A Study on Efficient Supporting Policy of Domestic 3PL Market Using System Dynamics Model (System Dynamics 모델을 이용한 국내 3PL 시장의 효율적인 육성 방안에 관한 연구)

  • Recently, due to the globalization of business, the efficient supply chain management(SCM) is considered as the key initiatives of business activities, and the leading logistics companies are trying to provide the differentiated 3PL services to meet their customers' needs. The domestic 3PL market scale, however, is still small and the logistics companies' competence is not good enough, so that 3PL companies need to concentrate on their logistics strategies and the government's supports and related policies are required. In this point of view, we developed the system dynamics model and forecasted middle or long-term domestic 3PL market. Through the result, we suggest the roles of government and the directions of policies to support the domestic 3PL market effectively.

  • The status of microfactory or microfactory-related research in some advanced countries are investigated. Under the financial support of government, Japan has accomplished the Microfactory Project, the United States has pursued the Micro/Meso mMf project, and European countries have been studying micro assembly systems. In Korea, several universities and some large manufacturers have participated in the development of micro-components or micrcrdevices based on MEMS technology since the late 1990's. Microfactory is a process which achieves an integrated micro-manufacturing system in a production system, which is followed by the steps of micro-technology of machine parts based on micro-system technology. In addition, this process is a new concept of manufacturing system that renovates the existing manufacturing system It is sure that the research of micro- manufacturing technology must lead to nano-technology in the near future, with intensive financial supports of government for this technology.

Efficiency of Purchase Management as Determined by the Adoption of School Meal Service Support Center in Gyeonggi Area (경기지역 학교급식지원센터 도입 여부에 따른 구매관리 효율성 연구)

  • This study was undertaken to provide basic data for revitalizing the school meal support centers and improving school meals, by analyzing the purchase conditions and satisfaction of food according to an adoption of a school meal service support center. Comparing the purchasing efficiency, convenience to purchase, and higher overall satisfaction was achieved when a school meal service support center was adopted by the local government, as compared to non-adopted school meal service support centers. Therefore, it is considered that the adaption of a school meal service support center is urgently required by non-adoption local governments. Moreover, the stability of food material supplies was also higher in the adopted rather than the non-adopted centers. Satisfaction with the quality of food ingredients was also found to be significantly higher in the adopted centers. These results indicate that if the local government adopts and introduces the school meal support center, inconsistencies observed in the return and exchange processes experienced by the non-adopted centers can be resolved, and food quality satisfaction can be improved. We, therefore, propose the necessity to implement a system for determining reasonable pricing by establishing systematic cooperation among schools, manufacturing entities (suppliers), and the School Meal Service Support Center.

Study on Supervision System of Chinese Specialized Farmers Cooperatives: Experience of the Korean NongHyup

  • Purpose - The Chinese government's policies and funds enable specialized farmers cooperatives to develop vigorously. However, the non-systematic supervision system affects the interests of farmer-members of these cooperatives, which are similar to the Korean NongHyup in many aspects but differ in their supervision systems such as distribution. Therefore, this paper aims to identify the problems of specialized farmers cooperatives, and obtain some insights from NongHyup. Research design, data, and methodology - Data were collected from farmers, the government, and cooperatives in northern China's Shandong Province (the cities of Jinan, Qingdao, Weifang, Linyi, and Heze) through a literature survey, case analysis, and comparative analysis in each city. Results - 1) Specialized farmers cooperatives should establish a transparent regulatory mechanism and be subject to dual supervision from both the Chinese government and farmers. 2) The Chinese government and civil society should offer more support to the cooperatives, and strive to change farmers' backward attitude through education and training. Conclusions - Small cooperatives could merge into large ones and undertake social responsibility through the establishment of labor unions.

Plan for Risk Reduction of Smart Factory Process through Accident Analysis and Status Survey (재해분석과 실태조사를 통한 스마트 팩토리 공정의 위험성 감소 방안)

  • The domestic smart factory is being built and spread rapidly, mainly by mid-sized companies and large enterprises according to the government's active introduction and support policy. But these factories only promote production system and efficiency, so harmfulness and risk factors are not considered. Therefore, to derive harmful risk factors in terms of industrial safety for 12,983 government-supported smart factory workplaces from 2014 to 2019, industrial accident status analysis compared workplaces with automation facilities and government-supported workplaces with automation facilities. Also, to reduce risks associated with domestic smart factory processes, twenty government-supported workplaces with automation facilities underwent analysis, evaluating risks through a status survey using the process evaluation table. In addition, the status survey considered region, size, industry, construction level, and accident rate; the difference in risk according to the structure of the process was confirmed. Based on the smart factory process evaluation results, statistical analysis confirmed that serial, parallel, and hybrid structures pose different risk levels and that the risks of mixed structures are greater. Finally, safety control system application was presented for risk assessment and reduction in the smart factory process, reflecting the results of disaster analysis and actual condition investigation.

