This study considers time series models to forecast drug expenditures in national health insurance. We adopt autoregressive error model (ARE) and transfer function model (TFM) with segmented level and trends (before and after 2012) in order to reflect drug price reduction in 2012. The ARE has only a segmented deterministic term to increase the forecasting performance, while the TFM explains a causality mechanism of drug expenditure with closely related exogenous variables. The mechanism is developed by cross-correlations of drug expenditures and exogenous variables. In both models, the level change appears significant and the number of drug users and ratio of elderly patients variables are significant in the TFM. The ARE tends to produce relatively low forecasts that have been influenced by a drug price reduction; however, the TFM does relatively high forecasts that have appropriately reflected the effects of exogenous variables. The ARIMA model without the exogenous variables produce the highest forecasts.

General Circulation Models (GCMs) are the basic tool used for modelling climate. However, the spatio-temporal discrepancy between GCM and observed value, therefore, the models deliver output that are generally required calibration for applied studies. Which is generally done by Multi-Model Ensemble (MME) approach. Stochastic downscaling methods have been used extensively to generate long-term weather sequences from finite observed records. A primary objective of this study is to develop a forecasting scheme which is able to make use of a MME of different GCMs. This study employed a Nonstationary Hidden Markov Chain Model (NHMM) as a main tool for downscaling seasonal ensemble forecasts over 3 month period, providing daily forecasts. Our results showed that the proposed downscaling scheme can provide the skillful forecasts as inputs for hydrologic modeling, which in turn may improve water resources management. An application to the Nakdong watershed in South Korea illustrates how the proposed approach can lead to potentially reliable information for water resources management.
An ensemble Kalman filter (EnKF) with Weather Research and Forecasting (WRF) Model is applied for Typhoon Wukong (200610) to investigate the performance of ensemble forecasts depending on experimental configurations of the EnKF. In addition, the ensemble sensitivity analysis is applied to the forecast and analysis ensembles generated in EnKF, to investigate the possibility of using the ensemble sensitivity analysis as the adaptive observation guidance. Various experimental configurations are tested by changing model error, ensemble size, assimilation time window, covariance relaxation, and covariance localization in EnKF. First of all, experiments using different physical parameterization scheme for each ensemble member show less root mean square error compared to those using single physics for all the forecast ensemble members, which implies that considering the model error is beneficial to get better forecasts. A larger number of ensembles are also beneficial than a smaller number of ensembles. For the assimilation time window, the experiment using less frequent window shows better results than that using more frequent window, which is associated with the availability of observational data in this study. Therefore, incorporating model error, larger ensemble size, and less frequent assimilation window into the EnKF is beneficial to get better prediction of Typhoon Wukong (200610). The covariance relaxation and localization are relatively less beneficial to the forecasts compared to those factors mentioned above. The ensemble sensitivity analysis shows that the sensitive regions for adaptive observations can be determined by the sensitivity of the forecast measure of interest to the initial ensembles. In addition, the sensitivities calculated by the ensemble sensitivity analysis can be explained by dynamical relationships established among wind, temperature, and pressure.
The purpose of this study is to test the applicability of neuro-fuzzy system for monthly dam inflow forecasts by using weather forecasting information. The neuro-fuzzy algorithm adopted in this study is the ANFIS(Adaptive neuro-fuzzy Inference System) in which neural network theory is combined with fuzzy theory. The ANFIS model can experience the difficulties in selection of a control rule by a space partition because the number of control value increases rapidly as the number of fuzzy variable increases. In an effort to overcome this drawback, this study used the subtractive clustering which is one of fuzzy clustering methods. Also, this study proposed a method for converting qualitative weather forecasting information to quantitative one. ANFIS for monthly dam inflow forecasts was tested in cases of with or without weather forecasting information. It can be seen that the model performances obtained from the use of past observed data and future weather forecasting information are much better than those from past observed data only.
Low-level wind shear (LLWS) events on glide path at Jeju International Airport (CJU) are evaluated using the Aircraft Meteorological Data Relay (AMDAR) and Korea Meteorological Administration Post-Processing (KMAPP) with 100 m spatial resolution. LLWS that occurs in the complex terrains such as Mt. Halla on the Jeju Island affects directly aircraft approaching to and/or departing from the CJU. For this reason, accurate prediction of LLWS events is important in the CJU. Therefore, the use of high-resolution Numerical Weather Prediction (NWP)-based forecasts is necessary to cover and resolve these small-scale LLWS events. The LLWS forecasts based on the KMAPP along the glide paths heading to the CJU is developed and evaluated using the AMDAR observation data. The KMAPP-LLWS developed in this paper successfully detected the moderate-or-greater wind shear (strong than 5 knots per 100 feet) occurred on the glide paths at CJU. In particular, this wind shear prediction system showed better performance than conventional 1-D column-based wind shear forecast.
Precipitation forecasts from MM5 have been verified for the period 1989-2001 over Yeongdong region to show a tendency of model forecast. We select 57 events which are related with the heavy snowfall in Yeongdong region. They are classified into three precipitation types; mountain type, cold-coastal type, and warm type. The threat score (TS), the probability of detection (POD), and the false-alarm rate (FAR) are computed for categorical verification and the mean squared error (MSE) is also computed for scalar accuracy measures. In the case of POD, warm, mountain, and cold-coastal precipitation type are 0.71, 0.69, and 0.55 in turn, respectively. In aspect of quantitative verification, mountain and cold-coastal type are relatively well matched between forecasts and observations, while for warm type MM5 tends to overestimate precipitation. There are 12 events for the POD below 0.2, mountain, cold-coastal, warm type are 2, 7, 3 events, respectively. Most of their precipitation are distributed over the East Sea nearby Yeongdong region. These events are also shown when there are no or very weak easterlies in the lower troposphere. Even in the case that we use high resolution sea surface temperature (about 18 km) for the boundary condition, there are not much changes in the wind direction to compare that with low resolution sea surface temperature (about 100 km).
This study evaluated the accuracy of rainfall and flood forecasts in Sancheong basin with three rainfall events such as typhoon and stationary front by using LDAPS provided by Korea Meteorological Agency and MSM provided by Japan Meteorological Agency. In the rainfall forecast result, both LDAPS and MSM showed high forecast accuracy for wide-area prediction such as typhoon event, but local-area prediction such as stationary front has a limit to quantitative precipitation forecast (QPF). In the flood forecast result, the forecast accuracy was improved with the increase of the lead time, and it showed the possibility of LDAPS and MSM in the field of rainfall and flood forecast by linking meteorology and water resources.
In this study, to improve the accuracy of forecast of heat demand in the district heating system, this study applied heat demand performance among the main factors of district heating demand forecast in Pankyo area as the heat sales information of the user facility instead of existing heat source facility heat supply information, and compared the existing method with the accuracy based on the actual value. As a result of comparing the difference of the forecasts values of the existing and changed methods based on the performance values over the one week (2018.01.08 ~ 01.14) during the hot water peak, the relative error decreased from 7% to 3% The relative error between the existing and revised forecasts was 9% and 4%, respectively, for the five-month cumulative heat demand from February to February 2018, Also, in case of the weekend where the demand of heat is differentiated, the relative error of the forecasts value is consistently reduced from 10% to 5%.

