  • Technology of GIS evolved as a means of assembling and analyzing diverse spatial data. Many systems have been developed, and almost of systems are proprietary. There is a lots of lack of interoperability and reusability between them. This paper describes the development of Open GIS component software. The developing system have an end in view of GIS tool software which is interoperable and reusable. To increase the interoperability and reusability, the system is based on the OGC(Open GIS Consortium)'s Open GIS Simple Features Specification for OLE/COM. The OGC's specification is announced to increasing the full interoperability of various geospatial data and geoprocessing resources. With the Open specification, component based software ensures the reusability. We implement three kinds of component: Geometry component, Spatial Reference System Component, and MapBase Component. The first two components are compatible to the OGC's specification and the third one is designed to GIS tool software for variant GIS applications. The Open GIS component software system is developed on object-oriented computing environment, ATL/COM and Visual C++. As we made application programs using Visual Basic, the advantages of component based Open GIS software was proved.

  • GIS technique enhanced a space data manipulation ability and we are offering a geographic information service through various analysis. The quantity used of the water was increased in such situation according to a population increase and a city concentration phenomenon. But, to secure clear water are difficult, owing to the water shortage phenomenon, seepage and the quality of water change for worse. We decide the seepage and the system to retrieve the seepage location using GIS in order to reduce vast loss from the seepage. In this paper we proposed Leakage Sensing System using TDR technology in GIS, constructed a GIS database and pilot system to prove the validity, and simulated it using TDR in GIS.

  • Over the past few decades, a considerable number of studies have been conducted on GIS(Geographic Information System) to process spatial date. As GIS comes to be used in many fields and used by many people, Web GIS which is a GIS system used on the internet, was proposed as a good tool to maintain the need. There is an increasing demand for Web GIS to provide more opportunity for users to manage and to analyze geotechnical data. This study mainly focused on the design and application of Web GIS particularly with geotechnical data, including design of efficient database structure for borehole data. A practical application of the Web GIS to tunnelling site has been successfully completed by the design of several analytical functions.

  • Nowadays, GIS, as multi-discipline information system, is closely linked with GPS application in conjunction with GIS-T or Logistics GIS. With this R&D trend. CPS/GIS application system for AVL is newly developed in this study. This AVL is designed and implemented by using pure Java computing technology towards com ing Car-equipped wireless Internet PC age, and main features of Java are included at this system: Platform independence, Multi-thread processing, and Object-oriented paradigm. While, because core modules of this AVL are based on GIS spatial engine, unlike other commercial AVLs, large spatial database problem handling digital image/spatial information and attribute information and direct access problem of GIS data is easily dealt with. this system can directly access external database by using JDBC: MS Access for desktop version and Oracle for W/S version. Finally, it is thought that Java-based AVL, one of CPS/CIS applications, can be easily extended into other prospective GIS applications: Land surveyor supporting system, Flight tracking system, 3D facility management system with CPS, and so forth.

A Study on Integration Strategies for e-Government and GIS in Korea (전자정부 구현을 위한 GIS 연계방안 연구)

  • Geospatial information and technologies are considered as a fundamental element in the foreign advanced e-governments. Integration of e-Government and GIS technology should be an important task for the Korean e-government. Purpose of this study is to propose integration strategies for Korean e-Government and National GIS projects in a GIS perspective. For the successful integration this study analyzes the evolutional stages of e-Government and changes of GIS paradigms in a more comprehensive way. This study hypothesizes that integration of e-Government and GIS can create greater synergic effects fur the improved citizen services and increased efficiency of governmental administration. To verify the hypothesis, cases of advanced e-Governments in the foreign countries and progress of the Korean e-Government projects are compared and integration strategies are suggested. The strategies are as follows: expanded integration of geospatial and text-based information in e-Government for the greater synergic effects, implementation of GIS portal for e-Government, and development of a variety of geospatial information services for easy access and public participation. Most importantly, innovation of the institutional environments can be considered as an essential requirement to enhance and broaden interdepartmental partnerships. To realize the integration strategies suggested, this study presented the future projects under the following 5 topics: 'service', 'integration of information', 'technology', 'organization' and 'infrastructure for integration'. It is expected that results of this study can contribute to the bigger picture of Korean e-Government and the third National GIS master plan in 2006.

