Reorganization of Disaster Management Systems for Effective Emergency and Disaster Response: The Pivotal Role of The National Emergency Management Agency (NEMA) (대형 재난의 효율적 대응을 위한 소방조직 중심의 재난대응체계 개편 방안)

  • The current study aims to propose a reorganization plan for the national emergency management system to improve the current organizational structure for responding to national disasters and emergency situations. As a theoretical framework, the current study identified four key elements of successful disaster response systems: responsiveness, controllability, expertise, and devotedness. On the basis of the four key elements of disaster response systems, this study critically reviewed the current state of the organizational structure of the Korean national emergency response system by discussing the issues inherent in the current structure and by doing a comparative analysis of two high-profile national disaster cases-the Sewol ferry disaster in 2014 and the Gwangsan Rescue of buried people in 2013. Then, this study proposed the reorganization plan for the national disaster response system in which the NEMA is under direct control of the Prime Minister of Korea. It coordinates and controls the related government departments, such as the police, maritime police, and military during the national disaster and emergency situation. This study also proposed a reorganizational plan for the regional disaster response system in Korea. Finally, it was suggested that the status of firefighters should be elevated to the national public servant level in order to achieve organizational efficiency and solve existing problems that come from the current separated systems.

Use of Reproductive Health Information among University Undergraduates in Ogun State, Nigeria

  • Young adults bear a higher risk of reproductive health problems than adults. Cases of unwanted pregnancies and their attendant complications reportedly rank among the highest in Africa. This study therefore investigates reproductive health and use of health information among university undergraduates in Nigeria. Correlational research design was adopted using descriptive survey method. Questionnaire was designed and used as survey instrument. The study used 25% of 6,978 undergraduate students from government and private universities in Abeokuta, Ogun State between 16-24 years old from each of the 35 departments that made up 8 colleges in the two universities. A total number of 1,745 copies of questionnaire were administered to the respondents out of which 1,500 copies were filled completely and retrieved making the response rate to be 86.95%. The findings of this study show that friends, parents and relatives were the closest sources of health information the respondents have used for reproductive health purposes. Utilisation of health information through information resources was effective. The study also concludes that cultural value, level of education and unfriendly attitude of health officials were parts of the major problems confronting effective utilization of reproductive health information among young adults in Nigeria.

  • This study aimed to systematically adjust rural area development projects that have been carried out by a variety of government departments for activation of rural areas and overcome inefficient problems caused by the policies and projects promoted separately. As its alternative, this study aimed to explore efficient improvement scheme of rural villages associated with various projects. Major agriculture/rural policies and projects that have been promoted were classified by the target space of the policies and projects as Environment space, living space, and production space. Each space was categorized into five sub-items without duplication. By assessment results of rural area improvement level and preference by Analytic Hierarchy Process(AHP) method, maintenance of rural areas was classified into four types. And outer space structure was analyzed by using Space Syntax Method(SSM). Based on the analysis result above, facilities for improvement of rural villages were placed around representative facilities. Facility allocation was based on selection and concentration in terms of facility maintenance and on type attributes in terms of spatial aspects. And finally, alternatives schemes for setting up the basic direction of improvement of rural villages are local area characteristics and environmentally conscious business plan.

  • This study aims to present the future direction of smart city in Korea through the review of smart city governance. first of all, reviewed the trend of smart city governance. Since then, Establishing direction of korea Smart City governance based on the implications. Finally, derive a field where cooperation between ministries and agencies is possible, and presented a cooperation scheme accompanying it. The results of this study are expected to provide a foundation to link smart city projects efficiently and contribute to the activation of smart city policies and projects.

Dengue-related Information Needs and Seeking Behavior of the General Public in Singapore

  • Dengue infection is becoming a serious global health threat. Public awareness is a pre-requisite for the successful implementation of dengue prevention programs. The main purpose of this study was to investigate dengue-related information needs and seeking behavior of the general public in Singapore. Some areas covered by this study were: importance of dengue-related information needs, preferred channels for seeking information, and respondents' perceptions of using dengue-related information. A questionnaire was used for data collection and 152 individuals participated in this study. Data analysis showed that the most sought after information concerned: dengue-related medicines, primary symptoms of dengue infection, and different possible treatments. The popular channels for seeking information were: websites of hospitals and other health agencies, the social media, television, and newspapers. Medical staff, such as doctors and nurses, were trusted for providing accurate information. Although credibility of social media was considered low, respondents were using it due to its easy accessibility. The findings of this study will be useful to government health departments in Singapore as well as in other countries suffering from dengue, hospitals, and public welfare agencies involved in public health awareness campaigns.

