R&D Funding and R&D Performance : The Moderating Effect of Indirect R&D Cost Ratio (연구비 재원과 연구개발성과 : 간접비 비율의 조절효과를 중심으로)

  • In the growth of the government's investment in national R&D project and the abuse of research expense, an effective control and management mechanism is strongly demanded. However, an excessive regulation might hinder the R&D performance, which also endangers the underlying objective of R&D policy. Especially, an excessive regulation on the R&D expenditure may damage the SMEs (Small and Medium sized Enterprises) where securing an adequate level of R&D funding is vital. This study investigates the R&D funding and R&D performance of SMEs participating in the national R&D project by using fixed effect panel model. As a result, this paper reveals the effectiveness of 'Government R&D subsidy'. However, that of 'private R&D fund' is not supported strongly. Also, this paper empirically demonstrates the efficiency of both 'Government R&D subsidy' and 'Private R&D fund' as the R&D costs are spent discretionarily (as the degree of 'Indirect Cost Ratio' increases). Especially, the effectiveness of 'Private R&D fund' can be moderated by 'Indirect Cost Ratio'. On the basis of the conclusions, this paper draws an implication that can increase R&D performance of SMEs through the interactions of manifold administrative values (i.e. effectiveness, efficiency and responsibility).

A Proposal for Promotion of Research Activities by Analysis of KOSEF's Basic Research Supports in Animal Resources Science Field (한국과학재단의 동물자원과학 분야의 기초연구지원 추이분석을 통한 연구활동지원 활성화 제언)

  • This research was conducted to make suggestions for the promotion of research activities in the field of animal resources sciences, and we evaluated the research funding trend and the present status of research funding offered by KOSEF in this field. Comparative portion of the number of research projects and grants in this field to other fields has a tendency to be decreased year by year except recent few years. Researchers in this field have received more research funding from the group-based program than from the individual-based program. Also, they have received less money(per project) than did researchers in the fields of general agricultural sciences and other science and technology. Researchers in this field ranges from 43 to 51 years of age and showed 48 years of average age. It was found that researchers who has been funded in the field of animal resources sciences have showed tendency of publication of more articles to SCI journals in recent 5 years. The strong points of the animal resources of agricultural sciences field in South Korea include: lots of researchers, the establishment of research infra-structure, the excellence in research competitiveness and technology level. However, its weaknesses are: a lack of leadership in relevant societies and institutes, a predicted shortfall of researchers in the next generation and insufficient research productivity. The opportunities include: increasing the importance of the biotechnology industry, activating international cooperation researches and exploring the multitude of possible research areas to be studied. However, some concerns still exist, such as threats from developed countries for the government to open the agricultural market, the reduction of the number of full-time farms and intensification of needs for economic and social effects. The diverse actions and systems based upon the strongpoint, weakness, opportunity and threats above-mentioned are required to encourage research activities in the field of animal resources of agricultural sciences in Korea In addition, researchers in this fields would make an effort to keep pace with international society as well as domestic demands.

Comparative Study of R&D Performance by Government Funding Methods for ICT SMEs (ICT 중소기업에 대한 정부 지원방식에 따른 R&D 성과비교)

  • This paper summarizes the results of the government R&D funding for ICT SMEs over the past five years, and compares the differences in R&D performance of the government funding methods (grant and loan). Two major ICT SMEs funding programs were examined, and the data used in the comparison were based on the performance analysis report published by the MSIP (Ministry of Science, ICT and Future Planning) every year. Considering that the projects' conductors were SMEs and that the R&D stages were in development research, the comparison categories were the number of patents and employment (or jobs) positions created, and commercialization success rate and its sales. Comparative analysis results proved that the SME R&D programs were funded with grants had excellent technological achievements in terms of the number of patent applications and registrations. On the other hand, SME R&D programs that were funded by the government loans had relatively higher economic and social achievements, such as employment effects and commercialization sales. However, it was difficult to come to a comparative conclusion on the category of commercialization success rate between the two programs. As the result, this paper provides suggestions for the direction and policy of the government financial support for ICT SME R&D.

An Empirical Analysis of Influencing Factors on Success of Equity Crowdfunding: By Industry and Funding type (투자형 크라우드펀딩의 성공 영향 요인 실증분석: 업종과 유형별 분류를 중심으로)

  • The two main goals of this study are to derive independent factors affecting the success rate of crowdfunding and to empirically analyze the variation of independent factors' effects on the success of crowdfunding by industry (Internet, culture/art, manufacturing/distribution), and funding type (stock type, bond type). To identify the success factors of crowdfunding for invigoration and strategic utilization, first, several variables were refined after interviews with experts and platform operators with investment experiences in numerous crowdfunding projects. Then, independent factors affecting project involvement were categorized as follows: a characteristic of project, participant activity, and enterprise. Also, the results derived from the influence of independent variables on crowdfunding after moderating effects were driven. Selected independent factors in this study are as follows: crowdfunding period, target amount, visual contents, minimum account money, number of comments, number of SNS followers, level of interest, financial Statement disclosure, investment attraction, venture company, intellectual property rights disclosure, and business operation period. Selected moderating factors in this study are as follows: industry (Internet, culture/art, manufacturing/distribution), and funding type (stock type, bond type). In conclusion, a discussion of the academical and practical implications and a suggestion of directions for further research are explained.

