공동주택 성능등급 표시제도 상의 음성능 표시기준 고찰 (A Study on the Acoustic Performance Indication Standards of Apartment Housing Performance Grade Indication System)

  • The government has enforced Housing Performance Grade Indication System (Article 21, Paragraph 2 of Housing Act) starting January 2006 for the purpose of giving users in hope of toying an apartment opportunities to select housing based on personal preferences by providing information on housing performance at the time of tenant recruitment announcement as well as securing desirable environment (comfort) by encouraging construction companies to build housing of the indicated performance level. The acoustic performance indication items include three items such as floor impact isolation performance(light weight impact sound, heavy weight impact sound), bathroom noise and insulation performance of boundary walls between households. This paper explains the background, the basis of creation and evaluation method focused on the acoustic environment performance helping for the developer of technique and a staff in charge of construction business who cope with this system.

주택평형별 거주자들의 정보화 이용 패턴 차별성 분석 : 주택관리공단의 영구.국민 임대주택을 중심으로 (An Analysis on the Discrimination of the Information Usage Pattern by Pyeong-type Tenants: Focused on Tenants between Kohom's Permanent and Temporary Public Rental Housing)

  • This paper examines whether there exists discrimination of the information usage pattern between tenants of permanent and temporary public rental housing in Korea. Moreover, we focus to examine on that matters between two groups, $7{\sim}12$ pyeongs and $11{\sim}24$ pyeongs that indicate permanent and temporary public rental housing respectively. The results derived in this paper can be summarized as follows: there exists statistical significance in using computer, internet, communication and broadcasting, on the other hand, insignificance in using satellite communication and telephone between them. The implication of this results shows that as widen income gap, also widen gaps in using computer and internet between them. Thus government public rental housing policy should focus to make narrow income gap to diminish information gap between those groups.

주택시장 변동리스크를 최소화하기 위한 주택사업모델 개발 (Development of the Housing Business Model to Minimize the Fluctuation Risk of the Housing Market)

  • 본 논문에서는 한국의 주택분양시장과 전세시장 간의 특징적인 상관관계를 고려하여 선분양제도 하에서 분양물량과 전세물량을 동시에 공급하여 안정적으로 주택사업을 수행할 수 있는 주택사업모델을 제안하고자 한다. 본 논문에서 제안한 주택사업모델 상에서 분양물량 및 전세물량의 비율 변화에 따른 위험분산효과를 검토하기 위하여 마코위츠 포트폴리오 이론을 활용하였다. 분양물량과 전세물량을 결정하기 위하여 분양물량을 결정하는 대리변수로 주택매매가격지수를, 전세물량을 결정하는 대리변수로 주택전세가격지수를 활용하였다. 또한 주요 지역을 대상으로 제안한 주택사업모델의 지역별 위험분산효과를 확인하였다. 분석 결과를 종합하면, 먼저 본 연구에서 제안한 주택사업모델은 시장 변동에 따라 특징적인 동태적 관계를 가지고 있는 매매시장과 전세시장의 특성을 반영한 방안임에 따라 위험분산효과는 존재하는 것을 확인되었다. 이는 결국 본 논문에서 제안하는 주택사업모델이 기본적인 가능성을 확인시켜줄 수 있을 것으로 판단된다. 또한 지역별 주택시장 특성에 따른 가격변동 리스크에 효과적으로 대응할 수 있는 것으로 나타났다. 본 논문에서 제안한 주택사업모델을 통해 시행사, 건설회사, 소비자 및 정부 등 각종 시장 참여주체들은 각각 다양한 효과를 기대할 수 있다. 하지만 실제적으로 본 모델을 시장에 적용하기 위해서는 정부의 재정적 지원이 필요할 것으로 판단된다.

