Determining the Flash Flood Warning Trigger Rainfall using GIS (GIS를 활용한 돌발홍수 기준우량 결정)

  • This paper is to apply Geographical Information System (GIS) supported Geomorphoclimatic Instantaneous Unit Hydrograph (GCIUH) approach for the calculated flash flood trigger rainfall of the mountainous area. GIS techniques was applied in geography data construction such as average slope, drainage area, channel characteristics. Especially, decided stream order using GIS at stream order decision that is important for input variable of GCIUH. We compared the GCIUH peak discharge with the existing report using the design storm at Chundong basin($14.58km^2$). The results showed that derived the GCIUH was a very proper method in the calculation of mountaunous discharge. At the Chundong basin, flash flood trigger rainfall was 12.57mm in the first 20 minutes when the threshold discharge was $11.42m^3/sec$.

Development of an Integrated Forecasting and Warning System for Abrupt Natural Disaster using rainfall prediction data and Ubiquitous Sensor Network(USN) (농촌지역 돌발재해 피해 경감을 위한 USN기반 통합예경보시스템 (ANSIM)의 개발)

  • The objectives of this research have been focussed on 1) developing prediction techniques for the flash flood and landslide based on rainfall prediction data in agricultural area and 2) developing an integrated forecasting system for the abrupt disasters using USN based real-time disaster sensing techniques. This study contains following steps to achieve the objective; 1) selecting rainfall prediction data, 2) constructing prediction techniques for flash flood and landslide, 3) developing USN and communication network protocol for detecting the abrupt disaster suitable for rural area, & 4) developing mobile application and SMS based early warning service system for local resident and tourist. Local prediction model (LDAPS, UM1.5km) supported by Korean meteorological administration was used for the rainfall prediction by considering spatial and temporal resolution. NRCS TR-20 and infinite slope stability analysis model were used to predict flash flood and landslide. There are limitations in terms of communication distance and cost using Zigbee and CDMA which have been used for existing disaster sensors. Rural suitable sensor-network module for water level and tilting gauge and gateway based on proprietary RF network were developed by consideration of low-cost, low-power, and long-distance for communication suitable for rural condition. SMS & mobile application forecasting & alarming system for local resident and tourist was set up for minimizing damage on the critical regions for abrupt disaster. The developed H/W & S/W for integrated abrupt disaster forecasting & alarming system was verified by field application.

Modeling Downstream Flood Damage Prediction Followed by Dam-Break of Small Agricultural Reservoir (농업용 소규모 저수지의 붕괴에 따른 하류부 피해예측 모델링)

  • This study is to develop a downstream flood damage prediction model for efficient confrontation in case of extreme and flash flood by future probable small agricultural dam break situation. For a Changri reservoir (0.419 million $m^3$) located in Yongin city of Gyeonggi province, a dam break scenario was prepared. With the probable maximum flood (PMF) condition calculated from the probable maximum precipitation (PMP), the flood condition by dam break was generated by using the HEC-HMS (Hydrologic Engineering Center - Hydrologic Modeling System) model. The flood propagation to the 1.12 km section of Hwagok downstream was simulated using HEC-RAS (Hydrologic Engineering Center - River Analysis System) model. The flood damaged areas were generated by overtopping from the levees and the boundaries were extracted for flood damage prediction, and the degree of flood damage was evaluated using IDEM (Inundation Damage Estimation Method) by modifying MD-FDA (Multi-Dimensional Flood Damage Analysis) and regression analysis simple method. The result of flood analysis by dam-break was predicted to occurred flood depth of 0.4m in interior floodplain by overtopping under PMF scenario, and maximum flood depth was predicted up to 1.1 m. Moreover, for the downstream of the Changri reservoir, the total amount of the maximum flood damage by dam-break was calculated nearly 1.2 billion won by IDEM.

Development and Evaluation of Computational Method for Korean Threshold Runoff (국내 유역특성을 반영한 한계유출량 산정기법 개발 및 평가)

  • The objective of this study is to develop and evaluate a Korean threshold runoff computation method. The selected study area is the Han-River basin and the stream channels in the study area are divided into 3 parts; natural channel and artificial manmade channel for small mountainous catchments, and main channel for master stream. The threshold runoff criteria for small streams is decided to 0.5 m water level increase from the channel bottom, which is the level that mountain climbers and campers successfully escape from natural flood damage. Threshold runoff values in natural channel of small mountainous area are computed by the results from the regional regression analysis between parameters of basin and stream channel, while those in artificial channel of small mountainous area are obtained from the data of basin and channel characteristics parameter. On the other hand, the threshold runoff values for master channel are used the warning flood level that is useful information for escaping guideline for riverside users. For verification of the threshold runoff computation method proposed in this study, three flash flood cases are selected and compared with observed values, which is obtained from SCS effective rainfall computation. The 1, 3, 6-hour effective rainfall values are greater than the corresponding threshold runoff values represents that the proposed computation results are reasonable.

