A Study on the Aviation Safety Policy and Enhancement of Aviation Safety for Low Cost Carriers in Korea (한국의 저비용항공사 안전 향상을 위한 안전정책 연구)

  • This study is to know the Enhancement of Aviation Safety for Low Cost Carrier in Korea through the long and mid term air safety policy. Especially, the aviation safety authorities of the developed countries in aviation establish action plans under the system plan of central government. Then the countries implement those plans systematically to the related aviation business so that they promote efficient air safety policy implementation. At this time, the Korean government should present the vision about an air safety and systematic strategic plan to cope with the future aviation industry change. Also, it is needed to establish a specific aviation safety action plan. Namely, an air safety master plan and long-term road map must be established. This paper deduces some implications through the abroad cases of aviation safety plan, and then tries to find the applying method of the implications to Korea in the rapidly changing aviation market in the 21st century. It is expected that this paper will help the Korean aviation industry to play a major role in the future. In oder to get suggestions aviation policies of advanced countries with regard to aviation safety, we have looked at the aviation policies of the U.S., the U.K., Australia and Japan, and also LCC's states overseas, LCC's safety policies in Korea, and aviation safety status. Since existing LCCs and new LCCs based in Korea have become the new concept, this new market for LCC has been booming recently. Around Southeast Asia, while there are some LCCs including Air Asia which is supported by the government of Malaysia with emphasis on safety, there are other LCCs, which have failed to achieve confidence in safety and have led to aircraft accidents and financial mismanagement, so we need to verify the safety of overseas LCCs, try to improve domestic LCCs in order to fly international routes and aid international aviation safety. LCCs have been increasing lately thanks to open skies policy and a wide variety of flights.lines. Air Busan, Jin Air, Jeju air, Eastar Air are in service. so the risk of new potential hazards may increase. Therefore it is necessary to take the initiative in aviation markets inside and outside of Korea and the safety management of new LCCs should be taken more seriously than ever before. Among overseas aviation safety policies, we need to implement the FAA's Filght Plan which has a specific Business Plan. I hope this thesis will help improve aviation safety locally and internationally.

Topoclimatological interpretation of the daily air temperature minima at 17 locations crossing over Yangpyeong basin in 1986 spring (봄철 양평지역(楊平地域)의 지형(地形) 및 고도(高度)에 따른 일최저기온(日最低氣溫)의 분포(分布))

  • Frost damage which can reduce yields, impair fruit quality and cause loss of trees is closely related to the occurrence of daily minimum temperature. Horizontal distribution of air temperature minima can be characterized by conditions of radiational cooling and gravitational movement of cold air, which are influenced by the regional topographic features. Observations were made on the air temperature minima over Yangpyeong area, to delineate potential effects of topography on the temperature pattern during spring season. Two routes were selected for the observation. Liquid glass minimum thermometers were installed at 17 sites through the old peach orchards which had been closed due to the frequent freeze-frost hazards during the recent years. This route was 8.5km long and the highest point was 350m above mean sea level. The other route, which was 2.5km in distance, was run with a digital resistance thermometer during the hour just before sunrise. Observations were made both on a calm-clear day (April 30, 1986) and a windy-overcast day (May 1, 1986). The temperature on April 30 was in increasing trend with elevation but this was modified at near the riverside and the downtown area. An orchard lying on a hilltop showed the temperature $1^{\circ}C$ higher than near by lowland of which elevation was about 30m lower. The minimum temperature on the overcast day was little affected by terrestrial conditions but by the atmospheric lapse condition. The peach orchards severely damaged by cold air were found in the area where the lowest minimum temperature was observed. The results may be useful for selection of the proper orchard location to be developed in an area.

Environmental Equity Analysis of the Accessibility of Urban Neighborhood Parks in Daegu City (대구시 도시근린공원의 접근성에 따른 환경적 형평성 분석)

