  • The safety of LPG vessel storage has been simply designed and controled with blast wave barrier structure concept regardless of its quantity or hazardous situation. The limit of regal controls on LPG vessel storage need to be identified in terms of safety buffer distance from LPG explosion. The level of overpressure effect and heat radiation In the safety structure and neighbouring human activity required to be estimated to find the gap between existing controls on such storage. To this content the paper discuss the issues on the approach In the blast wave barrier and safety separation distances.

  • Large earthquakes with (MW > ~ 6) result in ground shaking, surface ruptures, and permanent deformation with displacement. The earthquakes would damage important facilities and infrastructure such as large industrial establishments, nuclear power plants, and waste disposal sites. In particular, earthquake ruptures associated with large earthquakes can affect geological and engineered barriers such as deep geological repositories that are used for storing hazardous radioactive wastes. Earthquake-driven faults and surface ruptures exhibit various fault zone structural characteristics such as direction of earthquake propagation and rupture and asymmetric displacement patterns. Therefore, estimating the respect distances and hazardous areas has been challenging. We propose that considering multiple parameters, such as fault types, distribution, scale, activity, linkage patterns, damage zones, and respect distances, enable accurate identification of the sites for deep geological repositories and important facilities. This information would enable earthquake hazard assessment and lower earthquake-resulted hazards in potential earthquake-prone areas.

The Assessment of Safe Navigation Regarding Hydrodynamic forces between Ships in Restricted Waterways

  • This paper is primarily focused on the safe navigation between overtaking and overtaken vessels in restricted waterways under the external forces, such as wind and current. The maneuvering simulation between two ships was conducted to find an appropriate safe speed and distance, which is required to avoid collision. From the viewpoint of marine safety, a greater transverse distance between two ships is more needed for the smaller vessel. Regardless of external forces, the smaller vessel will get a greater effect of hydrodynamic forces than the bigger one. In the case of close navigation between ships under the forces of wind and current, the vessel moving at a lower speed is potentially hazardous because the rudder force of the lower speed vessel is not sufficient for steady-state course-keeping, compared to that of the higher speed vessel.

화학사고 초기대응 소방대 보호를 위한 독성농도(T-LOC) 끝점거리 연구 (Toxic Concentration(T-LOC) Endpoint Distance Study for Fire Brigade Protection in Response to Chemical Accidents)

  • The purpose of this study is to propose a quantitative toxicity endpoint distance suitable for the initial response of firefighters by comparing and analyzing the commonly applied toxic level of concern (T-LOC), specifically emergency response planning guidelines (ERPG), acute exposure guideline levels (AEGL), and immediately dangerous to life or health (IDLH). This is to protect the fire brigade, which responds to toxic chemical accidents first during the golden time. Using areal locations of hazardous atmospheres, a damage prediction program, the amount of leakage for both acidic and basic substances, along with the endpoint distance, were analyzed for alternative accident and worst-case accident scenarios. The results showed that the toxicity endpoint distance, serving as a compromise between Level-3 and Level-2 of T-LOC, was longer than ERPG-3 and shorter than ERPG-2 with IDLH, while its values were analyzed in the order of ERPG-2, AEGL-2, IDLH, AEGL-3, and ERPG-3. It is suggested that the application of IDLH in an emergency (red card) and ERPG-2 endpoint distance in a non-emergency (non-red card) can be utilized for the initial response of the fire brigade.

LPG 충전소의 가스누출에 따른 피해예측 및 감소방안 (Predicting and Preventing Damages from Gas Leaks at LPG Stations)

