In this paper, we propose a real-time fault monitoring and dual system design of the countdown time-generating system, which is the main component of the mission control system. The countdown time-generating system produces a countdown signal that is distributed to mission control system devices. The stability of the countdown signal is essential for the main launch-related devices because they perform reserved functions based on the countdown time information received from the countdown time-generating system. Therefore, a reliable and fault-tolerant design is required for the countdown time-generating system. To ensure system reliability, component devices should be redundant and faults should be monitored in real time to manage the device changeover from Active mode to Standby mode upon fault detection. In addition, designing different methods for mode changeover based on fault classification is necessary for appropriate changeover. This study presents a real-time fault monitoring and changeover system, which is based on the dual system design of countdown time-generating devices, as well as experiment on real-time fault monitoring and changeover based on fault inputs.

The use of ranging sensors on automobiles is becoming common with the desire of traffic safety by providing drivers the information of the relative distance between the vehicles. In this paper, the LED visible light ranging system different from the conventional ranging systems using the RF signal is investigated. For such a system, we propose a novel ranging algorithm which combines the time-of-flight (TOF) with the CDMA technology. Via the CDMA technology, the TOF ranging system can accurately distinguish the desired ranging signal from the visible light interferences of the neighbor vehicles. In addition, the proposed system can also overcome the light noise from other luminaries, i.e. sun-light, traffic-light, and so on. The simulation results show that the CDMA-based LED ranging system has a significant improvement for the ranging accuracy compared with the case without employing the CDMA.
The purpose of this study is to identify the problems of In-Flight Security Officer responsible for the security of the aircraft in the situation where Acts of Unlawful Interference in Aircraft shows an increasing tendency and the aircraft security is threatened by the terror threat of IS(Daesh) and to suggests its policy implications. Based on the problems of In-Flight Security Officer system found in the media reports and laws, the US Air Marshal system and the domestic similar system were presented to the In-Flight Security Officer developmental implications. First, it is necessary to revise the "Operational Guidelines for Airline Operators' In-Flight security officer" and the related qualifications to the "National Technical Qualifications" system. Second, the plan to change the national civil servants of In-Flight Security Officer in the aircraft, Third, it is a plan to use the registered security guard system in the aircraft. Although this study has limitations the accessibility of information related to aviation security. But, contributions of this study is that the government's efforts to create the public sector jobs, the "strengthening of public services in the country", "the establishment of national accountability for safety accident prevention and disaster safety management" in the "A five-year plan for Government Operation" that it has a timeliness in that it is together. In addition, since there are not many researches related to In-Flight Security Officer, this study also has another contribution as a basic study of the researchers in the aviation security aircraft in the future.
The flight deck crew are under the operational time pressure in the cockpit. The crew tend to make errors when they face the threats of operational time pressure because they are in a rush. The flight deck crew can reduce threats and errors which existing within the airlines by using threat and error management when the crew know these threats and errors. The airlines can implement meaningful safety management system by analyzing into the useful information for to identify the hazard and manage the risk to reduce these threats and errors since aircrafts accidents can be fatal. With the threats and errors that were found regard to operational time pressures, company may implements safety change process to improve the safety systematically and the crew can manage the threats and errors more effectively.
A UAV(unmanned aerial vehicle) requires higher reliability for external effects such as electromagnetic interference because a UAV is operated by pre-designed programs that are not under human control. The design of a small UAV with a complete resistance against the external effects, however, is difficult because of its weight and size limitation. In this circumstance, a conventional small UAV dropped to the ground when an external effect caused the rebooting of the flight-control computer(FCC); therefore, this paper presents a novel algorithm for the improvement of the flight safety of a small UAV. The proposed algorithm consists of three steps. The first step comprises the calibration of the navigation equipment and validation of the calibrated data. The second step is the storage of the calibration data from the UAV take-off. The third step is the restoration of the calibration data when the UAV is in flight and FCC has been rebooted. The experiment results show that the flight-control system can be safely operated upon the rebooting of the FCC.

