개발제한구역관리계획의 환경성 강화방안 연구 - 수도권 개발제한구역관리계획을 대상으로 - (A Study on the Environmental Enhancement of the Development Restricted Zone(DRZ) Management Plan)

  • Under the 「National Land Planning and Utilization Act」, Development Restriction Zones(DRZ) is one of the designated use district where the Minister of Land, Infrastructure and Transport deems it necessary to control urban development in order to prevent urban sprawl and conurbation and ensure a healthy living environment for citizens by conserving the natural environment surrounding metropolitan cities. DRZ was first designated around the Seoul Metropolitan city in 1971, and had been expanded to the 14 metropolitan areas across the country since 1977. The designated areas were accounted for about 5.4% of the total national land and its importance was demonstrated by contributing to control urban sprawl, curbing real estate speculation, and providing green space to citizens. However, DRZ has been repeatedly relaxed its regulations and allowed development under government. As a result, much of the green areas was damaged and several cities were merged and extended(conurbation). In particular, deregulation implemented for the purpose of securing land as part of national projects and local outstanding business(i.g. constructions of national rental housing, industrial complex, and international stadium) have caused continuous environmental damage around the metropolitan cities. In addition, the habitat fragmentation is in serious situation. Thus, the systematic plans for managing DRZ are necessary, since it is concerned that urban environment become deteriorate in the mid- to long-term. This study aims to continuously protect the urban environment from lifting DRZ. Therefore, firstly, we examined the environmental status through analyzing DRZ Management Plan which shall be drawn up by the Special Metropolitan City Mayor, the Metropolitan City Mayor or the Mayer/Do governor having jurisdiction, every five years to collectively manage DRZ. Secondly, we investigated the actual condition in DRZ based on the case study of Management Plan in Metropolitan areas(i.e. Seoul Metropolis, Gyeonggi-do, and Incheon Metropolis). Finally, we suggested the seven feasible improved political plan for managing DRZ.

  • 지속가능한 도시재생과 주거환경개선을 위한 방안으로 적응적 재사용과 리모델링에 대한 관심과 필요성이 증가하고 있다. 본 연구의 목적은 국내의 적응적 재사용을 위한 단독주택 리모델링 방법론에 있어서의 시사점을 제시하는 것이다. 이를 위하여 최근 단독주택의 리모델링이 활발히 진행되고 있는 부산시의 단독주택지인 '구포새뜰마을'과 '해리단길'을 대상으로 적응적 재사용을 위한 단독주택 리모델링에 대한 이론적 고찰과 사례분석을 진행하였다. 연구를 통하여 도출된 시사점은 다음과 같다. 첫째, 공공에 의해 주민 공간 및 시설로 리모델링된 건축물은 적극적인 주민참여와 지속적인 유지관리 방안이 필요하다. 둘째, 민간에 의해 상업용도로 전용된 단독주택지의 건축물은 주거 및 상업용도의 상생이 필요하다. 셋째, 단독주택지 전체 차원에서 가로 및 건축물 리모델링의 계획 및 설계에 관한 가이드라인이 필요하다.

수소에너지에 대한 심리적 태도 기반의 수소사회 활성화 전략방안: 위험성, 친숙성, 수용성 중심으로 (Exploring Strategies for Implementing Hydrogen Society Based on Psychological Attitudes towards Hydrogen Fuel: Focused on Risk Perception, Familiarity and Acceptability)

  • In these day, the environmental issues of climate change have been continuously highlighted and there is an active discussion on the transition from fossil fuel-based energy to eco-friendly energy use. This study considered psychological attitudes as a major influencing factors for successful implementation of a hydrogen society totally based on the use of hydrogen energy, which is regarded as an alternative energy for future. Accordingly, familiarity, risk perception, and acceptability of psychological factors were investigated. In addition, this study identified whether there are differences in psychological factors according to the general characteristics of gender, age, occupation, and housing type. The results showed that awareness of hydrogen cars and fuels is below the average level, and we also have obtained the implication that social knowledge sharing should precede the implementation of hydrogen policy. Although we found that the degree of urban acceptance of hydrogen energy was high, it was also confirmed that the charging infrastructure was generally perceived as having a high risk. Our findings implicate that it is necessary to figure out policy strategies for suitable locating charging infrastructure in order to promote the use of hydrogen energy more.