  • This study aims to investigate the environmental equity of the accessibility to urban neighborhood parks in the city of Daegu. The spatial distribution of urban neighborhood parks was explored by spatial statistics and the spatial accessibility to them was then evaluated by both minimum distance and coverage approaches. Descriptive and inferential statistics such as proximity ratio, Mann Whitney U test, and logistic regression were used for comparing the socioeconomic characteristics over different accessibilities to the neighborhood parks and then testing the distributional inequity hypothesis. The results from the minimum distance method indicated that Dalseo-gu had the best accessibility to the neighborhood parks while Dong-gu had the worst accessibility. It was apparent with the coverage method that Dalseo-gu had the best accessibility whereas Dong-gu and Nam-gu had the worst accessibility to the neighborhood parks at 500m and 1,000m buffer distances. There existed the spatial pattern of environmental inequity in old towns with respect to population density and the percentage of people under the age of 18. The spatial pattern of environmental inequity in new towns was explored on the basis of the percentage of people over the age of 65, the percentage of people below the poverty level, and the percentage of free of charge rental housing. These results were closely related to the development process of urban parks in Daegu stimulated by the quantitative urban park policy, urban development process, and residential location pattern such as permanent rental housing and free of charge rental housing. This study further extends the existing research topics of environmental justice related to the distributional inequity of environmental disamenities and hazards by focusing on environmental amenities such as urban neighborhood parks. The results from this study can be used in making the decisions for urban park management and setting up urban park policy with considering the social geography of Daegu.

A Study on the Conservation and Management of the Village Forest in Gyeonggi-do (경기도 마을숲의 보전 및 관리에 관한 연구)

  • The objectives of this study were to investigate the location, shape, environment, and vegetation of the Village Forest in Gyeonggi-do and to evaluate the ecological integration and changes of the Village Forests to figure out the measures for conservation and management. There were 23 Village Forests remain in Gyeonggi-do. Ten Village Forests were established based on Feng-shui background. Many of them were found in Yongin area and southeast of Icheon. The Village Forests were owned by local community at 9 village and privately owned at 8 villages. Most Village Forests were managed by local communities except for the two managed by private person. Fifty-two percent of the Village Forests were in strip shape, and most of them were established by Feng-shui background or for the prevention of disasters. The average size of the Village Forests was relatively small at 3,046m2. The most frequent tree species found at the Village Forest were Zelkova serrata and Pinus densiflora. Over half of the number of Village Forests showed vertical structure of overstory trees only or overstory-sub overstory combination, which seemed to be resulted from the loss of understory plants by the activities of local residents. The Village Forests that had over 30% of damaged trees were found at 7 villages. The damages were caused by the road construction close to the groves, soil compaction, and tree death by covering lower stem with soil. The vitality of the damaged trees seemed to be significantly low compared to that of the undamaged. There were factors that determined the changes in the Village Forests: community ritual, institutional protection, designation as a water resource protection district, road construction, land use change, windstorm hazards, and development of forest areas. In order to conserve and manage the Village Forests appropriately, it is necessary to limit excessive use of the grove areas and maintain proper tree growing conditions by improving the soil environment. The development of neighborhood areas need to be controlled and community activities should be encouraged to maintain or restore the original landscape of the groves. Protection measures and supporting policies need to be enforced to keep the Village Forests from disappearing in near future.

Effect of Foodservice Employee's Hand Hygiene Improvement according to Food Safety Education (위생교육 실시에 따른 조리종사원의 손 위생 개선 효과)

  • The purpose of this study was to analyze the personal hygiene status of foodservice employees as well as microbiological counts of their hands according to food safety education. A survey was conducted for employees who worked at five foodservice facilities, and the results of the survey were assessed using the SAS program (ver. 9.3). A total of 20 employees' hands were sampled to analyze aerobic plate counts (APCs), coliforms counts (CCs), and Staphylococcus aureus. The food safety education program was composed of four education sessions, including microbiological evaluation of employees' hands. According to the survey results, all employees wore a sanitary uniform, hair cap, and shoes. However, 96% of employees used the restroom wearing sanitary shoes, whereas just 20% of them washed their hands using the standard method. Additionally, employees washed hands after using the restroom (100%), before using single-use gloves (76%), after eating (76%). The results of the microbiological hazards analysis of foodservice employees' hands showed that the average numbers of APCs and CCs before cooking were 5.53 log CFU/hand and 2.95 log CFU/hand respectively, whereas the average numbers of APCs and CCs while cooking at foodservice facilities were 6.49 log CFU/hand and 3.29 log CFU/hand, respectively. Staphylococcus aureus was detected in 10% of their hands before cooking and 5% of their hands while cooking. The average numbers of APCs and CCs were significantly reduced before cooking as well as while cooking, and Staphylococcus aureus was not detected in any of the samples as the frequency of food safety education increased. In conclusion, this study shows that it is necessary for foodservice employees to regularly participate in food safety education with effective instruments in order to improve their hygiene level.

