Remediation of Contaminated Sites in Canada

  • Hundreds of contaminated sites have been generated due to the past mismagement of toxic substances, the lack of adequate environmental controls and ignorance of the potential environmental impacts of general activities in Canada. The general public, industry and governments have been addressing the contaminated sites with a number of cleanup responses. Environmental protection and remediation have become top priorities for the public and private sectors alike in Canada. Between the late 1980s and the early 1990s, the Canadian Environmental Protection Act and Canada's Green Plan were followed by provincial and territorial laws and policies to regulate contaminated sites. The National Contaminated Site Remediation Program(NCSRP) was initiated in 1989. It has been administered through bilateral agreements between the federal and participating provincial/territorial governments. They have committed a total of $250 million toward orphan site cleanup and technology development/demonstration over a five year period. The federal government has committed an additional $25 million to assess contaminated sites on federal crown land. Over 40 orphan high-risk contaminated sites, over 230 federal sites and over 35 technology development/demonstration projects have been addressed. The Canadian Council of Ministers of the Environment has developed a series of guidance documents to ensure a consistent and successful implementation of the Program. The management/regulation scheme of contaminated sites generally consists of: 1) identifying and investigating sites, 2) determining site contamination, 3) recognizing responsibility and liability, 4) assessing priority for remediation, 5) activation, evaluation and implementing remediation options, and 6) documenting remediation completion. The NCSRP supported the successful development/demonstration of a wide range of innovative remedial technologies. They are related to stabilization/solidification, thermal washing/flushing, advanced oxidation, sonics, and groundwater contaminated with hydrocarbons, PAHS, PCBs, heavy metals, and other hazardous pollutants in a variety of site environments.

대구·경북지역 학교주변 식품판매업자의 불량식품관리 (Adulterated Food Management amongst Food Sellers Near the Schools in Daegu and Gyeongbuk Provinces)

  • Purpose: Adolescence is a critical period for growth and development; hence, knowledge about good food habits is essential amongst children. This study was conducted to investigate prevalence of awareness among food sellers, which could probably influence children's health and perceptions on food around schools towards adulterated food management beliefs, competencies, and food safety practices. Methods: Data was collected from 195 dealers around 25 elementary, middle and high schools in Daegu and Gyeongbuk provinces using a self-administered questionnaire in July and August, 2015. The data was analyzed using frequency analysis, one-way analysis of variance, $x^2$-test, factor analysis, and reliability analysis by SPSS Statistics (ver. 23.0). Results: A total of 121 people (62.1%) reported satisfaction of providing information and education on adulterated food. The perception of hazardous substances was found to be related to food poisoning bacteria and viruses (65.6%), heavy metals (42.1%), environmental hormones (36.4%), residual pesticides (27.2%), and irradiated food (26.7%). The perceived score on hygiene practices for processed food seller was $4.04{\pm}0.56/5.00$ and for cooked food seller was $4.09{\pm}0.45$. The capacity of adulterated food management practice of food sellers was significantly correlated with food knowledge on adulteration and public relation capacity, necessity of adulterated food management, and perception of hygiene practices (p<0.01). Similarly, knowledge and public relation capacity were significantly different according to ages (p<0.01). The perception of the necessity of adulterated food management was significantly different according to education levels (p<0.05), and the evaluation of hygiene practices was significantly different according to age (p<0.01). Conclusion: In order to solve the problem of adulterated food, which is one of the four social evils, and to strengthen the capacity of children to solve social problems, various practices like campaign on health promotion, goof food habits, education, and adulterated food management, should be actively promoted not only for children but also for food sellers around the schools.

HEALTH RISKS POSED BY MYCOTOXINS IN FOODS

  • The ability of many toxigenic fungi to invade and develop in a wide variety of raw ingredients of human diet renders human exposure to mycotoxing very difficult to avoid. Most of the energy-rich commodities, such as cereal grains, oil seeds, tree nuts, and dehydrated fruits, are susceptible to mycotoxin contamination. Mycotoxins therefare have been recognized as an important class of hazardous substances in the human food chain. Although human exposure to mycotoxins is largely through ingestion, inhalation and skin contact may also be significant under conditions other than consumption of foods. Human ingestion of mycotoxins is due to consumption of contaminated dietary ingredients and the edible tissues and products of domestic animals that have been exposed to mycotoxins in moldy feed. Large scale acute human mycotoxicoses, such as ergotism in France, alimentary toxic aleukia in Russia, yellow rice syndrome in Japan, endemic nephropathy in Balkan countries, and acute aflatoxin poisonings in India and Taiwan, have been well documented, indicating that mycotoxicosis is a global problem. In some incidents, hundreds of victims were killed and many more became seriously ill. The mycotoxins that have been implicated in the etiology of these human diseases include aflatoxins, citreoviridin, cyclopiazonic acid, ergot alkaloids, moniliformin, ochratoxin A, trichothecenes, tenuazonic acid, and zearalenone. Among these, aflatoxins have been also implicated in the etiology of human primary liver cancer in those high-incidence countries in Africa and southeast Asia. It is well recognized that cause-effect relationship between mycotoxins and human diseases is very difficult to establish, especially for the cancer connection. Careful risk assessment must be performed to determine whether a mycotoxin indeed warrants costly regulatory actions.

