Innovation Management in the Australian Government: Cost and Benefit of R&D Tax Concession Program

  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement (DISR 2000, 20010, launched by the Australian Prime Minister?in January 2001, commits an additional $3 billion over five years to encourage and support innovation. The Australian Government aims to?build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity.?It develops policies and programs to enhance investment in innovation. The Australian Government has established a number of R&D funding support programs aimed at increasing the level of R&D in Australia. The backbone of these programs is the tax concession program, which is made up of the 125 per cent R&D tax concession, the 175 per cent premium tax concession and the tax offset. Over 4000 businesses take advantage of the tax concession scheme, which costs the government around $400?million a year. This cost is expected to rise to over half a billion by 2005-06 (Commonwealth of Australia, 2003). Ensuring these resources are invested where they provide significant national economic benefits is a major policy issue. In this sense, this paper looks at the appropriateness, effectiveness and efficiency of the R&D tax concession with costs and benefits analysis.

공무원의 건강행동 및 개인 간.조직 차원의 건강환경과 직무스트레스의 관계 (Health Behaviors, Interpersonal/Organizational Health Environment, and Job Stress among Government Officials in Korea)

  • Objectives: We aim to investigate association between health behavior, interpersonal/organizational environment and job stress among government officials. Methods: Through health examination and a survey, this cross sectional study investigated 543 government officials working at Central Government Complex in Seoul, Korea. Health behaviors included alcohol drinking, smoking, moderate exercise and food frequency. Interpersonal environment was measured by health behavior practices of significant others and social support for health promotion. And the measures of organizational environment included facilities for exercise, health related norms and health supportive organizational systems. Job stress was assessed by short version of Korean Occupational Stress Scale(KOSS). Results: The level of job stress among female officials was higher than that of male officials. Multivariate logistic model suggested that higher job stress in male officials was significantly associated with lower position(OR=0.267, p<.01) less grain intake(OR=0.642, p<.05), lower level of social support(OR=0.810, p<.01) and abdominal obesity(OR=2.407, p<.05). On the contrary, female officials' stress level was negatively associated with healthy organizational environment(OR=0.725, p<.05). Conclusions: It is suggested that addressing job stress require tailoring intervention by gender characteristics and integration of interpersonal and organizational level approaches.

What Else Is Needed in the Korean Government's Master Plan for People With Developmental Disabilities?

  • On September 12, 2018, President Jae-In Moon announced the Comprehensive Plan for Lifelong Care for People with Developmental Disabilities, with representatives from the associated government branches (Ministry of Health and Welfare, Ministry of Education, and Ministry of Employment and Labor) in attendance. The goals of this plan are to provide health, medical, rehabilitative, special education, and social welfare services according to the life-stages of the affected individuals; to reduce parental pressure; to promote social interventions; and to enhance community-level participation in order to create a 'welfare society in harmony.' However, in order for the plan to succeed, additional efforts must be made in the following areas. First, an epidemiological survey is needed to understand the scale, prevalence, and incidence of developmental disabilities and to establish an evidence base to support policy development. Second, accurate definitions of developmental disabilities must be established in order to avoid policy discrimination based on impairment type and age. Third, personal evaluations to assess disabled individuals' unmet needs and customized service designs to deliver those needs are required. Fourth, the plan must fulfill the goals of accessibility and fairness that the government intends to provide. Fifth, the government should consider an integrated financial support system and to propose a detailed plan for monetary distributions. Finally, an integrated system that links health, medical, employment, educational, and welfare services must be constructed.

독서동아리 운영현황과 과제: 지자체 지원 사업을 중심으로 (Current Status and Strategies for Reading Clubs: the Case of Local Government Support)

  • 이 연구는 독서동아리에 대한 사회적 지원이 확대되고 있는 상황에서, 지자체의 지원을 받고 운영된 독서동아리를 사례로 실제 운영현황은 물론 정책적 지원이 독서동아리 활동에 얼마나 유용한지에 대한 검증작업을 수행해보고, 향후 독서동아리 활성화를 위해 해결해야 할 과제가 무엇인지 논의하는데 목적을 두고 있다. 이를 위해 이 연구에서는 (1) 독서동아리의 구성요건과 독서동아리 참여 현황을 전반적으로 살펴보고, (2) 독서동아리의 운영실태를 바탕으로 동아리 회원의 관점에서 살펴본 동아리 활동의 만족도를 분석해봄으로써 지금까지의 성과와 지원활동의 의미를 확인하면서 (3) 향후 독서동아리 활성화를 위해 검토하고 준비해야할 과제가 무엇인지에 대해 논의하였다. 논의에 필요한 데이터의 수집을 위해 A지자체의 지원을 받은 15개 독서동아리 회원을 대상으로 설문조사를 수행하였으며, 수집된 데이터는 빈도분석을 이용하여 분석하였다.

