To evaluate damage status and necessities of repair works on the forest-side erosion control structures constructed from 1966 to 1986 in Korea, developmental procedures of erosion control structures from the standard unit-cost tables established by the Forestry Administration every year, existing counter-measures for disaster erosion control system administrated by the government organization and existing status of each structure at constructed site were investigated and analyzed integrally. About 10-15% of the constructed forest erosion control structures were required to be repaired as a result of the investigation. It is actually incapable of repairing the damaged forest erosion control structures caused by excessive run-off and floodings under the existing forest-side erosion control systems. Therefore, it is necessary to put regularly repair erosion control system that will be secured by national budgetary pre-allocation system. Especially, it is also necessary to frame a new system that repair erosion control works by national budget (central government) should be possible for any scale of damages in case of the erosion control projects for the disaster counter-measures. The results of this research could be adopted as important policy data for erosion control policy-making in forest-side in Korea.
The purposes of this study was to confirm the current issues of workforce policy of dental auxiliary personnel in Korea. The literature review and data collection were conducted in terms of the auxiliary personnel supply, regional distribution, legal works, working environment. Despite the rapid increase in the number of dental hygienists, the number of active dental hygienists is less than half of the total, and the dental clinics still experience the shortage. Considering the dental hygienist's work, the available dental auxiliary personnel for the dental assistance is limited. The proportion of dental hygienists is concentrated in large cities, and the ratio of dental clinics composed of only dental hygienists is high. Thus, it is essential to look for a plan to solve the disparity. The criterion for judging the legality of the works is ambiguous because a large portion of dental hygienist's work is not specified in the Medical Technicians Act. The job life is also shortened, and occupational profession and satisfaction are lowered. Thus, job burnout is accelerating. The difference between the legal works and the practiced works of dental hygienist and the conflict between the personnel might be due to the lack of utilization plans for the dental personnel at the government level. Therefore, the government should establish the roles of dental hygienist in accordance with the demands of the dental health service, institutionalize the necessary policies accordingly, and make efforts to establish plans to improve the relevant laws and utilize the manpower appropriately.
An analysis of nursing activities in a in-patient ward and its management was observed in order to assess necessary number of nursing hands and find out reasonable work management with them. The study was performed with two wards of St. Mary′s Hospital, Catholic Medical Center, for the period from July to December 1970. The results and conclusions were as the following 1. The role of the nurses are determined by doctor′s order in 57.7% in kind, 80.0% in amount. and by nurses decision 20.0% in amount. 2. Works related to patient care are found to be 20.6% in the internal medicine ward and 20.4% in the surgical ward while works related to treatment are 4.7% in the former and 27.2% in the letter. Medication occupies 40.0% in the internal medical ward while 26.6% in the surgery ward, and observation occupies 34.7% in the former while 25.8% in the letter. These can be said to reflect characteristic differences bet ween the two wards. 3. When nursing functions were evaluated by importance "A" level in the amount of works to be done occupied 67.6% in the surgical ward and 62.8% in the internal medical ward. In the kind of the important works, "B"level is found to be most frequent with 50% while "A"level 43%. When evaluated by difficulty, "B"level was found to be most frequent in amount in both internal medicine and surgical wards (52.6%, 38.2%). 4. Works needing professional knowledge and skills occupied 92% in the both wards while unprofessional works 2.8% and 4.2% respectively. There are indications, however, that unprofessional works have an increasing tendency. 5. When evaluated by the amount of works, the surgical ward has 11 nurses less and the internal medicine ward 3 nurses less then the necessary number of nursing staffs. There are shortage of 12 and 6 nurses respectively when evaluated by the number of patients and 18 nurses in the both wards when evaluated by the medical regulations of the Government. 6. The ratio of the nursing staff to patient was found to be 1:11.5, 1:23.0 and 1:34.5 in the morning, evening and night turn in the surgical ward. In the medical word the ratio was 1:9.4, 1:22.0 and 1:33.0. 7. The deficiency of necessary equipment and tension accompanying management of those equipment were found to lower the effective functioning of the head nurse who is a junior manager of the ward. They also consume much of the time and energy of the nurses at work who are over burdened in most of the cases. 8. The high rate of the number of nurses who leave the job impairs the functioning of team work which is considered to be most important in the effective performance of nursing activities and thus contributes to lower the efficiency of nursing functions.