대전시 상업지역 주거복합건축물 사례 분석을 통한 관리방안 연구 (A Study on Management Plans through Case Analysis of Residential Complexes in Commercial Areas in Daejeon)

  • 최근 대도시 상업지역 내 주거복합건축물의 입지로 인해 도시기능이 상업기능에서 주거기능으로 전환되고 있다. 대전광역시 상업지역 내 용도용적제를 개선하기 위해 특·광역시의 제도를 비교분석하고, 사업대상지 8개소를 분석하여 문제점을 도출하였다. 첫째, 주거복합건축물의 용도 분류의 명확화, 둘째, 상업지역의 기능 상실에 대한 도시 계획적 불균형, 셋째, 개발밀도의 차이로 도시환경의 훼손이다. 이에 개선방안으로는 첫째, 주거기능과 용도복합의 비율을 최소 10% 이상 확보하고, 둘째, 다양한 용도와 기능을 융·복합화된 시설을 유도하여 도시경쟁력을 확보하고, 용도용적제 폐지를 통한 공동주택의 일괄적인 용적률을 적용하며, 셋째, 지구단위계획 수립 및 자문을 통한 개발밀도를 제시하였다.

도심재생의 정책 및 제도에 관한 연구 (A Study on the Policy and Legal issues of Urban Regeneration)

  • 최근 우리나라 대도시에서는 무분별하게 진행된 도시 확산과 함께 도심 공동화 현상이 나타나고 있다. 이에 따라 도심활성화에 대한 요구가 발생하기 시작하였으며, 각 도시마다 도심지역의 활성화를 위한 정책 및 사업을 적극적으로 추진해오고 있다. 본 연구의 목적은 이런 선진국들의 도심재생 정책 및 사업 등의 사례들과 더불어 국내의 사례들을 비교분석하여 국내의 도심재생을 위한 시사점을 도출하고, 나아가야 할 방향을 제시하고자 한다. 이를 위해 본 연구에서는 먼저 그 동안 진행된 도심재생에 대한 선행연구를 이론적으로 고찰하고, 선진국들 가운데 영국, 미국, 일본의 세 나라의 사례를 통하여 해외 도심재생의 정책 및 제도적 방안들을 종합적으로 검토하였다. 이어서 국내의 사례로는 서울과 대전의 도심재생의 정책 및 사업의 일환으로 추진 중인 뉴타운개발계획과 균형촉진지구사업을 중심으로 주요 전략과 내용 및 특성 등을 파악하였다. 해외 사례와 국내의 사례들을 비교분석하여 국내에서 이루어지고 있는 도심재생의 사업의 바람직한 방향을 제시하였다. 본 연구의 결과 우리나라에서 성공적인 도시재생사업이 이루어지기 위해서는 사업방법, 계획, 자금확보 등에 있어서 다양한 별도의 노력이 필요하다는 것으로 파악할 수 있었다.

Apply evolved grey-prediction scheme to structural building dynamic analysis

  • In recent years, an increasing number of experimental studies have shown that the practical application of mature active control systems requires consideration of robustness criteria in the design process, including the reduction of tracking errors, operational resistance to external disturbances, and measurement noise, as well as robustness and stability. Good uncertainty prediction is thus proposed to solve problems caused by poor parameter selection and to remove the effects of dynamic coupling between degrees of freedom (DOF) in nonlinear systems. To overcome the stability problem, this study develops an advanced adaptive predictive fuzzy controller, which not only solves the programming problem of determining system stability but also uses the law of linear matrix inequality (LMI) to modify the fuzzy problem. The following parameters are used to manipulate the fuzzy controller of the robotic system to improve its control performance. The simulations for system uncertainty in the controller design emphasized the use of acceleration feedback for practical reasons. The simulation results also show that the proposed H∞ controller has excellent performance and reliability, and the effectiveness of the LMI-based method is also recognized. Therefore, this dynamic control method is suitable for seismic protection of civil buildings. The objectives of this document are access to adequate, safe, and affordable housing and basic services, promotion of inclusive and sustainable urbanization, implementation of sustainable disaster-resilient construction, sustainable planning, and sustainable management of human settlements. Simulation results of linear and non-linear structures demonstrate the ability of this method to identify structures and their changes due to damage. Therefore, with the continuous development of artificial intelligence and fuzzy theory, it seems that this goal will be achieved in the near future.

