Traffic congestions in local cities have been getting worse since 1990s, so many local governments have considered the introduction of an LRT system. So far, there is no city operating the LRT due to social environments, financial reasons, feasibility and so on. But still many cities have examined LRT or started the construction. Until now, more than 30 cities are constructing LRT or planning the introduction of LRT and it becomes 96 routes, approximately 700km. With the support of MLTM, KRRI has developed automatic LRT system with rubber-wheels, K-AGT as a result of "LRT system technology development project" from 1999 to 2005 by investing 50.32 billion wons(the public 37, the private 13.32) and finished running durability test of 100,000km at Kyeong-san test line. Currently, two trains, coupled two cars respectively have running and signaling tested. K-AGT was appointed to supply for an extension line at Busan Subway Line 3(Minam-Anpyeong section) with 17 trains(six-unit car) 102 cars. However, except for Minam-Anpyeong section, other cities such as Uijeongbu, Yongin, Daegu(Line 3) and Kwangmyeong decided to use the foreign systems, not to use the product, a result of national R&D project. This results in a huge waste of foreign currency and it is expected to require much additional cost for maintenance. If local governments use the products of national R&D projects, many national benefits such as reducing imports and protecting home industries could be expected, therefore in this paper, some plans to encourage to use products of national R&D projects were dealt with.
This study is aimed at identifying the decision making criteria as B/C ratio, IRR and NPV based on the expected benefits and costs of the land utilization and promotion projects which have implemented to improve agricultural structure under WTO system. To carry out the objectives of the study, Sinseok project area located at Dangjin district, Chungnam province was selected. Sinseok project area has 306.2 ha of paddy area with 172 farm households. The project area will be operated by the 33 specialized farm households after completion of the project which will have 20 years of economic life. After completion of the project, farm size will be increased from 1.8ha to 9.3ha. Land intensity of the project area will be increased by 10%. Increase of land productivity and cost saving due to the labor saving technology as farm mechanization will be expected. According to the survey results, the annual amount of production cost savings per farm was estimated 3.884million won and increased total farm income was expected about 43.8million won per year. The total expexted project benefits was expected 174million won per year. The project costs to promote land utilization and structural change consisted of handling charges, and direct payment for land movility. The decision making criteria representing economic feasibility of the project such as B/C ratio, NPV and IRR were estimated 2.49, 483million won and 30% respectively when the cut-off rate was taken into account 10%. In conclusion, the land utilization and promotion project proppeled by the Korean Government under the agricultural land law is considered economically feasible from the view points of expected project benefits and costs. Accordingly the project have to be implemented more strongly under the G't financial support considering WTO and UR negociation which were aimed at achieving the free trade and improvement of international competitiveness of farm products.
This study is aimed at identifying the socio-economic effects of storage of ginger in artificial caves. The gingers stored in artificial caves in Seochun, 12 sampled areas, were surveyed to get information on the socio-economic effects. The surveyed data were processed by TSP, Qbasic and B/C Ratio computer programs and analyzed the decision making criteria such as B/C ratio, NPV and IRR. The socio-economic effects of the storages of the gingers are as follows. 1. The storage benefits per ton was showed as 184,050won. 2. Considering 10% of the opportunity cost of capital, the uper limits of investments for the cave storages was analyzed as 6,784 thousand won for ginger. 3. The investment of the natural cave storages was revealed economically feasible considering the decision making criteria as B/C ratio = 1.33, NPV = 35.059 thousand won and IRR = more than 100%. The other socio-economic effects of the ginger storages was expected as ; 1. The cave storages will contribute to increase consumer's and producer's welfare through the control of supply and demand and price stability. 2. Long-term storage of ginger without damaging quality and grades will be made on account of the storage conditions as relatively low temperature, high humidity and indifferent affects from the outside climate. 3. Utilization of the underground space, the caves, for storage will maximize the land use and the sustainable environment considering the mountainous area, two third of the total national land area. 4. Construction costs of the underground storage facilities as caves are cheaper than the ground storage facilities by 15 to 20% in general. In conclusion, the underground space like natural and artificial caves are considered the most suitable for storage of ginger on account of the storage conditions as temperature, humidity and blocking the sun light. Accordingly a study on convenient utilization of new development of artificial caves should be made considering transportation and input-output of the farms. Financial support of the government should be institutionally rearranged for the successful implementation of storing farm products like ginger in natural and man-made caves.