  • The purpose of the paper is to suggest government policies that are practically helpful to small business owners in pandemic situations such as COVID-19. To this end, keyword frequency analysis and word cloud analysis of text mining analysis were performed by crawling news articles centered on the keywords "COVID-19 Support for Small Businesses", "The Impact of Small Businesses by Response System to COVID-19 Infectious Diseases", and "COVID-19 Small Business Economic Policy", and major issues were identified through LDA topic modeling analysis. As a result of conducting LDA topic modeling, the support policy for small business owners formed a topic label with government cash and financial support, and the impact of small business owners according to the COVID-19 infectious disease response system formed a topic label with a government-led quarantine system and an individual-led quarantine system, and the COVID-19 economic policy formed a topic label with a policy for small business owners to acquire economic crisis and self-sustainability. Focusing on the organized topic label, it was intended to provide basic data for small business owners to understand the damage reduction policy for small business owners and the policy for enhancing market competitiveness in the future pandemic situation.

  • The objective of this study is to investigate the commercializations and difficulties on the farm-food. For the activation of the farm-food, it is necessary to totally review the support of the government and prepare the supporting system like manual on the commercialization of farm-food that is helpful to the small farmers. It is also necessary to support small farms strategies customized for increase the sales and satisfaction on farm-food and build-up the promotion related to the green tour and/or farm experience. The results and finding of this study can be used to build-up the supporting system that reflects the rapid change of market and customer's preference. They can also be used to design rational policies that is helpful to the farm-food producers.

  • The main thrusts of Canadian regional innovation policy lies in the two tract system. Federal government decides only the strategic research and development sectors and priorities, and then researchers and stockholders in the regions decide and implement the specific networking relationships and appropriate governance system. This paper reviewed the decentralized and market-friendly Canadian regional innovation support system and the characteristics of Canadian innovation clusters: Learning, Labour, Location, Leadership, Legislation/ Labs. finally, policy implications for Korean regional innovation system such as networking, formation of social capital, and business support systems are offered.

Factors Affecting the Diffusion of Health Center Information System (보건소 정보화시스템의 도입에 영향을 미친 요인)

  • Objectives : This study was conducted to review the diffusion process and factors affecting the adoption of the Health Center Information System (HIS). Methods : Data were collected from POSDATA (private company), MOHW, other Ministries and local governments. To specify the date of adoption, supplementary information was collected from 40 health centers. The following three kinds of factors were analyzed. Internal factors included type, size, and innovativeness of health centers. Community factors were composed of population sire, economic status, and level of education. Organizational environmental factors consisted of information score of the municipalities, financial support of the from central government, and the neighborhoodness of innovator health centers. Results : All health centers in the metropolitan cities of Seoul, Gwangju and Jeju adopted the HIS. The laggards were those in the metropolitan cities of Busan (18.8%), Incheon (20.0%) and Daejun (20.0%), and cities with population more than 300,000 (54.8%) and counties with health center hospitals (47.1%). Financially supported rural health centers adopted the HIS more rapidly than those not supported. The factors identified as being statistically significant (p<0.05), from a univariate analysis by Kaplan-Meier method, were: (1) internal factors of the type, size and innovativeness of health centers; (2) community factors of population size and economic status; (3) organizational environmental factors of the central government financial support and the neighborhoodness of innovator health centers. A multivariate analysis, using a Cox proportional hazard method, proved the innovativeness of health centers, central government financial support and the neighborhoodness of innovator health centers, were statistically significant (p<0.05). Conclusions : The innovativeness of health centers, financial support from central government and the neighborhoodness of innovator health centers, rather than community factors related to regional socioeconomic status, affected ffe adoption of the HIS in health centers. Further in-depth studies, modifying the MOHW's strategy to propagate the HIS to the laggard health confers, are recommended.
