Financial Intermediation and the Post-Crisis Financial System with Implications for Korea (위기 이후 금융중개와 금융제도 변천 및 한국에 대한 시사점)

  • Securitization was meant to disperse credit risk to those who were better able to bear it. In practice, securitization appears to have concentrated the risks in the financial intermediary sector itself. This paper outlines an accounting framework for the financial system for assessing the impact of securitization on financial stability. If securitization leads to the lengthening of intermediation chains, then risks become concentrated in the intermediary sector with damaging consequences for financial stability. Covered bonds are one form of securitization that do not fall foul of this principle. I discuss the role of countercyclial capital requirements and the Spanish-style statistical provisioning in mitigating the harmful effects of lengthening intermediation chains. For Korea, the stability of funding emerges as a key consideration. Covered bonds may play a role in stabilizing the funding arrangement for banks.

  • The financial resources for public land banking enacted by Public Land Banking Act (2009) are LH (Korea Land and Housing Corporation) contributions, LH Bond, Land Bank revenues, etc. But, in real, the efficient funding resource is mainly LH bond. In these days, LH has experienced deep financial distress, and difficulties in issuing it's bond. Therefore, Land Banking project also has been inactivated because of poor financial resources. As Land Banking project depending its financial resources mainly on LH Bond does not have financial sustainability, it is necessary to reform the fundamental funding structure. This is the starting point for the topic of this paper. This paper suggests to reform the funding structure, and to introduce Land Bank Bond guaranteed by Government, and also to modify the accounting method of Land Bank to separate the Land Bank accounts with LH accounts. The funding structure reform can be summarized as follows; In early stage of the Land Banking project, sufficient government support by guaranteeing the Land Bank Bond is necessary. Gradually, the portion of LH's contribution can be increased in company with LH's financial distress being solved and administration being normalized. When the project reached on the stage of maturity, cash inflows by selling the reserved land can exceed the cash outflows for reserve new land. To introduce the Land Bank Bond guaranteed by government, the Public Land Banking Act (2009) should be revised. Along with this, to modify the accounting method of Land Bank, the rule for public enterprise accounting system must be partially revised.

  • In the 21st century, developing cultural industry is an important issue world-wide. Since the Kim Daejoong government, Korea has focused on cultural industry development and has thereby treated it as one of the basic, necessary industries. Therefore, the industry is being supported both financially and politically. This policy nurtured the development of quality and quantity within the cultural content industry. However, most of the reports and studies about Korean cultural content have shown it is still not strong enough to compete with leading countries in the field. Competitiveness of storytelling is especially weak. The goal of this study is to find the best direction for the funding policy to strengthen competitiveness in storytelling. Analysing the policies of the No Moo-hyun and Lee Myoung-park governments, we can see that they primarily focused on developing infrastructure in investment and the distribution environment. Support for producing content and distribution follows after confirmation of results. Moreover, policies for the support of developing ideas within culture content are vertical. Currently in the industry, a person or company decides how and where to use the moneys available for investment in the development of content. However, we need to invest more directly, initial funding is required. We analysed the market, studying its activity, achievement and limitations. As a result, we suggest a 'Storytelling Factory' like the group writing system adopted by US TV Shows.

Rethinking Borders of National Systems of Innovation:Austrian Perspectives on Korea's Internationalization of Green Technologies

  • The recent decades have seen a growing rate of international cooperation in science, technology, and innovation (STI) including in the field of green technologies. However, current approaches to national systems of innovation (NSI) have not kept up with this development. International aspects are rather treated as external conditions within which policymakers operate and respond but not influence. This paper tackles this problem by applying a refined NSI concept that includes an international dimension and complements past frameworks by focusing on those Korean government policies, actors, and activities relevant for the internationalization of STI. Austria and Korea have both formulated differing strategies to acquire international leading positions in the field of innovation and the development of green technologies. In the first step, the paper assesses Korea's international activities within the field of green technologies that transcend national boundaries and establish international connections. The government has still a strong influence on selecting technology areas for strategic funding but our findings show that international STI actors have difficulties in identifying the appropriate point of contact to initiate cooperation or apply for related funding. Second, an external perspective on Korea's international collaborations in the field of green technologies is offered. Austria has tentatively identified the East Asian country as a second-priority cooperation partner for its future STI internationalization activities. Interviews with Austrian stakeholders in the field of green technologies indicate a high interest in cooperation with Korea that is facilitated by a similar business culture based on personal networks. Moreover, researchers and policymakers referred to a shared need of small countries for intelligent decision-making processes regarding potential cooperation partners abroad. However, in order to enhance awareness, visibility and demand for Korean STI cooperation in European countries, more long-term funding programs featuring a more permanent point of contact should be introduced.

  • This study investigates the issues in relation to the introduction of the fund-based Korean occupational pension, examining the development plans in the members' perspective. The strong drive from Korean government to introduce the fund-based governance seems to be a sort of strategy to expand coverage in occupational pension. It is not logical that the introduction of the fund-based scheme is likely to cause increase in earning rate and, what is more important is to set the conditions to implement the active investment decision. Also, because the introduction of the fund-based scheme may increase possibility of insolvency, it is necessary to strengthen beneficiary protection or funding rule but, in the short term, it is better to focus on funding rule rather than protection scheme. The introduction of the fund-based scheme suggests the direction that members can actively participate in occupational pension, which means that it is possible to operate occupational pension in the direction of intent of the system.