The Status of Higher Education Reform Drive and Improvement Tasks of Moon's administration : Focusing on University Restructuring Project and Higher Education Funding System (문재인 정부 고등교육 개혁 추진 현황 및 개선과제: 대학 구조개혁 및 재정지원 사업 재편 정책을 중심으로)

  • The purpose of this study is to critically reflect on whether the higher education(HE) restructuring & funding policy proposed by the Moon administration can properly tackle the structural problems confronting Korean HE system. The three major structural problems having entrenched during the rapid expansion of Korean HE system since 1945 can be identified as (1) a 'high cost - low efficiency system' based heavily on 4-year private universities, (2) lack of clear distinction of the roles and connection among different types of higher education institutions (HEIs), and (3) provider-oriented education system and culture seemingly still being widespread at Korean HEIs. This study analyzed the validity of Moon Administration's HE restructuring and funding policy from both a macro- and micro-perspective. From a macro-perspective, this study raised concerns regarding the projects to nurture a national university and a government-dependent private university which will require huge public money. In terms of both the feasibility to secure enough funds and the validity of the proposed policy measures in the existence of unclear roles between public and private HEIs in Korea, this study criticized these policies and proposed, as an alternative policy measure, a low-cost and flexibly operated HEIs such as a government-dependent polytechnic, and a measure to increase connection between different types of HEIs. From a micro perspective, this study suggested, based on 'the expanded principal-agent theory (Waterman & Meier, 1998)', that it would be considered to introduce a more flexible approach in designing the level of government intervention depending upon the maturity of quality assurance procedure at individual universities and the level of goal conflicts between government and individual university.

Analysis on Research Projects Trends of the Geoscientific Research Institution in Korea since the Fiscal Year of 1976 (지질자원 전문연구기관의 연구과제 추이 분석 연구: 1976년 이후)

  • The importance of R&D has been recognized around the world and Korean research funding has rapidly increased in recent years. As a results, interest in strategic R&D Investment is growing in both the public and private sectors. This study was carried out to find trends in the research projects of the KIGAM since the fiscal year of 1976. The KIGAM expended 1,193.3 billion won during the 36 years from the fiscal years of 1976 to 2011, which is 1,795.8 billion won calculated using the present value in 2011 at discount rate of 5%. R&D expenditure of KIGAM increased approximately 132.9 times from 885 million won in 1976 to 117,600 million won in 2011, and about 24.1 times from 4,882 million won in 1976, as calculated using the present value in 2011. The number of research projects increased about 6.75 times, from 28 projects in 1976 to 189 projects in 2011. Based on research trend analysis over the last 36 years, the percentage of research projects by research fields were as follows: mineral resources research, 39.5%; geologic environmental research, 28.8%; geological research, 15.6%; petroleum and marine research, 12.1%; and policy research, 3.1%. The percentage of the R&D budget dedicated to each type of research were as follows: mineral resources research, 33.1%; geologic environmental research, 25.6%; geological research, 22.8%; petroleum and marine research, 15.9%; and policy research, 2.1%. Allocation of R&D investment was determined by considering the governmental priority of such research, as well as which area were most promising. Based on the research projects trends within KIGAM and analyses of its R&D, we should build our R&D portfolio in the areas of geosciences and mineral resources.

Review on Rural Development Project in the United States and Its Application to Korea : Main Street Program (미국의 농촌개발사업 고찰과 시사점 - 메인 스트리트 프로그램을 중심으로 -)

  • In 1977, the Main Street Program(MSP) of the United States was founded by the National Trust for Historic Preservation to revitalize downtowns which suffered major declines in their economy and population. This study analyzed the methodology of MSP such as the Four-Point Approach and the Eight Principles, history of MSP, local program organizational structure, local program budgets and funding, official designation and so on. Three successful cases were discussed the background of an introduction to MSP, implementations, results and revitalization statistics. To be able to apply rural development projects in Korea, this study showed the implications such as the need for a program's ethic and methodology, a strong public-private partnership, a dedicated organization, a full-time professional program manager, a commitment to good design and comprehensive work plan, and an educational program of ongoing training for staff, volunteers and other residents.

  • The flood control ability improvement project on existing dams is the project for prevention of disasters from excessive flood due to climate changes and thus protects lives and property damages by increasing safety of dams. The collapse of dam brings unimaginable disasters, so the project needs to be swiftly conducted by Government's funding. This paper introduces tile examples of the flood control ability improvement projects of multi-purpose and water supply dams, which is conducted in the way of structural measures among 26 dams operated by Kwater.

Analysis and Forecasting of Diffusion of RFID Market in Korea (국내 RFID 시장의 확산 분석 및 예측 모형)

  • In recent decades, RFID (Radio Frequency IDentification) technology has been recognized as one of the most core competencies in implementing ubiquitous society. However, Korea has not seen good success in diffusion of RFID even though Korean government continues funding many projects to diffuse the technology in industries. Most previous researches overestimate the growth of Korean RFID market in contrary to real market situation. This study aims to analyze the Korean RFID market and find a reasonable forecasting model for it. Our experimental results show that Bass forecasting model provides the more realistic estimates than any other models and the analyses of forecasting error provide useful information for the better forecasting. We also observed that government policy plays a crucial role in the diffusion of RFID technology in Korea.

  • The paper deals with recent paradigm shift in German environmental policy, fundamentally modifying the German society towards a sustainable future development. Key elements of this development are forceful climate protection measures to contribute to global climate protection strategy and to fulfil international conventions, supplemented by a comprehensive strategy to promote the adaptation to climate change, the nuclear power phase out in the medium term, and innovative landscape and regional planning projects to strengthen regional identity and economic power. All this components are,complemented by a financial support program including incentives, tax reductions, and research funding.