영구임대주택 단지 내 사회복지관과 관리사무소의 업무 및 운영실태 분석을 통한 서비스체게 개선방안 (A Study to Improve Service System through the Analysis of Needs and Problems of Community Welfare Center and Management Office in Permanent Rental Housing Complex)

  • Permanent rental housing which is entirely financed by the Government is welfare housing for those who fall within the lowest income bracket. This type of housing is intended for use as rental housing on a long-term basis. At present, there are about 190,000 permanent rental housing units in Korea. The purpose of this study is to suggest the implications to improve the management and welfare service system of permanent rental housing. For this, qualitative data were collected by using the in-depth interview with staffs of community welfare center and management office of five permanent rental housing complexes and two times of advisory committee meeting with housing and social welfare experts. To analyze the data gathered in this study, the constant comparative method of data analysis was used. Conflicts between the management office and social welfare center of permanent rental housing could be classified into two aspects; personal and operational. Main reasons for the conflicts between two institutions were identified such as attitude of management office staffs, lack of cooperation, current administrative system, lack of management resources such as space and operation cost, and so on. Based on the results, some implications including institutional support and social complementary cooperation were suggested for improvement of management and welfare service system for the residents of permanent rental housing.

순천 담양지역의 현대한옥 구성에 관한 조사연구 (A Study on the Composition of a Modern Hanok in Sunchon & Damyang Areas)

  • Traditional Hanok in modern society, depending on the improvement of economic and cultural level is evolving as a modern Hanok. An ideal of traditional Hanok and convenience of a modern housing does not match rather conflicting. This study deals the transformation of a new Hanok, which are build in Jeollanam-do province sponsored by local government from 2007. The subjects was selected 34 cases from Sunchon and Damyang which are build sponsored by Jeollanam-do local government from 2009 to 2011. The report is a design drawing of a Hanok, architectural survey of the Hanok research using questionnaires and interviews with the client or a resident, was confirmed by a visit to check and verify for each Hanok houses. Outside shape classification of Hanok were classified as straight, L type, and the interior space was analyzed by focusing on the living room, dining room, kitchen configuration consisting of housing space in public life. This study and the type of Hanok round out the framework from the perspective of residence' demands and realize new Hanok investigated and the evolution of the process is meaningful to find a Hanok.

Regulating Natural Lighting and Ventilation of Residential Buildings in Hong Kong Policy Implications for High-rise, High-density Housing Environments in South Korea

  • This study discusses the features of the lighting and ventilation regulations for residential buildings in Hong Kong. Given the compact built environment and public concerns about the environmental quality of housing, various lighting and ventilation regulations have been enacted in Hong Kong. The application of building regulations on the micro scale and incentive systems on the macro scale are present, and the governments' calls for more active participation of the private sector and use of the building environmental assessment tools were also noted. Unlike South Korea, however, Hong Kong was found to adopt more performance-based standards, consider the external factors of the lighting and ventilation conditions together with the indoor elements, and provide specific design guidelines. Notwithstanding the different climatic conditions and socio-political contexts of Hong Kong and South Korea, these findings provide some policy implications for the South Korean government in its efforts to achieve a healthy environment for high-rise, high-density housing. It is suggested that the South Korean government adopt more on-site measurement methods to reflect the environmental conditions accurately and broaden the scope and scale of the implementation of the lighting and ventilation regulations with more specific, practical planning and design guidelines.

  • 사회가 민주화, 선진화되어감에 따라 합리적인 정책과정의 중요성이 강조되어 이른바, 증거기반 정책(evidence-based policy) 이 정책 분야에서의 중요한 화두로 떠오르게 되었다. 증거기반 정책, 그 중에서도 통계에 기반을 둔 정책에 관한 관심이 고조되고 있기는 하지만 구체적인 정책분야에서 통계가 어떻게 사용되고 있는지에 대한 구체적인 사례들이 소개된 것은 그다지 많지 않다. 본 연구의 목적은, 현재 국민은행이 작성하여 공표하는 주택가격지수가 구축, 발전되어 온 과정을 더듬으면서 구체적으로 통계가 어떻게 주택정책의 기반으로 활용되어 왔는지를 조명하는데 있다. 시기별 주택가격지수의 통계적 특징 및 문제점들을 지적하고, 이러한 문제점들이 개선되는 과정을 살펴본다. 아울러 주택가격지수가 구체적인 부동산 관련 정책과정에서 어떻게 활용 되는지를 소개한다.

