This study assessed the water use vulnerability for 12 basins of South Korea. The annual runoff of 12 basins are derived using a Soil and Water Assessment Tool (SWAT) and the calculated runoff per unit area and population are compared with each basin. The 18 indicators are selected in order to assess the vulnerability. Those are classified by aspects of demand, loss and supply of water use. Their weighting values used Entropy method to determine objective weights. To quantitatively assess the water use vulnerability, the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) based on multi-criteria decision making are applied. The results show that the water availability vulnerability of Hyeongsan River has the highest value followed by Sapgyo River; Dongjin River; Seomjin River; Anseong River; Mangyung River; Nakdong River; Tamjin River; Youngsan River, Geum River; Taehwa River; and Han River. The result of this study has a capability to provide references for the index deveopment of climate change vulnerability assessment.
As the impacts of climate change have been emerged all the way through society, the potential risks specifically on agricultural water and facilities are recently getting concerned. Evaluating vulnerability of agriculture to climate change on is a time-tested strategy. While a number of researches on the adaption and mitigation of climate change were performed in various aspects for sustainable agricultural production, the vulnerability of management system for agricultural water and infrastructure has not been investigated yet. This study is aimed to clarify the definition of vulnerability to climate change, find the major indicators able to presume the vulnerability, and finally determine the relative importance of the indicators based on the specialist questionnaire survey and its analyses. The lists of indicators for major parts of agricultural water management such as, water use, flood control, reservoir related issues, and pumping and drainage systems are initialized referring to the related precedent studies. The primary survey was conducted in the form of Delphi to complement the list and methods and the main survey was then conducted using AHP(Analytic Hierarchy Process) technique to quantitatively prioritize the indicators. The results derived in this study would be directly adopted in weighting importance of indicators to investigate the indicator-based vulnerability analysis to climate change in agricultural water and infrastructure management.
In general, the industrial complex is a place where factories of various industries are concentrated. It is only as efficient as it is designed. However, the risks vary as there are various industries. These features are also associated with various types of disasters. The dangers of natural disasters such as a typhoon, flood, and earthquake, as well as fire and explosions, are also latent. Many of these risks can make stable production and business activities difficult, resulting in massive direct and indirect damage. In particular, decades after its establishment, the vulnerabilities increase even more as aging and small businesses are considered. In this sense, it is significant to assess the vulnerability of the industrial complex. Thus analysing fire and explosion hazards as stage 1 of the vulnerability evaluation for the major potential disasters for the industrial complex. First, fire vulnerabilities were analyzed quantitatively. It is displayed in blocks for each company. The assessment block status and the fire vulnerability rating status were conducted by applying the five-step criteria. Level A is the highest potential risk step and E is the lowest step. Level A was 11.8% in 20 blocks, level B was 22.5% in 38 blocks, level C was 25.4% in 43 blocks, level D was 26.0% in 44 blocks, and level E was 14.2% in 24 blocks. Levels A and B with high fire vulnerabilities were analyzed at 34.3%. Secondly, the vulnerability for an explosion was quantitatively analyzed. Explosive vulnerabilities were analyzed at 4.7% for level A with 8 blocks, 3.0% for level B with 5, 1.8% for level C with 3, 4.7% for level D with 8, and 85.8% for level E with 145. Levels A and B, which are highly vulnerable to explosions, were 7.7 %. Thirdly, the overall vulnerability can be assessed by adding disaster vulnerabilities to make future assessments. Moreover, it can also assist in efficient safety and disaster management by visually mapping quantified data. This will also be used for the integrated control center of the N-Industrial Complex, which is currently being installed.

