The demand for promoting industrialization construction methods is increasing in Korea to cope with various construction environments, such as the lack of construction engineers, aging construction workers, and the government's 52-hour workweek policy. The industrial housing accreditation system was introduced in 1992 to recognize and improve the quality of industrial housing, but only six companies are currently certified, and there are no records of constructing industrial houses. Currently, the industrialized housing accreditation system in Korea comprises standards for the recognition, revocation of recognition, and promoting the construction of industrial houses. Therefore, this study analyzed the regulations of the industrialized housing accreditation system, derived the problems of each regulation, and derived improvement directions to promote the industrialized housing accreditation system in Korea. Specific measures include expanding the current industrial housing accreditation scope to quasi (semi)-housing, revising the performance and production standards of industrialized housing, relaxing the building standards, and providing financial support to promote industrialized housing.
Right before the outbreak of the War of Resistance Against Japanese Aggression (1937-1954), the Great Eastern Broadcasting Station (GEBS) was established in Shanghai under the aegis of the Ministry of Foreign Affairs of Japan (MOFA). Prior to the launching of the GEBS, Japan had not owned similar radio stations in China for years. As a result, the Embassy of Japan in China held rounds of discussions on the plan and Japanese governments, ranging from the MOFA, the Navy, the Army, the Ministry of Communications (MOC), and NHK-Japan Broadcasting Corporation (Nihon Hoso Kyoku) provided financial, technological, and equipment support. In the mid-1930s when the Sino-Japanese relations became intensified, the GEBS assumed the primary role of disseminating government policies to over 30,000 Japanese expatriates in Shanghai to make sure that they could remain settled while supporting military endeavors of the Japanese army once the war between China and Japanese broke out. After 1937, the GEBS became an essential propaganda tool to advance imperial policies of Japan. Although the station differed from the Army-controlled Greater Shanghai Broadcasting Station (Dai Shanhai Hoso Kyoku) in many aspects, it was in line with the latter in terms of advancing wartime ideology of the Japanese empire. As the Japanese-occupied areas were enlarged, target audience of the GEBS also expanded to Chinese people and foreign nationals when Japanese, English, Russian, and Shanghai-dialect news was broadcast by the station. Suffice it to say that the GEBS was closely related to wartime propaganda of the Japanese imperial expansion.

It was legislated in Korea that the small-sized enterprise with fewer than 50 employees should appoint at least one managing officer in order to improve safety and health of the employees since 2016. Study on the effectiveness of this legislation is hardly found, however. This study tried to evaluate effectiveness of the regulations for appointing the safety and health management officer in small-sized manufacturing companies and make suggestions to improve it. It was done by pairwise comparison between the level of safety and health achievement of 52 companies before and after the legislation. A scorecard system and questionnaires were devised for assessing the level of safety and health achievement and surveying awareness and practice of the regulation in the field. Results from quantitative and qualitative analyses performed in the study confirm that the safety and health achievement score has increased significantly after appointing the managing officer. It is also revealed that the lack of expertise and motivation of the appointed officer would yield pointless outcomes. Recommendations to make it better the effectiveness of the regulation are: to administrate requirements more strictly to be appointed as a safety and health management officer, to revise the curriculum to train the expertise of the appointed officers, and to expand financial support of the government to settle the safety and health management system.
Recently, Korea is promoting cooperation with various countries, centering on ASEAN countries, with the aim of exporting Korean smart cities for the globalization of smart cities. The purpose of this study is to select excellent smart city technologies through analysis of smart city technologies owned by domestic companies and company status, and to prepare a plan for revitalization of companies with smart city technologies. Through prior research, the implications were derived through research on the existing smart city. Next, established a smart city policy analysis and smart city technology classification criteria through Korea and Overseas smart city policy and Korea smart city technology status DB. And the big data of smart city technology possessed by Korea companies and a plan for selecting a smart city export technology was prepared through analysis by region and company. As a result, to activate the technology possessed by Korea companies and to export overseas, it seems to need financial support and tax incentives that secure a pathway to export specialized smart technologies of SMEs, along with citizen participation and institutional supplementation. The smart city technology fields with the highest utilization in Korea were traffic, green energy, e-government, crime prevention, and construction, and the service types were platform, IoT, AI, big data, and GIS/GPS. These technologies are expected to contribute to building a platform for overseas smart city technology exports.

