Factors Effect on Income-Gap Between Urban and Rural Area in China (중국 도·농 간 소득격차에 영향을 미치는 요인)

  • The purpose of the study is to review the real situations of the income-gap between urban and rural areas which is focused on as one of the biggest issues revealed in the process of Chinese economic development and to find out which factors will alleviate or deteriorate such income-gap, also to find out such factors will effect differently on the regional characteristics. To analyze it, six factors such as industrialization-ratio, urbanization-ratio, tertiary industry-ratio, the level of both governmental educational support and agricultural support, and Chinese dual-economic structure are considered as explanatory variables, and OLS regression analysis was implemented to the factor data for the period of 1986-2007 about Chinese 31 districts(castles and cities). The results of the analysis show that both industrialization factors and urbanization factors affect significantly to alleviate income-gap between urban and rural areas, and as predicted, they also shows that dual-economic structure between urban and rural areas is the most biggest factors to enlarge the above mentioned income-gap. However, in accordance to the different level of economic development in eastern, central, and western districts the study shows that such factors will affect them differently respectively. The contents are as follows; In eastern district governmental educational support factor will affect the most great influence to alleviate the income-gap, in central district industrialization factor will affect the most great influence to alleviate the gap, and western district governmental agricultural support factor will affect the most great influence to alleviate the gap. Therefore, in solving the issue of income-gap between urban and rural areas in China we recommend that it is necessary for more differential policy in considering regional characteristics than unilateral policy to Chinese whole areas.

A Study on the Web Based Records Management Policy for Government Agencies (정부기관 웹 기록물관리 정책에 관한 연구)

  • Since the e-government has been established, a significant portion of governmental business processes is conducted on the web. There are a large amount of records which are used and maintained only on the web. However, although the web-based governmental records have a great value as national strategic resources and cultural heritages, there is no practical management activity for them. In this context the study discusses the necessity of web-based records information management policies and explores problems of web-based records management policies. As a case study, TNA in the UK and NARA in the US are discussed. Also, the National Archives of Korea and the Presidential Archives are explored. Furthermore, a comparative analysis is conducted against these four cases. Based on the discussion, as a result, the study presents feasible solutions to web-based records management policies in terms of law, system and technology.

The Effect of Governmental Financial Support of Child Care on Married Women's Labour Force Participation : A Panel Data Analysis (정부의 자녀양육 보조금이 기혼여성의 노동시장 참여에 미치는 영향 : 패널분석 방법을 이용하여)

  • This study analyzes how governmental financial support of child care affects the participation of married women in the labor market in Korea. This dynamic analysis used data gathered over four years via the fifth to the eighth Korea Welfare Panel Studies (KWPS). The major results are as follows. First, child care allowance has a negative effect on the participation of married women in the labour market. Providing cash for child care seems to decrease women's labour market participation by cementing the role of women as the primary child care providers in the household. Second, the support for families, used by child care facilities, is found to increase the probability of married women working either part-time or full-time, thereby decreasing the burden on household budgets caused by child care costs. In conclusion, governmental policy-based child care benefits, used by child care centers, should be continued so that married women may participate in the labour market while raising their children.

  • The current participative government has started to carry out Residents Service Reform that transforms the transmission system of suppliers' oriented convenience to one-stop tai for made civil and governmental integral ion service for the purpose of realizing universal Social Benefits in responding to increasing desires of people according to the changes of social and economic conditions by overcoming the existing limit of transmission system. This study has analyzed the status and problems of local autonomous organizations according to the innovation of support for the life of residents and in order to solve these problems, I present the implementation strategy of transmission system of civil and government cooperation tailor-made integral ion service through the project of "30 experiencing hall for Social Benefits, " which is a joint project of civil and government dove loped by Jungrang-gu. In addition, it aims for the completed accomplishments of this project to settle as eight largest services market ing brand in 30 method and also as the best strategic brand for the "establishment of network of civil and governmental cooperation" with suppliers of public services, suppliers of civil service, and residents, who are suppliers as well as potential customers, for solving problems of local communities.

  • Many closed schools of about more 3,000(2006 year) have occurred all over the country according to governmental policy of 1982. These closed schools were sold or rent to institution, local government, and a private, and are used by various usage such as novitiate, institution, educational facility, art creation facilities, warehouse, and factory. But, unimproved closed school facilities are still reaching for about 450. Among practical use example of such closed school, alternative educational facility, practice facilities, art creation facilities etc. with closed schools which have general surrounding natural landscape and environment uses well preserved were applied consciousness and the practice about environmental problem to ecological concept. Also, a lot of discussions about ecological concept and study for desirable solutions about practical use of closed schools example have been achieved. However, it is hard to find various ecological practical use examples at filed. In such background, this research wishes to investigate changing space and facilities variously and its usage which is applied ecological concept with regional closed schools.

