합리적 농장경영과 원활한 농장승계를 위한 교육·훈련 과정개발을 위한 기초연구 (The Basic Study on development of Education and Training for rational farm management and smooth succession of family farm)

  • This study is to find the causes of the current situations of conflict between generations in regards to succession of their family farm, for the target group of graduates of the year 2008 and their parents. This study also aims at finding a way of controlling and solving the conflicts, and of developing a course of education and training, so that through this process they can come to a rational conclusion to the conflicts that arise regarding succession of the farm, in a climate of harmony and peace. It is found that communication between parents and graduates has normally gone on well, but specific problems related to management of the farm are often present. Furthermore, there is often lack of trust and promise between the parties which often causes difficulties in preparation for the succession of the farm. On the basis of these observation, we have designed and implemented an education workshop and training, as a program in which parents and their successors participated. As a result, we found it to be very effective, but it was also found to be in need of some changes. The workshop is to be implemented in two separate stages. The first stage should focus on communication and trust between family members. Firstly, they are given the opportunity to share the list of concerns withone another, as an ice breaking activity. Secondly, they can present their own hopes or wishes. And lastly, they can communicate with one another in an effort to find resolutions that will be keep both parties satisfied. The second stage should be aimed at establishing agreements concerning succession of the farm in a harmonious and peaceful manor; the second stage is also an opportunity to discuss 'Farm management and succession'. The Korea National Agricultural College (KNAC), as a state college, is in the pursuit of fostering agricultural CEO's for the future of Korea. KNAC is currently implementing a very unique system of interviews in which parents participate together with students, in order to help them make a plan for rational management of their farm and smooth succession of the farm. Although KNAC now has students present a blueprint of their own unique business plans as a graduation thesis, it is necessary for KNAC to complement this system with education and training regarding the succession of family farms. Furthermore, KNAC should also develop an education and training program that is separate for this purpose, and make it a regular course of study of KNAC in the future.

불리(不利)한 환경(環境)의 학령전(學齡前) 아동(兒童)을 위한 보상교육(補償敎育)에 관(關)한 연구(硏究) - 미국(美國) 및 일본(日本)의 보상교육(補償敎育)·프로그램을 중심(中心)으로 - (A Study on the Compensatory Education for the Disadvantaged Children in Preschool Age (Focussed on the Programs of Compensatory Education in the U.S.A. and Japan))

  • This study is aimed at investigating the compensatory education which was already implemented or is being implemented in the U.S.A. and Japan; and at studying the types of programs and their characteristics; and at sounding out the possibilities of the application of such programs in family and social conditions is Korea. In order to achieve the above mentioned objectives, the established items for the study are as follows: (1) Various types of early children's education (2) Programs of compensatory education for the disadvantaged Children (3) Head Start Program, Early Training Project and Montessori School (4) Integrated Preschool Programs (5) Day-Care Center for employed mothers We investigated the various compensatory education programs for the preschool children who are in economically, socially, culturally disadvantaged conditions. Head Start Programs were federally supported programs for preschool children and opened as summer programs in 1965 for the first time. The purpose of Head Start has been to give preschool children the kinds of experiences they need in preparation for school. The Head Start children were found to be significantly better prepared for school than the normal children. However, after six to eight months, their initial advantages had virtually. disappeared and then the simple problem with Head Start and other such programs was that little long-term good could be evidenced unless the high quality educational environment was maintained. Therefore, to solve this problem, three other programs were funded as part of the overall Head Start. These three programs are the Parent-Child Center, Home Start, and the Child and Family Resources Program. The Early Training Project for disadvantaged children was implemented by Klaus and Gray of Peabody College in 1962. The program was a field research study concerned with the development and testing over time of procedures for improving the educability of young children from low income homes. Its major concern was to study whether it was possible to offset the progressive retardation observed in the public schooling careers of children, living in deprived circumstances. Children, who were trained through the Early Training Project were superior to control groups in the test of IQ and vocabulary as well as linguistic abilities, and preparation for reading. This project showed the possibilities which could prevent preschool children from being disadvantaged socially, culturally and mentally. In 1907, Montessori School was established by Maria Montessori in Italy and her school program has been introduced at present to several countries in the world as one compensatory educations. She first began her experimental methods with retarded children, followed by disadvantaged children from the tenements of Rome. The Montessori approach futures a prepared environment and carefully designed, self-correcting materials. The Montessori curriculum presents tastes that feature sequence, order, and regularity, in addition to those that develop motor and sensory skills. She was interested in children's intellectual development and in developing good work habits. One of the latest developed programs for disadvantaged children is "Integrated Preschool Program" which has successfully integrated handicapped and nonhandicapped children. Several studies have showed that handicapped children in integrated school environments are accepted by and interact with their nonhandicapped peers. In fact, this program provides a number of potential, and perhaps opportunities for nonhandicapped children to serve as valuable resources in fostering the development of their handicapped peers. Next we turn to Japanese programs which are divided into two different types. One is Day-Care Center which was established by Child Welfare Law and the other is kindergarten organized by School Education Law. The kindergarten opened in 1876 and it has been part of school systems since 1947 by the implementation of education law, and the Day-Care Center which started in 1890 for the employed mothers. was changed into Day-Nursery by the enactment of child welfare law in 1947. The laws and operational regulations for the Day-Nursery were set up and were put in effect by the establishment standard acts of children welfare facilities, and the Day-Nursery has been operated in various types by the increasing demand, chiefly because of the socio-economical changes of family structures in both urban and suburban areas. Nursery education for physically and mentally disadvantaged children is for those who are blind, deaf and dumb, mentally retarded; physically disadvantaged by accidents or diseases. Montessori education in Japan was started in 1968 and many research groups for studying Montessori were organized. In 1977, Montessori remedial education society was also organized in which they started a number of studies; a study for developing materials; in-service training for the remedial education; and seminars and lectures, etc It is strongly suggested that we study the early educations that are being implemented in Japan and a variety of compensatory educations that were already implemented in the U.S.A. and modify them for the organization of our own model and properly accommodate them to our social needs.

