Enhancing Inoculation in the Spiral of Silence to Promote Resistance to Attacks: Examining Public Opinion on Taiwan-PRC Relations

  • This study analyzes how inoculation affects the spiral of silence. Inoculation could be a beneficial tool in a democracy as it elevates citizens' resistance to attitude change "forced" by "the winning opinion" in the spiral of silence on a certain controversial issue. The study examines essential variables combined with the theories of inoculation and spiral of silence, such as resistance to counter-attitudinal attack, fear of isolation, and issue-involvement. A two-wave field experiment was employed to assess the formation of public opinion on Taiwan's political future with the People's Republic of China. Results support that inoculation enhanced people's resistance to attitude change and decreased their fear of isolation. Individuals who are more issue-involved were also shown to be more affected by inoculation, which allowed them to resist attitude change. The decreased fear of isolation, coupled with more issue involvement, might elevate people's willingness to speak out in public. More political discussions regarding an important public issue might be expected in a democracy.

Critical Study on the Forming Public Opinion of SNS and Participation Behavior (SNS의 여론형성과정과 참여행태에 관한 고찰)

  • This study is critical research on the forming public opinion of SNS and participation behavior. Twitter is a typical SNS service, free school food and 10.26 re-and by-elections during the formation of public opinion on the impact have been investigated. Formation of public opinion about Twitter's analysis of the first research question, The case of free meals to support the Mayor Oh, rather than against Twitter were influential. 10.26 re-and by-elections Twitter in space, the Park' candidate than Na' candidate has formed a favorable opinion. Power twitterian and twitterian on the behavior of the second study involved analysis of the problem, For free meals, power twitterian were responsible for leading the public opinion. For 10.26 re-and by-elections, Power twitterian were more Park' candidates than Na' candidates. In addition, Park' candidates of twitterians were communicating more. Through traditional media in the process of forming public opinion was swayed by public opinion to the target people simply but SNS age people involved in the production and distribution of the issue and the issue has a leading role.

Influences of Entertainment Programs on the Formation of Public Opinion in Twitter (예능프로그램이 트위터 여론형성에 미치는 영향: SBS '힐링캠프, 기쁘지 아니한가' 안철수 후보 편을 중심으로)

  • In the age of media convergence, this study intended to empirically examine the influences of entertainment programs on the formation of public opinion in Twitter using the case of the Healing Camp, an entertainment program of SBS, featured Cheol Soo Ahn, who was a presidential candidate. Through a content analysis this study was able to directly test how public opinion was developed in Twitter and also examine the dynamics in which the messages of traditional media influence the formation of public opinion in twitter by combining Twitter and actual contents of the TV program. The study is expected to contribute to expanding a scope of scholarly attention of social media.

The Influence of One's Opinion, Perceived Public Opinion, and Perception Bias on Expression of Opinion (의견, 여론지각, 지각편향이 공개적 의견표명에 미치는 영향)

  • According to the spiral of silence theory, perception of opinion climates influences willingness to express one's opinion. This study examines the relationship between opinion perception and opinion expression in different regions and issues. The results show that one's opinion and the intensity of opinion affect the expression of opinion about national and regional issues in Busan and Gwangju. People who perceive their opinions as majority are more willing to express theirs about national and regional issues in Gwangju, but not in Busan. Regression analyses show that perceived public opinion does not predict the expression of opinion in both cities. People who perceive their opinions more favorable about regional issue have lower intention to express their opinions than people who perceive their opinions same as others'. In summary, one's opinion and perception bias about controversial issues are important variables influencing expression of opinion, and the influence of perceived public opinion on opinion expression varies in different regions with different distribution of public opinion. This study found 'new hardcores' who perceive their own opinion as minor but more valuable and have the intention to speak out in places more difficult to express.

Examining the Effects of Perceived Innovation Climate on Job Calling and Extra-Role Behaviors: Mediation Analyses

  • Experiencing work as a calling has been associated with various positive work-related attitudes and outcomes. Recent studies have examined personal and contextual factors related to job calling; however, gaps remain in the literature on how employees' perception of organizational environment may lead to the formation of employees' job calling. We focused on psychological climate of innovation as the predictor of employees' job calling and further investigated its effect on extra-role behaviors, including innovative work behavior (IWB) and organizational citizenship behavior (OCB). A total of 165 Malaysian employees from diverse industries and organizations participated in a self-reported online questionnaire. We found support for the mediation model in which the association between a psychological climate of innovation and increased extra-role behaviors through increased job calling. Altogether, these findings provided new insights into the important role of innovative climate on employees' job calling and the mediating role of job calling on extra-role behaviors within occupational settings. Theoretical and practical implications are further discussed.

A Study on Formation and Dissolution of Ownership Restriction System within Newspaper Act (신문법 내 소유규제 제도의 형성과 해체에 관한 연구)

  • This thesis reviews the process in which the regulation systems against ownership concentration of newspapers established with the opportunity of legislation of the periodical act in 1987 was reinforced as they were all amended to the newspaper act in 2005 and as they were again amended in 2009 it came to confront crisis in the aspect of press law legislation history. The regulation systems against ownership concentration of newspapers established based on the principle of legality of newspaper function in the Clause 3, the Article 21 of Constitution was reinforced as the newspaper act in 2005 and in 2006 they began to shrink following the Constitution Court decision against newspaper act. As newspaper act and broadcast act are revised in 2009, regulation against combining the management of newspapers with broadcast and regulation against owning multiple number of newspapers came not to exist. Because in this process, the opposition party also allowed limited cross-ownership of newspaper and broadcast, it can be said that the system of newspaper ownership regulation confronted the crisis of dissolution. The instruction of regulation alleviation in a short period of time in spite of the fact that regulation alleviation which allows cross-ownership of newspaper and broadcast is the matter of policy that should be decided after long-term review of the change of media environment and the progress of the power of domination of public opinion is dangerous. Newspapers are strong media with terrestrial broadcast in formation of public opinion on politics. It's because it is difficult to ignore the worry that the power of domination of public opinion of the newspapers which are in oligopoly of newspaper public opinion market can be spreaded to the territory of report broadcast. From the point of view that there is probability for democracy to be ultimately threatened due to the shrink of political Darwinism caused by concentration of media ownership, the alleviation of ownership concentration of newspapers should have premise of long-term social discussion.

