  • This paper investigates the effect of competition on innovative activity. In the research contest, the foremost reason for limiting entry into tournaments is to raise the level of contestant's effort and to make the firms compete so that high value of innovation will be procured. Thus, a sponsor (or government) needs to take account into effort-inducing effect as well as effort-reducing effect from competition when she restricts entry. In this paper, this competition effect will be analyzed for the model of procurement for innovation, and it is shown that the individual effort level is not monotonic to the number of contestants.

  • The price and revenue of rice are expected to decrease due to increasing rice imports, decreasing consumption and the discontinuance of the government's rice procurement. This degenerating profitability is leading to a rise in the cultivation of upland-crops such as beans, fodder crops and fruits in paddy fields. However, there is a lack of research on the selection of rice substitute crops which are adaptable to the relevant region through profitability analysis. This research, therefore, analyzed investment profitability of rice substitute crops for Cheorwon-gun area in Kangwon province. The study applied net present value (NPV) and internal rate of return (IRR), which fit for mutually exclusive investments that make one selection to the exclusion of other crops. Target crops are green house plants in Cheorwon-gun area. Financial analysis showed paprika and cucumber have investment feasibility for automated vinyl greenhouses and conventional plastic greenhouses respectively.

  • In recent years, electric industries in many countries confront with a structural change in business and socio-economic environments. Since 1984, PUC and utilities in U.S.A. have adopted or developing competitive bidding systems, and this new procurement programs prevailing and restructuring the power markets. In Korea, government and the Korea Electric Power Corporation (KEPCO) invited the private sector to build and operate two 500 MW coal plants and two 400 MW LNG plants during 2001 - 2004. The plan also specifies basic concepts and conditions for the IPP projects such that new IPPs are selected through competitive bidding system with the purchased power price based on the avoided cost. In this study, the direction, guideline and scoring methods to Korean IPP bidding system are presented. Also, as a benchmark price and rates for purchased power, the avoided cost calculation models are developed, this study may contribute for the development of private power in Korea, and improve overall economic efficiencies of whole electric power sector.

  • The aim of this paper is to show how LCA(Life Cycle Assessment) is used as a tool to evaluate the environmental burdens associated with EMU(Electronic Motor Unit), especially one of main components, an interior panel. Thus, the LCA results are polished into the general environmental product declaration format to communicate with the industrial and institutional customers. The format includes the product information and environmental information. In the list of environmental information, profile is consisted of two major results from the LCA study. One is the inventory analysis and the other is the characterized impact results. The format shown in this paper can be the one of option to choose environmentally preferable product and suggestion aimed at the institutional consumer such as government procurement office and corporation's purchasing department.

  • KAERI has worked on the development of an advanced spent fuel conditioning process (ACP) since 1997. A hot cell facility, termed the ACPF, has also been developed. The ACPF consists of two air-sealed hot cells. The results of a safety analysis as part of the license procurement process stipulated by the Korean Government showed that the facility was designed safely. After its construction, an integrated performance test was performed. The results of this test confirmed that the facility satisfies the design requirements.

  • Simyak (Finding Herbs) was a medical bureaucracy appointed directly by the central government of the Joseon Dynasty to the province. Simyaksalye (Casebook of Finding Herbs) was a 19th-century manuscript dealing only with Simyak. This study has outlined and analyzed the contents of this document. This article reveal facts which include : 1) The year of completion of this document was after December 24, 1873. However, the contents of the text were mixed with different writing periods in the 19th century. 2) The author of this document was assumed to be a member of Jeonuigam. Jeonuigam-based expressions appear in the content. 3) Simyak's main focus was not on contributing to local health care, but on the procurement of goods for central care. Much of Simyaksalye's content were on medicines and goods facts and their benefits. If Simyak's role was important in local medical cadet education, then there would have been rules related to it.

  • In Korea, local governments and local agencies had to apply a version of the first price auction augmented by an ex-post screening process when they procure construction contracts. However, this first price auction had been criticized because it was felt that too much price competition could lead to poor ex-post performance in construction. In response, the existing auction method was recently replaced by a version of the average price auction with a similar screening process. This paper empirically examines the effectiveness of this reform and finds that the replacement only increases the fiscal burden of local governmental bodies without making any improvement in the ex-post performance.

  • The acceptance of unsolicited proposals (a private-initiated process) has been viewed by several governments as a means of encouraging innovative initiatives. However, the ramifications of this mechanism are still poorly understood. This paper analyzes a framework used by the Taiwanese government to evaluate unsolicited proposals. Taiwan's experience demonstrates the need for an improved framework in which key issues such as building consensus, maintaining a transparent procurement process, ensuring sufficient competition, and protecting intellectual property rights shall be addressed. In addition, the case study suggests that the roles of participants, the relationships and interfaces of activities, information flows, and decision making points should all be well defined. Some fundamental differences between solicited and unsolicited proposals are also discussed.