Recently, many civil appeals have been occurred in land management work because of discord between cadastral records and actual land use pattern. it is important to select parcels for land alternation exactly using land information and to evaluate compensation cost according to scenarios for advancing this problem. This study operated GIS spatial overlay based on serial cadastral maps and actual-width of the road and analyzed the number and area of the parcels for land alternation by the land classification and ownership applying fuzzy membership function according to occupation ratio to road. Also compensation cost was calculated according to scenarios using individual public land price information of the parcels for land alternation and was arranged by district as Eup and Myeon according to land classification and ownership. This study can efficiently support the work of the parcels for land alternation complying with the financial condition of local government, by supplying compensation cost according to scenarios to the parcels of land alternation by district as Eup and Myeon.
Project finance ("PF") is a method of raising long-term debt financing based on lending against the cash flow generated by the project alone. Project finance is a nonrecourse or limited recourse financing structure against the sponsors(or the investors). The debt terms in a project finance are not based on the creditor's credit support or on the value of the assets of the project. Lenders rely on the future cash flow to be generated by the project for debt repayment and interest, rather than the value of the project or the credit ratings of the sponsors. The non-recourse or limited recourse financing usually prompt potential project finance lenders to assess carefully all possible risks that might arise in a project to ensure that those risks are mitigated and controlled. In this respect, project finance is a opposite financing method of corporate finance. Project finance has rapidly grown over the last 20 years due to the worldwide process of privatization of public sector and development of natural resources. Global project finance volume reached the record USD 406.5 billion in 2011. In 2012, however, Global project finance volume dropped 6% to USD 382.3 billion. Infrastructure overtook Energy to lead all sectors with USD 113.6 billion. It is generally recognized that there are more and higher risks in project finance compared with corporate finance. Project finance is exposed to commercial risks as well as political risks. The main commercial risks are completion risks, environmental risks, operating risks, input supply risks, revenue risks, etc, and the main political risks are currency convertibility and transfer risks, expropriation risks, war and civil disturbance risks, risks of breach of government concession agreement, etc. Completion risks include permits risks, risks relating to the EPC Contractor, construction cost overrun, delay in completion, inadequate performance on completion, etc.
This study studied on innovation and R&D performance measurement, and especially the dimensions of measuring performance. The Empirical study is based on the opinions of 169 experts from a R&D group with a career for SMBA's support. The results reveal that what the most optimal and appropriate measures of project-level success are will depend on the type of innovation involved and the development project type and the relatively low significance of financial measures for innovation projects in general. Additionally, measurability is not major significance factor for selecting measures, whereas the level of innovativeness were to be selected as important factor. The roles of the evaluators are affected. It is expected to help make government policy for R8D performance evaluation.

Recently mycorrhizal research has been one of the most fast-growing research areas in modern plant science and microbiology. The application potential of mycorrhizal techniques to agriculture and forestry is enormous in view of the ubiquitous nature of mycorrhizae and known benefits of mycorrhizae to host plants. Unfortunately, very few scientists in Korea are currently involved in mycorrhizal research. When a team of American plant pathologists visited Korea in September 1982 to participate in the Korea-U.S.A. Joint Seminar on Forest Diseases and Insect Pests, they were surprised by the principal author's statement that there was no single research project on mycorrhizae sponsored by Korean government or any scientific institutions. The author initiated a few years ago a research project on the ecology of tree mycorrhizae with a foreign financial support. Major areas of interest were survey of ectomycorrhizae in relation to soil fertility, taxonomic distribution of mycorrhizae among woody plants, identification of ectomycorrhizal fungi, and growth response of woody plants to artificial inoculation. In spite of the enormous application potential of mycorrhizae to agronomic plants, the subject of mycorrhizae has not been recognized by Korean agronomists, foresters or pathologists. The purpose of this review rather written in Korean is to introduce the techniques of mycorrhizal research to Korean scientists and to urge them to participate in challenging new scientific field which might bring us a remarkable increase in crop productivity and tree growth through manipulation of this unique symbiosis. In this review, following topics were discussed in the same order: introduction; brief history of mycorrhizal research; morphology and classification of mycorrhizae; distribution of mycorrhizae in plant kingdom and in soil profile; physiology of mycorrhizae (functions, mineral nutrition, mycorrhizal formation); interaction of mycorrhizae with soil-born plant pathogens. mycorrhizae in nitrogen-fixing plants; application of mycorrhizal techniques to nursery practices (isolation, culture, inoculation, and response); prospect in the future.
