재난복구의 유형과 사전 계획에 대한 이론적 고찰: 미국의 재난복구를 중심으로 (What's the Disaster Recovery? Types and Preimpact Plan of Recovery)

  • 이 논문은 재난 복구에 대한 이론적 고찰을 통해 재난 복구의 유형화와 사전 복구 계획의 설계에 관한 주요 내용을 살펴보는데 목적이 있다. 복구는 재난 발생 직후부터 피해 지역이 재난 발생 이전 상태로 회복 될 때까지의 장기적이고 지속적인 활동이다. 그리고 복구 단계는 비상대책 기간, 복원 기간, 재건 기간, 개발 재건 기간으로 구분할 수 있다. 복구 대책 또한 구호와 재활 활동으로 이루어지는 단기 복구 대책과 재건 활동으로 이루어지는 장기 복구 대책으로 구분하여 실시하는 것이 요구된다. 그리고 사전 복구 계획을 설계하는 경우, 재난 복구 조직의 명확한 설정과 주요 이해관계자의 확인, 임시 주거지의 위치 선정, 중요한 과업 수행 방식의 사전 결정, 피해자들이 이용당하지 않도록 계약자 허가 부여와 모니터링, 소매가격의 통제, 역사적 유물 유적이 있는 장소에서의 복구 작업 수행 방안, 그리고 복구 기간 동안 재난 피해 완화를 위한 법률 제정의 목표 구현 인식이 요구된다.

DEP Domain Containing 1 is a Novel Diagnostic Marker and Prognostic Predictor for Hepatocellular Carcinoma

  • Background: This study was conducted to determine DEPDC1 expression in hepatocelluar carcinomas (HCCs) and to reveal its potential role in diagnosis and prognosis of affected patients. Materials and Methods: DEPDC1 expression at the mRNA level was detected by quantitative real-time PCR (qRT-PCR) in 205 cases of HCC and paired adjacent normal liver tissues, and by semi-quantitative RT-PCR in 20 cases. Survival curves were obtained by using Kaplan-Meier method and Log-rank test. Independent predictors associated with regard to disease free survival (DFS) and overall survival (OS) were identified using the Cox proportional hazard model. Results: High DEPDC1 mRNA levels were detected in 144 out of 205 cases (70.24%) of HCC, significantly associated with clinicopathological parameters, including tumor size (${\geq}4cm$), alpha-fetoprotein (${\geq}100ng/ml$), B-C of BCLC stage and recurrence. Kaplan-Meier survival analysis revealed that HCC patients with high DEPDC1 expression had poor OS and DFS. Multivariate analysis demonstrated that high DEPDC1 expression was an independent predictor for OS (HR=1.651; 95% 95%CI, 1.041-2.617; p=0.033) and DFS (HR=1.583; 95%CI, 1.01-2.483; p=0.045). Conclusions: Our results indicate DEPDC1 might be a novel diagnostic marker and an independent prognostic predictor for HCC patients.

성인의 치과 방사선 교육에 대한 관심도 및 치과 방사선 촬영에 영향을 주는 요인 (Interest levels of adults in dental radiology education and factors affecting dental radiography in adults)

  • Objectives: This study was designed to provide raise awareness of the guidelines associated with radiation, including those associated with ensuring safety at dental clinics. Methods: A survey was conducted on the degree of awareness on dental radiation among adults over age 20 in Seoul and Gyeonggi Province from December 2016. The questionnaire copies from 21 respondents whose answers were insincere were excluded from analysis. A total of 320 copies, equivalent to 93.4% of the total data collected, were used in the analysis. Results: Dental radiography was found to have been experienced by 60. 5% of the subjects, and 83.4% of them did not receive any explanation to the radiation exposure, while 78.7% had no experience wearing protective equipment. As a result of investigating factors affecting the recognition of dental radiation, it was found that female subjects had a higher awareness of the hazards associated with dental radiation hazard and the necessity to provide information. Conclusions: It is necessary to educate the dental medical personnel to raise awareness on radiation exposure and the need for protective equipment, especially when checking for pregnancy.