Revision of Biotechnology Support Act for Accelerating the Bioeconomy

  • The Biotechnology Support Act has provided a legal basis for promoting the biotechnology field as the highest legal authority in the biosciences since its enactment in 1983, and has contributed to enhancing Korea's biotechnology research and development (R&D) capabilities and to revitalizing bioscience ecosystems by establishing policies for supporting biotechnology, expanding the government research and development, and promoting industrial applications. The revised bill of the Biotechnology Support Act is the law that reflects changes in the technological and social environment and that provides a legal basis for practical support of government policies such as total periodic research support, commercialization empowerment, and creation of an innovative research environment, and it will come into effect in November, 2020 after a six-month grace period. The main contents of the revised bill are 1) increasing status as a general norm in the biotechnology field, 2) establishing data evidence-based policies, 3) inducing biotechnology innovation, and 4) promoting regulatory science, especially research and development. This revision has been reorganized in a timely manner in accordance with the current technological advancements, changes in society and environment, and both quantitative and qualitative growth of the domestic bioscience ecosystems and its competitiveness are expected by systematic supports and promotions of the government during the whole period in terms of research and development (R&D) as well as business and industrialization.

A Study on the Awareness of Dental Hygienists on Maternity Protection and Work-Family Balance Assistance Policy

  • Background: This study investigated the awareness and utilization of maternity protection and work-family balance support policies among dental hygienists in dental hospitals and clinics. Methods: We surveyed 200 dental hygienists. Twenty-two who did not meet the inclusion criteria were excluded, leaving 178 participants for analysis. The self-administered 48-item questionnaire gathered information on demographics, workplace details, policy awareness, government knowledge, and suggestions for improvement. Results: Awareness of maternity and family support programs significantly differed with age, marital status, number of children, and clinical experience. Dental hygienists in general hospitals and university hospitals reported greater ease of utilizing these policies compared to those in dental clinics. Among the participants, 27.7% took pre- and post-maternity leave, 26.6% took parental leave, 16.9% had reduced working hours during pregnancy, 15.8% had reduced working hours during childhood,and 8.5% during family leave. To promote program uptake, participants suggested mandatory implementation across workplaces (68.4%), expanded support for substitute workers (48.6%), and increased education and promotion of government support (42.4%). Conclusion: While most dental hygienists were aware of the Maternity Protection and Work-Family Balance Assistance Policy, utilizing it proved challenging due to several factors. Organizational policies or practices may not fully implement this policy, while workplace culture could discourage its use. Unfair treatment and the lack of available substitutes further hindered access. To prevent career interruptions for dental hygienists due to pregnancy, childbirth, childcare, and family care, and to maintain career continuity, the dental community and government should establish a multifaceted social support system. This system should prioritize several key areas: strengthening policy promotion, fostering a family-friendly atmosphere, improving management and supervision of policy implementation and developing a robust support system for substitute personnel.

재해의연금 지원의 신속성과 공평성 -이재민과 공무원의 인식을 중심으로- (Promptness and Fairness of the Disaster Relief Donations Support -Focused on Perception of Disaster Victims and Civil Servants of Local Government-)

  • 재난은 거의 매년 반복적으로 발생하고 있으며, 피해규모에 따라 각종 재난지원금과 의연금품이 지급된다. 그러나 재난지원금과 의연금품을 지급받는 이재민과 지급하는 담당공무원의 의연금 제원의 신속성과 공평성에 관한 인식을 분석한 연구는 미흡하다. 이재민은 의연금 배분의 실질적 수혜자이고, 시군구 공무원은 의연금 배분에 필요한 자료조사 및 대상자의 적법성 등을 판단하는 주체라는 점에서 중요한 연구대상 그룹이다. 이러한 맥락에서 의연금 지원제도의 문제점과 개선방안의 도출에 있어서 이들의 인식은 중요한 분석의 근간이 되므로 재해이재민과 담당 공무원의 인식조사는 매우 중요하다. 본 연구는 재해의연금 지원의 신속성과 공평성에 대해 의연금의 직접적인 수혜자인 이재민과 피해조사를 담당하는 재난관리 담당 공무원, 그리고 전달자 역할을 하는 의연금 담당 공무원들의 의연금 지원의 신속성과 공평성에 대한 인식을 조사하여, 의연금 지원제도 개선의 정책적 함의를 도출하는 데 연구의 목적이 있다.

