윤석열 정부의 보건의료정책 방향과 과제 (Direction and Tasks of Health Care Policy of Yoon Suk-yeol Government)

  • The presidential election and the inauguration of the new government are a period of the policy window opening. The newly launched government is expected to improve the quality of life of the people. The Yoon Suk-yeol Government is also launched with new expectations with a transitional period in health care. The sustainability of health care in Korea is threatened. The environment of health care and the main policy issues of health care are difficult to secure the necessary finance for health care in spite of the increasing health care burden. Accordingly, the Yoon Suk-yeol Government's health care policy aims to provide intensive support to those in need of health and welfare and to improve the health of the people through investment in health. And for integrating fragmented health care and welfare services and creating people-centered community-based health care, a health care innovation center will be established for the evaluation platform of new delivery and payment systems, a health care development plan will be established for the blueprint of health care, and reorganizing the central & local government should be reviewed. Although we are facing unfavorable situations such as the distribution of the National Assembly, inflation, and the possibility of economic recession, we expect that announced health care policies will be implemented, recognizing that health care innovation is the only way to improve health care sustainability.

The Impact of Government Assistance to State-owned Enterprises on Foreign Start-ups: Evidence from Yangtze River Delta

  • Different types of corporate ownership may affect the environment among firms and could influence the decisions of new entities in the region. This study determines the role of state-owned enterprises (SOEs) in hindering new foreign manufacturing firms in the Yangtze River delta (YRD). The negative binomial regression is used for city-sector level data and the following points summarize the results: Firstly, the unique privileges that SOEs enjoy alongside governmental support create difficulties for foreign firms trying to establish themselves near existing SOEs. Secondly, although core cities are more attractive to foreign firms than peripheral cities, the role of core-periphery reveals that, in spite of all the regional advantages core cities could offer, whenever the share of SOEs is higher, the core-periphery system will have an adverse impact on new foreign firms. In other words, government preference for SOEs can suppress the attraction of foreign start-ups. However, after 2008, the governmental authorities finally succeeded in implementing their promising policy of fair treatment and competition in only the core cities.

혁신형 중소기업 정책금융에 대한 금융기관 지원금 결정모형 (Determining Subsidies for Banks in Policy Loans to Innovative SMEs)

  • In this paper, we develop theoretical game models to determine the level of government subsidies for banks to provide policy loans to Innovative SMEs(small and medium sized enterprises) through banks, which otherwise would not finance them for the sake of their own profitability. For this, we compare net cash flows of each bank using different strategies against high risk innovative SMEs. A bank can decide whether to provide them loans or not In each period. Following Kim(2003)'s Infinite horizon model on the soft budget constraint, we introduce a situation in which banks compete against each other for higher net long-term payoffs from their loans to innovative SMEs and non-innovative SMEs. From the models, we show that competition among banks in general leads to a tighter decision against innovative SMEs, as a Nash equilibrium. It is not because the government bank is simply loose in providing loans, but because competition among commercial banks for fewer riskier borrowers results in tighter loan decisions against innovative SMEs. Thus, the competitive market for policy loans to innovative SMEs fails to reach the socially optimal level of loans for innovative SMMs. Commercial banks in the competitive market may require additional supports from the government to make up for the differences in their payoffs to support innovative SMEs, possibly much riskier due to moral hazards and poor discounted cash flows. The monopolistic government bank might also request such supports from the government to fund otherwise unqualified SMEs. We calculate an optimal level of governmental support for banks to guarantee funding such high-risk innovative SMEs over periods without deviating from their optimal Nash equilibrium policies.

AEO 제도의 정부지원과 사후관리가 AEO 활용 만족도에 미치는 영향에 대한 실증적 연구 (An Empirical Research on the AEO utilization satisfaction effect from the AEO system's government support and post management)

  • 최근 기업들은 국제무역거래에서 무역안전과 무역원활화의 상충된 목적을 충족시키기 위해 원활하고 신속한 통관을 위한 AEO(Authorized Economic Operator) 제도를 도입하고 있다. 본 연구는 우리나라의 AEO 인증을 획득한 150개 기업들을 대상으로 정부의 지원이 AEO 인증유지 사후관리에 미치는 영향과 만족도 간의 영향관계를 검증하여 향후 AEO 제도 활성화 방안을 모색하고자 함에 있다. 본 연구는 기존의 이론 및 실증연구를 토대로 연구모형과 가설을 도출하여 실증분석을 한 결과 다음과 같은 연구결과를 얻었다. 첫째, AEO 제도 정부정책지원은 AEO 인증유지 사후관리, AEO 만족도 요인에 양(+)의 영향을 미쳤다. 둘째, AEO 인증유지 사후관리 요인은 AEO 만족도 요인에 양(+)의 영향을 미쳤다. 셋째, 정부재정지원 요인은 AEO 인증유지 사후관리 요인에 부(-)의 영향을 미쳤다. 본 연구가 선행연구와 차별화된 내용은 AEO 인증을 통하여 기업들이 체감하고 있는 만족도를 평가하였고, 정부의 지원이 사후관리와 만족도 간의 관계를 실증적으로 평가하였다는 것이다. 학문적인 기여도는 우리나라 AEO 제도의 사후관리 연구를 진행하였고, 실무적 기여도는 우리나라 기업들이 AEO 제도를 활용하기 위한 방향성을 제시하였다는데 의의가 있다.

