  • The purpose of this study is to develop a real-time forecasting model in order to predict the flood runoff which has the nature of non-linearity and to verify applicability of neural network model for flood warning system. Developed model based on neural network, NRDFM(Neural River Discharge-Stage Forecasting Model) is applied to predict the flood discharge on Waekwann and Jindong stations in Nakdong river basin. As a result of flood forecasting on these two stations, it can be concluded that NRDFM-II is the best predictive model for real-time operation. In addition, the results of forecasting used on NRDFM-I and NRDFM-II model are not bad and these models showed sufficient probability for real-time flood forecasting. Consequently, it is expected that NRDFM in this study can be utilized as suitable model for real-time flood warning system and this model can perform flood control and management efficiently.

  • Global Flood Alert System (GFAS) is an attempt to make the best use of satellite rainfall data in flood forecasting. The project of GFAS is promoted both by Ministry of Land, Infrastructure and Transport-Japan (MLIT) and Japan Aerospace Exploration Agency (JAXA), under which Infrastructure Development Institute-Japan (IDI) has been working on the development of Internet-based information system and just launched trial run of GFAS in April 2006 on International Flood Network (IFNet) website. The function of GFAS is to connect space agencies and hydrological services/river authorities in charge of flood forecasting and warning by providing global rainfall information in maps, text data e-mails and so on which is produced from binary global rainfall data downloaded from National Aeronautics and Space Administration (NASA) website. Although the effectiveness of satellite rainfall data in flood forecasting and warning has yet to be verified, satellite rainfall is expected to play an important role to strengthen existing flood forecasting systems by diversifying hydrological data source.

  • As part of the National Disaster Management Research Institute's Official Development Assistance (ODA) projects for transferring new technologies in the field of disaster-safety management, a flood forecasting and warning system was established in 2019 targeting the Borikhan in the Namxan River Basin in Bolikhamxai Province, Laos. In the target area, which is an ungauged small and medium river basin, observation stations for real-time monitoring of rainfall and runoff and alarm stations were installed, and a software that performs real-time data management and flood forecasting and warning functions was also developed. In order to establish a flood warning standard and develop a nomograph for flood prediction, hydraulic and hydrological analysis was performed based on the 30-year annual maximum daily rainfall data and river morphology survey results in the target area. This paper introduces the process and methodology used in this study, and presents the results of the system's applicability review based on the data observed and collected in 2020 after system installation.

  • A flood - flow forecasting system model of river basins has been developed in this study. The system model consists of the data management system(the observation and telemetering system, the rainfall forecasting and data-bank system), the flood runoff simulation system, the reservoir operation simulation system, the flood forecasting simulation system, the flood warning system and the user's menu system. The Multivariate Rainfall Forecasting model, Meteorological factor regression model and Zone expected rainfall model for rainfall forecasting and the Streamflow synthesis and reservoir regulation(SSARR) model for flood runoff simulation have been adopted for the development of a new system model for flood - flow forecasting. These models are calibrated to determine the optimal parameters on the basis of observed rainfall, 7 streamfiow and other hydrological data during the past flood periods.

  • A flood -flow management system model of river basin has been developed in this study. The system model consists of the observation and telemetering system, the rainfall forecasting and data-bank system, the flood runoff simulation system, the dam operation simulation system, the flood forecasting simulation system and the flood warning system. The Multivariate model(MV) and Meterological-factor regression model(FR) for rainfall forecasting and the Streamflow synthesis and reservoir regulation(SSARR) model for flood runoff simulation have been adopted for the development of a new system model for flood-flow management. These models are calibrated to determine the optimal parameters on the basis of observed rainfall, streamflow and other hydrological data during the past flood periods. The flood-flow management system model with SSARR model(FFMM-SR,FFMM-SR(FR) and FFMM-SR(MV)), in which the integrated operation of dams and rainfall forecasting in the basin are considered, is then suggested and applied for flood-flow management and forecasting. The results of the simulations done at the base stations are analysed and were found to be more accurate and effective in the FFMM-SR and FFMM0-SR(MV).

