The technologies will make agriculture for core and strategic industry that. has high value-added in 21 century. The target of the survey for Delphi is confined specialists in the area of processing.

As information technology has been evolving, digital library emerges as a vision of future library. Many authors on digital library describe that the problems that today's libraries face would be completely solved by using digital technology. But it is su n.0, pposed that such technology oriented papers do not take care of what the library has been and should remain. This paper is prepared to identify what core elements of library services being provided in traditional environment must be transferred to the digital library. For this purpose, firstly historical transition from traditional library to digital discussed. Secondly, library's fundamental service functions are analysed from three points of view-library as cultural and social institution, library as intellectual reality, library as a collection. And 'control zone' concept is also investigated as a new possibility of academic digital libraries. In contrast to open zone in which information is not controled at all as in internet, in control zone, information is selected and maintained by academic library community, retaining such essential library functions as selection.
A variety of medical devices are utilized to repair or help injured body functions after accidental injury(such as a traffic accident), population aging, or disease. Such medical devices are being actively researched and developed in portable form, skin patchable type, and further, implantable form. In the future, active implantable medical devices for neuro and brain sciences are expected to be developed. Active implantable medical devices that detect brain signals and control neurology for a wider understanding of human cognition and nerve functions, and for an understanding and treatment of various diseases, are being actively pursued for future use. In this paper, the core elements of implantable devices that can be applied to neuro and brain sciences are classified into electrode technologies for bio-signal acquisition and stimulation, analog/digital circuit technologies for signal processing, human body communication technologies, wireless power transmission technologies for continuous device use, and device integration technologies to integrate them. In each chapter, the latest technology development trends for each detailed technology field are reviewed.

Recently, most studies concerning inorganic CdSe/ZnS quantum dot (QD)-polymer hybrid LEDs have been concentrated on the structure with multiple layers [1,2]. The QD LEDs used almost CdSe materials for color reproduction such as blue, green and red from the light source until current. However, since Cd is one of six substances banned by the Restriction on Hazardous Substances (RoHS) directive and classified into a hazardous substance for utilization and commercialization as well as for use in life, it was reported that the use of CdSe is not suitable to fabricate a photoelectronic device. In this work, we demonstrate a novel, simple and facile technique for the synthesis of ZnO-graphene quasi-core.shell quantum dots utilizing graphene nanodot in order to overcome Cd material including RoHS materials. Also, We investigate the optical and structural properties of the quantum dots using a number of techniques. In result, At the applied bias 10 V, the device produced bluish-white color of the maximum brightness 1118 cd/$m^2$ with CIE coordinates (0.31, 0.26) at the bias 10 V.
In this study, we analyzed future emerging technologies from the perspective of convergence research and arranged them into mega-trends, trends, and issues, to carry out predictions of the future environment and search for technologies that are expected to be closely related to human life, and ultimately to achieve convergence research agenda that can predict various social problems. First, we investigated and analyzed the literature mentioned about various promising technologies and analyzed them to analyze key words and summarize the most frequently used core key words to infer trends. Then, an agenda was drawn that emphasized connectivity with the humanities-based convergence research by stratifying and organizing the inferred trends and classifying them as core and derived trends. The necessity, innovation, convergence, feasibility, future-oriented, and acceptability of these derived agendas were investigated through a survey. The analysis showed that researchers conducting convergence research showed a high interest in agenda items that deal closely with daily life with feasible technologies in the near future, while they showed a rather low interest in issues such as technology that can be realized in the distant future, terrorism or international conflicts.
The possibility of energy harvesting as well as controlled vibration of a three-layered beam consisting of two piezoelectric layer and one core layer made of nonpiezoelectric material is investigated using paradox-free local/nonlocal theory. The three-layered nanobeam is resting on an elastic foundation and subjected to a blast load. Also, the core layer is made of Nano-composites reinforced by CNTs and carbon fibers (MHCD). Governing equations as well as boundary conditions are obtained using Hamilton,s principle. The equations discretized by Generalized Differential Quadrature Method (GDQM) and solved by Newmark beta method. In addition, two differential and integral gains are employed for controlling the forced vibration. The size-dependency of the elastic foundation is considered using two-phase elasticity. The effect of elastic foundation, control gains, nonlocal factor, as well as parameters affecting the core material on the forced vibration and energy harvesting is investigated in detail. The equations as well as solution procedure is validated utilizing some compassion studies. This work can be a basis for future studies on energy harvesting and controlled vibration in small scales.

