Analysis of Hebei Spirit Collision Accident by Simulation (시뮬레이션에 의한 허베이스피리트호-삼성바지선 충돌사고 분석)

  • On 7 December 2007, the Hebei Spirit, a 260,000 dwt VLCC, anchored near Korea's Daesan Port, was collided with a passing crane-carrying barge Samsung1, which was under tow of two tugs Samsung T5 and Samho T3. In this study, the behaviour of Hebei Spirit at the time of the accident has been reproduced and analyzed by simulation. This study precedes the study for the investigation of any available countermeasures for Hebei Spirit to prevent the accident. The simulation has been done only for Hebei Spiri and the motion of Samsung barge is just given with recorded AIS data. Dynamic characteristics of Hebei Spirit have been modeled based on empirical data and her sea trial data. Effects of current, wave and wind are also estimateed using empirical formula. Considering uncertainty of environmental condition and control of Hebei Spirit, simulation has been done by varying engine control method and holding power coefficients of the anchor. Finally, based on simulations, the most plausible scenario on the state of anchor and engine control could cause real accidents.

  • IOn 7th of Dec. 2007, large oil spill took place the seas off the Taean coast caused by the collision between VLCC Hebei Spirit and crane floating barge Samsung-1 and a lot of problems were revealed during response to the accident. The author, accordingly, examined to analyze the cause of this accident on the aspect of spill prevention and presented some preventive measures, such as strictness to the current standard for tug operation, expansion of VTS service area and transfer of the VTS responsibility to Korea Coast Guard, designation of appropriate anchorage per ship's type, cargo and visiting purpose, and special management for dangerous goods carriers.

Structure Changes of Macrobenthic Community on Rocky Shores After the Hebei Spirit Oil Spill (Hebei Spirit 유류유출 사고 이후 암반 조간대 대형저서동물 군집 변화)

  • In Korea, more than 300 oil spill accidents occur every year. Despite the frequency, only a small pool of data is available on the initial effect of oil spill on macrobenthic fauna inhabiting rocky shores. The aim of this study was to analyze the variation of macrobenthic fauna composition and community structure on rocky shores, and understand the impact of oil on rocky shore organisms after the Hebei Spirit oil spill. Field surveys were carried out in five regions dose to the wreck site in January, April and September 2008. Polluted sites after the Hebei Spirit oil spill showed that biological index consistently decreased for 9 months limited to breeding and recruitment of organisms by spilled oil. Macrobenthic community was subdivided into 3 groups by species elimination and differences between density of major dominant species: enriched biota community under a relatively stable environment, the second with relatively low ecological index and the last with poor community. In this study, species number did not clearly reflect the effect of oil on the rare and mobile species. However, mean density, biomass and community structure showed the effect of oil by considering breeding activity, decline in recruitment and variation pattern with time.

Acute Health Effects among Soldiers Involved in the Cleanup Operation Following the Hebei Spirit Oil Spill in Taean, Korea (허베이스피리트호 원유유출의 방제작업에 참여한 군인의 급성건강영향)

  • A collision between a barge and an oil tanker of Hebei Spirit caused the release of an estimated 12,547 tons of light crude oil into the Yellow Sea off the west coast of Taean-gun, Korea on December 7, 2007. This study was aimed to evaluate exposure conditions and acute health effects in soldiers participating in the Hebei Spirit oil spill cleanup activities and the association between these and the nature of the work and use of protection devices. The sample comprised 2,624 soldiers stratified by working area and number of working days. We divided working area into the coast of Taean-gun(highly polluted area) and other areas affected by Hebei Spirit oil spill. And we divided number of working days into 1-7 days, 8-14 days, 15-21 days and above 22 days. Data were obtained via a structured, self-administered questionnaire and included information on working area, type of working, number of working days, use of protective materials, and acute health effects. Acute health effects were classified into 5 groups: neurological, respiratory, dermatologic, ophthalmic and other symptoms. Data analysis was performed using unconditional logistic regression used to compute odds ratios and 95% confidence intervals. On logistic regression analysis, working on the coast of Taean-gun was significantly associated with increased risk of acute health problems: headache, dizziness, nausea, general fatigue, insomnia, flushed face, sore throat, dry throat, runny nose, cough, sputum, skin irritation, sore eyes, injection of conjunctiva, tear, and low back pain. Furthermore soldiers working more than 21 days were significantly associated with increased risk of acute health problems: insomnia, flushed face, sore throat, runny nose, cough, sputum, tear, low back pain and fever. Accordingly, the exposure to the oil and the subsequent cleanup efforts were suggested to inflict acute health problems on soldiers participating in the Hebei Spirit oil spill cleanup activities.