  • Purpose: The purpose of this study is to set the type of 'the New-hanok type Public Buildings' through a case study for the hanok public buildings completed after 2000 years, and to analyze planned properties of the type. This is significant Establishing legal status of 'the New-hanok type Public Buildings' and seeing review of application possibilities of the type for providing a systematic government support measures of 'the New-hanok type public buildings' when models developing future. Method: Method of research is the first to examine the current laws and established the definition and legal status of 'the New-hanok type Public Buildings'. Followed by Setting the type classification criteria as to classify the type of 'the New-hanok type public buildings' and research architectural overview of selected cases by Literature, Internet searches, etc. After systematizing of the types classification of analysis cases, Characteristics of the type of the building structure looks catch classify in spatial structure, function, beauty. Finally, review application possibilities of the type for systematic government support measures establish when models developing of 'the New-hanok type Public Buildings' through a comprehensive analysis. Result: Selected cases were categorized as 3 types according by structural standard based on the core concept of 'the New-hanok type Public Buildings' set in this study. This can be divided into 'Wooden Structure type' and 'Composite structure - Convergence type' and 'Composite structure - juxtaposed type', 'Wooden Structure type' was re-classified by divided into '(1)Traditional Korean Wooden Structure' and '(2)Laminated Wood Wooden Structure'.

아동 주거빈곤 정책 마련을 위한 탐색적 연구 (An Exploratory Study on the Children for Poverty Housing)

  • 정부는 주거안정과 주거수준이 향상 되었다는 평가아래 2015년 주거기본법 수립과 함께 주택정책의 목적을 '주택공급'에서 '주거복지'로 전환하였다. 그러나 부담 가능한(affordable) 주택이 점차 감소하면서 주거환경은 더욱 열악해 지고 있다. 주거환경은 아동이 안전하고, 건강하고, 교육을 잘 받을 수 있는 기본 요소이다. 본 연구는 문헌연구를 통해 열악한 주거환경이 아동에게 미치는 영향과 국내 아동의 주거빈곤 현황을 파악하였으며 국내외 아동의 주거정책 현황을 탐색하였다. 주요 연구결과는 다음과 같다. 첫째, 아동기의 열악한 주거환경은 신체건강, 정신건강 및 학업성취와 인지발달에 부정적 영향을 미친다. 둘째, 129만 명(11.9%)의 아동이 최저주거기준 이하의 주거빈곤 상태에서 거주하고 있으며 특정 지역에 집중되어 있다. 셋째, 국내 아동 주거정책은 거의 부재하며 노인, 청년에 집중되어 있다. 이와 같은 연구결과를 바탕으로 정책적 제안으로는 유엔아동권리협약에 준수한 아동 주거정책 수립, 증거기반을 토대로 한 주거정책 시행, 중앙정부 책임 하 주거정책을 제안하였고, 실천적 제안으로는 지역사회가 주체가 되어 활동하는 아동 주거빈곤 예방활동, 아동 옹호적 관점에서 관계기관들이 연대하여 관련법, 정책, 공약 등을 분석하고 이슈화 하는 방안을 논의하였다.

공동주택의 관리업무와 비용에 관한 연구(I) (A Study on the Work and Cost of Management in the Apartment Houses)

  • The purpose of this study is to find the problem of housing management through the investigation of agent of apartment house management. Therefore this study to providing reasonable information that can help the Government and management stafft deal with the provlems in apartement house. For the purpose of this study, qusetionaire consists of the contents for works of management and attitude of management staff about it. Qusetionaires were administered to 120 management staff in Ulsan, Pusan. 120 data was analized by the SPSS+ PC. The statistics used were frequency, mean, corelation.