In the aspect of the nature of aircraft maintenance work on divisible tasks carried out by a wide range of operation and expertise, any information transmission problems will not only cause a threat to flight safety but also reduce productivity by keeping the team from fulfilling its mission of delivering aircraft with airworthiness. In this regard, this study firstly identify the current status of information of aircraft maintenance and factors disturbing information transmission. Then, this article also find out the level of information culture of the AMT(Aircraft Maintenance Technicians) and problems in using information. Finally, suggestions on the model of the positive information culture in a field of aircraft maintenance through efficient use of the information including safety will be followed.
Article 37 of the International Convention on Civil Aviation requires that rules should be adopted to keep in compliance with international standards and recommended practices established by ICAO. As SARPs are revised annually, each ICAO Member State needs to reflect the new content in its national aviation Acts in a timely manner. In recent years, data-driven international standards have been developed because of the important roles of aviation safety data and information-based legislation in accident prevention based on human factors. The Safety Management System and crew Fatigue Risk Management Systems were reviewed as examples of the result of data-driven rulemaking. The safety management system was adopted in 2013 with the introduction of Annex 19 and Chapter 5 of the relevant manual describes safety data collection and analysis systems. Through analysis of safety data and information, decision makers can make informed data-driven decisions. The Republic of Korea introduced Safety Management System in accordance with Article 58 of the Aviation Safety Act for all airlines, maintenance companies, and airport corporations. To support the SMS, both mandatory reporting and voluntary safety reporting systems need to be in place. Up until now, the standard of administrative penal dispensation for violations of the safety management system has been very weak. Various regulations have been developed and implemented in the United States and Europe for the proper legislation of the safety management system. In the wake of the crash of the Colgan aircraft, the US Aviation Safety Committee recommended the US Federal Aviation Administration to establish a system that can identify and manage pilot fatigue hazards. In 2010, a notice of proposed rulemaking was issued by the Federal Aviation Administration and in 2011, the final rule was passed. The legislation was applied to help differentiate risk based on flight according to factors such as the pilot's duty starting time, the availability of the auxiliary crew, and the class of the rest facility. Numerous amounts data and information were analyzed during the rulemaking process, and reflected in the resultant regulations. A cost-benefit analysis, based on the data of the previous 10 year period, was conducted before the final legislation was reached and it was concluded that the cost benefits are positive. The Republic of Korea also currently has a clause on aviation safety legislation related to crew fatigue risk, where an airline can choose either to conform to the traditional flight time limitation standard or fatigue risk management system. In the United States, specifically for the purpose of data-driven rulemaking, the Airline Rulemaking Committee was formed, and operates in this capacity. Considering the advantageous results of the ARC in the US, and the D4S in Europe, this is a system that should definitely be introduced in Korea as well. A cost-benefit analysis is necessary, and can serve to strengthen the resulting legislation. In order to improve the effectiveness of data-based legislation, it is necessary to have reinforcement of experts and through them prepare a more detailed checklist of relevant variables.
This paper is the Software Hazard Analysis (SWHA) which will study the managerial process and the technical methode and techniques inherent in the performance of software safety task within the Military Aircraft System Safety program. This SWHA identifies potential hazardous effects on the software intensive systems and provides a comprehensive and qualitative assessment of the software safety. The purpose of this paper is to identify safety critical functions of software in Military A/C. The identified software hazards associated with the design or function will be evaluated for risks and operational constraint to further improve the software design requirement, analysis and testing efforts for safety critical software. This common SWHA, the first time analysis in KOREA, was review all avionics OFP(Operational Flight Program), and focus only on software segments which are safety critical. This paper provides a important understanding between the customer and developer as to how the software safety for the Military A/C will be accomplished. FLIR(Forward Looking Infrared) geo-pointing is a function that helps pilots to see a target within the field of view under all coordinates and attitudes of helicopter. Geo-pointing controls FLIR LOS(line of sight) toward known target coordinates by using azimuth and elevation angles calculated from several information such as helicopter coordinates and attitudes, a FLIR position from a GPS antenna, and target coordinates. Geo-pointing performance has been tested and evaluated on the ground to save flight test costs and ensure flight safety. In this paper, design and implementation of a geo-pointing system is described with the results of performance test conducted on the ground test system.

The position and trajectory of in-flight rocket are important informations to determine the flight safety of rocket. In general tracking system, radar and transponder are used to acquire position information. Rocket position and trajectory can be determined by using RF communication between ground station and in-flight rocket and antenna position data. Onboard transponder system is composed of RF receiving part, RF transmitting one, decoder and single TX/ RX antenna. Therefore circulator is necessary for minimizing RF signal interference. In this paper, the radar transponder system was developed to track the trajectory and position of KSR-Ⅲ by using radar.