데이터마이닝을 활용한 소프트웨어 개발인력의 업무 지속수행의도 결정요인 분석 (A Study of Factors Associated with Software Developers Job Turnover)

  • 국내 소프트웨어(SW) 개발인력의 미충원율은 매우 높으며, 특히 2년 이상의 현장경력이 있는 고급 개발자의 부족문제는 심각하다. 최근 정부도 이를 인식하고, 정책적으로 SW개발 신규인력 양성에 힘을 기울이고 있다. 그러나, 이러한 노력은 초급개발자의 수급문제를 해결하는데 효과적일 수 있지만, 업계에서 요구하는 고급 개발자의 부족현상을 해결하는 근본적인 대책으로 인식되지는 못하고 있다. SW 전문개발자를 양성하기 위해서는 초급개발자들이 지속적으로 직무를 수행하여 풍부한 업무경험을 갖춘 고급 개발자로 성장해야 하기 때문이다. 이에, 본 연구는 국내 SW업체에서 근무하고 있는 개발관련 인력들의 업무 지속수행 의도를 조사하고, 이에 영향을 주는 주요요인들을 분석하였다. 이를 위해, 2014년 9월부터 10월까지 국내 SW업체에 근무하고 있는 현직 개발자 총 130명을 대상으로 설문조사를 수행하였으며, 이를 기반으로 SW개발업무 지속수행의도 및 이에 영향을 주는 요인들을 개발자의 특성, 직무환경, 그리고 SW개발자에 대한 사회적 인식 및 산업전망 등의 측면에서 분석하였다. 분석에는 데이터마이닝 기법들 중에서, 분석과정에서의 설명능력이 있는 회귀분석과 의사결정나무가 사용되었다. 회귀분석 결과, SW개발자가 스스로 인식하는 근무 가능한 연령이 높을수록, 내성적인 성향을 가질수록, 또한 적성에 맞아서 직무를 선택한 경우, 지속적 직무 수행 의도가 높은 것으로 나타났다. 이와 더불어, 선형회귀분석에서는 유의하지 않았으나, 규칙기반의 의사결정나무 분석에서 파악된 추가적 요인으로, 새로운 기술에 대한 학습능력 및 SW산업에 대한 전망이 직무 지속수행의도에 영향을 미치는 것으로 나타났다. 이러한 연구결과는 기업의 인적자원관리 및 고급 SW인력 양성정책에 활용될 수 있을 것으로 생각되며, 궁극적으로 SW개발인력의 직무 지속성을 증진시키는 데 기여할 수 있을 것으로 기대된다.