Performance of aerated lightweighted concrete using aluminum lathe and pumice under elevated temperature

  • The primary objective of this study is to investigate the production and performance characteristics of structural concrete incorporating varying proportions (0%, 25%, and 50% by volume) of pumice stone, as well as aluminum lathe as an additive at 0%, 1%, 2%, and 3%, under fire conditions. The experiment will be conducted over a period of up to 1 hour, at temperatures ranging from 24℃, 200℃, 400℃ and 600℃. For the purpose of this, a total of twelve test samples were manufactured, and then tests of compressive strength (CS), splitting tensile strength (STS), and flexural strength (FS) were performed on these samples.Next, a comparison was made between the obtained values and the influence of temperature. To achieve this objective, the manufactured samples were placed at temperatures of 200℃, 400℃, and 600℃ for a duration of 1 hour, and were subjected to the influence of temperature.These values at 24 ℃ were then contrasted with the CS results obtained from test samples that were subjected to the temperature effect for an hour at 200 ℃, 400 ℃, and 600 ℃. A comprehensive analysis of the test outcomes reveals that the incorporation of aluminum lathe wastes into a mixture results in a significant reduction in the compressive strength of the concrete. As a result of this adjustment, the CS values dropped by 32.93%, 45.70%, and 52.07%, respectively. Furthermore, It was shown that testing the ratios of pumice stone alone resulted in a decrease in CS outcomes. Additionally, it was found that the presence of higher temperatures is clearly the primary factor contributing to the decrease in the strength of concrete. Due to elevated temperatures, the CS values decreased by 19.88%, 28.27%, and 38.61% respectively.After this investigation, an equation that explains the connection between CS and STS was provided through the utilization of the data of the experiments that were carried out.

교통소통과 안전 특성을 결합한 교통상황 모니터링 지표 개발 (Development of Traffic Situation Integrated Monitoring Indicators Combining Traffic and Safety Characteristics)

  • 교통관리에서 교통상황을 판단하는 판단지표의 중요성과 필요성은 계속해서 높아지고 있다. 기존 교통상황 판단지표들은 속도, 교통량, 밀도 기반으로 각각의 특성에 맞춰 개발되었지만, 속성별 가지는 문제점과 종합적인 상황을 보여줄 수 없어 모니터링 지표로는 적합하지 않았다. 이에 본 연구에서는 도로 소통상황과 안전도를 판단하는 지표들을 통합하여 모니터링에 적합한 통합지표 개발을 목표로 하였다. 교통상황의 변화를 판단할 수 있고 안전도를 판단할 수 있는 지표들을 검토하고 실시간 ITS 데이터를 적용할 수 있도록 지표를 재정립하였다. 요인분석을 통해 지표 간 관계성을 분석하여 가중치를 도출한 뒤 하나의 통합지표를 개발하였다. 통합지표는 교통상황의 변화와 안전도의 변화를 보여줄 수 있는 지표로 향후 교통정보센터에 적용하여 종합적인 교통상황을 모니터링할 수 있는 교통환경으로의 발전에 기여할 수 있을 것이다.

업무분야 규제의 폐지에 따른 종합 및 전문건설사업자들의 상호시장 진출 수준 분석 (Analysis of Mutual Market Entry Level between General and Specialty Contractors according to Abolishing the Regulation of Business Area)

  • 건설산업의 경쟁력 향상을 위하여 업역규제가 폐지되었으며, 종합 및 전문건설사업자들이 상호시장에 진출할 수 있게 되었다. 정부에서는 후속단계로, 세분화된 업종을 대분류하는 업종체계의 개편을 준비 중이다. 업역규제의 폐지가 건설산업에 미치는 영향을 분석한 자료가 있다면, 업종개편을 단계적으로 적용하기 위한 범위의 결정에 도움을 줄 수 있을 것이다. 본 연구는 상호시장 진출의 가능성이 높은 종합 및 전문건설사업자들의 업종들을 도출한 후, 시장규모를 분석하여 업역규제의 폐지 효과를 설명하고자 한다. 먼저, 과거에 수행한 공사들의 연계성과 등록기준의 유사성을 기반으로, 종합건설사업자들이 진출 가능한 전문공사를 분석하였다. 분석결과, 15개의 전문공사에 진출할 수 있었으며, 시장규모는 2017년 전문공사의 총 수주금액인 약 96조원의 약 82%(78.8조원)으로 분석되었다. 다음으로, 업무내용의 관련성을 기반으로 전문건설사업자들이 진출할 가능성이 높은 종합공사와 시장규모를 분석하였다. 분석결과, 4개의 종합공사에 진출할 수 있는 시장규모는 2017년 종합공사의 총 수주금액인 약 190조원의 약 13%(24.7조원)으로 분석되었다. 본 연구의 분석결과에서는 종합건설사업자가 전문공사 시장으로 진출할 가능성이 전문건설사업자가 종합공사 시장으로 진출할 가능성이 더 클 것으로 나타났다. 하지만, 본 연구는 업종별 업무내용과 등록기준, 업역규제가 폐지되기 전의 공사실적을 기반으로 분석한 한계가 있다. 향후에 업종별 업무내용과 등록기준이 변경된다면, 본 연구의 결과와 차이가 있을 수 있을 것이다.