The purpose of this study is to examine the current status of the elderly welfare ordinances currently enacted and operated by local governments, analyze the actual conditions and problems of the contents, and suggest the direction of enactment and revision of the elderly welfare ordinances for actively responding to the demand for various welfare services for the elderly. To this end, the scope of the study was specified by ordinances in Gwangju Metropolitan City, five autonomous districts, Jeollanam-do, and 22 cities and counties, and the criteria for content analysis of the elderly welfare ordinance of these local governments were selected and compared and analyzed in the four major areas of elderly welfare: income and jobs, care, health, leisure activities, and social participation. According to the analysis results, the direction of enacting the ordinance is to secure financial resources for the elderly welfare budget, develop differentiated welfare policies for the elderly that reflect the characteristics of each local government, expand ordinances related to infectious diseases, enact ordinances for medical support for non-infectious diseases, and enact customized ordinances for the elderly living alone. Finally, the limitations on the research subject and analysis scope of this study and future research directions were presented.
The reason why Small enterprise cooperatives are important in the history of cooperatives is that they provide the basis for the development of cooperatives. Small enterprise cooperatives are composed of five or more members of small business owners and has received financial support from the government through the evaluation of the business plan from 2013. In 2018, however, Small enterprise cooperatives must be evaluated for five years of performance. In this study, we surveyed Small enterprise cooperatives members in 2015 to identify motivating factors that affect the sustainability and cooperation of Small enterprise cooperatives. On conclusion, intrinsic motivation has been found to be an independent variable affecting the sustainability and collaboration of Small enterprise cooperatives.

Korea is expected to become an "aged society" in approximately fifteen years. In order to prepare Korean society for this "aged society", the government and social organizaitons need to offer a life stage preparation manual for the young, middle-aged, and aging populations, as well as providing support structures to guide them through this transition. Researchers have developed a Life Stage Preparation Program, based on surveys and experiments conducted to assess needs and appraise effectiveness. To accomplish the goal of this research, the team has been composed of specialists from the fields of social welfare, family studies, occupational studies, and gerontology. The Life Stage Preparation Program consists of ten areas: understanding ageing issues, sustaining and improving health, psychological issues, continuing education, family relations, social activities, financial preparation, occupations, shelter, and mortality. The effectiveness of the program surveyed on age group of 20s and 60s resulted in nine areas. The Life Stage Preparation Program needs to be operated as a life long education program.
Recently the development of ICT has a big impact on education field, and diffusion of smart devices has brought new education paradigm. Since people has an opportunity to use various contents anytime and communicate in an interactive way, the method of learning has changing. In 2011, Korean government has established the smart education promotion plan to be a first mover in the paradigm shift from e-learning to smart learning. Especially, government aimed to improve the quality of learning materials and method in public schools, and also to decrease the high expenditure on private education. However, the achievement of smart education policy has not emerged yet, and the refinement of smart learning policy and strategy is essential at this moment. Therefore, the purpose of this study is to propose the successful strategies for smart learning in public education. First, this study explores the status of public education and smart learning environment in Korea. Then, it derives the key success factors through SWOT(Strength, Weakness, Opportunity, Threat) analysis, and suggests strategic priorities through AHP(Analytic Hierarchy Priority) method. The interview and survey were conducted with total 20 teachers, who works in public schools. As a results, focusing on weakness-threat(WT) strategy is the most prior goal for public education, to activate the smart learning. As sub-factors, promoting the education programs for teachers($W_2$), which is still a weakness, appeared as the most important factor to be improved. The second sub-factor with high priority was an efficient optimizing the capability of new learning method($S_4$), which is a strength of systematic public education environment. The third sub-factor with high priority was the extension of limited government support($T_4$), which could be a threat to other public schools with no financial support. In other words, the results implicate that government institution factors should be considered with high priority to make invisible achievement in smart learning. This study is significant as an initial approach with strategic perspective for public education. While the limitation of this study is that survey and interview were conducted with only teachers. Accordingly, the future study needs to be analyzed in effectiveness and feasibility, by considering perspectives from field experts and policy makers.

