Currently, the global climate change response paradigm has been changed to a universal response system in which all nations, not the developed countries, participate. Korea has also set a target of 25.9 million tons of transportation greenhouse gas reduction targets by 2030. Korean society is expected to enter the super aging society in 2026. In this study, to reduce the greenhouse gas emissions in public transport and to improve the convenience of transportation vulnerable, we estimate the willingness to pay(WTP) and social benefits assuming that the existing feeder buses are replaced with medium-sized low floor electric buses. To this end, survey was conducted on bus users in the metropolitan area and WTP was estimated by using contingent valuation method(CVM), which is one of the non-market value evaluation methods. As a result of estimation of WTP, the average WTP is 51.4 (won / time person), estimated the economic benefits were 50 million won on weekdays and 40 million won on weekends in Gyeonggi Province in 2014.

In recent years, polar research has been focused on climate change, natural resources, and development of a new North Pole Route. Since 2010, the Korea Polar Research Institute has been collecting various in situ data from the Arctic/Antarctic oceans using ARAON, which is the first effort of Korea toward leading global polar research. As a part of these activities, a web-based GIS service was developed to collect in situ data and to standardize data formats. Visualizations of in situ measurements and thematic maps were also developed to improve both the quantitative and qualitative quality of polar ocean research, and to increase accessibility of polar oceanographic data. This system will ultimately share all of the data acquired from the Arctic/Antarctic oceans with international research groups.

In recent years, the damage scales of water disasters such as typhoons, tsunamis, and heavy snow have been increasing globally as a result of global warming and climate changes. In particular, the economic loss caused by typhoons has been increasing for overpopulated areas that have undergone economic development and urbanization since the 1960s. In this study, we investigated and analyzed satellite images captured before and after typhoons on the Korean peninsula, including Typhoon Chaba (2016), Typhoon Rusa ('02), and Typhoon Maemi ('03). There was a limitation in utilizing existing satellites. Domestic satellites have mostly been developed and operated for the observation of the weather, ocean, and topography, as well as for use in communication. There are therefore insufficient temporal and spatial observations for water management and disaster response. In this work, we expanded the scope to overseas satellites and collected data from GMS, TRMM, COMS, and GPM. In the future, it will be necessary to develop and launch water resources satellites that can provide sufficient temporal and spatial data analysis units to obtain rapid and accurate water hazard information for the Korean peninsula.
Arctic sea ice has been retreating as a result of the global warming. Arctic sea ice extent for April 2018 averaged 13.71 million square kilometers. This figure shows far less sea ice compared to the average extent from 1981 to 2010. Meanwhile, 287 times of maritime transits through the Northwest Passage have been made during the 2017 and the first ship traversed the Northern Sea Route without the assistant of ice-breaker in August 2017. Commercialization of the Arctic Passage means significant economic and strategic advantages by shortening the distance. In this article, 'Arctic Passage' means Northern Sea Route along the Arctic coast of Russia and Northwest Passage crossing Canadian Arctic Ocean. As climate changes, the potential feasibility of the Arctic Passage has been drawing international attention. Since navigation in this area remains hazardous in some aspects, IMO adopted Polar Code to promote safe, secure and sustainable shipping through the Arctic Passage. Futhermore, Russia and Canada regulate foreign vessels over the maritime zones with the authority to unilaterally exercise jurisdiction pursuant to the Article 234 of UNCLOS. The dispute over the navigation regime of the arctic passage materialized with Russia proclaimed Dmitrii Laptev and Sannikov Straits as historically belong to U.S.S.R. in the mid 1960s and Canada declared that the waters of the passage are historic internal waters in 1973 for the first time. So as to support their claims, In 1985, Russia and Canada established straight baseline including Northern Sea Route and Northwest Passage. The United States has consistently protested that the Northern Sea Route and Northwest Passage are straits used for international navigation which are subject to the regime of transit passage. Firstly, it seems that Russia and Canada do not meet the basic requirements for acquiring a historic title. Secondly, since the Law of the Sea had adopted before the establishment of straight baseline over the Russian Arctic Archipelago and the Canadian Arctic Archipelago, Ships can exercise at least the right of innocent passage. Lastly, Northern Sea Route and Northwest Passage have fulfilled the both geographical and functional criteria pertaining to the strait used for international navigation under the international law. Especially, should the arctic passage become commercially viable, it can be expected to accumulate the functional criterion. Russia and Canada regulate the ships navigate in their maritime zones by adopting the higher degree of an environmental standard than generally accepted international rules and standard mainly under the Article 234 of UNCLOS. However, the Article 234 must be interpreted restrictively as this contains constraint on the freedom of navigation. Thus, it is reasonable to consider that the Article 234 is limited only to the EEZ of coastal states. Therefore, ships navigating in the Arctic Passage with the legal status of the territorial sea and the international straits under the law of the sea have the right of innocent passage and transit passage as usual.