  • 이 연구는 LPG 충전소의 가스누출로 발생이 예상되는 화재 및 폭발에 따른 피해예측에 ALOHA 프로그램을 적용 영향범위와 거리를 도식화함으로 피해방지 방안을 제시하였다. LPG 충전소에서 프로판 가스가 누출될 경우 LPG 충전소 주변지역 주민들에게 호흡곤란 등의 인명피해 및 건물파괴 등 재산피해를 입히는 것으로 나타났다. 이의 감소방안으로 첫째 LPG 충전소의 위험물안전관리자는 수시로 계측기와 안전밸브가 제대로 작동하는지 점검하여 누출을 사전에 방지할 필요가 있다. 둘째 LPG 충전소에서 저장탱크에 충전하는 작업은 위험물안전관리법 규정에 따라 "위험물안전관리자 교육"을 받고, 소방관서에서 "위험물안전관리자"로 선임된 사람의 책임하에 해야 한다는 것이다. 셋째 LPG차량의 과충전 방지장치 등 각종 안전장치의 기능을 평상시 정기적으로 점검할 필요가 있다. 마지막으로 LPG 충전소에 가스가 누출될 때 정전기에 의해 화재가 발생할 수 있으므로 정전기를 방지할 수 있는 작업복·작업화를 착용하는 등의 조치로 정전기발생을 억제하는 것이 바람직하다.

분광정합 및 혼합 분석 방법을 활용한 위험·유해물질 스티렌 탐지 (Hazardous and Noxious Substances (HNSs) Styrene Detection Using Spectral Matching and Mixture Analysis Methods)

  • 국내외 해상 위험·유해물질(Hazardous and Noxious Substances, HNS) 물동량이 증가함에 따라 HNS 유출 사고의 위험성이 점차 높아지고 있다. 해상에 유출된 HNS는 해양생태계 파괴를 비롯한 해양환경 오염 및 인명피해를 유발하며, 화재 및 폭발 등을 동반한 2차 사고 발생 가능성도 존재한다. 따라서 해상 HNS의 신속한 탐지와 각 물질 특성에 적합한 방제전략을 수립해야 한다. 본 연구에서는 초분광 원격탐사에 기반한 지상 HNS 유출 실험 과정 및 탐지 알고리즘 적용 결과를 제시하고자 한다. 이를 위해 프랑스 브레스트 지역의 야외 풀장에서 스티렌을 유출한 후 초분광 센서를 활용한 동시 관측을 수행하였다. 순수 스티렌 및 해수 스펙트럼은 주성분 분석(principal component analysis, PCA) 및 N-Findr 기법을 적용하여 추출하였으며, 또한 spectral distance similarity (SDS), spectral correlation similarity (SCS), spectral similarity value (SSV), spectral angle mapper (SAM)을 포함한 분광정합 기법을 적용하여 초분광 영상 내 화소들을 스티렌 및 해수로 분류하였다. 그 결과 SDS 및 SSV 기법이 우수한 스티렌 탐지 결과를 보여주었으며, 스티렌 총 면적은 약 1.03 m2로 추정되었다. 본 연구는 해상 HNS 모니터링에 주요 역할을 할 것으로 기대된다.

A study on the Manoeuvring Motion Under the Condition of External Forces in Restricted Waterways

  • In the present paper, the analysis is on the safe navigation between ships moving each other in restricted waterways under the external force, such as wind or current The numerical simulation of manoeuvring motion was carried out to propose an appropriate safe speed and distance between ships, which is required to avoid marine disasters from the viewpoint of marine safety. From the inspection q this investigation, it indicates the following result In case of proximal navigation between ships under the wind and current, the low-speed vessel is potentially hazardous because the rudder force if low-speed vessel needed for steady-state course-keeping is not sufficient, compared to the high-speed vessel The manoeuvring characteristic based on this investigation will be very useful for keeping the safety of navigation from the practical point of ships design and traffic control in restricted waterways.

  • The aim of this study is to evaluate the hazard of landslides at Penang, Malaysia, using a Geographic Information System (GIS) and remote sensing. Landslide locations were identified in the study area from interpretation of aerial photographs and from field surveys. Topographical and geological data and satellite images were collected, processed, and constructed into a spatial database using GIS and image processing. The factors chosen that influence landslide occurrence were: topographic slope, topographic aspect, topographic curvature and distance from drainage, all from the topographic database; lithology and distance from lineament, taken from the geologic database; land use from TM satellite images; and the vegetation index value from SPOT satellite images. Landslide hazardous area were analysed and mapped using the landslide-occurrence factors by logistic regression model. The results of the analysis were verified using the landslide location data and compared with probabilistic model. The validation results showed that the logistic regression model is better prediction accuracy than probabilistic model.
