Flood damage is becoming more serious due to the heavy rainfall caused by climate change. Physically based hydrological models have been utilized to predict stream water level variability and provide flood forecasting. Recently, hydrological simulations using machine learning and deep learning algorithms based on nonlinear relationships between hydrological data have been getting attention. In this study, the Long Short-Term Memory (LSTM) algorithm is used to predict the water level of the Seomjin River watershed. In addition, Climate Prediction Center morphing method (CMORPH)-based gridded precipitation data is applied as input data for the algorithm to overcome for the limitations of ground data. The water level prediction results of the LSTM algorithm coupling with the CMORPH data showed that the mean CC was 0.98, RMSE was 0.07 m, and NSE was 0.97. It is expected that deep learning and remote data can be used together to overcome for the shortcomings of ground observation data and to obtain reliable prediction results.
Precise run-off forecasting depends on the ability to predict quantitative rainfall intensity. The purpose of this study is to develop a stochastic model for the shori-term rainfall prediction. It is required for the model to predict rainfall intensities at all the telemetered rain-gauge locations simultaneously. All the model parameters, which are used in this work ; velocity and direction of storm movement, radial spectrum, and dimensionless time distribution of rainfall, are the results of the previous study. We formulated the model and operated it, so that in this study was analyzed particulary the influence of 4 dimensionless time distributions on the prediction and the influence of the model on run-off.

As the need for predicting the flood stage of river from torrential downpouring caused by climate change is increasingly emphasized, the study, centered on the area of Gangwon-do Inje-gun and Jeongseon-gun of local river, is to develop peak water level regression equation by rainfall. Through the correlation between rainfall and peak water level, it is confirmed that rainfall according to duration and peak water level have a high correlation coefficient. Based on this, a relational expression of rainfall and peak water level is verified and then the adequacy of the calculated expression is analyzed and the result shows that a very accurate prediction is not easy to achieve but a rough prediction of the change of water level at each point is possible.

The model simultaneously predicts rainfall intensity at all telemetered rain-gauge locations. All model parameters, velocity and direction of storm movement, radial spectrum, dimensionless time distribution of rainfall, are estimated from telemetered and historical data for the basin being predicted. Also the estimated parameters are based on the previous study. The results are the influence of dimensionless time distributions on the prediction and the model on run-off.
LISFLOOD-FP model in which channel flows are resolved separately from the floodplain flows using either a kinematic or diffusive wave approximation has been used to analyze flooding behavior on the lower Mankyung River influenced by backwater. A calibration and validation process was applied using the previous flood events to assess the model performance. Sensitivity analysis was conducted for main calibrated parameters, such as Manning roughness coefficient and downstream boundary condition. Also, we examined the effect of warm-up for the initial conditions. The results show that the computed hydrograph is in good agreement with measured data on the study reach, even though it was a hydrologic kinematic wave model. The sensitive analysis show that the difference between the computed results may be greater depending on the used calibrated parameters and that the sufficient calibration/validation process against various flood events is necessary. If the flood inundation simulation is performed using the validated model, it is expected to be able to contribute about river planning and policy decision-making for flood damage reduction.

Recently, various research has been conducted on the use of a game engine instead of a commercial geographic information system (GIS) engine for the development of 3D GIS. The advantage of the 3D game engine is that it allows developers to develop various modules according to their abilities. In particular, in the area of disasters, a wide range of alternatives for prevention as well as prediction can be presented when new analyses are attempted by combining geographic information and disaster-related information. Furthermore, 3D analysis can be an important factor in analyzing the phenomena occurring in the real 3D world because of the nature of disasters. Therefore, in this study, we tried to develop a visualization module for flood disaster information through a 3D game engine by considering the solutions for cost and manpower problems and the degree of freedom of development. Raw flood data was mapped onto spatial information and interpolation was performed for the natural display of the mapped flood information. Furthermore, we developed a module that intuitively shows dangerous areas to users by generating cumulative information in order to display multidimensional information based on this information. The results of this study are expected to enable various flood information analyses as well as quick response and countermeasures to floods.
There are more than 22,300 small streams distributed nationwide in Korea, and they have various runoff characteristics depending on basin area, topography and land use. For small stream disaster management, establishing detailed design standards suitable for the small streams is important, but most of the formulas currently proposed in the small stream design standard are based on the river design standard aimed at national and local rivers or foreign river design standards. The design-width is an important factor in determining the size of the stream. It is determined by using design-flood discharges or more variables such as design-flood discharges, basin area, slop, etc in the small stream design standard. This study collected various characteristics information such as the design-flood discharges, basin area, river length and river slop, and design-width values from 4,073 small streams distributed in 12 cities and provinces in Korea to suggest the appropriated design-width formula. This study developed two design-width formulas by using the regression analysis which one is using the design-flood discharges and the other is using various variables such as the design-flood discharges, basin area, river length and river slope collected from the small steams. It is expected that both equations developed in here can be used for small stream disaster management, such as improving small stream design standard or establishing a comprehensive small stream maintenance plan.