생강 저장굴에서 발생한 건강 피해의 원인 조사 (Investigation of Health Hazards in the Underground Storage Facilities of Ginger Roots)

  • Objectives : To evaluate the health hazards in the underground storage facilities of ginger roots. Methods : The authors reviewed the emergency rescue records from the Seosan fire department over the period Jan 1, 1996 to Aug 31, 1999. The atmospheres in 3 different underground storage locations were analyzed for $O_2,\;CO_2,\;CO,\;H_2S\;and\;NH_4$. Results : From the emergency records, we were able to identify 20 individuals that had been exposed to occupational hazards in the underground storage facilities. Among these 20 cases, 13 were due to asphyxiation (resulting in f deaths) and 7 were due to falls. In the first atmospheric tests, peformed on Feb 25, 1998, the O2 level inside the underground storage facility, located about $5{\sim}6$ meters below the surface, was 20.6% and the $CO_2$ level was about 1,000 ppm. CO, $H_2S\;and\;NH_4$ were not detected. In the second tests on Jul 6, 1999, measurements of the $O_2$ level at 3 meters below the surface in two different storage locations were 15.3 and 15.1%. And the $O_2$ levels inside the storage facilities were 12.2 and 12.1%. The $CO_2$ level was above 5,000 ppm (beyond upper limits of measurement). CO, $H_2S\;and\;NH_4$ were not detected. Conclusions : We conclude that asphyxiation in the underground storage facilities for ginger roots was not due to the presence of toxic gases such as CO, $H_2S\;and\;NH_4$, but rather the exclusion of oxygen by carbon dioxide was responsible for causing casualties. For the development of a hazard free working environment, safety education as well as improvements in storage methods are needed.

일부지역 양돈장 및 양계장 공기중 박테리아, 진균, 내독소 농도 (Evaluation of Environmental Circumstance Within Swine and Chicken Houses in South Korea for the Production of Safe and Hygienic Animal Food Products)

  • This study was undertaken to determine the concentrations of airborne bacteria, fungi, particles, and endotoxin in swine and chicken houses. Six swine buildings and seven chicken houses were randomly selected in southern Gyonggi Province, South Korea. The geometric mean concentrations of airborne bacteria in swine and chicken houses were $2.7{\times}10^5\;CFU/m^3$ and $5.6{\times}10^7\;CFU/m^3$, respectively. The airborne bacteria concentrations in chicken houses were significantly higher than those of swine houses (p<0.05). The geometric mean concentration of airborne fungi in swine houses was $4.9{\times}10^3\;CFU/m^3$, which was higher than the value of $2.1{\times}10^3\;CFU/m^3$ found in chicken houses. The mean concentrations of airborne particles and endotoxin in swine houses were $3.48\;mg/m^3$ and $943.1\;EU/m^3$, and they were $15.43\;mg/m^3$ and $1,430.5\;EU/m^3$ in chicken houses, respectively. A significant difference between swine and chicken houses was found for total dust (p<0.05), but not for endotoxin. In this study, the concentrations of endotoxin in both swine and chicken houses as well as particles in chicken houses were high, and in about 50% of the samples exceeded the worker health safety levels of $614\;EU/m^3$ suggested in previous studies. These results may indicate a considerable respiratory hazard for workers in these environments.

