The Strategies of Developing the Korea Planning Support Systems

  • The Korea Planning Support Systems (KOPSS) represent Korean style national policy and planning support systems using the GIS-based spatial analysis methods. The KOPSS refers to a kind of the spatial decision support systems (SDSS) or the planning support systems (PSS) for stakeholders' spatial decision-making. The KOPSS uses the existing individual databases obtained from the Architecture Information Systems (AIS) and Land Management Information Systems (LMIS) that have been constructed by information projects since the mid 1990s. The purpose of this paper is to suggest the development strategies and establish the theoretical frameworks of the KOPSS by considering the comprehensive basic composites of the GIS-based SDSS or PSS. For this, it deals with the basic concepts, the development strategies, the base environment strategies, and the promotion strategies of the KOPSS.

Policy Direction for Promoting the Satellite Data Use in Public Sector

  • With the ready access to the high resolution satellite image data, users of and areas covered by satellite image data are constantly on the rise world-wide. Korea will also be able to take full advantage of the satellite data once the KOMPSAT is successfully launched. Harmonizing satellite data production and application technology and users' needs, along with the guiding policy is essential for promoting satellite data use. Up to now, the Korean government has mainly concentrated on developing production technology for the satellite units. However, the imminent task of independent satellite data production demands a promotion policy for satellite data use. In this context, the policy is defined as an important medium for identifying the role and status of satellite image information at the national level and also Preparing the legal as well as systematic foundation for producing, building, distributing, and packaging satellite data. For example, in the countries with the advanced satellite technology, such as the United States, the United Kingdom, and Australia, digital ortho image and digital elevation model (DEM) are mandatorily included in the National Geographic Framework Data through policy measures. In addition, in order for the efficient provision of the satellite data, separate organization or agency is being in operation for the exclusive production and distribution of the satellite data. The present paper aims to examine the role and status of the satellite data as well as their current status and problems in Korea in reference to the National Spatial Data Infrastructure, and finally to provide the policy directions to promote the satellite data use in public sector on the basis of the preceding analyses.

A Study on the Factors Concerning Non-Work Trip of the Elderly People : A case of Seoul Metropolitan Area (고령자의 비업무통행에 영향을 미치는 요인 분석: 수도권 사례를 중심으로)

  • This research explores different non-work trip characteristics between the elderly group (65+) and the working age group (20-64) using heteroscadastic ordered logit model. The analysis is based on travel survey data of Seoul Metropolitan area in 2006. The results show that age induces heteroscadasticity and the model provides a better fit than ordered logit model. The factors increasing the number of non-work trip of the elderly were driver's license and household income. Conversely, the number of non-work trips decreased in those groups that were male, with a job, in aging, and with the number of preschool children. The factors having opposite effects (increased the number of non-work trips in the working age groups and decreased in the elderly group) between the elderly group and working age group were age and job.

  • This study sets the boundary of U-City industry based on expert surveys. Based on this U-City industry boundary, an appropriate inter-industry analysis is performed. The result shows production inducement coefficients, value added inducement coefficients, employment & enter employment inducement coefficients, influence coefficients and induction coefficients. Based on these coefficients, overall characteristics and spillover effects of U-City industry are examined. The result of this study shows that U-City industry has bigger value added-induced effects and employee-induced effects than other industry. The result also shows that U-City industry also has a great forward linkage effect. This study has a meaning that could be used to make political decisions as a basic data.

Research on Managing Underground Facilities for an Intelligent City

  • The objective of this project is to construct the intelligent underground facility management system based on UFSN (Underground Facility Sensor Network). Total project duration is 6-year. And first two years' project has been finished. First two years' project focused on water supply and sewage facilities among 7 underground facilities and investigated the fundamental construction technology for the underground facilities management system. To contribute the development of systematic and scientific management of underground facilities, KRIHS implemented 3 researches for 'Underground facilities management system for an intelligent city' like followings: (1) to investigate an integration plan for current water supply and sewage management systems, (2) to derivate of water supply and sewage monitoring items for the monitoring technology development, and (3) to implement a basic research for sensor installation plans on different types of current and new underground facility systems. This research paper contains the first two years' outcome of researches from KRIHS (Korea Research Institute for Human Settlements).

