An Ex-post Impact Assessment of the KOR-USA Free Trade Agreement on the Korean Citrus Industry (한·미 FTA 체결 이후 감귤산업 영향 평가)

  • This study measured the economic impact (from 2012 through the end of 2017) of the KOR-USA FTA (Free Trade Agreement) on the Korean citrus industry according to importing orange from the USA after the implementation of the KOR-USA FTA. Citrus fruits were divided into field citrus grown in open fields, house citrus grown in green houses, and late-maturing citrus (including winter season citrus) based on the cultivation methods and the varieties of citrus. We specified the structural and dynamic recursive demand-supply equilibrium models of three citrus fruits to analyze policy simulations. The results showed that for field citrus, due to the impact of some amounts of TRQ, the annual average of the real gross revenue dropped by 2.39 billion KRW between 2012 and 2017. As for house citrus, due to the impact of oranges and cherries, the annual average of the real gross revenue declined by 3.01 billion KRW between 2012 and 2017, and for late-maturing citrus (including winter season citrus), the annual average of the real gross revenue fell by 15.11 billion KRW between 2012 and 2017. This paper also suggests several policy implications.

Assessment of Water Resources Vulnerability Index by Nation (국가 별 수자원 취약성 지수의 산정)

  • Discussions for water resources vulnerability and index development with sustainable concept are actively being made in recent years. Based on such index, water resources vulnerability of present and future is determined and diagnosed. This study calculated the water resources vulnerability rankings by 152 nations, using indicator related to water resources assessment that can be obtained from World Bank, VRI (Vulnerability Resilience Indicator), ESI (Environmental Sustainability Index). In order to quantitatively assess of water resources vulnerability based on this indicator, TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) technique was applied to index water vulnerability and to determine the rankings by nations. As a results, South Korea was ranked as the 88th among the 152 nations including Korea. Among the continents, Oceania was the least vulnerable and Afirica was the most vulnerable in continents. WUnited State, Japan, Korea and China were vulnerable in order among the major countries. Therefore, water resources vulnerability rankings by nations in this study helps us to better understand the situation of South Korea and provide the data for water resources planning and measure.

Seasonal Changes of the Phytoplankton and the Periphyton Community at the Suer Stream in Kwangyang (전남 광양의 수어천 수역에 있어서 식물플랑크톤과 부착조류 군집의 계절적 변화)

  • Seasonal changes of the phytoplankton and the periphyton community were investigated from August 1998 to April 1999 at five stations at the Suer stream in Kwangyang. A total of 112 species of phytoplankton were identified. Of those, the diatoms were present at all stations but the green algae, the bluegreen algae, and the dioflagellates were present at Station 4 and Station 5 more frequently than the other stations. The phytoplankton standing crops varied from 10,100 cells/1 at Station 4 in April 1999 to 1,489,100 cells/1 at Station 4 in October 1998. The seasonal variation patterns of phytoplankton standing crops were different among stations as well as the pattern of presence. The dominant species were as follows: Achnanthes minutissima, Aulacoseira distans v. alpigena, Cocconeis placentula v. lineata, Cymbella minuta, C. silesiaca, Fragilaria arcus v. recta, Peridinium cinctum, Rhizosofenia longiseta, Synedra rumpens and filamentous algae. Of those, Achnanthes minutissima, Rhizosolenia longiseta, Synedra rumpens and filamentous algae showed the highest rate of occupation in the phytoplankton standing crops during the investigated periods. A total of 99 species of periphyton were identified. Among those, the diatoms of the periphyton community were observed frequently rather than those of the phytoplankton community. The ecological indicator values showed ${\bate}$-mesosaprobous in saprobity and was close to eutraphentic in trophic state. There were no considerable differences between the ecological indicator values by planktonic diatoms and periphytic diatoms.