Climate change recently causes rapid rises in sea level in Baramarae intertidal area and the rises present several socio-economic impacts to the affected area. We have assessed the vulnerability of the region by the rise of the sea level. Using quantitative GIS method on multi-temporal satellite images, we have first estimated the elevation (Digital Elevation Model: DEM) of Baramarae intertidal area and hence we were possibly able to identify the flooded areas under the IPCC SRES scenarios. As sea level rises by 20cm, 30cm, 40cm, 50cm and 60 cm, the estimated flooded areas of the tidal flat are 68ha, 85ha, 103ha, 121ha and 139ha, respectively. The most affected area is the tidal flat in Gagyeongju Village (Gonam-li, Gonam-myeon, Taean, Chungnam), because it has not only lower altitude but also, perhaps more significantly smooth slope. The potential affected areas are currently populated by farming of oysters and short-necked clams and therefore the areas expect significant economic loss by rise of sea level.

21세기에 들어 홍수의 규모가 대형화 되었고, 그 발생빈도 및 강도도 증가하고 있다. 최근에는 지구온난화가 지속화되면서 전 세계적으로 높은 강도의 기상이변들이 속출하고 있고, 이러한 이상기후에 따른 태풍, 집중호우 등의 대규모 호우로 인해 댐 및 제방 등의 수공구조물 붕괴와 같은 비상상황이 초래 될 수 있다. 이와 같은 피해들을 통해 홍수 침수 범위의 예측, 분석을 통한 홍수위험 및 다양한 홍수위험지도 작성의 필요성이 대두되었고, 실제로 국가 차원의 홍수위 험지도가 제작되고 있다. 특히, 홍수 위험도 분석에 있어서 홍수에 노출된 지역의 인구수, 홍수에 노출된 지역에서의 경제적 활동의 형태, 홍수가 발생했을 때 2차적 피해를 불러올 수 있는 설비 등을 나타내는 홍수 취약도(Flood Vulnerability)에 대한 정량적 평가는 홍수위험지표 및 홍수위험강도 등에 의한 Flood Risk 개념을 기반으로 한 홍수위험지도 제작을 위해 매우 중요한 사항이라 할 수 있다. 그러나 현재까지의 홍수취약도 산정방법은 방법론적인 면에 있어 다소 단순하고, 직관에 의한 위험도의 분류가 이루어지고 있는 실정이다. 또한 취약도 지표의 산정과정이 전문가의 의견에 의존하는 경우가 많아 홍수 취약도 선정과정과 가중치 결정과정에 전문가들의 주관이 개입되는 등 홍수위험지표의 정량화에 어려움을 겪는 경우가 많다. 본 연구에서는 위와 같은 문제를 극복하기 위해 Flood Risk Mapping 기술의 적용에 있어 중요한 요소인 홍수취약도를 다기준의사결정법에 의해 산정하고, 국내 낙동강 유역에 대해 행정구역별로 세분화된 홍수위험지도 제작을 위한 취약도 지표를 산정하고자 하였다. 이를 위해 다기준의사결정법중의 하나 인 PROMEETEE와 ELECTRE를 이용하여 민감도, 노출도, 저감성 지표를 낙동강 유역에 대해 정량화하여 도시하였다. 본 연구결과를 통해 홍수위험지표 및 지수들의 결합에 대한새로운 방법론을 제시하고, 그에 따른 지도화 기법을 확립할 수 있을 것으로 기대된다.

This research developed a flood fragility curve of bridges considering the debris impacts. Damage and failures of civil infrastructure due to natural disasters can cause casualties as well as social and economic losses. Fragility analysis is an effective tool to help better understand the vulnerability of a structure to possible extreme events, such as earthquakes and floods. In particular, flood-induced failures of bridges are relatively common in Korea, because of the mountainous regions and summer concentrated rainfall. The main failure reasons during floods are reported to be debris impact and scour; however, research regarding debris impacts is considered challenging due to various uncertainties that affect the failure probability. This study introduces a fragility analysis methodology for evaluating the structural vulnerability due to debris impacts during floods. The proposed method describes how the essential components in fragility analysis are considered, including limit-state function, intensity measure of the debris impact, and finite element model. A numerical example of the proposed fragility analysis is presented using a bridge pier system under a debris impact.