전문대학생들의 건강증진행위에 영향을 미치는 요인 (Health Promotion Behavior and Related Factors of College Students)

  • Background & Objective: The purpose of this study was to identify the level of health behavior and taking courses related with those subjects by college students and analyse the factors that have effect on these issues so that provide a basic material in developing policy and education program that can increase the level of health behavior for them. Methods: A questionnaire was applied 1,500 college students for two months from October 10 to 30, 2007. Results: 1) When viewing the objects of this study as general traits and social economic ratio, 'female' was 59.4%, BMI index of '20-14' was 52.7%, department of natural science was 47/7%, and 'their own house' was 51.0%. 2) When viewing the experience of taking courses related with health by the trait of demography and sociology, 'no' was most high by showing 42.2%, and those of female. under 19 in BMI index, and the department of natural science showed no experience. 3) When viewing satisfaction with college life they showed $3.00{\pm}0.71$, stress level in college life $2.84{\pm}0.41$, the level of health behavior $2.06{\pm}0.65$. 4) When viewing taking courses related with health, stress in college life. and health behavior according to satisfaction with college life they showed $2.06{\pm}0.59$. 5) When viewing the level of health behavior according to demographic and sociological traits, the habit of eating was $2.48{\pm}0.52$ and health care was $2.96{\pm}0.47$. 6) When viewing the effect of factors on health behavior, there were gender, age, residence area, grade, and satisfaction with college life. Conclusion: As we can see from the results above, it is the fact that the students in college are neglecting the subjects related with health owing to short period of education and major based education by the education aim of fostering professional career manpower. Therefore it needs open many culture courses for the subject related with health in college for the students to increase their health level as well as their major, and also there needs combined improvement of college and government system.

서울지역 여성 정보보호전공의 보안교육 프로그램 비교 (Comparison of Security Education Program of Woman Information Security Majors of Seoul Region)

  • IT기술의 발전에 따라, 여성인력의 사회 참여 확대와 함께 정보보호 여성의 인력 양성은 매우 중요한 이슈가 되고 있다. 그러므로 여성 정보보호 인력 양성의 방향을 파악하기 위해 관련 교육과정을 분석하는 것이 중요하다. 따라서 본 논문에서는 국내 수도권의 서울 지역에 소재하고 있는 여성 정보보호 인력 양성 학과의 교육훈련 프로그램을 분석하였다. 본 논문의 주된 연구 목표는 여성 정보보안 인력양성 학과가 구성하고 있는 교육훈련 체계가 NIST 인력양성 방향과 부합하고 있는지 검토하는 것이다. 연구 초점은 여성 정보보안 학과가 보안 전공별로 어떤 특성을 가진 교육과정을 편성하는지, 그리고 어떤 직무 교육에 관심을 가지는지에 초점을 맞추어 연구하였다. 또한 본 논문에서는 해당 전공의 교육과정이 NIST 인력양성 프레임워크를 기준하여, 관련 대학의 전공들이 해당 직무에 부합하는 교육훈련 체계를 가지고 있음을 확인할 수 있었다. 결론적으로 말해, 관련 전공들은 융합산업 보안의 인증 평가 인력이나 정보보안 개발인력, 그리고 일반적인 사이버 보안 인력 양성에 초점을 맞추고 있는 것으로 판단된다.

전통시장 선진화를 위한 제도개선에 관한 연구 - 공설시장을 중심으로 - (Study on Policies and Strategies for Fostering Traditional Markets - Focused on Improving Efficacy of Public Markets Development-)