대학급식에서 제공되는 통도라지 무침의 미생물학적 위해분석과 표준레시피 작성 (Microbiological Hazard Analysis and Preparation of Standard Recipe for Bellflower Roots with Seasonings Served in a University Foodservice Operation)

  • This study was intended to suggest HACCP-based standard recipe for bellflower roots, classified as no thermal cooking process, served in a university foodservice operation. The time-temperature and microbial contamination level in each cooking step were analyzed. The temperatures of bellflower root, peeled garlic and green onion at receiving were at 13.8$\pm$2.8, 12.6$\pm$2.9 and 13.7$\pm$$0.8^\circC$ respectively, which were above the temperature limit. The time consumed for pre-preparation was up to 90 min at room temperature having high microbial growth potential. The levels of total plate counts (TPC) of bellflower root and garlic were over the limit of $10^6$ CFU/g as were the numbers of coliforms in bellflower roots. There were no microbial reductions in pre-preparation and cooking, which resulted in over $10^5$- $10^6$ CFU/g of TPC at service step. Two CCPs identified were washing/sanitation at pre-preparation and service steps. The control measures were washing/sanitation and temperature control. It was verified that CCPs for no cooking process developed in preceding studies were applicable for the microbiological food safety of this menu item. The HACCP-based standard recipe was developed to produce a quantity for 100 servings by observing the critical limits established for CCPs. These results suggest that the selection of proper provider is imperative to control the microbial contamination of raw materials at purchasing step. Also, the sanitary education program should be developed for the employees to understand and comply the HACCP plan and standard recipe.

시판 소스의 이화학적, 미생물적 품질 특성 조사를 통한 잠재적 위해도 연구 (Study on the Potential Hazard Analysis by Physicochemical Quality and Microbiological Safety Comparison of Commercial Sauces in South Korea)

  • The quality of commercial sauce products was evaluated through pH, soluble solid content, salinity, water activity and microbial analyses. The pH of sauces was 2.38~5.30, soluble solids were between 6.03 and 71.67, and distributions of salt were 0.23~5.00% in 32 commercial sauce products. In addition, water activity of vinegar red pepper sauce and spicy soft tofu stew stock were determined 0.773 and 0.988, respectively. Yeast, mold, Staphylococcus aureus, E. coli and coliform were not detected in any sauces. Higher level of total viable cells (TVC) resulted in pH over 4.2. TVC of shelf-stable sauces was 1.0~3.6 log CFU/g. TVC of seven sauce products was classified as non-potentially hazardous foods by temperature controlled for safety standard (TCS), even though levels were over acceptable guidelines of the USDA (3 log CFU/g). These results indicate that the standard and classification of commercial sauce products should be modified and controlled strictly.

국내산 식용 지하 부위 채소의 수확시기에 따른 무기 성분 분석에 관한 연구 (A Study on Mineral Contents of the Underground Vegetables Produced in Korea harvested in different times)

  • 우리 나라에서 재배하여 생산한 식용 지하 부위 채소 (감자, 고구마, 당근, 무, 우엉, 연근, 양파, 생강, 마늘)의 수확시기에 따른 무기 성분의 차이와 중금속 함유 여부를 알아보기 위하여 그 성분들을 분석하였다. 모든 시료에서 가장 많이 함유된 무기 성분은 K이었으며, P와 Ca, Mg 순으로 많이 함유되었다. 각각의 무기 성분 함량은 모든 시료마다 다르게 나타났다. 감자는 다른 식용 지하 채소에 비해 Na과 Fe의 함량이 상대적으로 낮았고 K의 함량은 높게 나타났다. 고구마는 감자와 비교하면 6월과 8월의 시료에서 Ca을 2-3배 가량 많이 함유하고 있다. 당근은 Na의 함량이 감자나 고구마에 비하여 높게 나타났다. 무는 Ca의 함량이 높았는데 감자의 5-8배였고 다른 지하 부위 채소들과 비교하여도 2-3배 이상이나 되었다. 연근도 Ca의 함량이 높았으며 Mn의 함량은 분석한 시료들 중 가장 높았다. 마늘은 K와 P의 함량이 상대적으로 높았고 생강은 Mg 함량이 분석한 시료들 중 가장 높았다. 양파에는 K, P, Ca의 함량이 타 채소에 비하여 상대적으로 낮게 나타났고 Mg은 높았다. 계절별로 비교해 보면 6월과 8월의 시료들이 10월의 시료들에 비하여 여러 무기 성분의 함유도가 높게 나타났다.

