The 19th CPC National Congress and the Development of the Chinese Constitutional System in the New Era: From the Perspective of the History of Constitutional Change (十九大与新时代中国宪制的发展 : 基于宪法变迁史的视角)

  • The 19th CPC National Congress has a key historical significance in the development of China's constitution. It will also play a decisive role in the history of the seventy years'constitutional change in New China. XiJinping's new socialist thought with Chinese characteristics established in the report of 19th CPC National Congress will be written in the preface of the March 2018 National People's Congress's constitutional amendment. The fifth revision of 1982 Constitution will touch on many issues such as the leadership of the CPC into the constitution, the abolition of the tenure of the president, the constitutional oath system, and the reform of the national supervisory system. In addition, the constitutionality review system, the establishment of the National Security Council, the constitutional status of socialist public property and private property and the adjustment of major economic system has become a hot topic in the theory field. In the history node towards a socialist country ruled by law, the theory and practice of the China indeed have the academic ideas, value position and path model differences, which will delay the Chinese constitutional development, but also is the necessary pain in the process of moving towards the rule of law in China. Indeed, how to the development and where to go in the future of Chinese constitutionalism itself has sample value, which deserves rational attention and in-depth inquiry from Chinese and Western academics.

A Study on Automatic Switch Control System for Systematic Control and History Management of Underground Utility Tunnel Work (지하공동구의 체계적인 통제 및 이력관리를 위한 자동개폐시스템에 대한 연구)

  • Most of access control systems for underground utility tunnel work through wired network between central system and the automatic switch control unit. However, there are several issues regarding the absence of network infrastructure and an outdoor reader in a relatively unique environment. To solve these issues we propose an authenticated key based smart phone control system for secure access to the underground utility tunnel and this scheme is anticipated providing us with crucial information about a systemic entrance history and effective management procedures of utility tunnel. In addition, the proposed scheme enables to access to secured control system in smart phone based bluetooth network and it provides information about systemic control and history management for the switch controls through smart phone applications.

  • Through the technology of the 4th industrial revolution, agricultural machinery is becoming increasingly intelligent, and the machine is replacing the role of farmer manpower as a whole. However, safety accidents caused by careless use of agricultural machines and theft accidents due to the difficulty of keeping them are increasing every year. Because agricultural machines do not manage the history of events and accidents unlike automobiles, they are often used for crime. There is also no way to cope with the issues if there happens issues on agricultural machines. In this paper, we propose the system based on block chain which can manage the history of the agricultural machinery by registering the chassis number at the same time when purchasing the agricultural machinery. Since this system contains the history of accident and repair information about the owner's agricultural machinery, it is possible to trace back even if a theft occurs. The proposed system also allows buyers to secure transactions by providing reliable data through inquiry of this system when trading in the secondary market in the future.

The Characteristics to Establish Guidelines in History Textbooks (한국사 서술 방향의 '표준화' 시도와 그 문제점)

  • The third national curriculum had the characteristics to establish guidelines in history textbooks with the basic direction to implement the charter of national Education. At that time, the object of the history education was 'the harmony with the development of the individuals and national development' which was the same that the authorized government aimed at. But the characters and the purpose were repeated without any criticism. Since the third national curriculum was presented in Korean education, the aims of education proposed the 'Korean style democracy'. Essential aims of education are more important than any political issues because academic research is not reflected on nationalism. This trend which is flowing in the education of Korea was strengthened through the education authorities in the statements of 'Deployment of the Governing' or 'guidelines': Especially, the idea and the history education. Despite the curriculum has been amended several times, these problems are not to be gotten rid of. The recently revised curriculum guidelines for history textbook description should improve and find the way to develope the history thinking of students.

History of Race and Ethics of Friendship: The Caribbean Racial Politics and Jamaica Kincaid's Fiction Revisited through the Later Derrida's Political Philosophy (인종의 역사와 우정의 윤리 -후기 데리다를 통해 다시 본 카리브해의 인종정치학과 자메이카 킨케이드의 작품세계)

  • The purpose of this paper is to make a critique of racial aspects of Caribbean literature more ethical through a constant concern with history and political philosophy. The first step I take for this purpose is a comparative reading of C. L. R. James's view of Toussaint L'Ouverture's position and Frantz Fanon's view of race and class in the historical context of the Caribbean power-relations. In so doing, I examine how Toussaint's and Fanon's wills to negotiation were thwarted in the New World history. To elaborate upon this ethico-political approach, I have recourse to the so-called later Derrida, focusing on his books, such as The Politics of Friendship, Of Hospitality, On Cosmopolitanism and Forgiveness, etc. Taking an up-close look at Derrida's thought, I argue that his political contemplation of ethics is as effective as his deconstruction of "otherness" in dealing with the nature of ethnic clashes in both the real world and minority literature. In the second half of my paper, I reexamine the issues of race, gender, and class in the three novels of Jamaica Kincaid - Annie John, Lucy, and The Autobiography of My Mother. It is conceivable that from the feminist perspective Kincaid's fiction has been read as a postcolonial Bildungsroman. In my supplementary attempts to this criticism, I reveal that the teenage narrator's precocious awareness is still under the colonial influence in the Annie John section. My analysis of Lucy contends that the reasons why the white woman fails to make friends with the young black woman should be sought in the long history of the U.S. racial politics. In the section of The Autobiography of My Mother, I discuss how difficult it is for a minority woman to liberate from the spell of history insofar as she is engaged in the issue of identity. In closing, I pose a need of consolation that literature may grant us by becoming able to produce a different interpretation on all the bleaker reality.