  • 전통시장은 2008.6월 현재 전국에 1,500개가 있으나, 1996년 유통시장 개방 이후 대형마트, SSM 등에 밀려 전통시장은 위축되어 왔다. 2002년 이후 정부와 지방자치단체는 막대한 예산을 들여 시설현대화 및 경영현대화를 지원하고 있으나 성과가 그리 크지 않다. 그 요인으로는 전통시장 지원제도와 지원방식, 낙후된 시설, 다양하지 못한 상품, 고령상인의 주먹구구식 경영과 부족한 서비스 등으로 볼 수 있다. 본 연구는 전통시장의 지원성과 제고를 위해 공설시장을 전국 전통시장의 활성화 모델로서, 그리고 지역별 거점시장으로서 활용하는 방안 연구에 그 목적을 두었다. 전통시장 중 388개 달하는 공설시장은 주로 지방자치단체가 소유한 것으로 일반시장과 달리 시설, 상품, 서비스 등을 상권에 맞게 최적화시킬 수 있다. 또한 공설시장에 전문 인력을 투입해 시장 활성화 모델 겸 인근 전통시장과 연합하여 공동마케팅, 공동구매 등을할 수 있는 거점시장으로 만들 경우 지원성과 제고에 크게 기여할 수 있다. 본 연구의 한계는 공설시장의 지원제도, 거점시장으로서 전환에 국한된 것이며, 상품구색, 서비스 등의 자세한 활성화 방안은 제시하지 못하고 있다.

과학중점학교 교육과정 운영에 관한 질적 사례 연구 (A Qualitative Case Study of Science Core School Curriculum Management)

  • 교육부는 우수 과학인재를 양성하기 위해 2009년부터 과학교육을 강화하기 위한 정책으로 '과학중점 학교'를 선정 운영하여 확대되었다. 향후 성공적인 과학중점학교의 운영을 위해서 현 시점에서 운영 현황과 문제점을 점검하여 개선 방안을 제시하는 것이 필요하고 판단하였다. 본 연구는 과학중점학교로 선정된 경기도 소재 과학중점 고등학교의 교사, 학생을 대상으로 면담, 관찰 등의 질적 사례연구 방법으로 운영 현황을 조사 분석하였다. 연구결과 운영 성과로는 일반 고등학교에서 과학적 소양을 기르고 실험, 견학, 동아리 활동 등이 확대되어 이공계 인재 양성에 도움이 되는 것으로 나타났다. 문제점으로는 치열한 내신 경쟁으로 사교육 증가, 비교과 활동의 위축, 담당 교사의 업무 부담, 수학 과학 교사들의 전문성 부족 등이 나타났다. 과학중점학교의 지속가능한 운영을 위한 개선 방안으로 과학중점학교의 교육과정 운영의 자율성 확대, 교사 연수기회 확대, 과학중점학교 대학전형 개선, 외부강사 활용, 행정실무사 증원 등의 제도적 지원이 필요하다.

  • 임팩트투자(impact investment)의 부상에 대한 배경은 자본주의와 경제성장에서 소외된 사람들의 사회적 문제를 자본시장의 매커니즘으로 풀고자 하는 의지에서 볼 수 있다. 이러한 임팩트투자는 사회공익성과 수익성을 동시에 추구하여 혼합가치(mixed value)를 실현하는 사회적기업에 투자함으로써 경제적 안정과 사회적 형편성을 견인하고 있다. 사회공공성이 짙은 사회적기업의 재원활성화와 국가 복지재정의 위기를 능동적으로 대응하기 위해 '지속가능한 복지를 위한 출구전략'으로서 본 연구는 영국의 Big Society Capital (이하 BSC), 사회성과연계채권(Social Impact Bonds, 이하 SIB) 및 미국의 DBLIF, ACCION International 등과 같은 임팩트투자(impact investment)를 통해 해결방안을 모색하고자 한다. 본 연구의 목적은 우선 임팩트투자의 개념과 특성, 사회적기업과 임팩트 투자와의 관계를 살펴보고, 영국이나 미국 등 선진국이 공공성의 성격을 가진 사회적기업의 재원조달 유형으로서의 다양한 임팩트투자 사례를 고찰하고 시사점을 찾고자 한다.