농촌경관정책의 실효성을 위한 평가요소 도출 (Evaluation Elements for Effectiveness of Rural Landscape Policy)

  • For rural landscape management to run in virtuous circle, the present study has paid attention to the roles and activities of local residents and administration, which are the main sectors of managing landscape. In this respect, this study is aimed to arrange the roles of local residents and administration for landscape management and propose the basic data necessary to develope evaluation index for effectiveness of rural landscape policy. Key findings and implications are as follows. First, literature reviews of 18 landscape management studies found 37 administrative roles and 7 roles of local residents. And those roles were classified into 3 factors by similar concept: 'local government support system', 'landscape management planning', and 'promoting the participation of residents'. Second, two Delphi surveys were conducted with landscape experts to verify the validity of those evaluation items by sector. Third, factor analysis was carried out to analyze the hierarchical structure of those evaluation items. 3 sub-factors were extracted from 'local government support system' sector; 2 sub-factors from the 'landscape management planning' sector; and 4 sub-factors from the 'promoting participation of residents' sector. Fourth, the hierarchy of those evaluation factors was divided into high and low classes and sub-indexes were structured to examine the relative importance of each class and assign a relative weight on each index. The most important sub-factors were turned out as follows: 'local residents' will to practice landscape activities (0.112)', 'local government budget for rural landscape management (0.088), and 'restriction on buildings by village regulation (0.068). It indicates the viewpoints of the landscape experts that local residents' voluntary participation in landscape activities and agreement of local residents on landscape management by village, e.g. village regulation, are preconditions for successful landscape management. In addition, it is significant for a local government to secure the budget of landscape management to support local residents support.

상업스포츠시설의 발전방안 (Developmental Solutions of Commercial Sports Facilities)

  • 우리나라의 상업스포츠시설은 선진 국가에 비견해 볼 때 아직도 미흡한 점이 많으며, 여러 가지 해결해야 할 시설경영적 사회제도적 문제점을 지니고 있다. 상업스포츠시설의 발전을 위해서는 시설경영 능력을 제고하고 사회제도적 자원을 확대해야 한다. 첫째, 시설경영능력을 제고하기 위해서는 지도자 처우개선 및 고용확대, 경영 마케팅 능력 강화, 서비스품질 및 고객만족 향상, 시설의 현대화에 노력을 집중시켜야 한다. 둘째, 사회제도적 지원 확대를 위해서는 전문인력 양성 배치의 강화, 스포츠시설 규제완화 제도개선, 조세 금융 지원 확대, 스포츠시설업 정보망 구축 등에 많은 노력을 기울여야 한다. 결국, 상업스포츠시설업 주체는 시설경영 능력 향상을 위한 혁신적 노력을 기울여야 하며, 정부나 지자체에서는 상업스포츠시설이 발전할 수 있는 최적의 사회환경을 만들어 주어야 할 것이다.

독일정부 지원정책에서 관점에서 살펴본 한·독간의 국제기술협력에 관한 연구 -거래비용 이론을 중심으로- (The Research on German Government Political Support for International Cooperation between Korea and Germany with a specific focus on the Transaction Cost Theory)

  • 한독간의 국제기술협력은 한국 및 독일 양국에게 중요한 정책이다. 독일입장에서 한국과의 국제기술협력은 중국 및 일본을 겨냥한 주요 아시아 국가의 전략적 거점으로서 중요하다. 또한 한국도 기존의 연구를 통해서 살펴본 바와 같이 독일과의 국제기술협력은 EU의 전략적 거점 국가로 중요하게 다루고 있다. 이러한 양국간의 중요함에 비해 지금까지 한국에서는 한독간의 국제기술협력을 위한 우리정부의 정책에 대한 연구는 꾸준히 되어온 반면, 독일정부가 한국과의 국제기술협력을 위한 독일정부가 실행하는 정책에 대한 연구는 아직 없다. 본 논문에서는 독일정부가 한 독간의 국제기술협력을 지원하는 정부정책이 무엇인가를 알아보도록 한다. 제 2장에서는 거래비용이론에 토대를 두고 국제기술협력정책을 살펴보고 제 3장에서는 연구방법을 그리고 제 4장에서는 독일정부의 한국과의 국제기술협력 정책을 살펴보았다. 제 5장은 결론분야로서 독일정부의 정책에 토대를 둔 한국정부의 향후 방향에 대해서 알아보았다. 연구결과로는 독일정부는 자국의 기업들을 위해서 장애요인으로 나타나는 한국에서의 네트워크를 형성하는데 많은 지원정책을 하는 것으로 나타났다.