  • Recently, very short-term rainfall forecast using radar is required for regional flash flood according to climate change. This research is to evaluate the feasibility of GIS based distributed model using radar rainfall which can express temporal and spatial distribution in actual dam watershed during flood runoff period. Vflo model which was developed Oklahoma university was used as physical based distributed model, and Namgang dam watershed ($2,293km^2$) was applied as study site. Distributed rainfall according to grid resolution was generated by using K-RainVieux, preprocess program of radar rainfall, from JIN radar. Also, GIS hydrological parameters were extracted from basic GIS data such as DEM, land cover and soil map, and used as input data of distributed model(Vflo). Results of this research can provide a base for building of real-time short-term rainfall runoff forecast system according to flash flood in near future.

  • 홍수피해가 빈발하는 도시 및 소규모 산지 유역에서와 같이 지체시간이 짧은 유역에서 국지적으로 발생하는 돌발홍수는 우량계와 기존 하천유역 예보시스템만으론 예보가 불가능하다. 동일한 강우에서도 지역에 따라 침수시간이나 침수심이 달라지기 때문에 정확한 돌발홍수예보를 위해서는 지역에 따른 침수특성과 유속특성을 달리 고려해야 한다. '골든타임 확보를 위한 유역 시공간 상세 홍수예보기술 개발(환경부)'에서 개발한 '국지 돌발홍수예측 시스템'은 지역별 검증된 침수특성과 유속특성의 관계식을 산정하여 돌발홍수예보 기준을 설정하였다. 그리고 도달시간이 짧은 도시 및 산지에서 홍수예보 선행시간을 확보하기 위해 강우레이더 기반 돌발홍수 예측 시스템을 구축하여 시범 운영 중이다. 그러나 도시·산지 중소하천유역 등 홍수예보 취약지역에 대한 돌발홍수예보 정확도를 제고하기 위해서는 기 설정된 돌발홍수위험 예보 기준을 정밀하게 평가·검증·개선 할 수 있는 실증 체계가 반드시 필요하다. 이러한 배경에서 본 연구에서는 2021년부터 3개년 동안 홍수예보 취약지역에 강우레이더와 경제적 IoT 관측센서 정보를 기반으로 돌발홍수예보 실증기술을 개발하여 전국 돌발홍수예보 실용화 기반 구축하고자 한다. 홍수피해 취약지역인 도심지, 산지·계곡, 해안지역에 실증 테스트베드를 선정하고 강우레이더-IoT 실증 관측망을 구축하여 돌발홍수예보 기술 실증과 돌발홍수 위험기준 설정 가이드라인을 마련하고자 한다. 더불어 도시 중소하천유역 홍수예보 활용을 위한 소형강우레이더 강우량 정확도 개선 기술 개발과 홍수기 강우레이더 기반 홍수예보 관-연 협업 시범 운영을 추진할 계획이며, 최종적으로는 강우레이더와 IoT 정보 기반 돌발홍수 실증 시스템을 구축 운영하고자 한다.

  • 기후변화에 따른 이상기후는 최근 국지적인 집중호우를 빈번하게 발생시키고 있으며, 이는 개수율이 높은 국가하천 및 지방하천에서보다는 산지지역에 위치한 소하천에서의 피해가 심각하다. 또한 우리나라는 국토의 2/3가 산악지형이며, 많은 지역이 개발되어 집중호우에 의한 돌발홍수에 취약하다. 1990년대 후반 이후 돌발홍수는 우리나라의 가장 빈번한 자연 재해 중 하나로 자리 잡았으며, 인구밀도가 높은 우리나라의 경우 돌발홍수에 대한 위험도가 매우 높다고 할 수 있으며 기존의 대 유역 수위, 우량관측소 위주의 홍수방재 시스템으로는 그 한계가 있다. 따라서 실시간으로 돌발홍수의 위험성을 모니터링하고 예측해야 한다. 본 연구에서는 한국건설기술연구원에서 개발한 돌발홍수예보모형인 F2MAP 모형을 이용하여 과거 돌발홍수가 발생한 경북 봉화군과 강원도 인제군을 대상으로 돌발홍수 모의를 실시하였으며, 돌발홍수 모의를 실시한 결과를 피해가 발생한 실제 위치 및 시간과 비교하였다. 모의결과, 실제 피해가 발생한 위치의 돌발홍수기준(Flash Flood Guidance, FFG,)이 낮게 산정되었으며 돌발홍수에 취약한 것으로 분석되었다.

Verification about Threshold Discharge Computation using GIUH on ungauged small basin (지형학적순간단위도를 이용한 미계측 소유역의 한계유출량 산정 검증)

  • This paper is about the threshold discharge computation using GIUH(Geomorphoclimatic Instantaneous Unit Hydrograph) on ungauged small basin. GIUH is one of the possible approaches to predicting the hydrograph characteristics. This study is calculated the various ways which are hydrologic characteristics, bankfull flows, unit peak flows(the Clark, the Nakayasu and the S.C.S) as well as threshold runoffs on about $5km^2$ scale at Kyungbuk gampo in subbasin. We are estimated propriety that peak discharge calculated the GIUH from acquiring data by GIS(Geographic Information System) compared to observed peak discharge. And, the threshold discharge was calculated by NRCS(Natural Resources Conservation Service) for a flash flood standard rainfall.