Since Jan. 2004, the Ministry of Construction and Transportation has partly introduced estimation system of historical cost data in order to reflect result cost of construction market to cost estimation for public construction. It is expected that the purpose of the introduction would be evaluated considering the long-term development of domestic construction industry. In article 3, paragraph 4 of the planning criteria of estimated cost of financial regulation related to government contract rule, the profit estimated by historical cost data indicates sales profit and it is calculated by multiplying the sum of direct cost, indirect cost and general overhead by rate of profit. Finally, it is said that rate of profit cannot exceeds 10%. However, there are a lot of constructions for electronic equipment in the electronic construction and the proportion of government furnished material is very high, not like engineering works or constructions. Therefore, as the proportion of material cost over direct cost is relatively lower, if current rate of profit (10%) is applied, there would be a wide difference of cost in the items of profit under the estimation system of historical cost data. This paper was conducted to examine estimation methods of the items of profit under the estimation system of historical cost data and suggest reasonable applications.
The Philippines was colonized by Spain for about centuries, from 1521 to 1898, and ruled by America for around four decades, from 1899 to 1946. After recovering from the Second World War, the government started to harness human labor as export itself. In the present time the overseas Filipinos keep the economy afloat with their steady transfer of money to relatives and dependents. Through the art works, the issue which Filipinos were exploited and exported by its government has been reflected as the various allegories. As Filipinos traditionally follow and keep Catholic belief, themes of Christ's sacrifice has allegorically been represented as salvation, struggle, suppression, and emancipation of people. Through the allegory, we can interpret both the intrinsic and superficial texts. Also we can identity certain modes of the visuality of allegory in selected works from Philippine art history that in their complex mediations materialize the people and dignity of their predicament and their prevailing. Philippine art can be divided as three different features: passion, vagrancy, and mass formation. The passion stage was depicted as deep structure of Christian thought and devotional feeling, harsh capitalist system. In the pictures of vagrancy, under the regime of Ferdinand Marcos, the themes of drift, deprivation, and homelessness are reckoned through the images of pictures. The stories represented with allegory have been played an important role to bring local issues up as national ones. Those stages take us to the processes of mass formation or the depiction of the people as a moment in the totality of force. The allegorical sign refers to another sign that precedes it, but with which it will never able to coincide reach back to a previous stage and in this constant attempt at return incorporates a structural distance from its origin. The true people's art is one that radically generates transformative technologies and techniques so that it irrevocably breaks the plane of "art". In the painting, the truth is represented by functioning as foundation of a rhetoric of the image. And at this axis, the passional, the vagrant, and the mass formation tend to come together because they render the form of contingency that must be suffered and hopefully surpassed, a Filipino subjectivity that must be stitched in time.
South and North Koreas are putting forth efforts to overcome the distrust and animosity of the past 50 years to open an era of harmony and cooperation where the two halves can work together for mutual benefits. As part of those efforts, both parties are working now to reconnect the railways between the North and the South that remained broken for the past 60 years. In addition, the restoration of Trans-Korean railway paves the way for the "Silk Road Railway" which links European continent to Asian regions and Pacific Rim. The restoration project acts as a conduit for cooperation within in the Northeast Asian continent, hence, an important tool for facilitating peace and prosperity within the Northeast Asian region. Notably, the Railway project is regarded as the cardinal future-oriented peace building project for cultivating constructive, cooperative relations (Trans-Korean Railway and Trans-Asian Railway works) by stimulating human resources and commodity flows through railroad transportations. Northeast Asian region takes on a similar instance to the unification of European continent through its astounding development in railroad transportation, i.e., the international re-construction of Railroad lines will act as a catalyst to link Eurasian areas into one regional community for cooperation and peace. At present, the government is creating a momentum to bind trans-Eurasian railroad works and an initiative for "Northeast Asia Railroad networks and consultative organization". The South Korean administration paves the way to develop railroad network within South-North Korean, Russia and Eurasian region. It also fosters railroad cooperation with China for people and goods transports. To achieve such objectives, the project requires wide publicity and cross-border cooperation from concerned countries. The blueprint would have to be drafted up for Northeast Asian railroad train demonstration runs, Northeast Asian transportation agreements, with a bid to promote constitute Northeast Asian Railroad Consultation body. Moreover, the government would also have to prepare both, a draft of the linkage and the mandated standardized proposal.

