The Non-Appropriation Principle and Corpus Juris Spatialis (비전유원칙과 우주법(Corpus Juris Spatialis))

  • The Non-Appropriation Principle was stipulated in the OST and the MA. However the MA, creating CHM in international law for the first time, attempted to further limit the prohibitions to include ownership of resources extracted from celestial bodies, its rejection by the U.S. and most of the international spacefaring community prevented it from serving as a binding international treaty. Individuals or private enterprises intending to perform space exploitation must receive approval from the nation and may not appropriate outer space or celestial bodies. In the course of this space activity, each party will be liable. Articles 6 and 7 of the OST and the Liability Convention of 1972 deal with matters concerning those problems. The CSLCA of 2015 and Luxembourg Space Resources Law of 2017 allows States to provide commercial exploration and use of space resources to their own nationals and to companies operated by other countries within their territory. These laws do not violate Article 2 of the OST. In the case of the CSLCA of 2015, the law clearly states that it cannot claim ownership, sovereignty or jurisdiction over certain celestial bodies. Even if scholars claim that the U.S. CSLCA and Luxembourg Space Resources Law violate the non-appropriation principle of the OST, they cannot prevent these two countries from extracting the space resources on "the first come, first served" basis. The legal status of outer space including the moon and other celestial bodies is res extra commercium, like the high seas, where the fishing vessels from each country catch and sell fish without occupying the sea. Major space-faring nations must push for the adoption of an international regulatory committee which will oversee applications and issue permits based on a set of robust, modern, and forward-thinking ideals that are best equipped to govern and protect outer space as individuals, businesses, and nations compete to commercialize space through mining and the extraction of space-based resources. The new Corpus Juris Spatialis on the development of space resources, whether it is a treaty or a soft law such as recommendation and declaration, in the case of the Moon and Mars, will cover a certain amount of area to develop, and the development period by the states should be specified.

Comparison of In Vitro Digestion Kinetics of Cup-Plant and Alfalfa

  • In vitro true digestibility of cup-plant (Silphium perfoliatum L.) is higher than other alternative forages and comparative to alfalfa (Medicago sativa L.) even at the high neutral detergent fiber (NDF) concentration. This study was conducted to determine whether the digestion kinetic parameters of cup-plant could explain high in vitro true digestibility of cup-plant at the several NDF levels. Cup-plant and alfalfa were both collected in Arlington and Lancaster, Wisconsin to meet the NDF content within 40 to 50% range. The collected samples were incubated with rumen juice to investigate the digestion kinetics at 3, 6, 9, 14, 20, 28, 36, 48, and 72 h. Kinetics was estimated by the model $R=D_0\;e-k(t-L)+U$ where R is residue remaining at time t, and $D_0$ is digestible fraction, k is digestion rate constant, L is discrete lag time, and U is indigestible fraction. Parameters of the model were estimated by the direct nonlinear least squares (DNLS) method. Digestion rate and potential extent of digestion were not statistically different in either forage. However, alfalfa had shorter lag time (p<0.05). The indigestible fraction increased with maturation in alfalfa and in cup-plant (p<0.05). The ratio of indigestible fraction to acid detergent lignin (ADL) was higher in cup-plant than in alfalfa (p<0.05). From the results, alfalfa is probably digested more rapidly than cup-plant, however, cup-plant maintains higher digestibility with maturation due to a relatively slower increase of indigestible fraction in NDF.

  • Nonionic surfactants, monoglyceryl pyroglutamates, have been synthesized in a high yield by esterification of monoglyceride with pyroglutamic acid in the presence of sodium acetate catalyst. Their structures were confirmed by IR and $^1H-NMR$ studies. For these compounds surface active properties including interfacial tension and emulsifying power were measured. The interfacial tensions of their oil solution against water were decreased to 5~9dyne/cm and hydrophobic alkyl chain of monoglyceryl pyroglutamates. The experimental results indicated that emulsifying power of the nonionic surfactant was better in benzene than in soybean oil. Due to the good surface properties, the nonionic sutfactants, monoglyceryl pyroglutamates, are expected to be used as emulsifiers.

Substrate tempperature dependence of crystalline Y2O3 films grown by Ionized Cluster Beam Deposition