  • The purpose of this paper is to develop an OLAP (online analytical processing) database system that supports the SMBA (Small and medium Business Administration) policy funding. A heterogeneous dimension schema will be central in staged support of policy funds. In this paper, therefore, we designed the FREQUENCY dimension table which has a heterogeneous dimension schema structure. In this paper, we made a model of measuring SME (small and medium-sized enterprise) size first. The model is composed of six determinants of firm growth such as sales, employment, own technology, the operating profit to sales ratio, the debt ratio, and the current ratio. We developed the OLAP database system by using three dimensions including the FREQUENCY dimension, and using the model of measuring SME size. Also we assessed past decisions on policy funding in the Small Business Policy Funds Support Project (2004-2007) by using the OLAP database system.

A Proposal for Promotion of Research Activities by Analysis of KOSEF's Basic Research Supports in Life Sciences (한국과학재단의 생명과학분야 기초연구지원 추이분석을 통한 연구활동지원 활성화 제언)

  • This research was conducted to make suggestions for the promotion of research activities in the Life Sciences field, and we evaluated the research funding trend and the present status of research funding offered by KOSEF in this field. Researchers in this field have received more research funding from the group-based programme than from the individual-based programme. Also, they have received less money (per project) than did researchers in other Science and Technology fields. The portion of research funds given to the Medical Sciences fields has markedly increased year by year, whereas the portion of funding given to the Agricultural Sciences and Biological Sciences fields has decreased annually. To encourage research activities in the Life Sciences field in Korea, the following actions and systems are required: 1) formulation of a mid-and a long-term research master plan, 2) development of a database on man power in related fields, 3) activation of top-down research topics, and associated increase of individual research grants, 4) development of special national programs for basic researches in Life Sciences, 5) organization of a committee for policy and planning within related societies, and 6) system development for fair evaluation of the results of research activities.

A Statistical Study of Patients Came to Seoul Veterans Hospital (서울보훈병원 한방진료과 내원환자에 대한 통계적 고찰)

  • Objectives : Among the patients at Seoul Veterans Hospital, there is a great demand for oriental medical treatments, and the number of patients of oriental medical part is on the increase. The purpose of this study is to show patients inclination statistically. Methods : The study was carried out on the 1045 patients came to Seoul veterans hospital from April 2003 to May 2004. Results & Conclusions : 1. Most of men patients were veterans. They had neurological disorder or cerebrovascular disease that was ongoing for 1~5 years before diagnosis and they were treated less than 10 times. 2. Most of women patients were nursing their family. They had musculoskeletal disease that was ongoing 1 week before diagnosis and they were treated less than 10 times. 3. Under the current system, only acupuncture and other limited treatments are provided to patients due to the limited funding from the government. There were few patients who had an internal disease because they needed to be herbal treated. If the government funding were provided, they would be able to be treated.

Research and Development for Atmospheric Sciences and Earthquake of Korea (기상.지진 R&D의 최근 동향 및 발전 방향)

  • Of late, natural disasters are becoming more frequent and the damages caused by these are quite substantial. All these are mainly due to a climate change. Many scientists from various countries are therefore engaged in research on atmospheric sciences and seismology. Korea meteorological administration (KMA) has established an advanced research and development center "CATER" for atmospheric sciences and earthquake. CATER has been managing and promoting the five major fields of research such as strategic meteorology, applied meteorology, climate change/countermeasure, earthquake, and research planning for CATER. Compared to 2006, CATER in 2007 has increased the funding by 7% and 5% for the climate change/countermeasure and the earthquake research fields, respectively. Also, the distribution rate of funding in 2007 has increased in 12% for basic research, 6% for university research organization, and 13% for the local area. CATER is trying to construct basic system and infrastructure for atmospheric sciences and earthquake research based on information technology. KMA has also a middle-term vision plan "World Best 365" for atmospheric science and earthquake research. These will give us a chance to become advanced nation in field of atmospheric sciences and seismology.

  • The popularity of the social media has enabled growth of the social network, which has a big impact on culture and arts sector. The impact is based on the fact that news and evaluation of performances are communicated actively through the use of on-line community, and that the advent of social commerce makes more people see better performance at a lower price. Besides, collaboration programs called Social Sourcing are springing up in the arts sector, and there is Crowd Funding for culture & arts which is a desirable form of social funding. In this way social media and social network service (SNS) have huge social influence not only on the performing arts sector but also on the whole culture and arts sector, and are expected to have growing dominance. With SNS - which opened new marketing, publicity and donation system not only for the whole society but also for the culture and arts sector - in mind, this paper handles the topics on understanding of close relationship between SNS and performing arts, and on its current usage, value and endless possibilities. By presenting the practical value and the possibilities, this paper will help in making smooth the communication between stakeholders and audience of performing arts, in making effective the means of performance delivery, and in making enlarged the mutual understanding between performers and audience. This paper will also be the basis of an alternative means, which presents the performing arts sector with possibilities to get out of the chronic deficit.