The Effect of Forced Exposure to Crosscutting Information: What Is the Effect of Broadcast News Shows That Deliver Opposing Opinions?

  • News shows often deliver crosscutting information to their audiences by inviting commentators from rival political parties. If these news shows foster the formation of informed and balanced views of the audience, mass media could provide countermeasures against political polarization. To test the effect of such news shows, this study conducted an experiment with two variants of a simulated radio talk show. In the partisan scenario, the two guest commentators' affiliations suggested their ideological orientation. In the non-partisan scenario, the commentators had neutral affiliations. We divided participants into two ideology groups, liberals and conservative, and compared each group's evaluation of the commentators in the two scenarios. Two multivariate analysis of variance (MANOVA) tests were conducted to analyze the effect of the perceived ideology of the commentators on respondents' attitudes toward the commentators' arguments depending on their own ideological inclinations. The analyses results did not support the hypothesis that anticipated partisan attitudes towards the commentators' arguments. It was only the liberal respondents who showed statistically significant different attitudes toward commentators' arguments in each of the two scenarios. The findings suggest that such broadcast shows do not automatically trigger partisan message processing and may help the audience to develop informed and balanced opinions. While the current study failed to find conclusive evidence to support the hypotheses, it also found that the perceived ideology of the information source may trigger partisan attitudes for certain types of issues. Future studies with different experiment designs are needed to investigate the issue further.

A Study on Social Media Sentiment Analysis for Exploring Public Opinions Related to Education Policies (교육정책관련 여론탐색을 위한 소셜미디어 감정분석 연구)

  • With the development of social media services in the era of Web 2.0, the public opinion formation site has been partially shifted from the traditional mass media to social media. This phenomenon is continuing to expand, and public opinions on government polices created and shared on social media are attracting more attention. It is particularly important to grasp public opinions in policy formulation because setting up educational policies involves a variety of stakeholders and conflicts. The purpose of this study is to explore public opinions about education-related policies through an empirical analysis of social media documents on education policies using opinion mining techniques. For this purpose, we collected the education policy-related documents by keyword, which were produced by users through the social media service, tokenized and extracted sentimental qualities of the documents, and scored the qualities using sentiment dictionaries to find out public preferences for specific education policies. As a result, a lot of negative public opinions were found regarding the smart education policies that use the keywords of digital textbooks and e-learning; while the software education policies using coding education and computer thinking as the keywords had more positive opinions. In addition, the general policies having the keywords of free school terms and creative personality education showed more negative public opinions. As much as 20% of the documents were unable to extract sentiments from, signifying that there are still a certain share of blog posts or tweets that do not reflect the writers' opinions.

A Study on the Budget Allocation to Public Health Programs Using Matrix Delphi Technique (매트릭스 구성 델파이법을 이용한 공공보건사업 예산배분 연구)

  • This study was conducted to get a resonable set of budget allocation to public health programs. Matrix Delphi technique was used to obtain the logic of study results and eventually to form a human model which could predict opinion of professionals on budget allocation. Thirty-two professionals in academic and governmental area responded to Delphi survey. Questionnaire was developed using matrix formation, and the matrix was formed by 6 decision criteria on budget allocation and 26 public health programs. The decision criteria are as following: size of problem(morbidity), severity of problem, social equity, importance of prevention, technical feasibility and efficiency of programs. Severity of problem dropped out of the model because it had significant correlation with the size of problem. A total score of each program was obtained by weighting the relative importance of each criteria which also were given by survey respondents. These total scores indicate that the most important public health program is vaccination for infants and children in terms of budget allocation. Monitoring communicable diseases, mental health program, and anti-smoking program are the next. In addition, respondents were asked of the desirable budget size of each program. The result was rearranged by multiple regression model using the scores of each decision criteria. In this process, the current budget size of central government was provided to the respondents, and included in the model. h set of desirable budgets modified using tile model was obtained. Considering the current size of budget, tile results of the model is very different from that of the total score. Managing dementia is ranked the first. Health promotion program for the elderly, rehabilitation of the disabled and monitoring communicable diseases are the next. The need to increase the budget of vaccination for the infants and children was not found as so high. The matrix structure in Delphi survey gave us the precise basis to make optimal decision, and made it possible to develop an opinion predicting model. However the plentifulness and diversity of professional opinions were not fully obtained due to the limited number of decision criteria.

The Conflict-Structure of Public Sphere in Korea: Focusing on Formation of Modem Media (한국 공론장의 갈등구조: 근대 신문의 생성과정을 중심으로)

  • This study tries 'interdisciplinary research' regarding the formation process of public sphere and the modern media on the Korean society. From the process where the civil society of modern ages is formed, the public sphere was condition that pulls down the feudal system of medieval Europe and appears the civil society. The modern newspaper collected the public opinion from lower part and did play a leading role which forms public sphere in Europe. Even from Korea the literary public sphere and political public sphere were developing inside the Chosun Dynasty period from lower part since 18th century. However the opening of a port became accomplished before making the printing media which is newspaper. As a result the public sphere in Korea was accomplished a conflict-structure. This study cleared where the crisis of Korean journalism is originated by presenting a conflict-structure differently with a transplantation theory or a graft hybrid hypothesis.