An Analysis of the water balance of Low Impact Development Techniques According to the Rainfall Types (강우 유형에 따른 저영향개발 기법별 물수지 분석)

  • Urbanization caused various environmental problems like destruction of natural water cycle and increased urban flood. To solve these problems, LID(Low Impact Development) deserves attention. The main objective of LID is to restore the water circulation to the state before the development. In the previous studies about the LID, the runoff reduction effect is mainly discussed and the effects of each techniques of LID depending on rainfall types have not fully investigated. The objective of this research is to evaluate the effect of LID using the quantitative simulation of rainwater runoff as well as an amount of infiltration according to the rainfall and LID techniques. To evaluate the water circulation of LID on the development area, new land development areas of Hanam in South Korea is decided as the study site. In this research, hydrological model named STORM is used for the simulation of water balance associated with LID. Rainfall types are separated into two categories based on the rainfall intensity. And simulated LID techniques are green roof, permeable pavement and swale. Results of this research indicate that LID is effective on improvement of water balance in case of the low intensity rainfall event rather than the extreme event. The most effective LID technique is permeable pavement in case of the low intensity rainfall event and swale is effective in case of the high intensity rainfall event. The results of this study could be used as a reference when the spatial plan is made considering the water circulation.

Effects of Surface Microstructure on Microwave Dielectric Properties of ZrO2-NiO added Ba(Zn1/3Ta2/3)O3 Ceramics (ZrO2와 NiO가 첨가된 Ba(Zn1/3Ta2/3)O3에서 표면 미세조직이 고주파 유전특성에 미치는 영향)

  • High frequency dielectric ceramics have potential for applications in mobile and satellite communications systems at frequencies higher than 10GHz. The Ba$(Zn_{1/3}Ta_{2/3})O_3$ ceramics are known to have a high quality factor, a small temperature coefficient of the resonance frequency and a high dielectric constant. On the other hands, sintering at high temperature for extended time is required to obtain the ordered structure for high quality factor. In this study, the microwave dielectric properties of $ZrO_2$ and NiO-added Ba$(Zn_{1/3}Ta_{2/3})O_3$ ceramics prepared by solid-state reaction have been investigated. Adding $ZrO_2$ and NiO could effectively promote the densification even the case of decreasing the sintering time. At the surface of samples, secondary phase of Ba-Ta compounds was formed possibly due to the evaporation of ZnO, however, the interior of the samples remained as pure Ba$(Zn_{1/3}Ta_{2/3})O_3$. The samples sintered at $1600^{\circ}C$ for 2h exhibited 1:2 ordering of Zn and Ta cations. Excellent microwave dielectric properties of $Q{\cdot}f$(>96,000 GHz) and ${\varepsilon}_r$=30 has been obtained.

Potential Impact of Timber Supply and Fuel-Wood on the Atmospheric Carbon Mitigation : A Carbon Cycle Modeling Approach (목재공급과 연료용 목재가 대기에 축적된 탄소저감에 미치는 잠재적 영향 : 탄소순환모형 접근법)

  • There is general agreement that global warming is occurring and that the main contributor to this probably is the buildup of green house gasses, GHG, in the atmosphere. Two main contributors are the utilization of fossil fuels and the deforestation of many regions of the world. The burning of fossil fuels increases atmospheric carbon while the burning of fuel-wood reducing fossil fuel consumption along with its forest source maintain an atmospheric carbon level. The standing timber in the forests is a carbon sink, as are wood buildings and structures, and fossil fuel in the ground. This paper is designed to examine a number of current issues related to mitigating the global warming problem through forestry. For this purpose, we develop a modeling approach by integrating timber market, fossil fuel market and carbon cycling model. We use discrete time optimal control theory to identify optimal time paths, the laws of motion, and stationary stats solutions of endogenous variables in the model. On the basis of these results, we identify the optimal amounts of subsidies to be provided or taxes to be imposed by the regulatory agency to mitigate atmospheric carbon accumulation. We also present a numerical example to help illustrate the characteristics of variables in the model when the social cost for atmospheric carbon incrementally shifts upward. A surprising result is that the social cost function for atmospheric carbon has a very smaller impact on the optimal rotation period than previous literature suggested.

Future Inundation Characteristics Analysis for the Cheongmi Stream Watershed Considering Non-stationarity of Precipitation (강우의 비정상성을 고려한 청미천 유역의 미래 침수특성 분석)

