ROC Analysis of Topographic Factors in Flood Vulnerable Area considering Surface Runoff Characteristics (지표 유출 특성을 고려한 홍수취약지역 지형학적 인자의 ROC 분석)

  • The method of selecting an existing flood hazard area via a numerical model requires considerable time and effort. In this regard, this study proposes a method for selecting flood vulnerable areas through topographic analysis based on a surface runoff mechanism to reduce the time and effort required. Flood vulnerable areas based on runoff mechanisms refer to those areas that are advantageous in terms of the flow accumulation characteristics of rainfall-runoff water at the surface, and they generally include lowlands, mild slopes, and rivers. For the analysis, a digital topographic map of the target area (Seoul) was employed. In addition, in the topographic analysis, eight topographic factors were considered, namely, the elevation, slope, profile and plan curvature, topographic wetness index (TWI), stream power index, and the distances from rivers and manholes. Moreover, receiver operating characteristic analysis was conducted between the topographic factors and actual inundation trace data. The results revealed that four topographic factors, namely, elevation, slope, TWI, and distance from manholes, explained the flooded area well. Thus, when a flood vulnerable area is selected, the prioritization method for various factors as proposed in this study can simplify the topographical analytical factors that contribute to flooding.

The Analysis of Flooding by Virtual Flood Scenario (가상 홍수시나리오에 의한 홍수범람 해석)

  • A virtual flood scenario has been constructed to investigate the overflowing process in the flooding area. The topography is constructed using the airborne LIDAR data. In addition, the frequency and scale of the flooding and the destruction condition of the flooding defensive structure are used as input to the scenarios. Through the scenario, the inundation depth with respect to time and maximum depth has been analyzed. This analysis shows the water level variation with time which show the flooding process. Moreover, a flooding map is drawn using the results from the scenario, distribution of the defensive structure, vulnerable area, and expected destruction points in the study area. It is expected that this study can be effectively used to examine the flooding process and flood disaster management. Furthermore, it could provide important basic information for the land development and the city planning of a possible flooding area.

Analysis of Applicability of the Detention in Trunk Sewer for Reducing Urban Inundation (도시 내수침수 저감을 위한 간선저류지 적용성 분석)

  • The flood prevention capacity of drainage facilities in urban areas has weakened because of the increase in impervious surface areas downtown owing to rapid urbanization as well as localized heavy rains caused by climate change. Detention can be installed in trunk sewers and linked to existing drainage facilities for the efficient drainage of runoff in various urban areas with increasing stormwater discharge and changing runoff patterns. In this study, the concept of detention in trunk sewers, which are storage facilities linked to existing sewer pipes, was applied. By selecting a virtual watershed with a different watershed shape, the relationship between the characteristic factors of detention in the trunk sewer and the design parameters was analyzed. The effect of reducing stormwater runoff according to the installation location and capacity of the reservoir was examined. The relationship between the installation location and the capacity of the detention trunk sewer in the Dowon district of the city of Yeosu, South Korea was verified. The effects of the existing water runoff reduction facility and the detention trunk sewer were also compared and analyzed. As a result of analyzing the effects of reducing internal inundation, it was found that the inundation area decreased by approximately 66.5% depending on the installation location of the detention trunk sewer. The detention trunk sewer proposed in this paper could effectively reduce internal inundation in urban areas.

  • On the assumption of the rise of sea level, the inundation vulnerabilities on coastal areas of Korea are evaluated in different ways. The propose of this study is to find out the influences of sea level rise caused by global warming at Young-do coastal area, and to suggest the prevention schemes against the flooding damage caused by the sea level rise. The potential rates of sea level rise are assumed and with these rates the inundation vulnerabilities are simulated using CAD program. With the virtual maps, as the results of the previous CAD simulation, this study attempts to suggest the flood prevention schemes for each sector of damage-expected coastal area.

Development of Depth-Damage Function by Investigating Flooded Area with Focusing on Building Damage (피해설문조사 기반의 도시지역의 침수심별 피해 추정함수 개발 -건물피해를 중심으로-)

  • In this study, we developed a depth-damage function based on flood damage survey with focusing on building damage in urban area. We designed items for the questionnaire survey to develop a depth-damage function which estimates the amount of damage based on inundation depth targeting Dongducheon, Korea, which has experienced severe inundation damage due to significant flooding in July 2011. Based on the survey of the area, we developed a depth-damage function and used this to estimate the real amount of damage on buildings in the inundation area. To assess the damage on buildings, we categorized buildings into two groups; namely residential buildings and commercial buildings. Also, in order to calculate the real amount of damage caused by flooding, properties and detailed damaged items were sub-divided into two groups for the survey; facilities loss (wall paper, floor paper, painting, electrical facilities, and boilers) and furnishing loss (furniture, electronic products, and daily necessities. We expect this study on the process for developing depth-damage function and on the investigation research for flooded area to help in the efficient implementation of all kinds of disaster management policies and the attainment of a society safe from disaster.