Directions towards sustainable agricultural systems in Korea

  • The question of how to establish sustainable agricultural systems has become as prominent as questions related to water, energy and climate change. High input/high output agriculture has brought with it many adverse effects; the massive deterioration of soil and water in both quantity and quality, increased greenhouse gas emissions and an increased prevalence of unsafe foods. Additionally, urbanization and climate change has worsened the shortage of farmland and reduced the supply of agricultural water. Given these challenges, maintaining, conserving and efficiently using agri-environmental resources, through fostering of sustainable agriculture, have emerged as key tasks in solving these problems. What is needed therefore is research, based on systematic and comprehensive empirical analyses, that can propose plans and methods for establishing an appropriate sustainable agricultural system. The empirical analysis of sustainable agricultural system is approached separately from economic, environmental and social aspects. An analysis of environment effect reveals that the available phosphate level is 1.3~2.1 times greater than the optimal amount in rice paddies, upland fields and orchards. Further examination has revealed that the excess nutrient is polluting both ground water and surface water. Analytical results for economic feasibility show that factors of production have been invested heavily in the rice crop. Under these conditions, sustainable agriculture, including low-input agriculture, appears to be a possible alternative that will facilitate simultaneous improvements in both economic feasibility and environment effects. Analysis results for sociality reveal that social factors include the value of producer, association and interior networks. Social conditions are comprised of leadership, consumers' awareness, education and conflict solutions. In addition, analysis as to the degree investments contribute to improving agricultural value added has revealed that the direct payment program is the most effective instrument. Experts confirm that economic feasibility can be improved by scientific and well-reasoned nutrient management on the basis of soil testing. Farmers pointed to 'economic factors' as being the largest obstacle to switching to the practice of sustainable agriculture. They also indicate 'uncertainty with regards to sustainable agriculture technology' as an impediment to practicing sustainable agriculture. Even so, farmers who believe environmental and regional issues to be the most pressing problems have expanded their practice of sustainable agriculture. The keys to establishing sustainable agriculture system are classified into the following four aspects. Firstly, from an economic aspect, the research indicates that agricultural policy needs to be integrated with environmental policy and that the function of market making based on the value chain needs to be revitalized. Secondly, from an environmental aspect, there is a need for an optimal resource management system to be established in the agricultural sector. In addition, sustainable agriculture practice will need to be extended with attendant environmentally-friendly and sustainable intensive technology also requiring further development. Thirdly, from a social aspect, green agriculture management needs to be fostered, technology and education extended, and social conflict mediated. Lastly, from a governance aspect, it will be necessary to strengthen good governance, assign and share suitable roles and responsibilities, build a cooperation system and utilize community supported agriculture.

호스피스·완화의료 사회복지사의 심리사회적 사정항목에 대한 중요도 인식 (Perception on the Importance of Items on Psychosocial Assessment among Hospice and Palliative Care Social Workers)

  • 목적: 본 연구는 우리나라 호스피스 완화의료의 심리사회적 표준사정항목을 개발하기 위한 예비연구로써, 심리사회적 사정항목의 중요도에 대한 호스피스 완화의료 사회복지사의 인식을 조사하였다. 그리고 의료기관의 유형과 사회복지사의 자격조건에 따라 심리사회적 사정항목의 중요도에 대한 인식이 어떤 차이가 있는지를 분석하였다. 방법: 2013년 5월 30일부터 10월 31일까지 전국 55개 완화의료지원기관에 정부인증 호스피스 완화의료기관 10곳의 사회사업초기면접 기록지와 선행연구결과를 반영하여 8개 범주 80개 항목으로 구조화된 설문지를 이메일로 발송하였다. 이 중 조사 참여에 동의한 31개 기관(56%)의 응답을 분석하였다. 수집된 자료는 SPSS 18.0을 이용하여 분석하였다. 결과: 심리사회적 사정영역의 8개 범주 중 가족사항에 대한 평균치가 4.53으로 가장 높고 경제적 사항이 4.06으로 가장 낮게 조사되었다. 또한 사회복지사 자격증, 의료사회사업수련, 호스피스 완화의료 전담여부등 사회복지사의 전문적 자격특성과 병원의 유형에 따라 중요도에 대한 인식이 다른 것으로 나타났다. 결론: 특히 본 연구결과 심리사회적 사정항목의 수행도가 기관마다 차이가 있는 것으로 조사되었고 사정항목을 중요하게 인식함에도 사정하고 있지 않는 등의 편차가 나타나 표준사정항목을 만드는 것이 필요하다고 할 수 있다. 둘째 법적 제도화를 통해 사회복지사의 자격기준과 호스피스 완화의료를 전담할 수 있는 여건을 마련하고 전문교육을 강화하는 방안이 필요하다.
