A Study on Advanced Model for GIS Connection and Integration in Local Governments (지자체 GIS 통합.연계 고도화 모델 연구)

  • As applications of GIS technology have grown in local governments, the wider and integrated use of spatial information is demanded more than before. Particularly because 70-80% of administrative information in local governments are related spatial, it becomes a key issue to connect and integrate non-spatial information with spatial information for more advanced use of GIS applications in local governments. The purpose of this study is to establish an advanced Implementation model by analyzing obstacles in existing GIS applications and suggesting implementation strategies. The strategy, as an important part of the model, includes efficient information sharing, establishment of commonly usable GIS Database, architectural improvement for Enterprise GIS in terms of database and system implementation, standardization far the model, and establishment of spatial infrastructure in the local governments. The study concludes that administrative collaboration in a horizontal and vertical perspective has a highest priority for the implementation of the model.

  • GPS/GIS Related Information Technology evolves drastically and a great quantity of spatial information is available to users who require highly qualitative spatial information services. Hence the development of GIS tools that can improve position accuracy and maintenance efficiency is required. To meet various requirements from users. we developed a GPS data processing component based on OLE/COM by utilizing GDK which is a unique domestic GIS product. Also we developed an application package that includes the GPS data processing component to implement GPS into GIS. The development of GPS data processing component will contribute toward the expansion of component-wise GIS softwares.

  • This study is analyzing what necessary law and institution is to solve various problem that is happened in process that execute the first$\sim$second National GIS Master Plan in the meantime at visual point that the second National GIS Master Plan(2001-2005) period is expired. Specially, it is that present what improvement direction of law and institution by each field is. Minimize of obstacle factors far National GIS Master Plan is purposeful during the third National GIS Master Plan period. To achieve study purpose, this study analyzes background of National GIS law and institution, objective, system. It is expected that of this article can contribute to the picture of National GIS law and institution.

  • SWAT을 구동하기 위해서는 유역의 지형자료와 시계열 자료뿐만 아니라 토지경작과 오염물질의 거동에 관계하는 많은 비공간 데이터가 필요하다. 이와 같이 방대한 자료를 이용하여 효과적으로 SWAT을 구동하기 위하여 GIS 시스템과 SWAT을 연계 운영할 수 있는 프로그램을 개발하고, 이를 실무에 이용하고 있다. 본 연구에서는 HyGIS(과학기술부, 2004)와 SWAT2000 모형의 연계 시스템인 HyGIS-SWAT의 개발을 위하여 HyGIS-SWAT 데이터 모델을 기반으로 하는 시스템의 운영프로세스를 정립하였으며, 이에 따른 데이터베이스를 설계 및 구축 하였다. 또한 SWAT2000 모형의 구동에 필요한 HRU를 계산하기 위한 알고리즘을 개발하였으며, 입력매개변수의 자동계산 모듈을 개발하였다. 연구결과 HyGIS-SWAT의 시범 시스템을 개발할 수 있었으며, HyGIS-SWAT 데이터 모델과 HyGIS-Model 통합시스템의 운영표준은 HyGIS를 이용한 응용프로그램 개발에 효과적으로 이용될 수 있는 것으로 나타났다. 또한 HyGIS-SWAT의 개발과정에서 축적된 기술은 HyGIS와 다양한 수자원 모형의 연계 시스템 개발 시에 기반기술로 이용될 수 있을 것이다.

  • The paper compares Static GIS, Mobile GIS, Dynamic GIS and Moving GIS at first, then puts forward and discusses a description means of mobile objects, a model of spatial relation based on 9-intersection model and the query and analysis operations that Moving GIS should implement. On the above theory basis, the paper designs the function of Moving GIS and implements a prototype system named PNS-I on the basis of PDA, which has integrated GPS, GIS, GSM and GPRS.

  • SWAT includes a lot of parameters related with geography, hydrological time series, land management and water pollution, etc. So, it needs many spatial, non-spatial and time series data to run SWAT. If SWAT is operated in conjunction with GIS, we can use database which includes model input data and do all the processes which covers data creation, model input and analysis of simulation results in a system. The objective of this study is to develop HyGIS-SWAT which is the interface system to couple the SWAT model and HyGIS. To achieve this object, system operation process based on HyGIS-SWAT data model is evaluated and databases are designed and established. As a result, HyGIS-SWAT prototype system is developed. HyGIS data model and HyGIS-Model operation process can be applied effectively to the development of HyGIS-SWAT. The technologies from this study can be used as base technology to develop another HyGIS application which connect HyGIS with models.

