The Role of Speech Factors in Speech Intelligibility: A Review (언어장애인의 명료도에 영향을 미치는 말요인: 문헌연구)

  • The intelligibility of a spoken message is influenced by a number of factors. Intelligibility is a joint product of a speaker and a listener. In addition, intelligibility varies with the nature of the language context and the context of communication. Thus a single intelligibility score can not be ascribed to a given individual apart from listener and listening situation. But there is a clinical and research need to develop assessment measures of intelligibility that are quantitative and analytic. Before developing the index of intelligibility, the crucial factors need to be examined. Among them, the most significant in intelligibility is the speech factors of speakers. The following section reviews the literature dealing with the contribution of segmental and suprasegmental factors in speech intelligibility regarding the hearing impaired, alaryngeal, and motor disorders.

Korean Auditory Discrimination Test (한국어 청취 판별 검사)

  • Auditory discrimination which represents a very basic and important perceptual skill in children is a necessary condition for effective learning. It is necessary, therefore, to devise a standardized test tool for a reliable assessment of the auditory discrimination ability of children. The Korean Auditory Discrimination Test(KADT) is a tentative test tool that the authors have devised to meet such demand, i.e., to test the auditory discrimination ability of Korean children, both normal and hearing- and speech-impaired, between the ages of 4 and 8. The KADT consists of 40 pairs of words arranged in a systematic manner, of which thirty are 'minimal pairs' of words and the rest homophonous synonyms. The 30 minimal pairs are composed in such a way that major phonological contrasts involving consonants and vowels at initial, medial and final positions are duly represented. The test score will be determined by the number of right responses made by the children. Further attempts will be made to refine and improve KADT in future.

The Prevalence and Factors of Falls among the Community-Dwelling Elderly (재가 노인의 낙상 경험률과 관련 요인)

  • Purpose: The purpose of this study was to investigate the prevalence, characteristics, and factors related to falls occurring among the community-dwelling elderly. Methods: The subjects were 299 community-dwelling-elderly in Jeju Province. Data were collected via in-person interviews by five visiting nurses in October, 2012. Fall risk assessment tools developed by the CDC, K-ADL, HDS-K, and GDS were used for data collection. Results: A significant number of subjects (34.1%) had experienced a fall at least once within the last six months. Living arrangements, strokes, urinary incontinence, main daily activities, and depression were significant factors related to these falls. Other risk factors included heavy use of medications, difficulties in walking and standing, needing arms to stand up from a chair, and hearing loss. Conclusion: The results reveal critical factors related to falls among the community-dwelling elderly. These information should be used to develop and implement fall prevention programs in communities.

A preliminary study of sound quality evaluation of cochlear implant users (인공와우 사용자의 심리음향적 음질평가 예비연구)

  • Sound quality evaluation is one of the psychoacoustic methods to measure subjective judgements for sound color. The purpose of this study is to investigate sound quality benefits of bimodal users by comparing sound quality scores between bimodal hearing condition and unilateral cochlear implant(CI) condition as a preliminary study. Thirteen bimodal users and seven unilateral CI users were participated in this study. Audiologists performed pure tone and speech audiometry and measured functional gain and real-ear insertion gain. Subjective assessment of sound quality was followed with four sounds including violin sound, male and female voices, and refrigerator noise. Participants judged the sound quality with six sound quality index. Bimodal users showed mean 0.8 points more sound quality improvements in bimodal condition than unilateral CI condition. Group comparison between bimodal and unilateral CI users showed no differences. A follow-up study of sound quality tools and methods should be considered to evaluate subjective bimodal benefits of cochlear implant users.

  • The regional environmental conflicts of 'Mungjangdae Hot Spring Development Project' have still now continued from 1985. As a case study, the limitation of environmental litigation and the feasibility of EIA as Alternative Dispute Resolutions (ADR) for solving the conflict of 'Mungjangdae Hot Spring Development Project' was analysed. In order to mitigate environmental and social conflicts, the scope and time of public participation in EIA process which is democratic procedure based on scientific prediction of environmental impact need to be diversified to the extent 'Aarhus Convention', and the burden of environmental litigation need to be alleviated by the 'EIA consultation' from environmental authorities. In decision-making process related with large scale development plan and project which have enormous impact, the effectiveness of the EIA as ADR can be enhanced by applying citizen involvement in environmental governance and the various aspects of sustainability. The effective utilization of EIA public participation such as public hearing to pursue social equity can be a ESSD scheme for the implementation of SDG at regional dimension in Korea.