A Study on the Application of RTLS Technology for the Automation of Spray-Applied Fire Resistive Covering Work (뿜칠내화피복 작업 자동화시스템을 위한 RTLS 기술 적용에 관한 연구)

  • In a steel structure, spray-applied fire resistive materials are crucial in preventing structural strength from being weakened in the event of a fire. The quality control of such materials, however, is difficult for manual workers, who can frequently be in short supply. These skilled workers are also very likely to be exposed to environmental hazards. Problems with construction work such as this, which are specifically the difficulty of achieving quality control and the dangerous nature of the work itself, can be solved to some degree by the introduction of automated equipment. It is, however, very difficult to automate the work process, from operation to the selection of a location for the equipment, as the environment of a construction site has not yet been structured to accommodate automation. This is a fundamental study on the possibility of the automation of spray-applied fire resistive coating work. In this study, the linkability of the cutting-edge RTLS to an automation system is reviewed, and a scenario for the automation of spray-applied fire resistive coating work and system composition is presented. The system suggested in this study is still in a conceptual stage, and as such, there are many restrictions still to be resolved. Despite this fact, automation is expected to have good effectiveness in terms of preventing fire from spreading by maintaining a certain level of strength at a high temperature when a fire occurs, as it maintains the thickness of the fire-resistive coating at a specified level, and secures the integrity of the coating with the steel structure, thereby enhancing the fire-resistive performance. It also expected that if future research is conducted in this area in relation to a cutting-edge monitoring TRS, such as the ubiquitous sensor network (USN) and/or building information model (BIM), it will contribute to raising the level of construction automation in Korea, reducing costs through the systematic and efficient management of construction resources, shortening construction periods, and implementing more precise construction

Analyses of Synchronous Fluorescence Spectra of Dissolved Organic Matter for Tracing Upstream Pollution Sources in Rivers (상류 오염원 추적을 위한 용존 유기물질 Synchronous 형광스펙트럼 분석 연구)

  • Fluorescence measurements of dissolved organic matter(DOM) have the superior advantages over other analysis tools for applying to water quality management. A preliminary study was conducted to test the feasibility of applying synchronous fluorescence measurements for tracing and monitoring pollution sources in a small stream located in an upstream area of the Sooyoung watershed in Busan. The water quality of the small stream is affected by leachate from sawdust pile and discharge of untreated sewage. The sampling sites included an upstream site, two pipes discharging untreated sewage, leachate from sawdust, and a downstream site. Of the five field samples, the leachate was distinguished from the other samples by a high peak at a lower wavelength range and a blunt peak at 350nm, suggesting that synchronous fluorescence can be used as a discrimination tool for monitoring the pollution. The efficacy of various indices derived from the spectral features to discriminate the pollution source was tested for well-defined mixture of the sawdust leachate and the upstream stream by comparing (1)the difference between measured values and those predicted based on mass balance and the characteristics of the two samples and (2)the linear correlations between index values and mass ratios of the sample mixtures. Of various discrimination indices selected, fluorescence intensities at 276 nm$({\Delta}\lambda=30nm)$and 347 nm$({\Delta}\lambda=60nm)$ were suggested as promising potential discrimination indices for the sawdust pollution source. Despite the limited number of samples and the study area, this study illustrates the evaluation process that should be followed to develop rapid, low-cost discrimination indices to monitor pollution sources based on end member mixing analyses.

Prediction of the Gold-silver Deposits from Geochemical Maps - Applications to the Bayesian Geostatistics and Decision Tree Techniques (지화학자료를 이용한 금${\cdot}$은 광산의 배태 예상지역 추정-베이시안 지구통계학과 의사나무 결정기법의 활용)

