오미자차와 오미자 물추출액의 무기질 함량 및 추출조건에 따른 이행률 (Mineral Contents and Transfer Rate in Schizandra chinensis Fruits and their Infusions by Extraction Method)

  • Eight minerals (Ca, Cu, Fe, K, Mg, Mn, Na and Zn) were determined in Schizandra chinensis fruits and their infusions in Seoul. The average mineral contents per Schizandra chinensis fruits (100 g) were K (966.08 mg), Mg (87.20 mg), Ca (15.19 mg), Mn (6.19 mg), Fe (3.99 mg), Zn (2.78 mg), Na (2.15 mg) and Cu (0.31 mg) respectively by Inductively Coupled Plasma-Mass Spectrometer. The quantity of K and Zn were found significantly higher in Korean fruits than the Chinese fruits (p < 0.05). The other 6 minerals did not reveal remarkable difference. In the case of processed Schizandra chinensis tea, it had K (217 mg), Mg (20.40 mg), Ca (7.16 mg), Na (2.95 mg), Mn (1.34 mg), Fe (0.95 mg), Zn (0.25 mg) and Cu (0.09 mg) per 100 g respectively. In extraction of Schizandra chinensis fruits, as it took a longer extraction time, and in a powder form rather than a raw form, it had a higher contents of minerals. When a powder type of Schizandra chinensis fruits was extracted for 24 hours at $25^{\circ}C$, the transfer rate appeared with Ca (36.27%), Mn (25.44%), K (22.43%), Zn (21.00%), Na (19.91%), Mg (19.55%) Cu (13.78%) and Fe (6.45%) respectively.

  • 참여정부 대통령기록은 기록 생산 방식 혁신의 결과로 남겨졌다. 그 기록은 의사결정 전 과정을 증거하고 있으며, 투명성과 설명책임성을 제고하는 수단으로 작용하였다. 본고는 기록의 존재형태를 분석하여 기록 재조직의 필요성을 주장하였다. 기록 재조직 방향으로 기록 분류체계 재설계, 기록의 논리적 재편철, 기록 건 상세정보의 기술 등을 제안하였다. 대통령기록의 이용을 활성화하기 위해서는 대통령기록관이 조속히 이러한 작업을 진행해야 한다.

  • This paper aims to analyse the relationship between R&D investment and economic growth in Korea. The analysis result shows 38 percent of average economic growth rate(7.1%) of Korea between 1976 and 1998 was achieved by the growth of Total Factor Productivity (TFP), and the R&D investment during the period contributed in achieving the economic growth rate by as much as 9.86 percent. In the process of the estimate, the rate of return of the R&D investment from both government and private was calculated as 47 percent. The relationship between private R&D investment, government R&D investment and the GDP was also investigated, and it was estimated that the private sector invested 2.0 percent of the GDP in R&D during the period, and was found that 1 won of government R&D investment induced 0.202 won of private sector's R&D investment. However, the time-lag effect, which is naturally believed to exist between the R&D investment and the economic growth, could not be analysed in a mathematical form, because of the lack of the data to establish this relationship. However, this paper believe that the time-lag effect in this relationship was included implicitly by using the data of 23 years.

  • The aim of this research is to provide twenty five integrals involving hypergeometric function in the form of a single integral. Fifty two interesting integrals follow as special cases of our main findings. These results are obtained with the help of generalized Watson's theorem on the sum of a $_3$F$_2$ recently obtained by Lavoie, Grondin and Rathie. The integrals given in this paper are simple, interesting and easily established, and they may be useful.

A Simple Indicator of Local Government's Economic Policy: Example from Japan's New Local Revitalization Policy

  • Japan's new local revitalization plan is unique in that the national government has asked local governments to form their own initiatives; and we can expect that there will be various ideas from the perspectives of local residents. However, it is important to note that not all local governments considered the actions of their competitors and neighboring governments. Currently, Japanese industries are so interconnected that we cannot ignore the actions of others. In this paper, we propose a simple indicator that policy makers can use to determine the focus for the local economy.

