework is followed by brief descriptions of the security services and mechanisms for each CALS application.