  • We suggest a simple and practical flood forecasting and warning system, which can predict change in the water level of a river in a small to medium-size watershed where flash flooding occurs in a short time. We first choose the flood defense target points, through evaluation of the flood risk of dike overflow and lowland inundation. Using data on rainfall, and on the water levels at the observed and prediction points, we investigate the interrelations and derive a regression formula from which we can predict the flood level at the target points. We calculate flood water levels through a calibrated flood simulation model for various rainfall scenarios, to overcome the shortage of real water stage data, and these results as basic population data are used to derive a regression formula. The values calculated from the regression formula are modified by the weather condition factor, and the system can finally predict the flood stages at the target points for every leading time. We also investigate the applicability of the prediction procedure for real flood events of the Jungnang Stream basin, and find the forecasting values to have close agreement with the surveyed data. We therefore expect that this suggested warning scheme could contribute usefully to the setting up of a flood forecasting and warning system for a small to medium-size river basin.

  • The incidence of flood damage by global climate change has increased recently. Because of the increased frequency of flooding in Korea, the technology of flood prediction and prevalence has developed mainly for large river watersheds. On the other hand, there is a limit on predicting flooding through the most present flood forecasting systems because local floods in small watersheds rise quite quickly with little or no advance warning. Therefore, this study estimated the flood warning rainfall using a flood forecasting model at the two alarm trigger points in the Suamcheon basin, which is an urban basin with backwater effects. The flood warning rainfall was estimated to be 25.4mm/120min ~ 78.8mm/120min for the low water alarm, and 68.5mm/120min ~ 140.7mm/120min for the high water alarm. The frequency of the flood warning rainfall is 3-years for the low water alarm, and 80-years for the high water alarm. The results of this analysis are expected to provide a basic database in forecasting local floods in urban watersheds. Nevertheless, more tests and implementations using a large number of watersheds will be needed for a practical flood warning or alert system in the future.

  • Due to unusual climate change and global warming, drought and flood happen frequently not only in Korea but also in all over the world. It leads to the serious damages and injuries in urban areas as well as rural areas. Since the concentration time is short and the flood flows increase urgently in urban stream basin, the chances of damages become large once heavy storm occurs. A decision support system for flood forecasting and warning in urban stream is developed as an alternative to alleviate the damages from heavy storm. It consists of model base management system based on ANFIS (Adaptive Neuro Fuzzy Inference System), database management system with real time data building capability and user friendly dialog generation and management system. Applying the system to the Tanceon river basin, it can forecast and warn the stream flows from the heavy storm in real time and alleviate the damages.

  • The methods for hydrologic prediction of streamflows for more efficient and functional operations and automation of the flood warning and forecasting system have been studiedand which have been widely used in the control engineering have been studied and investigated for representation of the dynamic behavior of rainfall-runoff precesses, and formulated into mathematical model form. The applicabilities of the model using the adaptive Kalman filter algorithm to the on-line, real-time prediction of river flows have been worked out. The computer programs in FORTRAN which are developed here can be utilized for more efficient operations and better prediction abilities of flood warning and forecasting systems, and also should be modified for better model performance.

  • On the premise of flood control procedure, flood forecasting-warning, system(FFWS) is one of actions for disaster prevention. It makes public announcements for flood situations timely in order to mitigate damage from floodings. Multi-purpose dam which has flood control storage plays an important role in river basin at flood time. In FFWS, it is reservoir operation module that is related to reservoir operation of multi-purpose dam. This study considers the current conditions and problems in reservoir operation module of FFWS in Han River and improves reservoir operation module under limited research scope. As results, additional reservoir operation modules such as Technical ROM(Reservoir Operation Method) and ARD(Approved Release Discharge) ROM were built in FFWS. Using these newly built reservoir operation modules. Han River Flood Control Office will plan and work for flood control and flood forecasting. Firstly, it may plan for flood control by Technical ROM which is deterministic simulation model, and work for final flood control and flood forecasting by ARD ROM according to approved release discharge afterward.
