The Default Risk of the Research Funding with Uncertain Variable in South Korea, Along with the Greeks (옵션민감도를 고려한 기술자금의 경제적 가치와 실패확률)

  • As a nation experiencing rapid economic growth, South Korea and its government have made a continuous effort toward efficient research investments to achieve transformation of the Korean industry for the fourth industrial revolution. To achieve the maximum effectiveness of the research investments, it is necessary to evaluate its funding's worth and default risk. Thus, incorporating the concepts of the Black-Scholes-Merton model and the Greeks, this study develops a default-risk evaluation model in the foundation of a system dynamics methodology. By utilizing the proposed model, this study estimates the monetary worth and the default risks of research funding in the public and private sectors of Information and Communication technologies, along with the sensitivity of the R&D economic worth of research funding to changes in a given parameter. This study finds that the public sector has more potential than the private sector in terms of monetary worth and that the default risks of three types of research funding are relatively high. Through a sensitivity analysis, the results indicate that uncertainty in volatility, operation period, and a risk-free interest rate has trivial impacts on the monetary worth of research funding, while volatility has large impacts on the default risk among the uncertain factors.

  • 정부의 ICT R&D는 전체산업 관점과 거시적 목적 지향적인 R&D 추진체계에서 필요한 R&D 목적달성을 위해 R&D투자재원의 효율적 배분이 매우 중요한 기능이 된다. 즉, R&D재원배분에 대한 다양한 기준들이 존재할 수 있으며, 이러한 상충적 배분기준들 사이에 객관적이고 효율적인 재원투자의 우선순위와 가중치가 기본적으로 필요하게 된다. R&D계획수립과 지원 분야선정을 위한 방법론으로 보편적으로 사용되고, 현장적용에 객관성을 확보하고 있는 AHP(Analytic Hierarchy Process) 모형을 통해 상충적 다중의사결정에 발생하는 기준의 선호에 대한 쌍대비교를 통해 객관적 선택기준과 대안적 선택에 대한 의사결정 프레임워크를 제공해준다. 따라서 본 연구에서는 정부의 ICT산업경쟁력 제고 목적달성을 위한 투자부문과 기술분야에 대한 실증적인 의사결정구조와 재원배분안을 제시하고자 한다.

Complementarity Between the Technology Acquisition and In-house R&D Evidence from the Korean Manufacturing Sectors (준구조적 계량 모형을 이용한 기술 획득과 연구 개발의 관계에 관한 실증연구: 한국의 제조업을 중심으로)

  • This paper empirically examines the relationship between a firm's external technology acquisition and in-house R&D in Korean manufacturing sectors. Using the technology innovation survey conducted by the Korean government in 2002, and developing a semi-structural empirical model, we find that the firm's in-house R&D and technology acquisition have a complementary relationship: A firm's technology acquisition increases in its in-house R&D. Moreover, government R&D funding and tax incentives have positive effects on the in-house R&D, while the existence of the failed projects encourage a firm to acquire more external technologies.

A Study on the Improvement the Start-up Support Policy: Focused on the ICT Start-up (창업기업 지원 정책 개선 방안 연구: ICT 창업기업을 중심으로)

  • Various government support policies are being promoted in order to stimulate growth of SMEs. The government is striving to provide effective support through direct methods of tax, finance and indirect methods through support programs. However, the view on the government's startup policy is still tense. We are sympathetic with the need for support, but discussions continue to be made on the effectiveness of support projects and support projects. Therefore, this study evaluates the importance and satisfaction of the government start-up support project. For this purpose, we conducted questionnaires on ICT start-ups who have experienced government start-up support projects. Of these, 128 were analyzed for GAP analysis and ISA. As a result of the GAP analysis of the government start - up support project, the degree of satisfaction (4.408) was lower than the degree of importance (5.221), confirming that the beneficiary's evaluation on the start-up support project was negative. As a result of the importance-satisfaction analysis, 'R&D' and 'commercialization' are located in the maintenance area, and 'government funding', 'marketing, overseas advancement' projects are included in the concentrated area. In the low-ranking areas, there are 'entrepreneur events and networks' items. Finally, there are 'facilities and spaces', 'mentoring and consulting', and 'entrepreneurship education' in the surplus areas. As a result of multiple regression analysis, it was found that 'R&D', 'entrepreneurial education', and 'government funding' influenced satisfaction. Based on the results of this study, it is expected that it will contribute to improving the quality level of the government start-up support project by establishing the support policy for the ICT start-up enterprises and improving the system.

Efficiency Analysis for R&D Management according to Operation Type of Funding Agencies (연구관리전문기관의 사업형태에 따른 국가R&D 사업관리 효율성 분석)

  • Following principal-agent relationship between government and funding agency effects on efficiency and management of project, this paper suppose that project management cost rate variable on outsourcing and administration of institution, applies multiple regression analysis and logit analysis by using factors that procurement status of institutional operating expenses and each subordinates scale (Budget, subject number) and method (Top-down/Bottom-up), not a total amount, for examining factors following project efficiency analysis and way of commission. The major variables which effect on efficiency of institution are management cost scale (0.36), institutional operating expenses ratio (-0.47), way of outsourcing, the factors that affect way of outsourcing are portion of project management cost (-38.5) and institutional operating expenses rate (-11.7). This means both legal and financial stability are necessary and it is avoidable moral hazard and adverse selection on principal-agent problem.