  • The Y2O3 films on Si(111) was grown by ionized cluster beam depposition (ICBD) in ultrahigh-vacuum (UHV). The acceleration voltage and oxygen ppartial ppressure were fixed at 5 kV and 2$\times$10-5 Torr resppectively. The substrate tempperature was varied from 10$0^{\circ}C$ to $600^{\circ}C$ in order to find the deppendence of crystallinity of Y2O3 films on the substrate tempperature. The crystallinity of the films with the substrate tempperature studied using x-ray diffraction (XRD) and Rutherford backscattering sppectroscoppy (RES). Surface crystallinity and surface morpphology of the films were also investigated using the reflection high-energy electron diffraction (RHEED) and atomic force microscoppe (AFM) resppectively. The films grown at the substrate tempperature below 50$0^{\circ}C$showed the ppoly-crystalline structure of oxygen deficiency. On the contrary the single-crystalline structure was obtained at the substrate tempperature over 50$0^{\circ}C$ and the stochimetry was gradually matched as increasing the substrate tempperature. The surface morpphology showed the increase of the surface roughness as the substrate tempperature was increased upp to 50$0^{\circ}C$ The crystallinity of the film was not good and the minimum channeling yield $\chi$min was measured at 0.91 The stochiometric and high crystallinine film (surface $\chi$min=0.25) was obtained as the substrate tempperature increased upp to 60 $0^{\circ}C$ which indicate the tempperature was sufficient to migrate the depposited atom.

A deep learning framework for wind pressure super-resolution reconstruction

  • Strong wind is the main factors of wind-damage of high-rise buildings, which often creates largely economical losses and casualties. Wind pressure plays a critical role in wind effects on buildings. To obtain the high-resolution wind pressure field, it often requires massive pressure taps. In this study, two traditional methods, including bilinear and bicubic interpolation, and two deep learning techniques including Residual Networks (ResNet) and Generative Adversarial Networks (GANs), are employed to reconstruct wind pressure filed from limited pressure taps on the surface of an ideal building from TPU database. It was found that the GANs model exhibits the best performance in reconstructing the wind pressure field. Meanwhile, it was confirmed that k-means clustering based retained pressure taps as model input can significantly improve the reconstruction ability of GANs model. Finally, the generalization ability of k-means clustering based GANs model in reconstructing wind pressure field is verified by an actual engineering structure. Importantly, the k-means clustering based GANs model can achieve satisfactory reconstruction in wind pressure field under the inputs processing by k-means clustering, even the 20% of pressure taps. Therefore, it is expected to save a huge number of pressure taps under the field reconstruction and achieve timely and accurately reconstruction of wind pressure field under k-means clustering based GANs model.

A computer vision-based approach for behavior recognition of gestating sows fed different fiber levels during high ambient temperature

  • The objectives of this study were to evaluate convolutional neural network models and computer vision techniques for the classification of swine posture with high accuracy and to use the derived result in the investigation of the effect of dietary fiber level on the behavioral characteristics of the pregnant sow under low and high ambient temperatures during the last stage of gestation. A total of 27 crossbred sows (Yorkshire × Landrace; average body weight, 192.2 ± 4.8 kg) were assigned to three treatments in a randomized complete block design during the last stage of gestation (days 90 to 114). The sows in group 1 were fed a 3% fiber diet under neutral ambient temperature; the sows in group 2 were fed a diet with 3% fiber under high ambient temperature (HT); the sows in group 3 were fed a 6% fiber diet under HT. Eight popular deep learning-based feature extraction frameworks (DenseNet121, DenseNet201, InceptionResNetV2, InceptionV3, MobileNet, VGG16, VGG19, and Xception) used for automatic swine posture classification were selected and compared using the swine posture image dataset that was constructed under real swine farm conditions. The neural network models showed excellent performance on previously unseen data (ability to generalize). The DenseNet121 feature extractor achieved the best performance with 99.83% accuracy, and both DenseNet201 and MobileNet showed an accuracy of 99.77% for the classification of the image dataset. The behavior of sows classified by the DenseNet121 feature extractor showed that the HT in our study reduced (p < 0.05) the standing behavior of sows and also has a tendency to increase (p = 0.082) lying behavior. High dietary fiber treatment tended to increase (p = 0.064) lying and decrease (p < 0.05) the standing behavior of sows, but there was no change in sitting under HT conditions.

  • Developments in power electronics have enabled the widespread application of Pulse Width Modulation (PWM) inverters, notably for connecting renewable systems to the grid. This study demonstrates that a high-quality power can be achieved using a stand-alone inverter, whereby the comparison between the power quality of the stand-alone inverter with battery storage (off-grid) and the power quality of the utility network is presented. Multi-loop control techniques for a single phase stand-alone inverter are used. A capacitor current control is used to give active damping and enhance the transient and steady state inverter performance. A capacitor current control is cheaper than the inductor current control, where a small current sensing resistor is used. The output voltage control is used to improve the system performance and also control the output voltage. The inner control loop uses a proportional gain current controller and the outer loop is implemented using internal model control proportional-integral-derivative to ensure stability. The optimal controls are achieved by using the Sisotool tool in MATLAB/Simulink. The outcome of the control scheme of the numerical model of the stand-alone inverter has a smooth and good dynamic performance, but also a strong robustness to load variations. The numerical model of the stand-alone inverter and its power quality are presented, and the power quality is shown to meet the IEEE 519-2014. Furthermore, the power quality of the off-grid system is measured experimentally and compared with the grid power, showing power quality of off-grid system to be better than that of the utility network.