Although desire for living without hazardous damages grows these days, threats from natural disasters which we are currently exposed to are quiet different from what we have experienced. To cope with this changing situation, it is necessary to assess the characteristics of the natural disasters. Therefore, the main purpose of this research is to suggest a methodology to estimate the potential property loss and assess the flood risk using a regional regression analysis. Since the flood damage mainly consists of loss of lives and property damages, it is reasonable to express the results of a flood risk assessment with the loss of lives and the property damages that are vulnerable to flood. The regional regression analysis has been commonly used to find relationships between regional characteristics of a watershed and parameters of rainfall-runoff models or probability distribution models. In our research, however, this model is applied to estimate the potential flood damage as follows; 1) a nonlinear model between the flood damage and the hourly rainfall is found in gauged regions which have sufficient damage and rainfall data, and 2) a regression model is developed from the relationship between the coefficients of the nonlinear models and socio-economic indicators in the gauged regions. This method enables us to quantitatively analyze the impact of the regional indicators on the flood damage and to estimate the damage through the application of the regional regression model to ungauged regions which do not have sufficient data. Moreover the flood risk map is developed by Flood Vulnerability Index (FVI) which is equal to the ratio of the estimated flood damage to the total regional property. Comparing the results of this research with Potential Flood Damage (PFD) reported in the Long-term Korea National Water Resources Plan, the exports' mistaken opinions could affect the weighting procedure of PFD, but the proposed approach based on the regional regression would overcome the drawback of PFD. It was found that FVI is highly correlated with the past damage, while PFD does not reflect the regional vulnerabilities.

Quantitative evaluation indexes for flood control effect of a multi-purpose reservoir used widely in Korea are the discharge control rate, reservoir release rate, reservoir storage rate, and flood control storage utilization rate. Because these indexes usually use and compare inflow, release, and storage data directly, the uncertainties included in these data are not considered in evaluation process, and the downstream flood control effects are not assessed properly. Also, since the acceptable partial failure in a design of water resources system is not considered, the development of a new flood control effect evaluation index is required. Fuzzy set theory is therefore applied to the development of the index in order to consider the data uncertainty, the downstream flood control effect, and the acceptable partial failure. In this study, the flood control effect of a multi-purpose reservoir is evaluated using the flood control effect index developed by applying fuzzy set theory. The Chungju reservoir basin was selected as a study basin and the storm events of July, 2006 are used to study the applicability of the developed index. The related factors for flood control effect are fuzzified, the acceptable failure region is divided from the system state to evaluate the flood control effect using developed flood control effect index. The flood control effect index were calculated by applying to the study basin and storm events. The results show that the developed index can represent the flood control effect of a reservoir more realistically and objectively than the existing index.

This study aims to propose the methods for urban flood risk maps which are useful in strengthening urban planning toward disaster prevention by climate change. Selecting the Gwangju city, Gyeonggi-do as study area, it analyzes urban flood at a RCP 8.5 scenario, and develops gridded information regarding risk components such as hazard, exposure, and vulnerability. It turns out that flooding would occur at a bend interval of the Mokhyun stream and also at the joint of the Gyungan and the Mokhyun streams, showing the similarity with the inundation trace map. In particular, the Songjeong dong is analyzed to be seriously exposed and to be highly vulnerable to flood inundation. With all results together, this study concludes that the proposed methods could be used as a basis for strengthening urban planning toward flood disaster prevention system.

Foundation failure due to bridge scour during floods is the leading cause of bridge failure. Performed were the evaluation of bridge scour vulnerability and prioritization on real bridges registered in the National Highway Bridge Inventory of the capital region. The case studies for 30 national highway bridges consist of site investigation including boring test, bridge scour analysis fur the design flood, bearing capacity evaluation of the bridge foundation before and after scour, comprehensive evaluation of bridge scour vulnerability, and prioritization. Nine of 26 spread (feting bridges showed the potential future vulnerability to scour with significant decrease in the bearing capacity of foundations due to scour and the remaining 17 spread footing bridges were expected to maintain their stability to resist the effects of scour. Three of 4 pile foundation bridges exhibited considerable decrease in the bearing capacity of foundation after scour.