Exploring the Educational Potential of the Exhibits in Natural History Museums as Socioscientific Learning Materials in the Context of Proposing Science Inquiry Communities: Earthquake Topic (과학탐구공동체 제안을 위한 사회과학적 학습 자료로서 자연사박물관 전시의 교육적 잠재성 탐색: 지진 주제를 중심으로)

  • This article explores the potential learning materials and methods of science practice from exhibits, and how those are presented in natural history museums as a feasible science inquiry community. The idea of science inquiry community was offered as a form of science practice that ended with science learning. A grasp of 'scientific practice to learning' is understood as a way to conceive scientific methods as well as facts and understanding knowledge. To get educational implications on the scientific practice of 'earthquake' as a socioscientific topic in the communities, we analyzed 1) the relationship between earth science curriculum and exhibits related to 'earthquake', 2) the educational goals and intentions of educators, and 3) the characteristics of the exhibits in the American Museum of Natural History and in the Smithsonian National Museum of Natural History. The results of this study showed that those museums presented the exhibits consisting of various and practical cases and events of 'earthquakes' as a socioscientific topic related to their curriculum. At the target museum, it was clearly stated that the pursuing educational goals focused on relations with local interests and socioscientific issues. For making earthquakes relevant to visitors, delivering lived experiences with raw data and interactive media was emphasized in exhibit characteristics.

Current Status and Issues of Nuclear Safety Culture

  • Objective:The aim of this paper is to discuss the nuclear safety culture in Korea. Background: Recently, Korean nuclear field has met a strong anti-nuclear trend after a few happenings, as well as Fukushima accident, which are turned out to be caused by organizational pitfalls and safety culture defects in general. Method: We review the concepts and constructs of safety culture based on the brief history of the nuclear safety culture that IAEA mainly raised after the Chernobyl accident in 1986. Additionally, we give a comparative discussion on the approach to the safety culture with U.S. Results: Finally, we discuss the three technical domains and propose six selected domestic issues related to the nuclear safety culture for coping with the demanding requests on nuclear safety in Korea. Conclusion and Application: We suggest several recommendations and a research direction in the form of a re-start line for the nuclear safety culture in Korea.

Socialization and Teen Magazines: What are the Messages?

  • As fashion magazines are important socialization influences, our purpose was to examine the content of articles in two teen magazines: one with a long publication history (Seventeen) and one relatively new market entry (Teen Vogue). We addressed the following questions: (1) What are the patterns of content of the feature articles? (2) How frequently is this content related to appearance management or fashion consumption? and (3) What, if any, differences exist in contents between the traditional teen magazine and the new market entry? A content analysis of 1,191 articles published during 2008 and 2009 revealed the largest percentage of content in both magazines was fashion. Other than the topic of fashion, Seventeen concentrated on teen life issues whereas Teen Vogue focused on celebrities. Understanding these are fashion publications, we suggest there are opportunities for both magazines to allocate further attention to other issues in the lives of teens in addition to beauty and consumption.

  • We often overlook the importance of several safety issues such as identification of patients, timeout procedure, hand hygiene, handoff communication, and many others. This ignorance, along with many other issues, leads to medical error being ranked as a third leading cause of death in the U.S. Consequently, quality improvement (QI) has become one of the major subjects in healthcare despite a relatively short history. Improving quality is about making healthcare safe, effective, patient-centered, timely, efficient, and equitable. Understanding the need and methodology of QI as well as participation is now essential for physicians. Although basic QI methodology has not changed, one of the most fascinating changes in recent QI is conducting large-scale QI projects through multicenter networks. Prospective multicenter QI projects utilizing the Korean Neonatal Network are a substantial initiation of pediatric QI in Korea. The Korean Pediatric Society should set ambitious goals for QI activities for every primary care pediatrician and pediatric subspecialist.

  • Domestic CM market has continued to grow, and the CM services in the international market is evaluated as a high value-added area. However, CM services are currently being challenged to perform its genuine CM roles because of the limitations by government's CM policies, market size, business functions, and technology capabilities. In order to identify the issues for revitalization of CM, this study analyzed the history of CM studies through a thorough review of the previous literatures that have been published since the enactment of CM policies in 1996. Based on this literature review, it is expected to suggest strategies that could improve current immature CM systems.