Unmanned technology is a representative technology that integrates various technologies like electric, electronic, mechanical, artificial intelligence, ICT technology, ect. In special emphasize, ground technology has been developing exponentially in the military field and expanding its utilization area. The patent information analysis method presented in this study, proposes a new patent analysis methodology for patent information analysis and patent information on unmanned ground technology. The patent information analysis processor has 6 levels to extract core patents and technologies. The process consists of: selection of technology to be analyzed, classification of detailed technology / key keyword selection, patent information collection / noise reduction, selection of patent information analysis method, patent information analysis, finally, core patents and key technologies that are extracted. Patent information on unmanned ground technology is also analyzed in this study. First, the technical classification of ground unmanned technology is carried out in detail. The core technology and core patents of ground unmanned technology were extracted through CPP and IPC code connectivity analysis. The results of patent information analysis using proposed patent information analysis method that can be applied to various fields of technology and analysis. These can be used as a material to forecast the direction of future research and development on the technology to be analyzed.
The purpose of this paper is to summarize the development process of major science and technology manpower policies and to derive desirable future policy directions in the policy environment of a paradigm shift in supply and demand. To this end, first, the development process of the science and technology manpower policy, which was promoted in earnest from the 2000s, with the topic of resolving the phenomenon of avoidance of science and engineering majors, was examined, focusing on the basic plan for supporting science and engineering majors. Next, we summarized the main contents and implications of the change in demand for science and technology personnel caused by digital transformation and the supply shock of demographic decline, that is, the paradigm shift in the supply and demand of science and technology talents. Based on this, the core direction of the future science and technology manpower policy was suggested to create a human-centered science and technology research ecosystem that promotes the continued growth and inflow of human resources, so that can be the foundation for the training and utilization of excellent science and technology talents.
As many countries in the world including the Republic of Korea have used all their national resources in the accelerating economic information warfare, illegal leakage of industrial technologies and information has increased rapidly. The costs required for damage prevention from 2007 to 2008 are estimated at approximately KRW 180 trillion which is expected to increase gradually in future. Because the tricks of leaking key technologies are also getting increasingly systematized, sophisticated and bigger, e.g., simple theft at the individual level or the conspiracy of all the staff taking part in the research activities, we should pay special attention to technology security in addition to technology development. While there are several factors affecting such the brain drain, they usually include personal, social, political and cultural factors, for instance, very heavy educational expenditure of children compared to relatively low pay, the speedy labor market circulation for experienced personnel, or political restrictions on researches. In this context, as part of efforts made to prevent the outflow of core personnel, individual companies and research institutes should establish systematically appropriate core personnel management systems for their own organizational or business goals and principles which are intented to ensure to give better treatment and benefit to core personnel and to exercise closer supervision over them. Furthermore, the conventional personnel management system should be radically and flexibly improved in the manner of encouraging the core personnel returning to the organization to combine their external experiences with practices, instead of penalizing them. At the same time, it is necessary to train and educate core personnel through mutual collaboration and in-house training facilities as well as external academic programs operated jointly at the level of the industry. Finally, as the issues concerning the outflow of core personnel are not just problems of relevant companies and other advanced countries have devoted their best efforts to secure their own key technologies at the national level, it is urgent for the industry and the competent authorities to cooperate closely.
As science and technology are the core engines of economic and social affairs, it is becoming increasingly necessary to explore new promising technologies in order to secure competitiveness in science and technology with a view to helping upgrade the country's overall competitiveness and promoting industrial development. The governments of major advanced countries provide R&D support for promising future technologies. Even in South Korea, a study is being carried out to set up a model for forecasting future technologies and reinforcing the relevant survey system. This study intends to explore methods of identifying promising future technologies in the bio-science sector, which has emerged as a new growth engine. It will use a text-mining technique to collect and analyze theses in the bio science sector. It will identify key research sectors by analyzing thesis contour lines, and then review promising future key research subjects through in-depth study.