A Study on Consumer perception about seafood of Hebei Spirit Oil Spill Incident Area (유류사고 피해지역 수산물에 대한 소비자 인식 연구)

  • This study is aimed to retain objectivity and generality against consumer perception about seafood of Hebei Spirit oil spill incident area, and analyze gap of consumer perception in according to confidence level of seafood using ordinal logit model. As results, This article have three implications. First, Consumer don't have high confidence level in comparison with previous research. Second, It is important to retain confidence of quality for purchasing seafood of oil spill incident area. Third, Consumer perception is improved positively against seafood of oil spill area. But This study has limits that don't take regional opinion and situation into account.

  • On 7 December 2007, the Hong Kong registered tanker Hebei Spirit, laden with 209,000 tonnes of crude oil, was struck by the crane barge Samsung No 1, whilst at anchor about five miles off Taean on the West Coast in Korea. About 10,500 tonnes of crude oil escaped into the sea from the Hebei Spirit. The recent oil leakage from a tanker in seas off Taean has turned the sea farms and fishing areas on the country's western coast into a sea of oil. Analysts say the spill is considered as one of the world's devastating sea pollution cases involving oil. In our contemporary society where people are exposed to potential dangers in every aspect, no one can be free from such dangers. With an increase in human casualties due to disaster, disaster reporting plays a vital role in preventing and minimizing damages. Despite such enormous significance, however, Korean disaster reporting has not performed effectively. In this contexts, this study analyzed the problems of disaster reporting in Korea, with the case of Hebei Spirit oil Spill in Taean-gun. And, this study suggest the establish ways and means needed to improve the disaster reporting in Korea with the case of Hebei Spirit case.

Response of Tarball entering the South-Western Sea by HEBEI SPIRIT Oil Spill (HEBEI SPIRIT호 기름유출사고에 의한 서남해안 유입 타르볼의 방제)

  • Tarballs formed by HEBEI SPIRIT oil spill observed in the south-western sea of Korea from December 27 2007. The tarballs were removed by the response party, which Korea Coast Guard became a center of organization. The amounts of removing tarballs form the sea and the coast were 0.345 tons and 1,739 tons, respectively. The number of persons, in order to remove the tar balls from the south-western sea of Korea, counted about 97,000 persons, including 25,000 volunteers. In this paper, we introduced the response methods of tarballs entering into the south-western sea of Korea such as a landing net, meshes and so on.

Survey and Analysis of Impact of Hebei Spirit Oil Pollution Incident on Surrounding Environment (허베이스피리트호 유류오염사고가 주변환경에 미치는 영향조사 및 분석)

  • According to the Hebei Spirit incident, 12,547kl of crude oil was spilled into the sea and a total of approximately 40,000 households was damaged. Also, eleven cities and counties including "Taean" were designated as a Special Disaster District by government. Large oil pollution incidents cause severe impact on the change of the surrounding environment as well as destruction of the natural environment of damaged areas. This study analyzes the impacts on the surrounding environment of damaged areas caused by Hebei Spirit oil pollution incident, focusing on the largest damaged county called Taean. Survey was performed with items which are changes in population and local economy, effects on public health, social conflicts and etc. The result of analysis can be used as an important factor to forecast the impact on a damaged area in case of future oil pollution incidents and to establish effective policy of government.

  • The purpose of this study is to suggest the analysis of disaster conflict and strategies of Conflict Management based on Case of Hebei Spirit Oil Spill Accident. For accomplishing the purpose, we analyzed process and features of conflict in area of Taean after disaster. When we overview literature study about conflict research of korea society, we know that we have no studying disaster conflict in spite of important cause of regional society conflict. Recently, we have been experienced major disaster every year. When disaster such as Case of Hebei Spirit Oil Spill Accident occurred, it is accompanied with a conflict in disaster area. So, we argue that it is important to analyzed disaster conflict and propose strategies of Conflict Management.

Strategies of Building Disaster Resistant Communities -Focusing on Hebei Spirit Oil Spill Accident- (재난에 강한 지역공동체 형성 전략 -허베이 스피리트호 기름유출사고를 중심으로-)

  • The purpose of this study is to suggest the strategies of building disaster resistant communities to overcome communities destruction and vulnerability caused by the Hebei Spirit oil spill accident in Taean on December 7th, 2007. For accomplishing the purpose, we drew problems of approach based on context of community, governance strategy, and community-based approach. And based on the results of this analysis, suggestions were made as follows for building disaster resistant communities. First, when Hebei Spirit oil spill accident occurred we have been short of regional study and unreality of regional safety plan. For overcoming this points, we have need of activation of regional study and establishment of regional safety plan based on the bottom-up approach. Second, while the spill has brought a milestone activation of volunteer, we have not still efficient disaster management based on governance. So we have to establish network-governance to cooperate with government-business-private sector for efficient disaster management. Third, we argue that it is important to build social capital such as social networks, social contacts for community-based disaster resistant communities.