Global warming caused by excessive greenhouse gas emission is causing climate change all over the world. In Korea, greenhouse gas emission from residential buildings accounts for about 10% of gross domestic emission. Also, the number of deteriorated multi-family housing complexes is increasing. Therefore, the goal of this research is to establish the bases to manage energy consumption continuously and methodically during MR&R period of multi-family housings. The research process and methodologies are as follows. First, research team collected the data on project characteristics and energy consumption of multi-family housing complexes in Seoul. Second, an ontology-based breakdown structure was established with some primary characteristics affecting the energy consumption, which were selected by statistical analysis. Finally, a predictive model of energy consumption was developed based on the ontology-based breakdown structure, with application of CBR, ANN, MRA and GA. In this research, PASW (Predictive Analytics SoftWare) Statistics 18, Microsoft EXCEL, Protege 4.1 were utilized for data analysis and prediction. In future research, the model will be more continuous and methodical by developing the web-base system. And it has facility manager of government or local government, or multi-family housing complex make a decision with definite references regarding moderate energy consumption.
South Korea has many landslides caused by heavy rains during summer time recently and the landslides continue to cause damages in many places. These landslides occur repeatedly each year, and the frequency of landslides is expected to increase in the coming future due to dramatic global climate change. In Korea, 81.5% of the population is living in urban areas and about 1,055 million people are living in Seoul. In 2011, the landslide that occurred in Seocho-dong killed 18 people and about 9% of Seoul's area is under the same land conditions as Seocho-dong. Even the size of landslide occurred in a city is small, but it is more likely to cause a big disaster because of a greater population density in the city. So far, the effort has been made to identify landslide vulnerability and causes, but now, the new dem and arises for the prediction study about the areal extent of disaster area in case of landslides. In this study, the diffusion model of the landslide disaster area was established based on Cellular Automata(CA) to analyze the physical diffusion forms of landslide. This study compared the accuracy with the Seocho-dong landslide case, which occurred in July 2011, applying the SCIDDICA model and the CAESAR model. The SCIDDICA model involves the following variables, such as the movement rules and the topographical obstacles, and the CAESAR model is also applied to this process to simulate the changes of deposition and erosion.

Recently, occurrence frequency of extreme events like flood and drought is increasing due to climate change by global warming. Especially, a drought is more severer than other hydrologic disasters because it causes continuous damage through long period. But, ironically, it is difficult to recognize the importance and seriousness of droughts because droughts occur for a long stretch of time unlike flood. So as to analyze occurrence of droughts and prepare a countermeasure, this study analyzed a meteorologic drought among many kinds of drought that it is closely related with precipitation. Palmer Drought Severity Index, Standard Precipitation and Effective Drought Index are computed using precipitation and temperature material observed by Korean Meteorological Administration. With the result of comparative analysis of computed drought indices, Effective Drought Index is selected to execute frequency analysis because it is accordant to past droughts and has advantage to compute daily indices. A Frequency analysis of Effective Drought Index was executed using boundary kernel density function. In the result of analysis, occurrence periods of spring showed about between 10 year and 20 year, it implies that droughts of spring are more frequent than other seasons. And severity and occurrence period of droughts varied in different regions as occurrence periods of the Youngnam region and the southern coast of Korea are relatively shorter than other regions.