A Study on Priority of Innovation Activity, Business Performance and Maximization Factors of SMEs. (중소기업의 혁신활동과 사업성과 극대화 요인의 우선순위 연구)

  • The purpose of this study is to examine the priorities of innovation activities, business performance, and maximization factors of SMEs. Support programs for each government department are operated by various industries. Various supports, including subsidies, grants, marketing, planning, and education, are provided to each company. Therefore, this study aims to analyze and identify the priorities of innovation activities that have a positive effect on business performance. The efficacy of the proposed model and the psychometric properties of structure were analyzed using the analytic hierarchy process (AHP). The hierarchical structure of corporate innovation activities are composed of 'R&D' and 'government support', and 'Inside R&D, Outsourcing R &D, Consortium R&D'. As a result of analyzing companies that received more than one type of R&D government support, it can be seen that 'government support' (72.1%) is more important than 'research and development' (27.8%). In addition, this study found key sub-factors loadings including Assistant Support (30.1%), Tax Support (22.7%), Funding Support (18.8%), Inside R&D (10.8%), Outsourcing R&D (10.3%), and Consortium R&D (7.2%). Analysis results suggest that the priorities of detailed innovation activities of R&D and government support affect product innovation and process innovation, which in turn, influence business performance and maximization of SMEs. This implies that SMEs who want to participate in the government support project will be helpful in setting the direction of innovation activities. This study also suggests the importance of strategic priorities among the decision elements for CEOs.

A Study on the Moderating Effects of the R&D Fund Management System between National R&D Fund and Research Performance (정부지원 연구비와 연구성과간의 관계에서 연구비관리시스템의 조절효과)

  • In order to enhance the performance of National R&D program, it is required not only the R&D funds and human resources, but also the composition of the research environment in which the researchers could fully concentrate on study. Particularly in Korea, executive burdens that arise in the course of the administration of research fund are frequently causing difficulties in concentrating on study. To remove this burden on financial management and maximize the efficiency of research funding, the government has implemented the central management system of the R&D fund. This study analyzed the moderating effects of the centralized management system of the R&D fund on the relationship between government fund and performance of the university research. Based on the analyzed result, this study concluded that the higher level of centralized management system of the R&D fund is implemented, the more influence on research outcomes grow. This study is significant to extend previous research point of view, as well as analyze the practical effect of government policies.

  • In this paper, Two countries have invested directly using the two models Multinational Enterprises, foreign companies doing R&D subsidy policy analysis in their activities to attract. Multinational Enterprises to get the spillover effect from competitors, the introduction of subsidiary R&D resources with an incentive to R&D activities. The government has established a subsidiary to bring the country to foreign Multinational Enterprises for the purpose of improving the technological capabilities of Multinational Enterprises with their parent company R&D to increase the resources by foreign companies in their R&D investment to subsidize R&D activities that have an incentive to attract. In addition, foreign companies and government cooperative R&D by two things also increase the rate of funding for activities to bring the two subsidiaries of multinational R&D has increased the amount of additional resources, the economic interests of both countries get more will increase.

The Effects of the Government Funding on Venture Firms' Management Performance: Focusing on the Mediation Effect of Firms' Internal Competencies and the Moderation Effect of Firm's Growth Stage (정부지원자금이 벤처기업의 경영성과에 미치는 영향에 관한 연구: 내부역량의 매개효과와 기업 성장단계의 상호작용효과를 중심으로)

  • As the importance of venture firms has increased as a new growth engine, the South Korea government makes various efforts to establish healthy ecosystems for ventures and start-ups. Especially in order to foster the competitiveness of venture firms, various support policies such as financial and R&D expenses are being expanded and promoted. In this study, the author analyzed the impact of government funding on venture firms' internal competencies and management performance by using the resource-based theory. Moreover, this study tested the moderation effect of firm's growth stages. Unlike previous studies, this study focused on qualitative rather than quantitative aspects of internal competencies and the financial and non-financial performance are used to measure the management performance of the ventures to examine the effects of government funding for venture firms in more details. For the purpose of verifying the hypothesis of this research, "The Research On The Precision Status Of Venture Firms" in 2017 from the Ministry of Small and Medium Business was utilized, which has been compiled since 1999. According to the results of this study, the government funding experience did not significantly affect the company's internal competencies and financial performance, but had a significant impact on the non-financial performance, which in turn seemed to have a significant effect on the financial performance. In addition, it was found that the technology, price, design, and quality competencies affected non-financial performance, while the organizational management and marketing competencies did not. However, the price, design, organizational management, and marketing competencies affected financial performance, while the technology competency was not. Finally, there were no differences in the effectiveness of government funding, depending on the growth stages.

The Recent Trend of R&D Investment in Korean Medicine by Research Steps and Fields (연구단계와 분야에 따른 한의약 R&D 투자 동향)

  • Objectives : This study aims to analyze the public investment for Korean Medicine R&D to facilitate the future strategic planning. Methods : All government supported research projects for Korean Medicine that were invested in 2009, 2012, 2015 were searched in the NTIS (National Science & Technology Information Service) Database. Research budgets were analyzed by government departments, R&D agents, R&D steps, and research fields. CAGR (Compound Annual Growth Rate) was derived from each Korean Medicine research field. Differences of research budgets among research fields were tested using Chi square analysis. Results : A total of 891 projects supported in 2009, 2012, and 2015 was analyzed. The amount of research budgets has increased, from 49,839 million won in 2009 to 106,536 million won in 2015 showing 13.5% of CAGR. Ministry of Science, ICT, and Future Planning, and Ministry of Health and Welfare were the biggest sponsors in Korean Medicine R&D. Chi square analysis showed that, in this period, there were statistically significant differences of research budgets in Korean Medicine technology equipment field and infrastructure field. Conclusions : To diversify the Korean Medicine R&D, unequal research funding among government departments should be relieved, and virtuous cycle of Industry-University-Institute Collaboration in Korean Medicine need to be built.