At the same time, a new lifestyle that values the quality of life of individuals is taking root, along with the emergence of LCC, and Korean tourists' overseas tours are also increasing, so improvement and expansion of domestic airport passenger terminals is urgently needed. it is important to develop a structured airport infrastructure by making efficient and accurate forecasts of aviation demand. in this study, based on the Big Data, long-term domestic and international demand forecasts for urban airports were conducted.. Domestic flights will see a decrease in the number of airport passengers after 2028, and international flights will continue to increase. It is imperative to improve and expand passenger terminals at domestic airports.

Developing reliable soil moisture prediction techniques at agricultural regions is a pivotal issue for sustaining stable crop productions. In this study, a physically-based SWAP(Soil-Water-Atmosphere-Plant) model was suggested to estimate soil moisture dynamics at the study sites. ROSETTA was also integrated to derive the soil hydraulic properties(${\alpha}$, n, ${\Theta}_r$, ${\Theta}_s$, $K_s$) as the input variables to SWAP based on the soil information(Sand, Silt and Clay-SSC, %). In order to predict the soil moisture dynamics in future, the mid-term TIGGIE(THORPEX Interactive Grand Global Ensemble) and long-term S2S(Subseasonal to Seasonal) weather forecasts were used, respectively. Our proposed approach was tested at the six study sites of RDA(Rural Development Administration). The estimated soil moisture values based on the SWAP model matched the measured data with the statistics of Root Mean Square Error(RMSE: 0.034~0.069) and Temporal Correlation Coefficient(TCC: 0.735~0.869) for validation. When we predicted the mid-/long-term soil moisture values using the TIGGE(0~15 days)/S2S(16~46 days) weather forecasts, the soil moisture estimates showed less variations during the TIGGE period while uncertainties were increased for the S2S period. Although uncertainties were relatively increased based on the increased leading time of S2S compared to those of TIGGE, these results supported the potential use of TIGGE/S2S forecasts in evaluating agricultural drought. Our proposed approach can be useful for efficient water resources management plans in hydrology, agriculture, etc.