  • Urban flooding threatens human beings and facilities with chemical and physical hazards since the beginning of human civilization. Recent studies have emphasized the integration of data and models for effective urban flood inundation modeling. However, the model set-up process is tend to be time consuming and to require a high level of data processing skill. Furthermore, in spite of the use of high resolution grid data, inundation depth and velocity are varied with building treatment methods in 2-D inundation model, because undesirable grids are generated and resulted in the reliability decline of the simulation results. Thus, it requires building generalization process or enhancing building orthogonality to minimize the distortion of building before converting building footprint into grid data. This study aims to develop building generalization method for 2-dimensional inundation analysis to enhance the model reliability, and to investigate the effect of building generalization method on urban inundation in terms of geographical engineering and hydraulic engineering. As a result to improve the reliability of 2-dimensional inundation analysis, the building generalization method developed in this study should be adapted using Digital Building Model(DBM) before model implementation in urban area. The proposed building generalization sequence was aggregation-simplification, and the threshold of the each method should be determined by considering spatial characteristics, which should not exceed the summation of building gap average and standard deviation.

Extraction and Utilization of DEM based on UAV Photogrammetry for Flood Trace Investigation and Flood Prediction (침수흔적조사를 위한 UAV 사진측량 기반 DEM의 추출 및 활용)

  • Orthophotos and DEMs were generated by UAV-based aerial photogrammetry and an attempt was made to apply them to detailed investigations for the production of flood traces. The cultivated area located in Goa-eup, Gumi, where the embankment collapsed and inundated inundation occurred due to the impact of 6th Typhoon Sanba in 2012, was selected as rhe target area. To obtain optimal accuracy of UAV photogrammetry performance, the UAV images were taken under the optimal placement of 19 GCPs and then point cloud, DEM, and orthoimages were generated through image processing using Pix4Dmapper software. After applying CloudCompare's CSF Filtering to separate the point cloud into ground elements and non-ground elements, a finally corrected DEM was created using only non-ground elements in GRASS GIS software. The flood level and flood depth data extracted from the final generated DEM were compared and presented with the flood level and flood depth data from existing data as of 2012 provided through the public data portal site of the Korea Land and Geospatial Informatix Corporation(LX).

Application of dual drainage system model for inundation analysis of complex watershed (복합유역의 침수해석을 위한 이중배수체계 유출모형의 적용)

  • The importance of the dual drainage system model has increased as the urban flood damage has increased due to the increase of local storm due to climate change. The dual drainage model is a model for more accurately expressing the phenomena of surface flow and conduit flow. Surface runoff and pipe runoff are analyzed through the respective equations and parameters. And the results are expressed visually in various ways. Therefore, inundation analysis results of dual drainage model are used as important data for urban flood prevention plan. In this study, the applicability of the COBRA model, which can be interpreted by combining the dual drainage system with the natural watershed and the urban watershed, was investigated. And the results were compared with other dual drainage models (XP-SWMM, UFAM) to determine suitability of the results. For the same watershed, the XP-SWMM simulates the flooding characteristics of 3 types of dual drainage system model and the internal flooding characteristics due to the lack of capacity of the conduit. UFAM showed the lowest inundation analysis results compared with the other models according to characteristics of consideration of street inlet. COBRA showed the general result that the flooded area and the maximum flooding depth are proportional to the increase in rainfall. It is considered that the COBRA model is good in terms of the stability of the model considering the characteristics of the model to simulate the effective rainfall according to the soil conditions and the realistic appearance of the flooding due to the surface reservoir.

A Study on Variation of Land-use in River Area caused by Levee Construction (제방 축조에 따른 하천공간 토지이용 변화에 관한 연구)

  • This paper defines the hydro-geomorphological river area to estimate the change of the river function before/after levee construction, and proposes the methodology that calculates the river area by using GIS. The boundary of river area is determined by the 100-year potential flood inundation area without the levee effect of the flood protection. Firstly, 1918' land-use map was digitized and the changes were analyzed by comparing with 2007' digitized map. The result shows that urban/farmland zone in Mankyung river area were increased by 0.4%/11.6% and bare ground was decreased by 10.0% so that the effective use of floodplain due to levee construction leaded to better productivity, but the decrease of the environment function of the river was predicted as result of the reduction of the river area.

Ensuring the Evacuation Path Based on Inundation & Refuge Approach Vulnerability Analysis in Residential Buildings - Focused on Daegu Bukgu Inundation Case District - (침수 시 주거용 건축물에서 대피시설로의 접근 취약성 분석을 통한 피난경로 확보방안 - 대구시 북구 침수 사례지를 중심으로 -)

  • Recently, there have been frequent occurrence of the damage to lives and properties due to the torrential rain caused by climate change. In consideration of the current situations in which the underlying data related to flooding are lacking, this study conducted to build up the basic data on the flooded areas and suggested methods to secure the evacuation routes that can be accessible to evacuation facilities in the residential buildings. Methods of the study are as follows. First, We calculated the flood risk grades of residential buildings based on elevations, considering the flooding characteristics of the flooded areas in Buk-gu, Daegu. Second, We constructed baseline data on the evacuation routes through site investigation and reviewed of drawing using Arc GIS to identify vulnerability to access to the evacuation facilities, targeting the residential buildings. Third, We carried out the proximity analysis through a near analysis of analysis functions in ARC GIS. Forth, We deduced 115 residential buildings in which access to evacuation facilities is considered to be difficult based on the analysis results. Finally, We proposed extension of a blind alley as a means for achieving connectivity to evacuation facilities. And to evaluate the alternatives presented, we reconstructed route data. As a result, about 53% improvement was identified through the proximity analysis.
