  • Recently, a bed company's product has detected a certain level of radon or higher, making it a popular search word on portal sites. Because of this problem, people are becoming more interested in radon. The government plans to support the establishment of a radon alert system for households through a radon concentration survey of 10,000 households. The use of palm charcoal as an indoor finishing material will reduce the risk of lung cancer through radon reduction. The experiment used a method of replacing palm activated carbon with blast furnace slag, and the adsorption performance of radon tends to increase as the replacement rate of palm activated carbon increases.

  • Recently, the South Korean government actively opens the public data to encourage people to use it in private sector. It is based on 'Government 3.0' that is the paradigm for government operation. According to this trend, a data platform is required for establishing and commercializing business models that utilizing geospatial data. However, it is currently insufficient to establish the geospatial data system using the text-based public open data. This study constructs a geospatial data supply system using the public data for the purpose of providing and using the public data of spatial reference type efficiently. It improves the accessibility of user and the usability to the public data having location information. Besides, this study suggests that the components of the appliance system that connects the public data from different public institutions for different purposes with producing the geospatial data in the type of a finished product.

  • Considering time-lag in the performance evaluation of information system (IS) investment is important because its effect reveals after certain period of time passed. Particularly it is more in the systems of e-government informatization projects which the amount of investment and the scale of business are huge. Many methods to solve this issue have been proposed such as system dynamics methods, simulations, structural equations etc. However, it is still difficult and unsolved problem because collecting practical data for time-lag analysis is very hard. In this paper, we analyze IS time-lag effect through factor analysis using the accumulated practical operational DB data. For the performance evaluation of the G4C system, the representative e-government web portal, we selected eleven factors reflecting time passing in G4C DB data. With these factors this paper conduct time-lag analysis in four view points. First, we conducted 'Stabilizing of G4C system' and got a result that IS is needed about three years for the stabilization. Second, we conducted 'Utilization of G4C system' and got a result that the utilization reaches appropriate level after in three years later after the introduction of G4C system. Third, we conducted 'Cost reduction effect' and got a result that cost reduction is stable in the third year after the introduction of G4C system. Lastly, we conducted 'System maturity effect' and got a result that the system reaches to the quality level that users expect after third to fourth years. According to the results of this research, we found that performance of IS improv continuously not immediately, and it needs three or four years of time-lag.

  • Public open data is a database or electronic file produced by a public agency or government. The government is opening public data through the open data portals and individual agency websites. However, it is a reality that there is a limit to search and utilize desired public data from the perspective of data users. In particular, it takes a great deal of effort and time to understand the characteristics of data sets and to combine different data sets. This study suggests the possibility of interlinking between data sets by analyzing the common relationship of item names held by public data. The data sets are collected from the open data portal, and item names included in the data sets are extracted. The extracted item names consist of formal context and formal concept through formal concept analysis. The format concept has a list of data sets and a set of item name as extent and intent, respectively, and analyzes the common items of intent end to determine the possibility of data connection. The results derived from the formal concept analysis can be effectively applied to the semantic connection of the public data, and can be applied to data standard and quality improvement for public data release.

  • The purpose of this study is to examine the current state of illegal distribution of literary works on internet cafes and homepages, and figure out how to protect the rights of copyright holders. For this study, examined were the cafes and menus of homepages of major Websites on the Internet, where illegal copying and delivery of literary works could happen. For each Website, the volumes of the entire collection, the number of literary works held, the maximum and average number of transactions were investigated, and literary works categorized according to genres were analyzed. The result shows that the strict legislation and regulation by government or copyright organizations could hinder the positive distribution of awareness about the copyright : but, still strongly needed is the promotion and education of the importance of copyright to help the public understand better. Providers of portal services should take a proper step to strengthen the training of and systematic support for copyright-related issues for both operators and users of cafes and homepages on Websites.

  • The fundamental basis of AI technology is learningable data. Recently, the types and amounts of data collected and produced by the government or private companies are increasing exponentially, however, verified data that can be used for actual machine learning has not yet led to it. This study discusses the conditions that data actually can be used for machine learning should meet, and identifies factors that degrade data quality through case studies. To this end, two representative cases of developing a prediction model using public big data was selected, and data for actual problem solving was collected from the public data portal. Through this, there is a difference from the results of applying valid data screening criteria and post-processing. The ultimate purpose of this study is to argue the importance of data quality management that must be most fundamentally preceded before the development of machine learning technology, which is the core of artificial intelligence, and accumulating valid data.

  • Such factors as the increase of population and me development of information technology were raised the needs of citizens in Korea. To meet these needs for the better services, Korean government has built up the computer networks that connect forty-two administrative operations of the central government since 1984. Through the computerization of administrative services, Korean government has been pursuing the balanced development among the regions in the country. To this end, regional informationization has been implemented since the mid 1980s. Specifically, rural villages has become information network villages (invils) by adopting computers and networks. Consequently, three hundred thirty-seven invils were implemented in the country. By selecting forty-six invils in Kyeongbuk province in Korea, this research was intended to find efficient and effective ways of operating invils. To find the problems and opportunities of the invils, the researcher has visited each of the forty-six invils between January 12th. and February 12th. in 2009. Two-round surveys were distributed to the managers of these forty-six invils. This research identified ten problems as below. a. Problems after the implementation of invils b. Problems occurred at the same rime as the operation of invils c. Problems with regard to the invil managers d. Problems with regard to the criteria of success or failure e. Problems with regard to the cooperation of administrative offices f. Problems with regard to the boosting of invil experience g. Problems with regard to software assurance developed in invils h. Problems with regard to incentives to invlis i. Problems with regard to the role of invils To solve these problems in hands of invils, this research suggested policy ideas in two levels: 1. invils 2. government Policies should be implemented by invils: a. The strengthening of training rural people for the better utilization of computers b. The strengthening of the regulations on membership management and electronic commerce c. The establishment of the invil managers' job tenure d. The reformation of measuring the success or failure of an invil e. The integration of administrative offices centralized by invils f. The establishment of trust between administrative offices and invils g. the integration of experience villages and invil managing offices h. The revitalization of incentives to invils and experience villages i. The enforcement of cooperative offices among invils Policies to be implemented by the government: a. The revitalization of electronic commerce through invils b. The rationalization of selecting invils in an area c. The unification of various offices for rural informationization d. The construction of portal sites for rural areas e. The continuous training of IT leaders in rural areas f. The provision of pays to invil managers based on break-even points g.