  • Along with climate change, it is reported that the scale and the frequency of extreme climate events (e.g. heavy rain, typhoon, etc.) show unstable tendency of increase. In case of Korea, also, the frequency of heavy rainfall shows increasing tendency, thus causing natural disaster damage in downtown and agricultural areas by rainfall that exceeds the design criteria of hydraulic structures. In order to minimize natural disaster damage, it is necessary to analyze how extreme precipitation event changes under climate change. Therefore a new design criteria based on non-stationarity frequency analysis is needed to consider a tendency of future extreme precipitation event and to prepare countermeasures to climate change. And a quantitative and objective characteristic analysis could be a key to preparing countermeasures to climate change impact. In this study, non-stationarity frequency analysis was performed and inundation risk indices developed by 4 inundation characteristics (e.g. inundation area, inundation depth, inundation duration, and inundation radius) were assessed. The study results showed that future probable rainfall could exceed the existing design criteria of hydraulic structures (rivers of state: 100yr-200yr, river banks: 50yr-100yr) reaching over 500yr frequency probable rainfall of the past. Inundation characteristics showed higher value in the future compared to the past, especially in sections with tributary stream inflow. Also, the inundation risk indices were estimated as 0.14 for the past period of 1973-2015, and 0.25, 0.29, 1.27 for the future period of 2016-2040, 2041-2070, 2071-2100, respectively. The study findings are expected to be used as a basis to analyze future inundation damage and to establish management solutions for rivers with inundation risks.

Quality Characteristics of Cookies Fortified with Soymilk Cake Fermented by Bacillus subtilis GT-D (고초균에 의한 비지 발효물을 첨가한 쿠키의 품질특성 연구)

  • Soymilk cake (SMC) fortified with defatted soy flour was fermented by a novel Bacillus subtilis GT-D in the solid-state fermentation with chlorella, mulberry leaves or green tea as food ingredient. The fermentation of SMC resulted in higher content of tyrosine and higher activities of protease, amylase and fibrinolytic enzymes. Fermented SMC including mucilage indicated six-fold higher content of dietary fiber compared to that of non-fermented SMC. The SMC fermented without additional ingredient allowed the highest spread ratio and width of cookies. Cookies prepared without SMC showed the lowest value of spread ratio and width compared to those of fermented SMC. In addition, these cookies showed the highest hardness value of 8,975 g, and thickness value of 5.97 and slightly higher bright color. Cookies fortified with SMC fermented with chlorella or mulberry leaves showed higher sensory evaluation value. Fortification of SMC fermented without additional ingredient resulted in the highest preference in the sensory evaluation of cookies.

Dormancy of Somatic Embryos Derived from the Cotyledon of Korean Ginseng

  • Somatic embryos were induced directly from cotyledon explants of Korean ginseng (Panax ginseng C.A. Meyer) on Murashige and Skoog (MS) medium with 2,4-D, BAP, kinetin or lacking growth regulators. When somatic embryos formed on all media grew to cotyledonary stage, the further development of embryos was ceased and remained in white color. By gibberellic acid (over 1.0 mg/1 $GA_3$) treatment, all the somatic embryos turned rapidly to green and germinated within 3 weeks. Chilling treatment also induced the germination of somatic embryos. The effective temperature regime was $-2^{\circ}C$ for over 8 weeks but more higher temperature than $0^{\circ}C$ did not effective for germination of somatic embryos. Ultrastructural observation revealed that the cotyledon cells of somatic embryos without chilling or $GA_3$ treatment contained numerous lipid reserves, dense cytoplasm, proplastids and non-activated mitochondria with poorly differentiated internal structure, but the cotyledon cells of germinating somatic embryos after chilling or $GA_3$ treatment highly vacuolated and contained well-developed chloroplasts and active state of mitochondria enclosing numerous cristae. The above results indicate that in vitro developed somatic embryos of Panax ginseng may be dormant after mature similar to zygotic embryos.

  • The Very Large Marine Structure has been widely used new method of ocean space instead of method for reclamation Therefore, VLFS is proposed to coincide on such request. It can be established regardless of nature of soil and height of water, and stream of flow exists under the floating structure, there is seldom effect in natural environment. Fuertherrnore, it can do easily to do assembly and taking to pieces due to expansion or removal. Based on the regulation by class, VLFS have to possess more than enough structural strength against severe wave loading induced by green sea condition Therefore, There are performed structural simulation as well as experimental test about expected loading scenario in order to examine the safety of structure. Up to now, various examinations based on the strength limit value of the main structural material have been done based on the elasticity response analysis. However, there is little finding about the collapse behavior and the safety when the load that exceeds the collapse of the material acts. In the present study, we investigated the collapse behavior based on the ultimate limit state calculated by FE-analysis.