우리나라 물환경 기준의 개선방향 (Future Direction of Water Quality Standards in Korea)

  • Ministry of Environment (MOE) of Korea has been implementing the water quality management policy to focus on the control of organic matters (BOD and COD) for 28 years since 1978 when the water quality standards had been established. However, the government and the public have begun to recognize the necessity of creating the best water environment for people and aquatic life, and also formulating the various measures of water pollution, Consequently, MOE of Korea is establishing the basic plan of water environment management, with the vision of "Clean Water, Eco River 2015." The major targets of water environment management plan are to maintain ecosystem health and to protect water quality from various hazardous substances in water bodies. In order to achieve the major targets, it is essential to amend the water quality standards, which bring about the systematic management of various pollutants and healthy ecosystem. Introduction of the new techniques of water environment assessment is also prerequisite to maintain sustainable water environment. These can be accomplished under the consideration of following suggestions in environmental quality standards. First, several criteria should be complemented in water quality standards; they include the improvement of the current water quality classification system, the strengthening and supplement of relevant parameters considering human health in the standards, the introduction of biotic indices, and management standards on eutrophication. Secondly, it should be considered to introduce the biological water quality standards using biotic indices and the management standards for sediments. Lastly, it needs to introduce or develop an ecological status classification which could be used in the assessment of the water environment as a whole.

주유소 유증기 회수설비 사용에 따른 가솔린 증기의 개인노출양상 (Occupational Exposure Aspects of Gasoline Vapor According to the Use of a Gasoline Vapor Recovery System)

  • Objectives: The purpose of this study was to investigate the possible effects of a gasoline vapor recovery system on personal exposure levels of gasoline vapor constituents including benzene, toluene, ethyl benzene, xylene(BTEX), and methyl tert-butyl ether(MTBE) among gas station workers in a metropolitan area. Methods: Thirty-one gas station workers at ten gas stations in a metropolitan area were selected as subjects for this study. Test method PV2028 as recommended in the OSHA process was used for sampling and analysis. Results: The personal exposure levels of benzene, toluene, ethyl benzene, xylene, MTBE and gasoline vapor in the gas station workers were $0.0018{\pm}0.0069ppm$, $0.0077{\pm}0.0137ppm$, $0.0002{\pm}0.0008ppm$, $0.0016{\pm}0.0084ppm$, $0.2619{\pm}0.3340ppm$, and $1.4940{\pm}1.7984ppm$, respectively. After adjustment for refueling frequency and volume, personal exposure levelswere higher in the gas stations where gasoline vapor recovery systems(Stage II) were not installed, but the results were not statistically significant. Gasoline vapor concentrations showed a positive correlation to the level of MTBE, a gasoline additive. Conclusions: Vapor recovery systems(Stage II) were effective not only in reducing emissions of air pollutants, but also in reducing exposure to hazardous substances among gas station workers. In addition, acorrelation between gasoline vapors and MTBE concentration was confirmed.

의류쇼핑센터 근로자의 분진 및 부유미생물에 대한 노출평가 (Exposure Assessment of Dust and Airborne Microorganisms among Workers in a Clothing Shopping Center)

  • Objectives: The purpose of this study is to assess the exposure level to dust and airborne microorganisms among employed workers in a clothing shopping center. Materials and Methods: On-site investigation of a clothing shopping center was performed between October and November 2012. The hazardous substances measured in this study are particulate matter(Total dust, respirable dust) and airborne microorganisms (Total airborne bacteria, total airborne fungi). Results: The highest geometric mean levels of particulate matter(total dust, respirable dust) for personal sampling were $1.735(SD:0.883)mg/m^3$ for total dust and $0.0711(SD:0.008)mg/m^3$ for respirable dust, respectively. Those for area sampling were $0.625(SD:0.091)mg/m^3$ for total dust and $0.0718(SD:0.012)mg/m^3$ for respirable dust, respectively. The highest geometric averaged concentrations of airborne microorganisms(Total airborne bacteria, total airborne fungi) were detected at $1,181(SD:105)cfu/m^3$ for total airborne bacteria and $683(SD:114)cfu/m^3$ for total airborne fungi, respectively. Concentrations of particulate matters and airborne microorganism in clothes shopping center did not correlate significantly with environmental factors such as temperature or relative humidity. Conclusions: Exposure levelshave not been established for service workers. Thus, health risk assessment for this group is very difficult. Health guidelines for service workers should be established as soon as possible.