Characteristics and Risk Factors for Falls in Tertiary Hospital Inpatients (일개 종합병원 입원환자의 낙상관련 특성 및 낙상발생 예측요인)

  • Purpose: The aim of this study was to explore characteristics of and risk factors for accidental inpatient falls. Methods: Participants were classified as fallers or non-fallers based on the fall history of inpatients in a tertiary hospital in Seoul between June 2014 and May 2015. Data on falls were obtained from the fall report forms and data on risk factors were obtained from the electronic nursing records. Characteristics of fallers and non-fallers were analyzed using descriptive statistics. Risk factors for falls were identified using univariate analyses and logistic regression analysis. Results: Average length of stay prior to the fall was 21.52 days and average age of fallers was 61.37 years. Most falls occurred during the night shifts and in the bedroom and were due to sudden leg weakness during ambulation. It was found that gender, BMI, physical problems such elimination, gait, vision and hearing and medications such as sleeping pills, antiarrhythmics, vasodilators, and muscle relaxant were statistically significant factors affecting falls. Conclusion: The findings show that there are significant risk factors such as BMI and history of surgery which are not part of fall assessment tools. There are also items on fall assessment tools which are not found to be significant such as mental status, emotional unstability, dizziness, and impairment of urination. Therefore, these various risk factors should be examined in the fall risk assessments and these risk factors should be considered in the development of fall assessment tools.

Analyzing Driving Risk Self-Perception Characteristics of Elderly Drivers (노인 운전자의 운전 위험성 자각 특성 분석)

  • Older drivers have an increased risk of accidents due to poor function, but they also develop self-regulation ability to check their own changes. Thus, information on whether the actual elderly driver responds to changes in driving ability and risk may provide a meaningful basis for the clinic and research of the elderly's driving ability assessment. Therefore, the purpose of this study is to provide basic data for the evaluation of elderly drivers by analyzing the driving risk self-perception characteristics in terms of driving behavior and function with Korean elderly drivers. A self-reporting assessment was conducted on 500 elderly drivers living in the community and the characteristics of driving risk perception were analyzed. As a result, it was confirmed that many elderly drivers are aware of the driving risk when their vision and hearing are impaired or when they find it difficult to adapt to changes in driving conditions. On the other hand, the characteristics of insensitive reactions to changes in medical health conditions, such as drug use or epilepsy, seizures, and loss of consciousness, were identified. The researcher hopes this study will contribute to the safety management of elderly drivers in Korea, where aging is accelerating.

The Noise Level Assessment of Dental Equipment (치과 의료장비의 소음 수준 평가)

  • This research is aimed at cutting off hearing loss and other harmful factors due to noise and providing basic material for noise reduction plan. As the research method, this research assessed noise by measuring acoustic pressure level and frequency in various situation of non-treatment and treatment. As the measurement result, average noise degree of high speed handpiece of non-treatment, ultrasonic waves scaler, and low speed handpiece showed 58~66 dB(A). Average noise degree of scaling of treatment, tooth elimination, and denture adjust showed 73~81 dB(A). The result is inferior to recognized standards of noise induced hearing loss. But the result of assessing this with (noise rating) NR curve was NR-73~78, which exceeded general workplace noise standard. This level can cause hearing loss when exposed to a long time. Therefore, treatment office noise during dental treatment can cause psychological and physical damage in dental clinic employees, and it is urgently required to establish systematic and active noise reduction plan.

A Study on the Issues and Improvement of the Existing Environmental Impact Assessment System - Evaluation in an operator Viewpoint - (현행 환경영향평가 제도의 문제점과 개선방안 - 실무자적 관점에서 검토 -)

