In this study, the Inter-Korea Fisheries Cooperation Project was divided into four categories: North Korea's Fisheries Infrastructure Development Project, Fisheries Cooperation Project, Human Exchange Project, and North Korea Fisheries Investment Project. First, North Korea's fisheries infrastructure development projects include North Korea's fisheries resource research project, it's fisheries resource development project, and joint enforcement on illegal operation of Chinese ships. Second, fisheries cooperation projects include the operation of the North-South common fish area in the West Sea, the fishing project in North Korea's East sea, and the import of North Korean seafood. Third, human exchange projects include training of aquaculture technicians in North Korea, technology transfer and training of fishing vessels, and boarding of North Korea's fisherman in Korean fishing vessels. Fourth, North Korea's fisheries investment projects include aquaculture facilities and aquaculture feed support, aquatic product processing facilities and technology transfer, and fishery equipment support. However, as international sanctions are maintained in the international community to North Korea, Inter-Korea Fisheries cooperation, however, should be promoted according to the level of easing of international sanctions as international sanctions are maintained in the international community to North Korea. First, North Korea's fisheries resource research project, North Korea's fisheries resource creation project, joint enforcement on illegal operation of Chinese ships, and operation of the common fish area in the West Sea can be promoted if international sanctions are maintained at present, promote North Korea's fisheries resource research project. Second, boarding of North Korean's fisherman in Korean fishing vessels, conducting the fishing project in North Korea's East sea, and importing North Korean seafood can be aided if commercial transactions are possible with North Korea. Third, South Korea will support aquaculture facilities and aquatic feed, fisheries processing facilities and technology transfer, fishery equipment support, training of fisheries and aquaculture technicians, fishery fishing technology transfer, and training of fisherman when a comprehensive economic cooperation project is possible with North Korea.

The purpose of this study was to analyze majors trends and issues of e-Learning curriculum for human resource development in the corporate context. The e-Learning curriculum was chosen as the subject of research consists of 2,710 lectures that were given from 2007 to July 2009 for the recent three years by providing at Ministry of Labor and Korea Research Institute for Vocational Education & Training. In order to investigate trends and issues, it was employed theme analysis which is one of the types of document analysis that approach a qualitative research methodology. As a result of this research, 7 major trends and issues in e-Learning curriculum for HRD in the field of corporate education were drawn; ① Strengthening expertise through learning of job related professional knowledge, ② Cultivation of common & essential knowledge for a job to increase work performance efficiency ③ Organizational management strategy for improving performance, ④ Organizational management and operational strategy for actively responding to environmental changes, ⑤ Leadership as a strategy for cultivating core personnel and field-centered practical leadership. ⑥ Creating a happy workplace through the work-life balance, ⑦ Strengthening global communication skill. Based on these analysis, practicals and theoretical implications of e-Learning professionals and HR researchers for HRD were suggested.

Purpose: This study is conducted to identify the impacts of tax exemption on community benefit, policy, human resource management, and public benefit. Based on the results of analysis, we explore several avenues to raise public benefit that is central to the value of existence of non-for-profit hospitals in Korea. Methodology: Survey was formulated referring to the US IRS tax exemption criteria, Form990/Schedule H, and Korean public hospital criteria. A total of 182 survey responses were collected and used to verify measurement validity and perform reliability analysis, confirmatory factor analysis, and path analysis. Findings: The result of this study showed positive relationships among; i) tax development and planning, ii) planning and human resource management, iii) human resource management and policy, iv) policy and community benefit, v) community benefit and public benefit. Practical Conclusion: Tax exemption affects community benefit and public benefit directly as well as indirectly. This implies that expanding tax exemption is likely to improve public benefit mediating community benefit.

The special organization that our military service is conscripted by the duty of national defense purposes to the period of military service. So couple of soldiers are think as the corresponds to college, or some knowledge layer from the operating management discarding period, lifetime value. But, now a day changed of the military life, it is when the individual soldiers can have some self-development and the lifelong education in terms of a period, and can changeing the footsteps of the new life that the function as a 'bridge' to activate production of barracks life. So that it can be supported themselves need to strive for human resource development. It is the post-corona era that we will soon face. It is time to achieve the original purpose of job training for health and welfare personnel operated by the Korea Human Resource Development Institute for Health and Welfare and to innovate change to maintain educational consistency. This study reviewed literatures to find alternatives for efficient and effective curriculum operation by integrating contents of health and welfare job education. Through this, we decided to check the possibility of building an open platform and suggest it as a sufficient alternative. It is expected that the establishment of the open platform for job education in the health and welfare sector will enable the education accessibility and the management of the learning management system of the subjects. Above all, it will contribute to the duplication of the education experts and the efficiency of the budget.

In response to changes in Fourth Industrial Revolution in recent years, the field of education has focused on development of the human resources in the areas of artificial intelligence (AI: Artificial Intelligence) and industrial robot. Due to particular interest in these areas, the importance of developing integrated human resources equipped with artificial intelligence technology is emphasized in higher education and vocational competence development. In regards to rapid changing environment, this study created a program "Fostering personalized AI integrated human resource" and established an operational model correspond to latest personalized education trend. The established operational model was conducted twice using Delphi survey with experts in AI and innovative education in order to verify the suitability of program's basic structure, training process, and the sub-components of the operational strategy. The final training model was applied to the online vocational training platform (STEP) and a plan was proposed to establish a personalized training model to foster an AI integrated competent individual.

The Web based multimedia programmes/courses are becoming widely available in recent years. Most of these courses focus on Behaviorist way of learning, which does not promote deep learning in any way. For Adults this approach further incapacitated, as it does not satisfy Andragogical needs. The search for Constructivist way of learning through the web applied to Indian conditions led to need for developing a curriculum development approach that would promote construction of knowledge through web based collaboration. This paper attempts to reengineer existing curriculum development processes and lays out a framework of‘Problem Based Online Learning (PBOL)’curriculum design. In this context, entire curriculum development life cycle is evolved and explained. This is a part of doctoral work (Ph.D), which is in progress and being undertaken by K.James Mathai, and guided of Dr.D.S.Karaulia.

We had proved the possibility of utilizing deep ocean water as a environmental friendly resource to solve comprehensively above-mentioned problems for mankind based on observation and analysis of water quality. This study aims to evaluate feasibility of deep ocean water application, and establish multipurpose development and cascade utilization system of deep ocean water in the coastal zone of East sea to promote ocean development and fisheries industries.

The purpose of the study is to improve in-service fisheries & shipping affiliate teachers informative and professional presentation. The sensible solution to this problem is to analyze about the opinion of in-service fisheries & shipping affiliate teachers about Certification Training Program during 10 years. We provide the suggestion about the coming certification training program that satisfy the need of the trainee and that can be effectively applied into practical teaching movement in school. According to these conclusion, it is estimated that in-service fisheries & marine teacher don't have the negative view of certification training program. By the way Combination subject education program was significantly improved by developing the program on the basis of the fisheries & shipping affiliate teachers' opinion.

Plan of Human Resource Development is essential to strategically promote poor domestic fire protection industry and as a consequent to grow it to a high value added service industry. To foster fire protection industry, any reform will be needed to for a smooth supplies of work force by training customized high class work force. Consequently, In this study, We will investigate and analyze the status and problems of current domestic fire protection industry so that We can suggest the direction for a way to improve these.