  • Objectives: This study aimed to estimate the number and proportion of target workplaces for work environment monitoring and evaluate the implementation rate of work environment monitoring. Methods: A questionnaire survey was conducted by the Ministry of Employment and Labor between March and May 2017 among 96,295 manufacturing businesses with more than five employees. The response rate was 17.8%. Estimates of the number and proportion of target workplaces for work environment monitoring were calculated as follows: number of workplaces where work environment monitoring was performed in 2016 + exposure rate based on the questionnaire * number of workplaces where work environment monitoring was not conducted. Results: Of the 150,655 total manufacturing businesses with more than five employees, 63,146 are estimated to be subject to work environment monitoring, which accounted for 41.9% of the workplaces. It is estimated that 73.3% of the target workplaces performed work environment monitoring. The number of workers exposed to hazardous substances is estimated to be about 0.7~1.2 million. Conclusions: Information on the distribution of workplaces subject to work environment monitoring and the rate of implementation can be used as baseline information for management and evaluation of the effectiveness of the work environment monitoring system.

용해도에 따라 노출기준이 다른 금속화합물의 정량방법 고찰 (Review of the Determination Methods for Metal Compounds with Different Occupational Exposure Limits Depending on Solubility)

  • Objective: The purpose of this study was to propose a sequential procedure for the simultaneous analysis of soluble and insoluble metal compounds. Methods: Methods for sampling and analyzing metal compounds such as ISO standards, NIOSH methods, HSE methods, and OSHA methods were reviewed. Results: Some metals have different OELs depending on the solubility of the compound. Therefore, we should take into account these characteristics and perform an exposure assessment. Soluble metal compounds are first extracted from the filter, and then the filter is digested by acids to analyze residual insoluble components. The extraction of soluble compounds can be completed by agitation for about 60 minutes with a leach solution (water) in a water bath at 37℃. For the analysis of insoluble compounds, the sample filter and the filtration filter remaining after the extraction of the soluble compounds are analyzed. This allows simultaneous determination of soluble and insoluble metal compounds. For hexavalent chromium compounds, soluble hexavalent chromium can first be extracted from the filter by using sulfate buffer. The insoluble hexavalent chromium remaining in the filter can then be extracted using carbonate buffer. Conclusion: Workers are often exposed to many hazardous substances with different exposure limits at industrial sites. The OELs for compounds of the same metal can be set differently depending on solubility. This study can help evaluate a worker's exposure to metal compounds by suggesting methods for the simultaneous determination of soluble and insoluble metal compounds.

어린이 용품 중 프탈레이트류 함유량 및 전이량 분석방법 고찰 (Analytical method of phthalates in children's products)

  • 프탈레이트 가소제는 환경보건법의 환경유해인자로서 인체발암물질로 분류되어 있지는 않으나 경구, 경피, 흡입 등의 경로로 체내에 흡수되어 종양발생, 변이원성, 생식독성을 나타내는 물질로 알려져 있어, 일부 국가에서는 어린이 용품 중 사용을 금지하는 물질이다. 따라서 본 연구에서는 어린이 제품에 함유된 프탈레이트류 8종에 대한 함유량 및 전이량 분석방법을 정립하고자 국내 및 미국, 일본, 유럽연합 등 국외 어린이용품에 관련된 인체 전이율 분석방법을 파악하고, 기존 연구에서 제시된 시험방법을 비교, 검토하였으며, 이를 토대로 표준화된 시험방법을 제안하였다. 또한 어린이용품에 함유된 프탈레이트의 최종 노출량을 산정하기 위해 제안된 시험방법에 따라 함유량과 전이량을 분석하고 그 상관관계를 파악하였으나 상관성이 없는 것으로 조사되었다.

브롬화 난연제의 환경오염도 관리 방안 (Monitoring of Brominated Flame Retardants (BFRs) for the management of Their Contamination in Environments)

  • Brominated flame retardants have the market share of 40%, comparing others because of their low cost and highly effective retardation against the flame. However, their toxic effects in human and properties of the accumulation in the environments have been issued among the international organization such as EU, OECD and etc. It, therefore, was surveyed the classification, toxic effects, and the usage of Brominated flame retardants, the trends for their managements in the world and Korea, and their contaminated levels in Korean Peninsula. In addition, the management directions for them were proposed. Penta, octa, and deca-BDE among brominated retardants will seem to be prohibited by the regulation as a flame retardants for plastics in Europe because of their toxic effects. Although Penta and Octa BDEs was used marginally in Korea, deca-BDE was 27% of brominated flame retardants (49,050 ton) which had been used in 2002. However, risk assessment for brominated retardants might not launched in Korea, yet. These reports demonstrate that toxic brominated retardants such as PBDEs will be assessed for their usage and the level of contamination in the environment in the area of the point sources like the industrial areas, incinerators and etc. However, the law to regulate the hazardous chemicals seems not to be dictated the monitoring of their contamination in the environment. We, therefore, suggest how to evaluate and to monitor the toxic contaminants with EIA (Environmental Impact Assessment) and LCA (Life Cycle Assessment) system. Further, to establish the management system of BFRs (such as the monitering of contamination levels in environments, life cycle assessment, and risk assessment for the toxic chemicals), It can be recommended the law to deal with the method analyzing chemicals will be established, which contains QA/QC (Quality Assurance and Quality Control) to evaluate the analytic capability of the companies to prepare EIS (Environment Impact Statement) or other institutes for analyzing chemicals.