Characterization in Terms of the NUX Rule of G-inserted Mutant Hammerhead Ribozymes with High Level of Catalytic Power

  • Attempts using in vitro and in vivo selection procedures have been made to search for hammerhead ribozymes that have higher activities than the wild-type ribozyme and also to determine whether other sequences might be possible in the catalytic core of the hammerhead ribozyme. Active sequences selected in the past conformed broadly to the consensus core sequence except at A9, and no sequences were associated with higher activity than that of the hammerhead with the consensus core, an indication that the consensus sequence derived from viruses and virusoids is probably the optimal sequence [Vaish et al. (1997) Biochemistry 36, 6495-6501]. Recently, during construction of ribozyme expression vectors, we isolated a mutant hammerhead ribozyme, with an insertion of G between A9 and G10.1, that appeared to show significant activity [Kawasaki et al. (1996) Nucleic Acids Res. 24, 3010-3016; Kawasaki et al. (1998) Nature 393, 284-289]. We, therefore, characterized kinetic properties of the G-inserted mutant ribozymes in terms of the NUX rule. We demonstrate that the NUX rule is basically applicable to the G-inserted ribozymes and, more importantly, one type of G-inserted ribozyme was very active with $k_{cat}$, value of $6.4\;min^{-1}$ in 50 mM Tris-HCl (pH 8.0) and 10 mM $MgCl_2$ at $37^{\circ}C$.

High prandtl number natural convection in a low-aspect ratio rectangular enclosure (종횡비 가 낮은 직각밀폐용기내 의 Prandtl 수 가 큰 유체 의 자연대류 에 관한 실험적 연구)

  • Experimental investigation was carried out to study the natural convection of water and silicon oil due to end temperature differences in a horizontally insulated rectangular enclosure of aspect ratio 0.1 with a special attention on the core configuration in the laminar boundary-layer flow regime. Rayleigh number ranges covered herein are Ra=4.40 * 10$^{6}$ -9.64 * 10$^{7}$ for water and Ra=1.69*10$^{5}$ -3.80*10$^{6}$ for silicon oil, respectively. In the case of water, for Ra.geq.2.21 * 10$^{7}$ there appeared distinct horizontal thermal layers adjacent to the horizontal boundaries in the core and the temperature distribution outside the horizontal thermal layers, i.e., in the mid-core region, is vertically stratified. The core flow pattern was shown to be nonparallel with a weak back flow in the mid-core for Ra.geq.3.63 *10$^{7}$ . In the case of silicon oil, distinct horizontal thermal layers appeared along the core horizontal boundaries for Ra.geq.1.27 * 10$^{6}$ with a stratified temperature distribution in the mid-core, but the core flow pattern in this case was shown to be parallel. In addition, secondary flow appeared near the hot wall for Ra.geq.3.80 * 10$^{6}$ . Nusselt number, Nu, was found to be proportional to R $a^{0.3}$ for water and R $a^{0.28}$ for silicon oil in the boundary-layer flow regime. There also in an indication from the comparison with other results that Nu is independent of aspect ratio for water in the boundary-layer flow regime in low aspect ratio enclosures.res.

High Resolution Whole Genome Multilocus Sequence Typing (wgMLST) Schemes for Salmonella enterica Weltevreden Epidemiologic Investigations

  • Non-typhoidal Salmonella is one of the main pathogens causing food-borne illness in humans, with up to 20% of cases resulting from consumption of pork products. Over the gastroenteritis signs, multidrug resistant Salmonella has arisen. In this study, pan-susceptible phenotypic strains of Salmonella enterica serotype Weltevreden recovered from pig production chain in Chiang Mai, Thailand during 2012-2014 were chosen for analysis. The aim of this study was to use whole genome sequencing (WGS) data with an emphasis on antimicrobial resistance gene investigation to assess their pathogenic potential and genetic diversity determination based on whole genome Multilocus Sequence Typing (wgMLST) to expand epidemiological knowledge and to provide additional guidance for disease control. Analyis using ResFinder 3.0 for WGS database tracing found that one of pan-susceptible phenotypic strain carried five classes of resistance genes: aminoglycoside, beta-lactam, phenicol, sulfonamide, and tetracycline associated genes. Twenty four and 36 loci differences were detected by core genome Multilocus Sequence Typing (cgMLST) and pan genome Multilocus Sequence Typing (pgMLST), respectively, in two matching strains (44/13 vs A543057 and A543056 vs 204/13) initially assigned by conventional MLST and Pulsed-field Gel Electrophoresis (PFGE). One hundread percent discriminant ability can be achieved using the wgMLST technique. WGS is currently the ultimate molecular technique for various in-depth studies. As the findings stated above, a new of "gold standard typing method era" for routine works in genome study is being set.