The practices and processes of HRM (Human Resource Management) for university faculty in Korea depend heavily on assessment of research and teaching rather than the UIC (University-Industry Cooperation) performance. In this regard, HRM of Korean universities is said to be far distant from UIC. Although policy initiatives by the Korean government, notably the MoE (Ministry of Education) have implemented in most universities, the desirable level of UIC could not be achieved yet. Moreover, the very notion of 'university' in Korea is much more to do with 'pure' education and research institution than with 'applied' and 'vocational' purpose. Considering upon HRM practices and organizational culture, for enhancing UIC in Korea, the government's policy should be linked to alter deep-rooted university culture. So the aims of the research are to describe the current state of HRM in Korean and foreign universities; to find out the critical factors of UIC in Korean universities; to analyze the gaps between university research and industrial commercialization based on a conceptual framework, the 'valley of the death'; and to recommend HRM policies fostering UIC for the MoE. For achieving these objectives, we deploy multiple methodologies, namely, in-depth interview, literature survey, and statistical data analysis with regard to UIC. Analyzing the data we have collected, the present research sheds light on all aspects of HRM processes and UICs. And the main policy implication is restricted to the Korean universities, even if we have collected and analyzed foreign universities, notably universities in the USA. The research findings are mainly two folds. Firstly, the HRM practices among Korean universities are very similar due to the legally institutionalized framework and the government's regulations. Secondly, the difficulties of UIC can be explained by notion of the 'valley of death' ways in which both parties of university and industry are looking for different purposes and directions. In order to overcome the gap in the valley of death, the HRM policy is better to be considered as leverage. Finally, the policy recommendations are as follows. Firstly, various kinds of UIC programs are able to enhance the performances of not only UIC, but also education and research outcome. Secondly, fostering organizational climate and culture for UIC, employing various UIC programs, and hiring industry-experienced faculty are all very important for enhancing the high performance of university. We recommend the HRM policies fostering UIC by means of indirect way rather than funding directly for university. The HRM policy of indirect support is more likely to have long-term effectiveness while the government's direct intervention to UIC will have likely short-term effectiveness as the previous policy initiatives have shown. The MEST's policy means of indirect support might vary from financial incentives to the universities practicing HRM for UIC voluntarily, to information disclosure for UIC. The benefits of the present research can be found in suggesting HRM policy for UIC, highlighting the significance of industry-experienced faculty for UIC, and providing statistical analysis and evidences of UIC in Korean universities.
Recently, Korea became the 7th country in the world which has got into the 20-50 clubs that means the population is 50 million and per capital income is $20,000. From the view point of the retail industry, it suggests that Korea should have its own self-sufficient market by itself. With abundant labor and increased disposable income, it made the consumer's needs change. Responding to the change, retail and F&B oriented retail malls are now starting to add culture, art and entertainment facilities in the configurations. Such complexity and variety of the shopping malls became trendy and many shopping complexes are scheduled to open in the near future across the country. Due to above reasons, it became the common trend to develop shopping complex all over the cities now. However, the history of the shopping mall in Korea is much shorter than developed countries such as America and Japan. Thereby, a lot of problems, trial and error have occurred in the process of developing and operating them. If development of shopping complex failed, it would return lots of damages to the stakeholder. Therefore, the corporations should develop the mall properly and government might support positively. In this study, we would like to propose on how all the mall should be developed and well managed and what are the ways for the vitalizing factors of the shopping complex after benchmarking other shopping mall cases. Through the case study, we realized that the most crucial factors for vitalizing shopping complex were interior design, merchandising and how well they operate the mall. In case of the failed shopping mall, developers sell each store to individual proprietors and never take care of them after they get the profit, which make it hard to have integrated marketing strategies. That causes the overall slump of the mall. Corporations developing the mall should operate it as well, so that it could be possible to make the mall consistently well managed and promoted. There is a certificate for the shopping mall expert in The States and Japan. However, we do not have this kind of certificate. In fact, if we judge the capability of a person who is involved in the shopping mall industry, we usually measure how many years they stick to the same industries and that is not equally the same as their competence. Therefore it is necessary to organize "Shopping Mall Associate" and introduce shopping mall license for the mall expert. Due to retail trends, we can easily see a lot of shopping facilities all over the cities but not every mall is able to be successful. We think it's essential that the government should certify the malls which are qualified for the design, merchandising and proficiency of the operation. For the qualified mall, the government could confer a benefit on the company such as reducing corporation taxes. In multi-complex shopping mall it is possible to make convenient for customers. However, if a mall failed to succeed, it would be disaster. To build a shopping complex, developers should invest huge money even take out loan so that many people would be connected to the project, which may affect their whole financial conditions. In addition, only qualified corporation should develop and operate shopping complex and the government must support and aid the developers in order to make a better shopping environment in which customers might be happy during their shopping experience.