Mediating Role of Liquidity Policy on the Corporate Governance-Performance Link: Evidence from Pakistan

  • Based on the theoretical underpinnings of the agency theory and liquidity theory, the purpose of this study is to show how managers who want to enhance the performance of Pakistan's non-financial sector can use liquidity policy in relation to corporate governance. Nowadays, Pakistan is facing a severe liquidity crisis; this study contributes by examining the mediating role of liquidity on the link of corporate governance-performance. We use data from 63 firms from 2010 to 2018, excluding 17 outliers. To analyze the data, we use the Seemingly Unrelated Regression (SURE) model and nlcom-Stata test. Our findings support the mediating role of liquidity on the link between corporate governance and performance. In addition, the results show that corporate governance improves performance. Furthermore, the study supports a significant positive association of liquidity and performance. For robustness, we use two performance variables - return on assets (ROA) and Tobin's q (TQ) - where ROA represents full mediation and TQ indicates partial mediation. This study helps to use liquidity policy to strengthen the inside and outside dimensions of corporate governance mechanisms that improve the performance of firms. Overall, these findings suggest better disclosure, transparency, and solutions to auditing issues that add value to the firms.

Political Connections and CSR Disclosures in Indonesia

  • This research seeks to provide evidence about how political connections, proxied by government ownership and the existence of politically connected board members, affect the extent of corporate social responsibility (CSR) disclosures in Indonesian listed companies. This research uses the legitimacy theory as a basis for explaining management's motivation for disclosing its CSR. The sample consists of 131 firm-year observations from 38 non-financial public companies that published sustainability reports from 2013 to 2017. We measured the CSR disclosures using a disclosure checklist on the sustainability reports. We subsequently processed the data using a random effect (RE) linear regression. The result shows that CSR disclosures were greater in government-owned companies but lower in companies that have politically connected board members. The results support the legitimacy theory that the government intends to demonstrate legitimate national economic and political conditions by showing that government-owned companies are sustainable. However, CSR disclosures seem to have a substitutive relationship with the existence of politically connected board members, since those political connections may protect the company from public pressure and/or the risk of litigation, reducing the need for CSR disclosures. This research provides evidence that different types of political connections may have different impacts on corporate disclosures.

R&D, Innovation and Productivity: The Role of Public Support

  • Research and innovation are widely agreed to be major driving forces behind long-term productivity and economic growth. However, the relationships have proven to be difficult to quantify. We make reference to the international literature and draw on recent research for Australia to advance our understanding of these relationships. Particular focus is on assessing the impact of publically financed R&D on productivity. The conclusions have implications for government innovation policies, providing insight into possible productivity gains from funding reallocations. Specifically, the findings suggest that government research agencies and higher education are areas in which investment leads to more potential productivity gains.

Private sector engagement in large scale solar power deployment in Sri Lanka: Role of green climate fund

  • Sri Lanka has strongly understood the importance of mitigation of climate change and various measures have been taken. To tackle the climate change, after ratifying Paris Agreement, Sri Lanka has pledged to reduce her greenhouse gas emission in the energy sector by 20% (16% unconditional and 4% conditional) by 2030 based on the BAU scenario. Simultaneously, the government introduced its new energy policy and strategies in 2019 with a vision of achieving carbon neutrality by 2050. This paper survey related key government documents, policies, reports, and academic articles to investigate opportunities for the private sector to invest large scale solar power deployment (10 MW or above) and to get support from climate finance under article 6 of the Paris Agreement. It has found, growing concern on the environment, energy security issues and increase import expenses for fossil fuels are the main influencing factors to move renewable sources. Further, government investment and FDI both have gradually decreased in the energy sector. Therefore, an alternative financing mechanism is needed. Although the private sector allowed investing in the energy sector since 1996 with the introduction of IPP (Independent Power Producers), it could not make considerable progress on involving large scale solar utility projects. This has revealed government policy is not aligning with the long term generation plan of the electricity sector. The study has also found, it needs more strategic road map, coordination with different institutions, monitoring system to enhance large scale solar contribution.

  • Purpose - The purpose of this paper is to review, analyze and identify the suitability of Kazakh gender policy for the changes taken place in the society with suggesting necessary changes. Research design, data, and methodology - After meticulous reviews of germane literature, the researchers applied an analytical approach which focuses on analyzing the Kazakh's gender policy and its issuance guidelines based on the present requirement in the society. Even though the policy has introduced with astonishing prudence, present-day living trends in society require imperatively some notable modifications which protect the rights of women and minority sections of the society. Results - Through this gender policy, government has proffered required legal, financial and preferential support country's women to participate in the management and legislation of the country. Kazakh gender policy requires upgradations which flawlessly support women in the lifestyles of the feminine community. Conclusions - In achieving gender equality in the economy as a priority area, Kazakh government monitoring persistently and closely the changing trends of women and their requirements which introduce necessary modifications to the existing gender policy of the country with the cooperation of international organization.

Green Supply Chain Management Practice of FDI Companies in Vietnam

  • This paper aims to develop a conceptual framework for Green Supply Chain Management (GSCM) that takes into account the effect of GSCM drivers on implementing GSCM practices in Vietnam FDI companies. This study has considered organizational commitment, social network, and government support as GSCM driver factors and proposed a structural model of the relationships between GSCM drivers and GSCM practices in Vietnam FDI companies. The empirical analysis used data from 192 questionnaires which used a comprehensive, valid, and reliable tool (SPSS 26 and SmartPLS 3.0 software) to evaluate rigorous statistical tests including convergence validity, discriminatory validity, reliability, and Average Variance Extracted (AVE) to analyze and verify the gathered data and develop the hypothesis. The result of path analysis shows that GSCM driver factors constitute a structured system with different degrees of influence on GSCM drivers and GSCM practices. Organizational commitment and government support has a positive relationship with both GSCM drivers and GSCM practices, while social network only has a positive relationship on GSCM drivers. As a result, the testing of the relationship between GSCM drivers and GSCM practices has been verified and supported. The findings of this study can help managers and decision-makers to push the implementation of GSCM practices in FDI companies.