디지털시장의 시장구조와 제품판매방식

  • Expansion and enhancement of information and communication infrastructure can create a market closer to an ideal type for a perfect competition, utilizing a cyber space in the network (with the expanded usage of Internet and e-commerce) and it could be a market of a monopolistic form. The government can take one of the two approaches responding to this monopolization of the digital market. First, the government maintains laissez-faire policy since the monopoly cannot be maintained over a long period of time due to an increasing in the production, decrease in the price, profit resulting from this and rapid technology evolution. Second, the government can actively interrupt the monopolization of the digital market. Monopolization in a digital market can lead to a market failure. Unstable market structure and too much frequent merger and acquisition contribute to making the digital market very dynamic. Information goods exchanged in the digital market have the features of very low marginal cost required to copy the original product whereas its initial fixed cost is very high. This explains why the information products are not priced based on the existing marginal price determination principles and why companies producing them have various product sales strategies (price/product differentiation strategy, and other sales strategies).

Public Private Partnerships in Chinese Port as Infrastructure

  • Purpose - The purpose of the paper is to look into and review the management and operation of Chinese infrastructure process, especially focusing on port industry. Research design, data and methodology - The research methods to be applied is to examine PPPs that is a key way of cooperation in many infrastructure investment, financial matters, and then port industry as well. Results - It is well noticed that Chinese government has well managed with project, planning and investments in national infrastructure matters. Especially, this is clear message that government institutions for infrastructure planning has been well organized with systematic structure. However, even if it is involved with some risky business, PPPs should be asked for cooperation in the areas of financial, institutional and logistic part of infrastructure development in China. Conclusions - Every country has been in promoting its infrastructure development and it is not an exception in China. In order to get over inefficiency done by public sectors, Chinese government has invited a private sector in the form of PPPs, which gives more competitive opportunities, especially in port industry.

  • The government supports the various systems on the premise of life-long education for improving the qualification of its people and supporting the lifelong career system. These systems help the educational activities for every generation from the teens. Each government department supports the learning activities for those who are related. In addition, each government department systemizes the regular education for advancing the performance of civil servant, by obliging a self-directed system to their member as well as by reflecting this educational activities in a promotion. This style of learning is provided not only offline but also online. However, not all necessary educational contents is furnished within the department. It is sometimes necessary to cooperate with the commissioned education and a professional educational institution. This thesis suggests three model systems while comparing one another. This paper suggests three system model. The first model is e-contents open place. The second model is e-contents open place. Finally, the suggest model is mixed form.

  • Recently, the anti-dumping actions of China are becoming aggressive, resulting in the speculation that Korea's trade surplus to China will be reduced. Anti-Dumping Actions by the Chinese Government are also becoming harsh. According to KOTRA, 18 anti-dumping actions were taken by the Chinese government against Korean products. The Chinese government has opened two additional cases of dumping investigations again Korean products 2005 as well. Therefore, Korea will likely face more trade restrictions in the form of anti-dumping in China Accordingly, the Accused party need to understand Anti-Dumping Act of China. The trade related authorities are monitoring on the China related information, and builds system barring Anti-Dumping Actions. Also, companies strongly export the differential products to the China.

중앙 행정부처 웹사이트의 정보서비스 평가: 정보공개와 이용자 참여를 중심으로 (Assessment of Information Services Available form Korean Government Websites)

  • 중앙행정부처의 정보화 수준을 평가하고 보다 나은 행정정보 서비스 제고를 위하여 19개 중앙부처 웹사이트의 정보서비스를 분석 평가하였다. 중앙부처 웹사이트 평가에 사용된 5대 측정요소는 정보의 내용, 전자적 민원처리, 전자적 의견수렴, 접근 및 이용편의성, 그리고 디자인 항목이다. 분석 결과, 8점 척도 중에서 종합점수는 6.62로 나타나서 중앙행정부처 웹사이트의 구성은 매우 우수한 것으로 나타났다. 종합1위를 차지한 부처는 정보통신부, 해양수산부, 행정자치부로 8점을 받았으며 상대적으로 하위 점수를 받은 부처는 4점을 받은 여성부, 5.2를 받은 재정경제부의 순서로 나타났다. 최근 중앙행정부처 웹사이트는 다양한 정보 제공과 함께 정책수립 과정에서의 정보공개로 투명한 행정업무를 지향하고, 전자적 민원처리의 원활화와 여론수렴 등 전자적 의견수렴을 위한 다양한 장치를 구현함으로서 전자정부의 구축에 노력하는 모습을 보였다. 웹사이트 개선 의견란을 두어서 이용자가 문제를 제기할 때 담당자가 즉각적으로 응답하여 문제점을 해결하는 부처의 웹사이트는 대체로 충실하게 운영되는 웹사이트로 나타났다.