S. Korean Government has accelerating its efforts to enhance the quality of the drinking water. The Ministry of Environment has declared the law of securing water-pollutant buffering zone to minimize the inflow of the point and nonpoint sources into the drinking water sources. As a first phase of installing nationa-wide water-pollutant buffering zone, approximately 300km buffering zone has been delineated along the South and North Han river, the major drinking water sources for the capital area of S. Korea, which has the population of more than 12 millions. The buffering zone has the width of 1,000 meter for the special protection area, and 500 meter for the remaining area from both ends of the river. The major works have been done in three stages. Firstly, the boundaries lines of the buffering zone was delineated on the digital topographic maps. Secondly, the maps were overlayed with the cadastral maps to identify individual land parcels, the street address of the major pollutant discharging facilities, and all different types of pollutants including livestocks. Thirdly, the field work has been done as a verification. Once the buffering zone was generated, all the information for the buffering gone were created or imported from other government agencies including official land price, details of the major manufacturing facilities discharging considerable amount of pollutants, major motels and resorts, not to mention of restaurants, etc. Also, major livestock houses were located to identify the path of the pollutant inflow to the drinking water source. Further works need to be continued such as purchasing private lands within the buffering zone and change the land use in the efforts to decrease the pollutant amount and to provide more environmentally friendly space. Also, high resolution satellite imagery should be utilized in the near future as a cost-effective data source to update all the landuse activities within buffering zone.

The Construction Management(CM) System in Korea is systematized both in name and reality by being prescribed in Construction Industry Act('97) and Construction Management Act('01) through various discussions considering reformation of construction industry structure and enhancement of construction technology competitiveness. Specially in the public construction works, CM Pilot Project is promoted by central government for the activation of CM system introduced for efficiency of public construction project. The promotion of Pilot Project is not only the settlement and activation of CM system but also the process to embody and diversify the CM system. Now we should develop various CM application type such as Owner type, PM type and type for private capital project in doing so. And with this efforts, we could expect that CM system should play an important role to enhance the efficiency of public construction works and should affect private construction sector.
This paper tried to understand the effects of alcohol-reducing program on drinkings behaviour of workers on works under 5 employees. For these, this paper understood a change of drinkings custom and degree of alcohol-reducing strategy practice by enforcement of alcohol reducing program over 7 times during 3 months Reaults from analyses are as follows 1) A health problems related to drinkings were a chronic fatigue and indigestion, 15.5% was over 5 items among items related to liver disease. 2) The subjector of investigation all was involved over 2 items among items that a drinking custom must be collecred. 3) The change of drinkings custom between before and after on enforcement of alcohol reducing program showed a effective difference. 4) For a degree of the alcohol-reducing strategy practice, "reducing drinkings days" was 82.9%. "bearing drinkings impulse" 70.7%, "exchanging drinkings custom" 56.1%, "avoiding drinkings friends" 51.2%, Yet, "avoiding drinking place" and "preparing leisure activity to exchange drinkings" showed a low practice ratio. 5) For correlation between drinkings drinkings behaviour and degree of alcohol-reducing strategy practice, the more drinkings times before program paticipatance the higher alcohol-reducing strategy practice, alcohol dependency and drinkings times, alcohol-reducing strategy and drinkings times, befere drinking custom had an effective negative corelation, after drinkings custom and alcohol-reducing strategy a strong effective positive corelation. 6) workers writing drinkings paper decreased drinkings times. Implications from results are as follows The alcohol-reducing program is necessary to works under 5 employees, and needs to he operated continously. Especially, in works under 5 emplyees, the alcohol-reducing programt needs to be operated by firm or government.