  • This study investigates the relationship between the geochemical maps and the gold-silver deposit locations. Geochemical maps of 21 elements, which are published by KIGAM, locations of gold-silver deposits, and 1:1,000,000 scale geological map of Korea are utilized far this investigation. Pixel size of the basic geochemical maps is 250m and these data are resampled in 1km spacing for the statistical analyses. Relationship between the mine location and the geochemical data are investigated using bayesian statistics and decision tree algorithms. For the bayesian statistics, each geochemical maps are reclassified by percentile divisions which divides the data by 5, 25, 50, 75, 95, and $100\%$ data groups. Number of mine locations in these divisions are counted and the probabilities are calculated. Posterior probabilities of each pixel are calculated using the probability of 21 geochemical maps and the geological map. A prediction map of the mining locations is made by plotting the posterior probability. The input parameters for the decision tree construction are 21 geochemical elements and lithology, and the output parameters are 5 types of mines (Ag/Au, Cu, Fe, Pb/Zn, W) and absence of the mine. The locations for the absence of the mine are selected by resampling the overall area by 1 km spacing and eliminating my resampled points, which is in 750m distance from mine locations. A prediction map of each mine area is produced by applying the decision tree to every pixels. The prediction by Bayesian method is slightly better than the decision tree. However both prediction maps show reasonable match with the input mine locations. We interpret that such match indicate the rules produced by both methods are reasonable and therefore the geochemical data has strong relations with the mine locations. This implies that the geochemical rules could be used as background values oi mine locations, therefore could be used for evaluation of mine contamination. Bayesian statistics indicated that the probability of Au/Ag deposit increases as CaO, Cu, MgO, MnO, Pb and Li increases, and Zr decreases.

A 15-year clinical retrospective study of Br${\aa}$nemark implants (Br${\aa}$nemark 임플란트의 15년 임상적 후향 연구)

  • Purpose: This study was to compare the cumulative survival rate (CSR) of Br${\aa}$nemark machined surface implants and TiUnite$^{TM}$ imlants and to analyze association between risk factors and the CSR of the implants. Materials and methods: A retrospective study design was used to collect long-term follow-up clinical data from dental records of 156 patients treated with 541 Br${\aa}$nemark machined and TiUnite$^{TM}$ implants at Korea University Guro hospital in South Korea from 1993 through 2008. Machined implant and TiUnite$^{TM}$ implant were compared by CSR. Exposure variables such as gender, systemic disease, location, implant length, diameter, prosthesis type, opposing occlusion type, date of implant placement, type of edentulous space, abutment type, existence of splinting with natural teeth, and existence of cantilever were collected. Life table analysis was undertaken to examine the CSR. Cox regression method was conducted to assess the association between potential risk factors and overall CSR (${\alpha}$=.05). Results: Patient ages ranged from 16 to 75 years old (mean age, 51 years old). Implants were more frequently placed in men than women (94 men versus 63 women). Since 1993, 264 Br${\aa}$nemark machined implants were inserted in 79 patients and since 2001, 277 TiUnite$^{TM}$ implants were inserted in 77 patients. A total survival rate of 86.07% was observed in Br${\aa}$nemark and Nobel Biocare TiUnite$^{TM}$ during 15 years. A survival rate of machined implant during 15 years was 82.89% and that of TiUnite$^{TM}$ implant during 5 years was 98.74%. The implant CSR revealed lower rates association with several risk factors such as, systemic disease, other accompanied surgery, implant location, and Kennedy classification. Conclusion: Clinical performance of Br${\aa}$nemark machined and TiUnite$^{TM}$ implant demonstrated a high level of predictability. In this study, TiUnite$^{TM}$ implant was more successful than machined implant. The implant CSR was associated with several risk factors.

The Concept of "Accident" under the Warsaw System (국제항공운송협약상(國際船空運送協約上) 사고(事故)의 개념(槪念))

  • The purpose of this paper is to examine the concept of "accident" under the Warsaw system including the Warsaw Convention for the Unification of certain Rules for International Carriage by Air of 1929 and the Montreal Convention of 1999. Most leading case on this subject is Air France v. Saks(470 U.S. 392 (1985)). In the Saks case, it was held that the definition of an accident must be applied flexibly, and most courts have adhered to the definition of accident in Saks case, the application of accident has been less than consistent. However, most cases have held that if the event is usual and expected operation of the aircraft, then no accident has occurred. Courts have also held that where the injury results from passenger's own internal reaction to the usual, normal, and expected operations of the aircraft, it is not caused by an accident. As the Warsaw drafters intended to create a system of liability rules that would cover all hazards of air travel, the carrier should liable for the inherent risks of air travel. It is right in that the carrier is in a better position than the passenger to control the risks during air travel. Most US courts have held that carriers are not liable for one passenger's assault on the other passenger. The interactions between passengers are not part of the normal operations of the aircraft and are therefore not covered by the word "accident" under Art 17 of the Warsaw Convention. It is regretful that the Montreal Convention did not attempt to clarify the concepts of accident in itself. In the light of an emerging tendency to hold the air carrier liable for occurrences that do not exactly go to the operation of the aircraft, it is desirable to regulate that the carrier is liable for an "event" instead of an "accident" in accordance with the Guatemala City protocol.