  • Recently software industry in GIS(geographic information system) becomes an interesting issue by performing a large scale of national GIS application development as well as even small unit of FMS(facility management system). Also, there exist many cases to combine GIS with various business domains such as MIS(marketing information system), CNS(car navigation system) and ITS(intelligent transportation system). In this situation, in order to develop an efficient and useful GIS application for a short term, there must be a deep consideration of not only developing GIS component but also managing GIS component. In fact, even though there exist many certain components having high reusability, excellent interoperability and good quality, their reusability may be reduced because of their difficulty to access in a certain repository. Therefore, it is important to classify components having common characteristic based on their particular rule with reflecting their functionality and non-functionality before cataloging them. Here, there are two non-functional classification categories discussed such as GIS content-dependent metadata and GIS content-independent metadata. This cataloged components will help application developers to select easily their desired components. Moreover, new components may be easily producted by modifying and combining previous components. Finally, the original goal of all this effort can be defined through obtaining high reusability and interoperability of GIS component.

  • The Information Technology has progressed to the open architecture, component, and multimedia services under Internet, ensuring interoperability, reusability, and realtime. The GIS is a system processing geo-spatial information such as natural resources, buildings, roads, and many kinds of facilities in the earth. The spatial information featured by complexity and diversity requires interoperability and reusability of pre-built databases under open architecture. This paper is for the development of component based open GIS Software. The goal of the open GIS component software is a middleware of GIS combining technology of open architecture and component ensuring interoperability of spatial information and reusability of elementary pieces of GIS software. The open GIS component conforms to the distributed open architecture for spatial information proposed by OGC (Open GIS Consortium). The system consists of data provider components, kernel (MapBase) components, clearinghouse components and five kinds of GIS application of local governments. The data provider component places a unique OLE DB interface to connect and access diverse data sources independent of their formats and locations. The MapBase component supports core and common technology of GIS feasible for various applications. The clearinghouse component provides functionality about discovery and access of spatial information under Internet. The system is implemented using ATL/COM and Visual C++ under MicroSoft's Windows environment and consisted of more than 20 components. As we made case study for KSDI (Korea Spatial Data Infrastructure) sharing spatial information between local governments, the advantage of component based open GIS software was proved. Now, we are undertaking another case study for sharing seven kinds of underground facilities using the open GIS component software.

  • Since GIS strategic implementation plan was prepared in 1995, Seoul Metropolitan Government (SMG) has implemented the distributed GIS at department level, which prevents various SMG organizations from data-sharing and its common utilization. To solve those problems due to the fragmented GIS structure, SMG developed an action plan for the evolution of enterprise GIS with Spatial Data Warehouse (SDW). In this context, this paper initially analyzed the conceptual architecture of SDW structure and then provided the following guidelines for 1) determining the common GIS data and framework data stored at SDW to satisfy the demand for various GIS data from many SMG departments and sub-organizations, 2) developing the data synchronization process and techniques to make effective data-sharing possible, and 3) making an action plan for enterprise GIS of other self-governmental organizations.

GIS Education for Teachers in South Korea: Who Participates and Why? (GIS 교사 연수: 누가, 왜 참여하는가?)

  • Considering that GIS (Geographic Information Systems) has not been widely adopted by teachers despite educators' considerable efforts to incorporate it into secondary education, if some teachers voluntarily participate in GIS in-service education without guaranteed benefits, those teachers deserve attention. This study investigates why teachers actively participated in a GIS staff-development program offered by Seoul National University in South Korea. Questionnaires were distributed to teachers and interviews were conducted. Results indicate that active participants are mostly young teachers who are expected to have had experiences with GIS during pre-service education. Teachers see the potential of GIS, but they also worry about several issues. Participating teachers' primary motivation was to learn enough about GIS to incorporate it into their teaching. Suggestions to facilitate the incorporation of GIS into education are provided.