  • The Korean environmental impact assessment(EIA) system, and explored ways to improve it as a more efficient and viable institution relevant to the demand of our time and conditions in study. The first problem this study identified is found in the fact that the party to write up the assessment report is itself the business operator or the one who is planning to work out the business plan. This structure translates into placing an order with an agent for EIA report. The reporting job may br subcontracted to the agent at a cost far below the rate specified in the 'Standard for Estimate of Agency Fee for Environmental Impact Assessment.' This practice also causes the vicious circle of producing a report that is written to justify the project or business in question or it leads to rough-and ready and poor documentation to minimize the time required. Second, in order to achieve the goal of the plan or business, which is the target of EIA, the local residents tend to ve regarded as an obstacle. This means elimination of the local people from participating in the EIA or their opinion being frequently ignored. This is the seed of distrust and hostility that sometimes provoke disagreements or fierce conflicts. The first proposal to improve these problem is to improve the factors that cause poor documentation of the assessment report as well as improve the understanding of the EIA system. This study proposes the following measures for improvement. The agency cost for EIA should be paid by the business operator or a third party that can ensure faithful implementation of the payment. A system should be established to verify transparent estimation of the agency cost. In order to enhance the professional quality of EIA agents, there should be implementation of qualification test for industrial engineer of related engineers in addition to the current EIA Qualification Test. The second proposal for improvement is to improve the citizen participation process by instituting a legal framework to make clear the purpose of the briefing session for local residents, which is held as a procedure of EIA, and to ensure more positive publicity during the stage of listening to the opinion of the local community. For a smooth and rational communication process, a moderator and a communicator of opinion, as is the case in a public hearing, could be instituted to clearly get the purpose of the briefing session across to the residents and to help to carry out the explanation and Q & A sessions according to the categories of the opinion of the residents. At present, the notification of the public inspection of the draft of the assessment report and briefing session for the residents is made on the newspaper and internet network. But some people have difficulty with access to this method of announcement. A higher participation rate could be secured if a legal provision is added to specify putting up placards in specific places such as the entrance to the place for the briefing session for residents or the building of administrative agencies of the area concerned.

  • The importance of ADR(Alternative Dispute Resolution), which has the advantage of expertise, speed and neutrality due to the increase of arbitration cases due to domestic and foreign construction disputes, has emerged. Therefore, in order for the nation's arbitration system and the arbitration Organization to jump into the ranks of advanced international mediators, it is necessary to research the characteristics and advantages of these arbitration Organization through a study of prior domestic and foreign research and operation of international arbitration Organization. As a problem, First, education for the efficient promotion of arbitrators (compulsory education, maintenance education, specialized education, seminars, etc.). second, The effectiveness of arbitration in resolving construction disputes (hearing methods, composition of the tribunal, and speed). third, The issue of flexibility and diversity of arbitration solutions (the real problem of methodologies such as mediation and arbitration) needs to be drawn on the Arbitration laws and practical problems, such as laws, rules and guidelines. Therefore, Identify the problems presented in the preceding literature and diagnosis of the defects and problems of the KCAB by drawing features and benefits from the arbitration system operated by the international arbitration Institution. As an improvement, the results of an empirical analysis are derived for "arbitrator" simultaneously through a recognition survey. As a method of improvement, First, as an optimal combination of arbitration hearing and judgment in the settlement of construction disputes,(to improve speed). (1) A plan to improve the composition of the audit department according to the complexity, specificity, and magnification of the arbitration cases - (1)Methods to cope with the increased role of the non-lawyer(Specialist, technical expert). (2)Securing technical mediators for each specialized expert according to the large and special corporation arbitration cases. (2) Improving the method of writing by area of the arbitration guidelines, second, Introduction of the intensive hearing system for psychological efficiency and the institutional improvement plan (1) Problems of optimizing the arbitration decision hearing procedure and resolution of arbitration, and (2) Problems of the management of technical arbitrators of arbitration tribunals. (1)A plan to expand hearing work of technical arbitrator(Review on the introduction of the Assistant System as a member of the arbitration tribunals). (2)Improved use of alternative appraisers by tribunals(cost analysis and utilization of the specialized institution for calculating construction costs), Direct management of technical arbitrators : A Study on the Improvement of the Assessment Reliability of the Appraisal and the Appraisal Period. third, Improvement of expert committee system and new method, (1) Creating a non-executive technical committee : Special technology affairs, etc.(Major, supports pre-qualification of special events and coordinating work between parties). (2) Expanding the standing committee.(Added expert technicians : important, special, large affairs / pre-consultations, pre-coordination and mediation-arbitration). This has been shown to be an improvement. In addition, institutional differentiation to enhance the flexibility and diversity of arbitration. In addition, as an institutional differentiation to enhance the flexibility and diversity of arbitration, First, The options for "Med-Arb", "Arb-Med" and "Arb-Med-Arb" are selected. second, By revising the Agreement Act [Article 28, 2 (Agreement on Dispute Resolution)], which is to be amended by the National Parties, the revision of the arbitration settlement clause under the Act, to expand the method to resolve arbitration. third, 2017.6.28. Measures to strengthen the status role and activities of expert technical arbitrators under enforcement, such as the Act on Promotion of Interestments Industry and the Information of Enforcement Decree. Fourth, a measure to increase the role of expert technical Arbitrators by enacting laws on the promotion of the arbitration industry is needed. Especially, the establishment of the Act on Promotion of Intermediation Industry should be established as an international arbitration agency for the arbitration system. Therefore, it proposes a study of improvement and differentiation measures in the details and a policy, legal and institutional improvement and legislation.