The Impact of Government Assistance to State-owned Enterprises on Foreign Start-ups: Evidence from Yangtze River Delta

  • Different types of corporate ownership may affect the environment among firms and could influence the decisions of new entities in the region. This study determines the role of state-owned enterprises (SOEs) in hindering new foreign manufacturing firms in the Yangtze River delta (YRD). The negative binomial regression is used for city-sector level data and the following points summarize the results: Firstly, the unique privileges that SOEs enjoy alongside governmental support create difficulties for foreign firms trying to establish themselves near existing SOEs. Secondly, although core cities are more attractive to foreign firms than peripheral cities, the role of core-periphery reveals that, in spite of all the regional advantages core cities could offer, whenever the share of SOEs is higher, the core-periphery system will have an adverse impact on new foreign firms. In other words, government preference for SOEs can suppress the attraction of foreign start-ups. However, after 2008, the governmental authorities finally succeeded in implementing their promising policy of fair treatment and competition in only the core cities.

Why Do Government Policies Fail in Boosting Independent Retailers?

  • Purpose: It is necessary to look at the reasons why the Korean government has failed in boosting mom and pops, even though many aid programs for independent retailers have been introduced. Furthermore, this research will provide policy makers and practitioners with new insight to improve the performance of government policies. Research design: the researcher has had an interview with the 26 practitioners to gather the right information. Furthermore, interview results have been categorized into the government-related issues, support programs and shop owner-related issues, from a practitioner's perspectives. Results: The researcher found that the confusion of governmental support organization, the lack of retail marketing experts, frequent job rotation, the lack of cooperation between bureaucrats and associations, concerned about the governmental-related issues, are failure reasons. In terms of support program issues, the research found the following reasons: no blueprint, the lack of retail experts, relevance to budget scale, and the complexity of budget implementation. Associated with shop owner-related issues, the author found that the causes of failure are closely related to aging shopkeepers, the absence of a successor and increasing dependence on a government. Conclusions: The author proposes that a government has to rebuild existing support programs for small shop owners.

Evolution of Universities and Government Policy: the case of South Korea

  • This paper investigates the two academic revolutions of the Korean higher education system. Since economic catch-up began in the 1960s, Korea has strongly encouraged the activities of its higher education system to serve industrial development as it has progressed through various developmental stages. At the 'strong regulation' stage, universities focused on the provision of technicians. As the need for higher education grew, the 'massive expansion' stage emerged. Finally, most recently, university research and its direct contribution to the economy have been invigorated by strong governmental support. Possibly, this is due to the fact that the Korean government has strongly controlled not only industry but also academia. As long as other East Asian universities have similar conditions to those of the development of Korean universities, we can generalise this model not only to universities in other East Asian countries, but also to universities in other rapid catch-up countries.

Analysis on the Policy Network in the Defense Industry Exportation Support Policy: Focusing on the Success of the T-50 Exportation to Indonesia (방산수출 지원정책에 관한 정책네트워크 연구: T-50 인도네시아 수출 성공사례를 중심으로)

  • T-50 exportation to Indonesia embodied an objective of governmental policy and became a catalyst accelerating the exportation of domestic defense industries. Defense industry exportation is recognized as a new growth engine creating economic interests and it became an important policy of the government. This study will suggest an effective direction for the support policy of the defense industry exportation through analysis on factors behind the success of the T-50 exportation to indonesia in the view of policy network. Policy network theory has its efficacy and workability in analyzing what kind of results are yielded from each policy actor's attributes and their interaction during the execution and establishment of the support policy for the defense exportation. The type of policy network of the T-50 exportation to Indonesia was a policy community. Many governmental ministries, defense industry which is the group of interest, and experts from the research institutes have established the Korea Defense Trade Support Center(KODITS) for accomplishing common policy goal with mutually shared sentiment, and sought for a strategy for the success of the defense industry exportation having official and unofficial meeting centering around the KODITS. Although there were oppositions and conflicts among major actors, though forming a cooperative relationship among majority of the actors, policy-wise decision making for the exportation of the T-50 to Indonesia was efficiently carried out. The cooperative relationship was the key in the success of the T-50 exportation. Considering that the policy community from cooperative mutual interaction is efficient in reaching the goal of the defense industry exportation support policy, this study suggests operating government-wise temporary Task Force(TF) to succeed in big exportation projects such as the T-X exportation to the U.S. In addition, institutional and procedural supplementation such as regular meetings among the head of related governmental ministries and etc. are required in order to enhance the mutually cooperative relationship withing the TF.