보건소 보건간호사의 지역사회 진단활동에 관한 조사연구 (A Study of community diagnosis activity by Community Health Nurse Working in Health Centers)

  • An important role of community health nurses in health centers is to solve community health problems found through data collection methodology which has been used to identify the health needs of the community, diagnose the health problems and to plan health programs suitable for the health problems. Also community health nurses must be prepared to know the community health needs and to participate in the planning process. Since 1956 when the health center law was established, community health nurses have really implemented only the services which the government has asked them to do. This has kept them busy enough. But these days as society is in rapid change, community health nurses should have the flexibility to deal with the social change and demands that are unique to their community each which has different health needs and demands. So community health nurses need to identify what community health problems exist in their particular communities. The purposes of this study were as follows. 1) To explore the suitability of the health programs which the government has asked the community health nurses to do for their own communities and if these programs are not suitable, to explore the reasons why. 2) To explore the degree to which the community health nurses have the ability to identify health problems in their own communities and activate the community diagnostic process. 3) To identify the degree that the community health nurses have the ability to implement plans related to community diagnosis. 4) To find out how much data related to community health problems, the community health nurses have and how they are utilizing it. 5) To measure the community health nurses self-confidence concerning diagnostic activities for community health. The study subjects were 454 Community Health Nurses working in Health Centers in Seoul, Korea. The period of data collection was 6 days(Nov. 9th 1991-Nov. 15th 1991). A questionnaire used for data collection was composed of three different items; general characteristics, community health diagnostic activities and self-confidence in performing diagnostic activities. The results of the study are as follows. First, over one third of the respondents replied that the government required activities for their communities are not appropriate. Of these activities the most frequent reply $(51.2\%)$ indicated that many of the activities in the community were inappropriate to the actual situation. Further, $25\%$ of the replies indicated that many activities were only administratively oriented and as such not appropriate. Second, $49.8\%$ of the respondents replied that they had done general assessments and had a general idea of the health problems of their community. Effective solutions to health problems could be found with an increase in health personnel and management ability according to $41.5\%$ of the respondents. Third, to the question as to whether they had ever independently implemented a plan towards solving community diagnosed problems, $52\%$ of nurses replied 'never', $40\%$ 'occasionally' but only $7.5\%$ replied that they did it frequently. Actually there was very little done even in the basic work of collecting the necessary data. Fourth, when asked how much of basic information they had collected that might be used in community diagnosis activity, of 26 items in 5 areas, there was hardly one for which complete data had been collected. Fifteen percent did have data on the geographical aspects of their area, housing distribution and types of housing, while $17.8\%$ knew the frequency with which the health center was used. Concerning community resources, even with a list of community resources, only $12.3\%$ had data on any of these resources, and this data was incomplete. Further, information about social work institutions, and facilities was also incomplete, only $14.2\%$ of the respondents had any data and even it was incomplete; that is, in general, the nurses did not have this information. Fifth, concerning the confidence of the community health nurse in their ability to carry out community diagnoses activities, $60\%$ replied that they were very or at least nominally confident, indicating that although they were not doing community diagnostic activities they felt they could do so, as they were carrying out home visits and program planning as part of their official duties. The following recommendations are made based on the results of this study. First; since the community health nurses have a high perception of the need for community diagnostic activities and. high confidence in their ability to carry out this activity and high percentage of respondents replied that with a little training they could do this even better it is recommended that community diagnostic activity training be included in the continuing education program for community health nurses. Second, in order for the Community Health Nurses to successfully solve the health problems of their respective community they reported to a need to increase the number of health personnel, improve the facilities and the system of managing their work. Considering this, it is recommended that ways be sought to remedy these deficits.