국내산 식용 지하 부위 채소의 생산지역에 따른 무기질 성분 함량에 관한 연구 (Mineral Contents of Underground Vegetables Produced in Different Regions of Korea)

  • 우리 나라에서 재배하여 생산한 식용 지하 부위 채소들(감자, 고구마, 당근, 무, 양파, 마늘)의 생산지역에 따른 무기질 성분의 차이와 중금속 함유 여부를 알아보기 위하여 그 성분을 분석하였다. 먼저 microwave digestion oven에서 시료를 HNO$_3$ 4ml(65%)과 $H_2O$$_2$1ml(30%)로 용액 화하여 hot plate에서 시료를 1 ml까지 휘발시켜서 1% HNO$_3$로 희석한 후 ICP-AES로 무기질 성분을 정성, 정량 분석하였다. 모든 시료에서 가장 많이 분석된 무기성분은 K이었으며 각각의 성분 함유도는 모든 시료마다 다르게 나타났다. 감자는 다른 식용지하 부위 채소에 비해 Na와 Fe의 함량이 상대적으로 낮게 분석되었는데 K, P, Mg순의 함량을 보였고 K은 김포 지방산이, Ca는 삼척 지방산이 많이 함유한 것으로 조사되었다. 고구마는 분석한 거의 모든 지역에서 Ca 함량이 감자의 두 배 이상으로 높게 나타났다. 당근은 Na 함량이 다른 채소에 비해 높았으며 특히 진부 지방산이 많이 함유하고 있었다. 무는 K, Ca, P, Mg 순으로 함량이 높았는데 특히 양구 지방산이 높게 나타났다. 또한 Ca의 함량이 높았는데 감자의 5-8배였고, 다른 지하 부위 채소와 비교하여도 2-3배 이상이었다. 양파는 K, P Ca의 함량이 타 채소에 비해 낮게 분석되었었는데 지역별 차이는 많지 않았으며 문경 지방산이 Ca의 함량이 높았다. 마늘의 경우 K의 함량은 의성 지방산이, Ca의 함량은 서산 지방산이 높았으며 K과 P의 함량이 상대적으로 높았다.

성장곡선 모형 적용을 통한 기술수준평가 사례 연구 : 특정 수산과학기술 분야를 중심으로 (Case Study on Measuring Technology Level Applying Growth Curve Model: Three Core Areas of Fishery Science and Technology)

  • The purpose of this paper is to discuss possibilities of applying growth curve models, such as Logistic, Log-Logistic, Log-Normal, Gompertz and Weibull, to three specific technology areas of Fishery Science and Technology in the process of measuring their technology level between Korea and countries with the state-of-the art level. Technology areas of hazard control of organism, environment restoration, and fish cluster detect were selected for this study. Expert panel survey was conducted to construct relevant panel data for years of 2013, 2016, and a future time of approaching the theoretical maximum technology level. The size of data was 70, 70 and 40 respectively. First finding is that estimation of shape and location parameters of each model was statistically significant, and lack-of-fit test using estimated parameters was statistically rejected for each model, meaning all models were good enough to apply for measuring technology levels. Second, three models other than Pearl and Gompertz seemed very appropriate to apply despite the fact that previous case studies have used only Gompertz and Pearl. This study suggests that Weibull model would be a very valid candidate for the purpose. Third, fish cluster detect technology level is relatively higher for both Korea and a country with the state-of-the-art among three areas as of 2013. However, all three areas seem to be approaching their limits(highest technology level point) until 2020 for countries with the state-of-the-art. This implies that Korea might have to speed up her research activities in order to catch up them prior to 2020. Final suggestion is that future study may better apply various and more appropriate models respectively considering each technology characteristics and other factors.