Climate warming is the issue on the global scale. Soybean can be seriously damaged when high temperature occurs during a reproductive stage such as the flowering and pod-setting period according to the Representative Concentration Pathway (RCP) (2021~2100) 8.5 scenarios. The weather in 2016 was very different from other years (average for 30 years from 1980 to 2010) ; the highest temperature was $33.7^{\circ}C$ which was higher $3.29^{\circ}C$ than average temperature from last 30 years and average rainfall was 26.5 mm, lower 140.9 mm than average rainfalls from other years. Especially, the highest temperature during soybean flow-ering and pod setting stage was $26.8^{\circ}C$ which was higher $0.1^{\circ}C$ and rainfall was 172.2 mm, higher 47.8 mm than other years from the first to the 20th in the October at soybean seed elongation stage. Soybean leaves were turned upside down by the drought stress during the flowering and pod-setting stage. The numbe-r of pods and seeds per unit area decreased 11.0% and 30.3% compared with the previous year, respectively. The ripening period was prolonged by 21 days because of high temperature and soil moisture contents due to the continual rainmade increase of the seed weight up to 15.6% and the yield decreased 7.1% compared to the previous year.

Anthropogenic activities have increased the concentrations of greenhouse gases, such as $CO_2$, $CH_4$, $N_2O$, HFCs, $SF_6$, and PFCs, in the atmosphere. Among others, $N_2O$ is well known as an important greenhouse gas accounting for 7.9% of the total greenhouse effect and the effect of its emission is 310 times greater than that of $CO_2$. Agricultural $N_2O$ emissions are now thought to contribute to about 60% of the global anthropogenic $N_2O$ emission, which have been increased primarily due to fertilizer N consumption and manure management. Therefore, the reduction of $N_2O$ emissions in agriculture is being required. This study was conducted to determine the variation of $N_2O$ emissions by no-tillage (NT) and conventional tillage (CT) practices in the cultivation of soybean from the sandy loam soils under the different kinds of fertilizer treatments June through September 2016 in Cheong-ju, Republic of Korea. An experimental plot, located in the temperate climate zone, was composed of two main plots that were NT and CT, and were divided into four plots, respectively, in accordance with types of fertilizers (chemical fertilizer, liquid pig manure, hairy vetch and non-fertilizer). Among all the treatments, $N_2O$ emission was the highest in August and the lowest in June. When $N_2O$ emissions were evaluated during the growing season (June to September) in all fertilizer treatments, NT with hairy vetch treatment emitted the highest $N_2O$ emission in August, whereas, $N_2O$ emissions was the lowest in NT with non-fertilizer treatment in June, respectively (p = 0.05). Based on the cumulative amount of $N_2O$ emissions during the growing season of soybean, NT had lower $N_2O$ emission than CT by 0.01 - 0.02 kg $N_2O$, although NT had higher $N_2O$ emission than CT by 0.03 kg $N_2O$ in only the chemical fertilizer treatments. As a result, it seems that the applications of liquid pig manure and hairy vetch rather than chemical fertilizer could decrease the $N_2O$ emission in NT, compared to CT.
During the past few years, Korea has experienced extraordinary floods, which have caused many damages of lives and properties. Flooding caused by typhoon is the most common disastrous phenomenon of nature among all catastrophes. As the average temperature of the earth has been increasing by global warming, the possibility of typhoon is also increased by abnormal climate changes. Along with the river improvement as a part of flood control, the time of concentration has been decreased, so the pick discharge has been increased. Moreover, with the land development activities, the area of storage has been diminishing, and the damages from inundation have been continuously increasing. There were a lot of damages to farmland in 1960's, industrial and public facilities in 1970's, and a lot of sufferings from the windstorm in 1980's. In 1990's, however, the amount of damages was increased substantially. So, there is need to decrease the number of the victims and loss of properties by applying preventive measures against natural calamities. This study has employed a simulation system to calculate the depth and amounts of inundation areas to forecast and prevent from flood damage by using rainfall-runoff model. In this study, a case study method is adopted to show inundation by using rainfall-runoff model, HEC-GeoRAS and Arcview. It is hoped that, this study would be conducive to professionals and organizations working in the field of disaster management.