Purpose. This study aims to explore Situations and Problems of the Community Senior Citizen Center as the senior health care and the Elderly's Leisure status. Then, aims to arrange Activation Vitalization Plan of the senior's leisure in Community Senior Citizen Center. Methods. The literature and data used in this study was based on a questionnaire survey, mostly from Gyeongki-Do Community Senior Citizen Center Branch and statistical research data. Literature review and analysis frequency was by reference to the paperback and academic papers related to the senior health welfare. Results. First, the period of the seniors with the Community Senior Citizen Center as health facilities has appeared in 6-10years(32.8%), followed by the response showing that more than 10years(32.4%). Therefore, it reveals that the senior live in the same region in the long term. Second, the number of days that the senior health care the Community Senior Citizen Center has been used by the senior was over 5days. This result was supported by 608people(61.7%). Both men and women replied that they use the health center more than five days. Third, the number of the senior who responded that they use the Community Senior Citizen Center as health facilities 629people(63.9%). They replied that they use the facilities mostly afternoon. The senior use the facilities all day appeared to 263people(26.7%). Conclusions. It seems like that there needs to be a variety of personalized programs that can be added to increase the life satisfaction of the senior participation in leisure programs for the Community Senior Citizen Center as senior health facilities in the future. Additionally, the government needs to require a wide range of financial support for the Community Senior Citizen Center as senior health care and devise the strategies that will lead the health center for the senior need to be actively utilized.
This study aims to examine the socio-demographic heterogeneity of community participation in rural Korea. Data was collected through interviews with 1,870 rural householders and housewives who have lived in Up or Myen as an administrative unit of rural communities, and analyzed by the SPSS/PC Win V.10 program. The statistical techniques used for this study were frequency and percentile. The major findings of this study were as follows. Firstly, the extent to which rural people have participated in community organizations were: cooperative groups, $80.8\%$; religious groups, $20.6\%$; learning groups, $12.7\%$; political groups, $9.8\%;$ civil groups $6.7\%$; and voluntary groups, $5.3\%$. Whereas the numbers were high for community participation in groups related to agricultural production, participation in civil and voluntary groups were lower. Secondly, it showed that people who lived in urbanized and high population density areas were more likely to participate in community groups. The diversity of community organizations was different according to the level of rurality. Thirdly, farm householders were more likely to participate in religious, civil and voluntary groups than non-farm householders. Fourthly, people with higher education, females, those in the 40 to 50 age groups were more likely to participate in community organizations. Fifthly, even though men are more likely to participate in political parties, women were more likely then men to agree that women should participate in political parties. This empirical study could support the results of Sundeen (1988) and Wilson and Musick (1997) in that education was related positively to community participation. In addition, we concluded that community participation in a rural development process has two main considerations: philosophical and pragmatic. This implies that there is room for government to enable and facilitate 'true' community participation. That can be done through policy reform which creates a permissive environment for community decision-making and input, in addition to simply supporting community development through financial assistance.

In this paper, 18 railway stations in Gyunggi-do are selected as metropolitan transfer centers out of 203 stations based on three elements. They are the number of passengers, the level of connection transport, and the level of relevant plans. For 18 stations the level of service (LOS) is analyzed for connection transport system. As a result, half of them are found to be below LOS "D". In order to maximize the use of those railway stations, a method is proposed to upgrade the level of service to "C" above. Finally, the improvement plans are suggested for two acts. In the Special Act on Metropolitan Traffic Management of the Metropolitan Region, the central government financial support ratio is suggested from 30% to 50%, from "necessary costs" to "total costs." In the Act on National Integrated Transport System Efficiency, 50% for connection road and 70% for connection raiway are suggested.