The Kajiyama formula, which is an empirical formula based on the maximum flood data at Korean watersheds, has been widely used for the design of hydraulic structures and management of watersheds. However, this formula was developed based on meteorological data and flow measured during early 1900s so that it could not consider the recently changed rainfall pattern due to climate changes. Moreover, the formula does not provide the monthly coefficients for 5 months including July and August (flood season), which causes the uncertainty to accurately interpret runoff characteristics at a watershed. Thus, the objective of this study is to enhance the monthly coefficients based on the recent meteorological data and flow data expanding the range of rainfall classification. The simulated runoff using the enhanced monthly coefficients showed better performance compared to that using the original coefficients. In addition, we evaluated the applicability of the enhanced monthly coefficient for future runoff prediction. Based on the results of this study, we found that the Kajiyame formula with the enhanced coefficients could be applied for the future prediction. Hence, the Kajiyama formula with enhanced monthly coefficient can be useful to support the policy and plan related to management of watersheds in Korea.

현재 전 세계적으로 극한강우의 발생빈도가 점차 높아지고 있으며 홍수량 또한 강도가 커지고 있는 것이 현실이다. 하지만 과거의 홍수발생 빈도에 따라 설계된 홍수방어시설들이 점차 한계를 보이고 있으므로 이를 대비하기위한 구조적 대책뿐만 아니라 홍수피해 발생 가능지역에 사전 예경보를 시행하는 비구조적 대책마련 또한 필요하다. 기존의 홍수예측은 확정적인 하나의 유량예측값만을 제공함으로써 신속하고 편리하였지만 이에 대한 불확실성이 큰 경우 예상치 못한 큰 인적 물적 피해를 가져올 수 있다. 이처럼 확률론적 홍수예측의 필요성이 대두되어 지면서 유럽이나 미국등 선진국에서는 EFFS(European Flood Forecasting System)과 NWSRFS(National Water Service River Forecast System)같이 이미 확률론적 홍수예측에 대한 연구 및 기술개발이 활발하게 진행되어지고 있다. 하지만 홍수예측의 확률론적 접근에 있어서는 많은 불확실성들이 내포되어 있으므로 예측시스템에서 생성된 앙상블 유량예측 결과의 신뢰도 분석과 올바른 불확실성 정보의 제공이 필요하다. 본 연구는 확률론적 홍수예측 방법을 국내에 적용시켜서 기상청의 예측시스템 KLAPS(Korea Local Analysis and Prediction System), MAPLE(McGill Algorithm for Precipitation Nowcasting by Lagrangian Extrapolation), UM(Unified Model) 그리고 MOGREPS(Met Office Global Regional Ensemble Prediction System)으로부터 생성된 기상앙상블을 현재 국토해양부 홍수통제소에서 사용하고 있는 강우-유출모형인 저류함수모형(Storage Function Method)의 입력 자료로 사용한다. 확률론적 홍수예측에서 오는 불확실성을 분석하기 위해서 첫 번째로 제공되는 기상예측 시스템의 시 공간적 스케일 및 대상유역의 공간특성에 따라 어떠한 형태로 전파되어지는지를 분석하였다. 두 번째는 각각의 예측시스템들이 선행기간(Lead time)에 따라 불확실성의 특성이 어떻게 나타나게 되는지를 확인하였다. 이러한 불확실성의 특성을 정확하게 파악하게 된다면 예측에 있어서 현재 갖고 있는 문제점들로부터 개선해 나가야 할 방향을 제시해주어 향후연구에 유용하게 활용될 수 있을 것이다.