  • As the number of the municipalities which have finished the phase I of their GIS system development projects increases, it is very natural that GIS system operation and maintenance rather than development itself has been a more important concern for these municipalities. It seems to me that these phenomena will be amplified as time goes by, and this is the right time for a series of proper guidelines regarding the GIS system maintenance to be supplied to the related municipalities. The subject which is called as 'GIS maintenance' is surely a very comprehensive area. It has been also founded that the necessity is widely agreed among the concerned people working for the municipalities which have already finished their first GIS projects. Nevertheless, it has been investigated that the studies done up to now in this area is in a very infant state from the quality and also quantity points of views. This paper, therefore, makes one of the very initial trials for the systematical GIS maintenance. Among the areas of GIS maintenance, the GIS database maintenance has been selected as the first trial area because of its natural characteristics of the basic element composing IS(Information System). For this, the present conditions of a variety of municipalities have been investigated as far as GIS maintenance is concerned, and the results are analyzed to produce a series of useful outcomes in terms of facing problems and accompanied plans. For each problem, a solution is defined and for each solution a detailed action plan (item) is derived. For each of the two kinds of GIS data given which are the fundamental map and the underground facilities map, an effective GIS data maintenance plan is suggested for the concerned municipalities.

Audit Checking Items for the Efficient GIS Audit (효율적인 GIS 감리를 위한 감리 점검항목)

  • The construction of the Geographical Information System(GIS) is continuously in progress, and with the diversification and complication of the system, the importance of its audit is further deepened. At this point in time, the information system audit has been obligatory as it has been stipulated in law, and the GIS audit has come to follow the criterion of the information system audit since it belongs to the information system audit category. However, it was found that there was a difference between the current information system audit standard and the former GIS audit standard, and the audit checking items for the efficient GIS audit is necessary. For this reason, this paper surveyed the characteristics of GIS in accordance with this necessity, analyzed the GIS audit checking items found in the audit performance guideline of the GIS audit standard, and studied the GIS development methodology through the related literature. In addition, this paper also elicited and proposed the audit checking items for the efficient GIS audit based on the findings of this paper. Finally, this paper confirmed the efficiency of the GIS audit checking items proposed here through the comparison of the actual cases of GIS audits.

  • Recently there have been many trials and studies for various approaching to build the effective application environments for Marine Geographic Information System(GIS) in the cross sections of marine and GIS fields. But the most of these contributions were focused on their special purposes, and these vertically unmanaged and independent development necessarily caused more basic issues, which would be one of the primary elements to establish Marine Geospatial Information Infrastructure(MGII). Herein, we discuss a brief conceptual aspects of Marine GIS and its components, and then we try to give some fundamental issues especially concentrated on the needs and importance of standardization as well as guidelines for that.

  • GIS도 다른 정보시스템과 마찬가지로 복잡화, 대형화, 전략정보시스템화로 발전해 가면서 개발방식 체계화가 요구되었다. 그러므로 계획에서부터 철저한 사용자의 요구사항의 분석과 설계가 요구되었으며 결국 GIS 개발방법론 적용의 필요성이 대두되기 시작하였다. GIS 개발방법론은 기존의 정보시스템 개발방법론에 빠져있는 공간정보 구축 및 검증절차를 다루기 위한 계획 및 절차의 미비점을 보완하고 여러 GIS 특성을 반영하여 프로젝트 수행시 보다 유용성 있는 성과물을 산출할 수 있도록 하여야 한다. 본 연구에서는 GIS 개발방법론을 도출하기 위한 기반연구로서 새로운 개발방법론을 창출하기보다는 기존의 정보시스템 개발방법론에서 GIS의 특성을 설명할 수 없는 부분의 프로세스를 도출하고 이를 중심으로 한 GIS 개발방법론의 기본 프로세스를 제시하였다. 이를 위해 GIS 프로젝트의 특성을 바탕으로 기존의 개발방법론의 GIS 프로젝트 적용시 문제점을 분석하여 GIS 개발방법론의 기본 프로세스를 제시하였다. GIS 개발방법론의 완성을 위해선 태스크 및 산출물의 정의가 추가적으로 연구되어야 하고 실질적인 검증과 표준화 과정이 남아 있으므로 본 연구는 향후의 GIS 개발방법론 정립을 위한 시작으로 간주될 수 있을 것이다.