  • The ubiquitous city construction act worked as an institutional basis for the U-City projects which were actively driven in the new urban areas until 2010. However, the country's urban policies which were recently changed focusing on revitalization of the existing towns and urban regeneration led to the increased demand for revision of the u-City law with a strong character of procedural law mainly for the new urban areas. Therefore, this study, taking into account the changes of the country's urban policies and the conditions related to u-City, established the direction of revision on the u-City law as the diversification of the u-City projects, reinforcement of u-City management operation and the supports for the u-City projects, and presented the consequent action plans. This study aims to review the problems with the current u-City law and the improvement plan from the practical point of view for reflecting the country's urban policy flow and demand. It is expected that the result of this study will be able to be utilized as a basic material for supporting the continuous development and expansion of u-City by law and system.

  • Establishment of safety net for the socially disadvantaged attracts large attention because of the recent crime increasing against vulnerable groups. For the successful establishment of social safety net, the test-bed for evaluation and realization of crime-related research results is required. However, previous R&D test-bed projects such as The Korean Land Specialization Program or U-Eco City project remains only to the stage of verification. Therefore, there are limitedness for realization of result technologies or sustainable operation & management of test-bed after projects finished. So, sustainable operation & management system and guideline of test-bed are necessary. Therefore, this study reviews the strengths and weaknesses of existing test-bed cases and intelligent security researches. After reviewing, the concept of a Intelligent Security Test-bed is established and appropriate test-bed selection criteria is also suggested. Based on objective criteria, selected test-bed can achieve sustainable management even after finishing the project and contribute the construction of standard model for citizen's safety.

Research on Additive Valuation of Leisure Travel Time Saving During the Summer Vacation: Focused on the Iksan-Pohang Expressway and Donghae Expressway (휴가철 여가통행시간 절감의 추가적 가치 산정방안 연구: 익산포항 및 동해고속도로를 중심으로)

  • Additive willingness-to-pay (WTP) for leisure-travel time saving focused on the Iksan-Pohang Expressway and the Donghae Expressway was surveyed during the summer months to estimate the value of travel-time savings (VTTS) for non-business leisure trips. Travelers traveling between 2 and 3 hours on Iksan-Pohang Expressway had WTP of 723 won per 10 minutes of leisure-travel time savings and those traveling between 3 and 4 hours on Donghae Expressway had WTP of 854 won per the same. Based on this survey, we learned that WTP in leisure travel time savings increased with the total travel time. 300 effective samples for each expressway were collected, and estimation was separately conducted on the basis of Cox test.

  • This research aims to produce basic data for developing habitat suitability models on the breeding sites of Oriental White Storks(Ciconia boyciana) which will be reintroduced to the wild in the future. The habitat characteristics of ten historical nesting sites of the Oriental White Storks at Gyeonggi and Chungcheong provinces in South Korea were analyzed with 1970's land use maps and Landsat MSS. The range of altitude on nesting sites was 40~116.38m. The mean distance from nesting sites to rice fields, to 30m wider river, and to reservoirs was $54.8{\pm}84.48m$, $869.8{\pm}708.01m$, and $1721.2{\pm}906.05m$ respectively. Historical nesting sites were located close to human settlements, and the mean distance of nesting sites to human settlements was $144.1{\pm}182.97m$. The land types within 5km radius from ten historical nesting sites consisted of 53.7% forest, 28.3% rice fields, 16.7% grasslands, 0.8% water bodies, and 0.6% human settlements. The composition of four land types(forest, rice fields, grasslands, and human settlements) was significantly differed between 93 random points and 10 historical nesting sites.