  • Women entrepreneurs play a vital role in employment creation, economic development, and growth. Women entrepreneurship is deep-rooted in the social and cultural norms and values of society. Women's entrepreneurship contribution is still invisible and needs to be properly investigated. The current research study explores "how institutions affect women's entrepreneurial performance in Pakistan" by using institutional and social cognitive theories. Focusing on the Formal and informal institutions, this research examines how institutions are affecting women's entrepreneurial performance by taking the mediating role of women's entrepreneurial self-efficacy and ethical decision making. A 7-point Likert scale research questionnaire is used to collect primary data. Data on active entrepreneurs are collected from the Peshawar, Mardan, and Abbottabad divisions of KPK's Women Chambers of Commerce. The data is empirically tested through the path analysis technique of structural equation modeling (SEM) through SMART PLS 3. The results indicated that women's entrepreneurial self-efficacy and ethical decision-making strongly mediate both institutions and significantly affect women's entrepreneurial performance. The study suggests that government and concerned departments should pay due attention to determinants like informal institutions and social constraints to boost women's entrepreneurial performance.

Perceptions of Moral Intensity and Professional Commitment Towards Intention to Whistleblowing: Empirical Evidence from Malaysian Public Sector Organisations

  • The study's goal is to look at the factors that influence people's willingness to whistleblow in the Malaysian public sector by applying two elements from the Moral Intensity Theory: the magnitude of consequences and societal consensus with professional commitment as an additional variable. The cross-sectional study used primary data collection through questionnaires adopted from previous studies. The survey questionnaires were distributed to target respondents from 27 ministries in Malaysian public sectors selected based on their grade positions in the departments ranging from Grade 29 and above. The findings revealed that societal consensus and professional commitments significantly impact the intention to whistleblow. The findings imply that closed people's opinions may have certain persuasive elements that influence the act of whistleblowing as a moral and ethical activity, thereby increasing their whistleblowing intention. The results also suggest that when individuals are more committed to their career and organization, they will act ethically and under the professional norm, hence, they will be inclined to whistleblow. On the other hand, the magnitude of consequences suggested an insignificant relationship with the intention to whistleblow. The results could facilitate the government in curbing the whistleblowing issue by defining its root before the implementation of necessary policies.

Information Communication Technology (ICT) use for information access by visually and physically impaired persons in public university libraries in Kenya

  • This article is a spinoff of a doctoral study that was completed at the University of KwaZulu-Natal (South Africa) in 2018 on provision of information services to persons with visual and physical impairments in public university libraries in Kenya. The article examined how ICTs such as internet, e-resources and e-databases, word processing, websites and more were being used in public university libraries to provide access to information by visually and physically impaired persons. Data were collected from the visually and physically impaired students, University Librarians, Systems librarians, staff from disability departments and library staff who provided services to visually and physically impaired persons. The findings revealed that the visually and physically impaired persons in most of the libraries could not access information owing to lack of the necessary assistive and adaptive technologies and weak institutional support and framework. The study recommend that the libraries improve assistive technology infrastructure, embrace new assistive technologies such as telepresence robots, virtual realities and more, and put in place enabling policies and capacity building programmes for library staff to enable them to provide services to persons with impairments.

A study on digital transformation of SMEs from the perspective of information technology

  • Purpose - With the rapid development of information technology, the digital economy has become an important grip of the new development pattern, and the digital transformation of enterprises is a major trend. As SMEs are the mainstay of the economy and employment, it is important to study the digital transformation of SMEs to promote the development of the digital economy. Research design, data, and methodology - Based on a resource-based view, this report analyses the current situation and issues of digital transformation of SMEs from the perspective of digital orientation as well as the breadth and depth of technological capabilities of enterprises, using data from a survey of 200 manufacturing enterprises in China. Result - The results show that SMEs generally have a digital transformation mindset, but a weak digital foundation. In order to execute a digital strategy, companies need digital transformation capabilities. These behavioral capabilities are guided by the strategic direction of the business, and companies with strong capabilities are always trying to tap into the full digital potential. Conclusion - In order to effectively promote the digital transformation of SMEs, we suggest that SMEs pay attention to digital capability building, make good use of digital platforms and network resources, and lay a solid foundation for digital transformation; meanwhile, we suggest that government departments play a guiding and supporting role to build a cross-industry and cross-sector digital synergy system to help promote the development of SMEs' digital transformation. This paper presents some suggestions from both the internal and external environment of the enterprise, with the expectation of contributing to the digital transformation practices of SMEs.

Exploring on Research Ethics in Humidifier Disinfectant Case from the Court Judgement

  • Purpose: The purpose of this study is to identify what research ethics issues are related to chemical incidents at the level of national disasters in Korea, and then to secure clear research ethics to prevent similar incidents from recurring. Research design, data and methodology: The study design was a case study of the humidifier disinfectant disaster in Korea. The humidifier disinfectant incident is a worldwide issue that has never occurred in the world. The main cause of the humidifier disinfectant incident that occurred only in Korea was the toxicity of the humidifier disinfectant contained in the humidifier spray. In this regard, research ethics will be derived through related laws and systems, research ethics status, incident damage and compensation, prosecution's investigation status, and the final precedent of the Supreme Court. Results: Although the lack of laws and systems of government departments related to humidifiers is important in the research results, the violation of ethics regulations by researchers during research experiments has become a decisive problem. Conclusions: In conclusion, the most important thing is that the research bioethics of researchers at the forefront should take precedence over any other values, especially during experiments and research related to public health.
